4 Transportation Impact Study - Draft Castilian Redevelopment Project June INTRODUCTION The purpose of this study is to evaluate the potential transportation impacts of the Castilian Redevelopment Project, and identify improvements needed to mitigate deficiencies caused by the project. PROJECT LOCATION AND DESCRIPTION The Castilian Redevelopment Project will replace the vacant Castilian North and Castilian South student housing, a 5 unit complex for incoming freshman and transfer students being demolished due to seismic deficiencies, with housing for up to 275 graduate students. The proposed project is located north of Russell Boulevard, between State Route (SR) 113 and Wake Forest Drive - West 8 th Street, on the UC Davis campus. The project location is shown on Figure 1. ALYSIS SCERIOS The following scenarios were analyzed as part of this study: Existing Conditions Existing Plus Project Conditions Cumulative No Project Conditions Cumulative Plus Project Conditions STUDY FACILITIES Vehicle level of service was analyzed at the following study intersections (shown on Figure 1): 1. Russell Boulevard/State Route (SR) 113 Southbound () Ramps 2. Russell Boulevard/State Route (SR) 113 Northbound () Ramps 3. Russell Boulevard/Sycamore Lane 4. Russell Boulevard/Anderson Road La Rue Road DATA COLLECTION Study Intersections Intersection counts including vehicle turning movements, bicycle volumes, and pedestrian volumes were collected at the study intersections on October 26, 211 as part of the UC Davis Long Range Development Plan (LRDP) Mitigation Monitoring Program Update (Fehr & Peers, 211). The counts were collected during the AM (7: AM to 9: AM) and PM (4: PM to 6: PM) peak periods when school was in session. The counts show that the AM and PM vehicle peak hours occur from 8: AM to 9: AM and 5: PM to 6: PM, respectively. 1

6 Transportation Impact Study - Draft Castilian Redevelopment Project June 212 Trip Generation Counts Traffic volumes data was collected at the driveways of the Colleges at La Rue student housing complex at UC Davis to develop trip generation rates for the proposed project. The Colleges at La Rue has three driveways serving its designated parking spaces. Residents also park along Orchard Park Drive adjacent to the housing complex. Video cameras recorded vehicles entering and exiting the driveways and on-street parking spaces on Orchard Park Drive for a 24-hour period on May 15, 212. Manual counts (recorded by a person) were conducted during the AM (7: AM to 9: AM) and PM (4: PM to 6: PM) peak periods as well, to verify and calibrate the video data. The camera recording the on-street parking spaces did not capture the all of the traffic entering and exiting the spaces and was adjusted based on the manual count data. TRAFFIC FORECASTS Cumulative intersection turning movement forecasts were developed for the study locations using an updated version of the Davis Travel Demand Model. The assumed cumulative land uses for UC Davis were consistent with those assumed for the UC Davis 23 Long Range Development Plan Final Environmental Impact Report (23 LRDP EIR). The horizon year for the 23 LRDP EIR is the 215/16 academic year; however, it is unlikely that full buildout of the 23 LRDP EIR land uses will occur by the 215/16 academic year. The model included the most recent land use assumptions for the City of Davis based on the City of Davis General Plan. The difference method, which adds the difference between the base and future year model runs to existing counts, was used to develop the cumulative turning movement forecasts. METHODOLOGY Transportation engineers and planners commonly use the term level of service (LOS) to measure and describe the operational status of the local roadway network. An intersection or roadway segment s level of service can range from LOS A (indicating free-flow traffic conditions with little or no delay), to LOS F (representing oversaturated conditions where traffic flows exceed design capacity, resulting in long queues and delays). The study intersections were analyzed using the methodology presented in the Transportation Research Board s Highway Capacity Manual (HCM) 2. The 21 Highway Capacity Manual includes minor updates to the HCM 2 methodologies for signalized intersections; however, these updates do not affect the analysis results for intersections in this study. Therefore, at signalized intersections, the HCM 2 methodology was used. Signalized Intersection Analysis The HCM 2 methodology determines the level of service (LOS) at signalized intersections by comparing the average control delay (i.e. delay resulting from initial deceleration, queue move-up time, time actually stopped, and final acceleration) per vehicle at the intersection to the thresholds shown in Table 1. 3

Source: 2 Highway Capacity Manual (Transportation Research Board, 2) SIGNIFICANCE CRITERIA AND IMPACTS Based on the UC Davis 23 LRDP EIR, the following significance criteria was used to identify operational deficiencies, if the proposed project would: Cause the LOS to change from an acceptable level to an unacceptable level. The following LOS thresholds apply to the study intersections: o o LOS D is the minimum acceptable LOS for UC Davis LOS C is the minimum acceptable LOS for SR 113 and its associated interchanges Add 1 or more vehicles to the volume of a study intersection that is currently operating at an unacceptable level For this analysis, LOS C was used as the standard for the Russell Boulevard/SR 113 Ramps and Russell Boulevard/SR 113 Ramps intersections (i.e. LOS A, B, and C are considered acceptable operations, while LOS D, E, and F are considered unacceptable operations), and LOS D was used as the standard for the Russell Boulevard/Sycamore Lane and Russell Boulevard/Anderson Road intersections (i.e. LOS A, B, C, and D are considered acceptable operations, while LOS E and F are considered unacceptable operations). 4

8 Transportation Impact Study - Draft Castilian Redevelopment Project June EXISTING CONDITIONS This section describes the existing conditions of the roadway, bicycle, and pedestrian facilities in the study area. INTERSECTION OPERATIONS Existing conditions intersection level of service analysis was performed using SimTraffic microsimulation software which utilizes HCM 2 methodology. SimTraffic results are a product of a simulation that is designed to represent real-life drivers to the best extent possible; therefore, each simulation run represents a unique set of data. The results are based on an average of 1 runs. Figure 2 shows the existing, peak hour, vehicle traffic volumes and lane configurations at the study intersections. All of the study intersections are signalized. Table 2 shows the existing delay and level of service at the study intersections. 10 Transportation Impact Study - Draft Castilian Redevelopment Project June 212 BICYCLE AND PEDESTRIAN FACILITIES Class I shared-use paths exist on the south side of Russell Boulevard through the entire study area, on the north side of Russell Boulevard between Orchard Circle Park and Sycamore Lane, and on the west side of La Rue Road south of Russell Boulevard. Class II bicycle lanes exist on Sycamore Lane and Anderson Road north of Russell Boulevard. Sidewalks exist on the north side of Russell Boulevard through entire study area with the exception of the section between Orchard Circle Park and Sycamore Lane, which has a shared-use path. Sidewalks also exist on both sides of Sycamore Lane and Anderson Road-La Rue Road. The Russell Boulevard/SR 113 Ramps and Russell Boulevard/SR 113 Ramps intersections have crosswalks on the north and south legs of the intersections (eastbound and westbound). Crosswalks are also located on all vehicle approaches of the Russell Boulevard/Sycamore Lane and Russell Boulevard/Anderson Road intersections. Bicycle and Pedestrian Volumes Bicycle and pedestrian volumes were collected at the study intersections during the AM and PM peak periods. Table 3 shows the volumes at each study intersection. The Russell Boulevard/Anderson Road-La Rue Road intersection has a dedicated southbound left turn lane for cyclists that connects to the southeast corner of the intersection, allowing access to the shared-use path on the south side of Russell Boulevard. 7

11 Transportation Impact Study - Draft Castilian Redevelopment Project June PROJECT CONDITIONS TRIP GENERATION Vehicle trip generation estimates were developed for the proposed Castilian Redevelopment Project based on 275 graduate student residents. The Colleges at La Rue is another student housing complex on the UC Davis campus with similar characteristics to the proposed project. Vehicle trip generation counts were conducted at the Colleges at La Rue to develop trip generation rates for the Castilian project. The Colleges at La Rue has three driveways that serve its designated parking spaces. Residents also park along Orchard Park Drive adjacent to the housing complex. Video cameras recorded vehicles entering and exiting the driveways and on-street parking spaces on Orchard Park Drive for a 24-hour period. Manual counts (recorded by a person) were conducted during the AM and PM peak periods to verify and calibrate the video data. Table 4 shows the trip generation rates developed based on the count data. Source: Fehr & Peers, 212 The trip rates shown in Table 4 are reflective of the fact that UC Davis has a high percentage of travelers who use alternative modes of travel (e.g. walking, bicycling, transit, etc.) Based on surveys conducted in the fall of 211, the following percentages of students/faculty/staff living in the City of Davis or on the UC Davis campus use alternatives modes of travel: Bicycle 7% Transit 19% Auto Driver 11% The trip generation rates in Table 3 were developed using data from a student housing complex at UC Davis, and therefore inherently account for alternative modes of travel. The rates shown above provide trip generation estimates for vehicle trips only. Table 5 shows the daily, AM, and PM peak hour trip generation estimates based on 275 residents. 8

Source: Fehr & Peers, 212 The proposed Castilian student housing is expected to generate approximately 6 daily, 2 AM peak hour, and 45 PM peak hour vehicle trips. Based on the alternative mode percentages from the travel survey collected in fall 211, the project is estimated to generate the following bicycle, pedestrian, and transit trips: Bicycle: AM 12, PM 18, Daily 3,78 Transit: AM 3, PM 75, Daily 1,3 TRIP DISTRIBUTION Project generated traffic volumes were distributed to the surrounding roadway network based on existing travel patterns in the area and the locations of complimentary land uses. The Davis Travel Demand Model was used to develop an initial trip distribution assignment for the project and adjustments were made based on existing traffic volume data and local knowledge of the area. Project generated trips were distributed to the study intersections based on the following: 1% to/from north of SR 113 3% to/from south on SR 113 1% to/from Russell Boulevard west of SR % to/from north on Sycamore Lane toward Covell Boulevard 5% to/from north on Anderson Road toward Covell Boulevard 5% to/from east on 8th Street toward F Street 35% to/from east on Russell Boulevard toward F Street 25% to/from south on La Rue Road 9

Table 6 shows the intersection level of service results. Figure 4 shows the existing plus project conditions traffic volumes. BICYCLE AND PEDESTRIAN FACILITIES The proposed Castilian Redevelopment Project will increase traffic on roadways. Where bicyclists share the road with vehicles, increased traffic will impact conditions for bicyclists. Added roadway traffic will impact conditions for pedestrians, especially at uncontrolled crossings. However, because the amount of traffic added by the project is small, the impact is considered less-than-significant. 12

17 Transportation Impact Study - Draft Castilian Redevelopment Project June CUMULATIVE CONDITIONS Two cumulative conditions scenarios were analyzed: Cumulative No Project Cumulative Plus Project CUMULATIVE NO PROJECT CONDITIONS Traffic Forecasts Traffic volume forecasts for the cumulative no project scenario were prepared using the Davis Travel Demand Model via the difference method, which adds the difference between the base and future year model runs to the existing traffic volumes at the study intersections. The land use data in the travel demand model assumes that the existing Castilian buildings are operational and generate traffic. To provide an accurate estimate of cumulative no project conditions forecasts, the land use values associated with the existing Castilian buildings were removed before the model was run to represent the vacant buildings. Figure 5 shows the cumulative no project peak hour traffic volumes and lane configurations. Roadway Network No changes are expected on the study roadway segments or intersections for the cumulative conditions analysis. Intersection Operations Intersection level of service analysis was performed for the study intersections based on the cumulative no project traffic volume forecasts. Table 7 shows the results. 14

CUMULATIVE PLUS PROJECT CONDITIONS Intersection Operations Project generated traffic volumes were added to the cumulative no project forecasts for cumulative plus project conditions intersection level of service analysis. Table 8 shows the results. Figure 6 shows the cumulative plus project conditions traffic volumes.
