4 Transportation Impact Analysis Residential EXECUTIVE SUMMARY This Transportation Impact Analysis (TIA) documents the traffic impacts associated with the proposed One Harbor Point residential development. Project Proposal. The proposed development includes two separate land use scenarios: (1) includes 35 senior housing detached units, and (2) includes 35 residential condominium units. Both land use scenarios were evaluated in this comprehensive TIA. The project is anticipated to be completed and occupied in Trip Generation. Land use scenario 1 (senior housing) is anticipated to generate 186 new weekday daily trips with 36 new trips occurring during the weekday AM peak hour and 20 new trips during the weekday PM peak hour. Land use scenario 2 (Condos) is anticipated to generate 258 new weekday daily trips with 22 new trips during the weekday AM peak hour and 25 new trips during the weekday PM peak hour. Intersection LOS Analysis. Intersection level of service (LOS) analyses were conducted at four offsite study intersections during the weekday PM peak hour. The results showed that all movements at the study intersections are estimated to operate at LOS D or better in the year 2018 without or with the project for both land use scenarios, which meets the CityÊs adopted LOS standards. Site Access Analysis. The site access to Soundview Drive will intersect at the Judson Street intersection as an exit-only driveway. All entering site trips will access the site on Harborview Drive. All turn movements at the site access driveways on Soundview Drive and Harborview Drive are expected to operate at acceptable levels (LOS B or better) with minimal vehicle queues during the weekday PM peak hour for both land use scenarios. Safety. There are no known high accident locations in the project vicinity. The proposed frontage improvements and realignment at the Soundview/Harborview intersection are expected to enhance traffic and pedestrian safety with better sight lines and reduce crosswalk width. Mitigation. The following measures are proposed to mitigate the transportation impacts of the One Harbor Point residential project. Frontage Improvements Frontage improvements and right-of-way dedication will be provided along the entire property limits along Harborview Drive and Soundview Drive. Frontage improvements along Soundview Drive include roadway widening, new wider sidewalks, new street and sidewalk lighting, and the addition of on-street public parking. Frontage improvements on Harborview Drive include wider sidewalks, new street and sidewalk lightning, and on-street public parking. Some of the existing parking along Harborview Drive will be replaced with new public street parking on Soundview Drive. The net effect is no loss of public on-street parking. 5 Transportation Impact Analysis Residential Off-Site Improvements A new roadway alignment and lane channelization enhancements will be implemented at the Soundview Drive / Harborview Drive public intersection to enhance traffic and pedestrian safety with better sight lines and reduce crosswalk width. A public road turnaround will also be created at the eastern end of eês frontage so that public traffic need not continue to the end of the dead-end street to turn around. Transportation Impact Fees The City collects transportation impact fees to help fund needed transportation improvements by the City. The currently adopted transportation impact fee rate of $2,124 per residential unit was used (City of Gig Harbor Municipal Code 19.12). The preliminary transportation impact fee estimate for the proposed project is $74,340 ($2,214 X 35 residential units). TENW January 23, 2017 Page 2
6 Transportation Impact Analysis Residential INTRODUCTION This traffic impact analysis has been prepared for the proposed residential development located on the southeast corner of the Soundview Drive and Harborview Drive intersection in Gig Harbor as shown in the Figure 1 site vicinity map. Project Description The proposed development includes two separate land use scenarios: (1) includes 35 senior housing detached units, and (2) includes 35 residential condominium units. Both land use scenarios were evaluated in this TIA. The existing site is vacant. Vehicle access is proposed at 6 driveway locations: two new driveways on Soundview Drive (one aligned with the existing Judson St) and four driveways on Harborview Drive. The project is anticipated to be completed and occupied in A preliminary site plan is provided in Figure 2. Project Approach The specific scope items used in the evaluation of traffic impacts were defined in an provided by the City of Gig Harbor dated November 8, To analyze the traffic impacts from the One Harbor Point residential project, the following tasks were undertaken: Assessed existing conditions through field reconnaissance and reviewed existing planning documents. Described existing roads, pedestrian facilities, and transit facilities in the project vicinity. Documented 3-year traffic collision history in the study area. Documented existing traffic volumes and intersection levels of service (LOS) at four offsite study intersections during the weekday PM peak hour. Documented future City planned roadway improvements in the project vicinity. Developed weekday daily, AM and PM peak hour trip generation estimates. Distributed and assigned weekday PM peak hour project-generated trips based on the City of Gig HarborÊs model distribution. Analyzed weekday PM peak hour LOS for the 2018 conditions without and with the project at the following study intersections: 1. Pioneer Way / Harborview Drive 2. Soundview Drive / Harborview Drive 3. 10 Transportation Impact Analysis Residential BACKGROUND INFORMATION Roadway Network The study area for evaluating impacts of the project was defined by the City of Gig Harbor and includes the following roadways: Harborview Drive from Pioneer Way to Soundview Drive. Soundview Drive from Harborview Drive to Grandview Street. Harborview Drive is a two-lane east-west minor arterial. Curb, gutter, and sidewalks exist on both sides of the street. Street parking exists on both sides of the street. The posted speed limit on Harborview Drive is 25 mph. Soundview Drive is a two lane north-south minor arterial in the study area. Curb, gutter, and sidewalk exists on the west side of the street. The posted speed limit on Soundview Drive is 25 mph. Existing Traffic Volumes Existing weekday PM peak hour traffic volumes at the study intersections were based on 2016 counts collected by TCC on Thursday, November 10, Average daily traffic (ADT) on the streets in the project vicinity were estimated using a K-factor = Figure 3 illustrates the existing 2016 PM peak hour traffic volumes at the study intersections. Appendix A includes the existing PM peak hour turning movement data at the study intersections. Transit Service Local public transit service in the project vicinity is provided by Pierce Transit. The nearest public transit stops are located on Judson Street (just west of Soundview Drive) and provide access to Pierce Transit route 100. Route 100 provides transit service to and from the TCC Transit Center and Purdy Park & Ride. The current schedule for Route 100 includes 60 minute headways throughout a typical weekday. 12 Transportation Impact Analysis Residential Collision History Collision records in the study area were reviewed for the three-year period from January 1, 2013 to December 31, 2015 (the most recent 3-year period as provided by WSDOT). Collision data and rate calculations were summarized by TENW at intersections and mid-block segments in the project study area. Summaries of the total, severity, collision type, collisions per million entering vehicles (MEV), and collisions per million vehicle miles (MVM) are provided in Tables 1 and 2. 13 Transportation Impact Analysis Residential TRAFFIC GENERATION AND DISTRIBUTION Trip Generation Trip generation estimates for weekday daily, AM and PM peak hour for both land use scenarios were calculated consistent with the trip generation methodology provided in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9 th edition. Table 3 summarizes the net trip generation for both land use scenarios for the proposed Residential development. A detailed trip generation estimate is included in Appendix B. Scenario 2 (35 condominiums) is estimated to generate 258 new daily trips with 22 occurring during the AM peak hour and 25 during the PM peak hour. The traffic impacts of both scenarios are evaluated in this TIA. Trip Distribution & Assignment The City of Gig HarborÊs distribution model was used to distribute the PM peak hour project trips to the local road network for both land use scenarios. The modelês trip distribution was provided by the City and is included in Appendix C. The distribution and assignment of PM peak hour project trips for both land use scenarios are shown graphically in Figures 4 and 5. TENW January 23, 2017 Page 10

16 Transportation Impact Analysis Residential FUTURE TRAFFIC CONDITIONS Planned Transportation Improvements This section documents the planned transportation improvements in the study area. Based on the WSDOT Transportation Improvement Program (TIP), there are 2 projects in the study area: TIP #19: Harborview Drive / Pioneer Way: This project includes intersection improvements to increase non-motorized user safety. The total estimated project cost is $130,000. TIP #29: Grandview Phase 2: This project includes road, stormwater, and lighting improvements. The total estimated cost is $1.2M. Future Traffic Volumes Year 2018 No Action (without project) traffic volumes were estimated at the study intersections by applying a 4 percent annual growth rate to the existing volumes. This approach was directed by the City to account for future background traffic volumes and pipeline development. The resulting future 2018 No Action PM peak hour volumes at the four study intersections and future 2018 No Action daily (ADT) volumes on the nearby roadway segments are shown in Figure 6. The 2018 With-Project traffic volumes were determined by adding the trip assignment from both land use scenarios (shown in Figures 4 and 5) to the future 2018 No Action traffic volumes (shown in Figure 6). The resulting total With-Project PM peak hour traffic volumes at the study intersections and site access driveways for both land use scenarios are shown in Figures 7 and 8 as well as the future with-project daily (ADT) volumes on nearby roadway segments. 20 Transportation Impact Analysis Residential TRAFFIC OPERATIONS ANALYSIS Level of Service Based on our traffic scoping with the City of Gig Harbor, weekday PM peak hour level of service (LOS) analyses were conducted at the following study intersections: 1. Pioneer Way / Harborview Drive 2. Soundview Drive / Harborview Drive 3. Soundview Drive / Judson Street 4. Soundview Drive / Grandview Street LOS generally refers to the degree of congestion on a roadway or intersection. It is a measure of vehicle operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F generally describes intersection LOS. At signalized intersections, LOS A represents free-flow conditions (motorists experience little or no delays), and LOS F represents forced-flow conditions where motorists experience an average delay in excess of 80 seconds per vehicle. The LOS reported at stop-controlled intersections is based on the average control delay and can be reported for each controlled minor approach, controlled minor lane group, and controlled majorstreet movement (and for the overall intersection at all-way stop controlled intersections. Additional v/c ratio criteria apply to lane group or movement LOS only). Table 4 outlines the current HCM 2010 LOS criteria for signalized and stop-controlled intersections based on these methodologies. Level of service calculations for intersections were based on methodology and procedures outlined in the 2010 Highway Capacity Manual, Transportation Research Board (HCM 2010) using Synchro 8.0 traffic analysis software. As shown in Table 5, all individual lane groups at the stop-controlled study intersections operate at LOS D or better under 2016 existing conditions during the weekday PM peak hour. Future Level of Service Future 2018 Level of Service (LOS) analyses were conducted at the study intersections for weekday PM peak hour No Action (without project) conditions and for future with-project conditions for both land use scenarios. The future 2018 analysis was conducted using the existing roadway geometry as there are no funded TIP Improvements in the study area. The future 2018 weekday PM peak hour LOS results at the study intersections without and with the proposed residential project for both land use scenarios are summarized in Tables 6 and 7. The LOS worksheets are included in Appendix D. As shown in Tables 6 and 7, the results show that the individual lane groups at the stop-controlled study intersection are estimated to operate at LOS D or better in the year 2018 without or with the project for both land use scenarios, which meets the City of Port Gig HarborÊs LOS standards. The Soundview Drive / Judson Street / Site Access intersection was evaluated with the east and west approaches stop controlled and the north and south approaches running free. Consideration may be given to converting this to an all-way stop controlled intersection to enhance pedestrian safety. The resulting LOS as an all-way stop would be LOS C during the PM peak hour. Table 8 below summarizes the calculated LOS and the 95 th percentile queues at the site access driveways during the PM peak hour.
