BACKGROUND This report describes the access and circulation characteristics of the proposed new Graduate Student Residences Project in Escondido Village. The report has been prepared according to the requirements of GUP Conditions of Approval D.5, D.6 and G.11. The report s scope and methodology is consistent with the memorandum of understanding (MOU) on how such studies should be prepared, entitled Scoping of Project- Specific Transportation Studies under Stanford GUP Condition of Approval G.11. The report provides a summary of existing traffic conditions; a description of the circulation and parking characteristics of the project; a traffic analysis of the intersections immediately adjacent to the project; and recommendations for access and circulation improvements to be incorporated into the project. Please note that we previously submitted a GUP EIR Intersection Evaluation Report (Fehr & Peers, February 22, 216) in connection with the Santa Clara County Planning Commission s approval of 1,45 additional graduate student beds beyond the 3,18 housing units/beds initially authorized by the 2 GUP. That report addressed trip generation and trip distribution associated with the additional beds and determined that the Graduate Students Residences Project would not result in new or substantially more severe intersection congestion impacts compared to the impacts previously disclosed in the EIR for the Community Plan and 2 GUP. Therefore, this new report focuses on access and circulation. B. PROJECT DESCRIPTION The project is located in the East Campus Development District of the campus. The project will provide 2,434 beds of graduate housing in 4 buildings, ranging in height from 6 to 1 stories. The project includes the demolition of 29 buildings providing 414 beds; thus, 2,2 net new beds will be provided with the project. The project also includes the construction of a two-story underground parking structure providing 1,442 spaces, and provision of 168 spaces in several small surface lots. With the demolition of 86 surface spaces to make way for the project, the net new residential parking provided is 75 spaces. The scope of the project includes common amenities such as a market and café, social and community gathering rooms, activity rooms, computer clusters, and laundry facilities. 1

EXISTING CONDITIONS Figure 1 shows the project site vicinity, including the intersections studied in this analysis. The project will be located in the southwest quadrant of Escondido Village, bounded by Escondido Road to the south, Campus Drive to the west, and Serra Street to the north. Existing conditions at intersections external to the campus were provided in the previously submitted GUP EIR Intersection Evaluation Report (Fehr & Peers, February 22, 216), and are not repeated here. This analysis focuses on circulation internal to the campus. Peak period traffic counts of vehicle, bikes, and pedestrian movements at the internal study intersections were conducted in April 216. The peak hours are 8 9 AM and 5 6 PM. Existing traffic volumes, lanes configurations, and traffic control at the study intersections are shown in Figure 2, and Figure 3 shows the bicycle and pedestrian volumes. The count data is shown in Appendix A. The study intersections include stop-controlled intersections and a roundabout atcampus Drive/Escondido Road. For side-street stop-controlled and all-way stop-controlled intersections, the 21 Highway Capacity Manual Special Report 29 (Transportation Research Board, Chapter 17) methodology is used. With this method, operations are defined by the average control delay per vehicle (measured in seconds) for each stop-controlled movement. This incorporates delay associated with deceleration, acceleration, stopping, and moving up in the queue. For side-street stop-controlled intersections, the delay and LOS are typically reported for the worst stop-controlled movement or approach, along with the average delay and LOS for the entire intersection. The Synchro analysis software is used to calculate LOS for stop-controlled intersections. For roundabouts, the SIDRA analysis software is used. SIDRA provides analysis options using either the Transportation Research Board s 21 Highway Capacity Manual methodology, or an alternate deterministic methodology developed by SIDRA Solutions. Fehr & Peers reviewed both methodology results, and determined that the HCM methodology was more appropriate for the volumes and configuration of the Campus Drive/Escondido Road roundabout. Table 1 summarizes the relationship between delay and LOS for unsignalized intersections. 2

ROADWAY NETWORK AND PROJECT ACCESS Figure 4 shows the project site within the surrounding Existing Plus Project roadway network. The roadway changes associated with the project include: Olmsted Road will be terminated between the Pampas Lane/Hulme Court/Serra Street access intersection (intersection #11) and the Olmsted Road/Serra Street access intersection closest to El Camino Real (intersection #12). Thus, any traffic generated by the northernmost area of Escondido Village that currently uses the Hume Court/Pampas Lane intersection to access Serra Street would need to shift to the intersection closest to El Camino Real. The project parking structure and most of the smaller surface lots will be served by two driveways: a full access driveway on Escondido Road (intersection #D1) and a right in/right out driveway on Campus Drive (intersection #D2). Two small surface lots will be accessed from Serra Street at the northern edge of the project site, approximately where Thoburn Court is currently located. It is noted that the University is separately studying a roadway improvement project that would include a new roundabout at Campus Drive/Serra Street. However, that project is still in the conceptual design phase and is separate from the Escondido Village Graduate Student Residences project. Figure 5 shows the pedestrian, bicycle, service and emergency circulation routes for the project. Figure 6 shows the vehicle circulation routes for general traffic. B. PROJECT TRAFFIC ESTIMATES VEHICLE TRIP GENERATION As described in the GUP EIR Intersection Evaluation Report (Fehr & Peers, February 22, 216), project vehicle trips were estimated using per-bed trip rates from the 2 General Use Plan EIR. The net gain of 2,2 beds generates about 28 trips (182 in and 97 out) in the AM peak hour and 26 trips (83 in and 176 out) in the PM peak hour. These are the estimated trips travelling to and from campus. For purposes of the local on-campus circulation and access analysis, an additional 25 percent was added to the external trips to reflect vehicle trips that may be made within the campus. While the level of internal campus vehicle trips 5

10 Escondido Village Graduate Residences Local Access and Circulation Study June 3, 216 made by resident graduate students during the peak commute hours is assumed to be small, this assumption was included to ensure a conservative analysis of internal campus intersections. VEHICLE TRIP DISTRIBUTION AND ASSIGNMENT As described in the GUP EIR Intersection Evaluation Report, all external trips were assigned to/from El Camino Real via Serra Street. Internal campus trips were distributed 75 percent to/from Campus Drive to the north, and 25 percent to/from Campus Drive to the south, based on the various campus destinations served by these two routes. The project trips were assumed to use the two structure driveways in relatively equal proportions, with the exception that the left turn limitation at the Campus Drive driveway would require those travelling from the north or to the south to choose the Escondido Road driveway. It is noted that the project trip assignment does not break down trips to/from each of the smaller site parking lots, since all but about 2 new parking spaces are accessed from the two structure driveways. In addition to the assignment of the new project trips, adjustments were made at intersection #12 to reflect the termination of Olmsted Road described above: specifically, a fraction of the trips currently entering and existing Escondido Village at intersection #11 were shifted to intersection #12. The resulting Existing Plus Project vehicle turn movements at internal campus intersections are shown in Figure 7. BICYCLE AND PEDESTRIAN VOLUME PROJECTIONS Bicycle volumes at internal campus intersections were estimated by reviewing the existing bicycle counts for movements directly connecting Escondido Village to the core campus at the intersections of Campus/Serra, Campus/Escondido, and the other intersections along the Escondido Village frontage, and estimating the project-generated bicycle volume at 67% of those movements (based on the proportional growth in beds in Escondido Village with the project). The resulting Existing Plus Project bicycle and pedestrian volumes are shown in Figure 8. C. EXISTING PLUS PROJECT INTERNAL INTERSECTION OPERATIONS The results of the Existing Plus Project analysis are shown in Table 3. Detailed analysis reports are included in the appendix. 6

11 Escondido Village Graduate Residences Local Access and Circulation Study June 3, 216 With project vehicle, bicycle and pedestrian trips added to existing counts, all but one of the driveway intersections and other stop-controlled intersection operate at LOS C or better. One four-way stopcontrolled intersection, Serra Street/Pampas Lane, is projected to operate at LOS D, just over the LOS C/D threshold, in the PM peak hour. This LOS results from the higher volume on Serra Street with the project. The projected average delay is 25.2 seconds. In the AM peak hour, the intersection would operate at LOS C. At the remaining stop-controlled intersections in the study area, no excessive queueing or other operational issues are identified. The addition of vehicle traffic from the parking structure driveway and bicycle traffic from the new residents are projected to cause the existing Campus Drive/Escondido Road roundabout to operate at LOS D in the AM peak hour and LOS E in the PM peak hour, for the roundabout as a whole. However, the peak-volume approaches would operate poorly, at LOS F in both cases. The westbound Escondido Road approach is projected to have a 3-4-foot queue in the AM peak hour, and the eastbound Escondido Road approach is projected to have a 2-3-foot queue in the PM peak hour. It is noted that, with the project, the roundabout is projected to serve about 1,3 vehicles and 6 bicycles in the AM peak hour, and 1,5 vehicles and 7 bicycles in the PM peak hour. Because the actual operations and queuing on the Escondido Road approaches depend heavily on the bicycle volume growth that actually occurs with the project, and on bicyclist behavior approaching the roundabout (i.e. the extent to which bicyclists will cluster and choose gaps within the roundabout, as bike volumes grow), Fehr & Peers recommends monitoring the roundabout after construction of the project, and considering an expansion if indicated based on actual conditions. PEDESTRIAN AND BICYCLE ACCESS As shown in Figure 5, the project site plan includes well-connected pedestrian and bicycle path networks that connect to the existing Escondido Village network and to the primary routes to the campus core. Key components of the pedestrian and bicycle networks include: Connections to the existing north-south pedestrian/bicycle pathway in Escondido Village, along the east side of the project site, providing access to Escondido Road (a major bicycle route into campus); Connections between each project building and through most buildings, to minimize walking distances; 8

13 Escondido Village Graduate Residences Local Access and Circulation Study June 3, 216 Off-street paths on all sides of the project site, separating pedestrians from the vehicle traffic on Escondido Road, Serra Street and Campus Drive; Several internal shared pedestrian/bicycle paths; and A bicycle path connection to the new Campus Drive/Serra Street roundabout. Detailed site plans showing the design of building access points, path design, and bike storage facilities have not yet been developed. It is recommended that accessible connections be provided between building entrances and the Escondido Village pathway system, and that bicycle parking be provided consistent with the University s standards for housing projects. Additional general site plan recommendations, based on the site grading plans, are provided in Section G. E. SERVICE AND EMERGENCY ACCESS As shown in Figure 5, service and delivery vehicles would have access from all sides of the project site, via Escondido Road, Campus Drive, and Serra Street, with a 26-foot access road along the north and east sides of the project site. Service vehicles will use the Campus Drive right in/right out driveway to access an underground central delivery area within the parking structure, and will also be able to use the Escondido Road driveway to access the structure when needed. Short-term parking for vendors and deliveries will also be accommodated in the site s smaller surface lots. Emergency vehicle access is provided on Campus Drive, Escondido Road and Serra Street frontages, as well as on the 26-foot access roadways located on the north and east sides of the site and on the central eastwest connector between buildings B and C within the site. Fire truck access to the parking structure is provided by the Campus Drive driveway. Because this is will be a right in/right out driveway for general traffic, it is recommended that the Campus Drive median at this driveway location be designed to allow fire truck access in the event of a fire emergency. F. TRANSIT The project site design and adjacent roadway modifications will accommodate Marguerite shuttle access both on Campus Drive and Serra Street, as shown on the draft civil plan drawings. and southbound pull-outs for Marguerites will be provided on Campus Drive between the Escondido and Serra Street intersections, and a pull-out area including some short term parking and the potential to serve Marguerites will be provided on northbound Serra Street adjacent to Building C. As the project design 9

14 Escondido Village Graduate Residences Local Access and Circulation Study June 3, 216 progresses, Fehr & Peers will work with the design team to ensure safe and efficient traffic flow and pedestrian access and circulation. G. SITE PLAN RECOMMENDATIONS Based on Fehr & Peers review of the site grading and drainage plan (sheet 4.), we have prepared the following recommendations for consideration as the site design work moves forward (refer to Figure 9): Design the surface lot that shares the parking structure driveway on Escondido Road for one-way counterclockwise circulation, and provide stop control on the eastbound and westbound approaches at the internal lot intersection. This will promote more efficient traffic flows for vehicles entering the structure at this location, and minimize back-ups onto Escondido Road which could conflict with bicycle flows on this important bike route. Consider allowing on-site circulation between the surface lots which are served by the Campus Drive and Escondido Road driveways, in order to minimize driver re-circulation on the adjacent roadways. Provide curb radii at the intersection of the parking structure/lot driveway and Campus Drive that promote slow turning traffic and provide optimum sight distance. If access to the site is provided on Serra Street just north of the Campus Drive/Serra Street intersection, it should be emergency access only. Bollards should be located where indicated (approximately) on Figure 9, to ensure general vehicle traffic does not penetrate to the eastern side of the site where the fire lane is located. 1

RECOMMENDATIONS Based on the above evaluation, the following recommendations are provided for Stanford s use in the continued design of the project site and the adjacent roadway and intersection modifications: A. VEHICLE CIRCULATION The Campus Drive/Escondido Road roundabout should be monitored after the project is constructed and occupied, to determine if operations warrant capacity enhancements. B. PEDESTRIAN AND BICYCLE CIRCULATION Provide accessible connections between building entrances and the Escondido Village pathway system. Provide bicycle parking consistent with the University s standards for housing projects. C. SITE PLAN RECOMMENDATIONS Refer to Figure 9, which shows the following recommendations.
