16 4 MAR NOISE. NOISE ABATEMENT, RUSSIA GENERAL Noise abatement procedures shall be executed by all aircraft, except in case of reduction of flight safety and in case of engine failure. ARRIVALS APPROACH PHASE Runway 30 is the preferential runway and shall be used to the maximum possible extent. Maintaining the minimum IAS of climb is not required if it leads to the exceeding of the minimum permissible angle of attack.
