3 TRAFFIC IMPACT ANALYSIS FOR McDONALD S RESTAURANT IN CARMICHAEL EXECUTIVE SUMMARY Project Description The project is a 4,328 sf fast food restaurant to be located on 1.5 acres on the northeast corner of Fair Oaks Blvd / Arden Way intersection in the unincorporated Sacramento County community of Carmichael. The project makes use of a site previously occupied by a Burger King restaurant. As with the prior use, the project s primary access will be via an existing full access driveway on Arden Way, while secondary access will be provided via an existing right turn only driveway on Fair Oaks Blvd. Trip Generation The project is expected to generate a total of 2,173 daily trips, with 199 trips occurring during the a.m. peak hour and 143 trips generated during the p.m. peak hour. Of that total roughly 50% of the trips associated with fast food restaurants are pass-by trips drawn from the stream of traffic already on Fair Oaks Blvd or Arden Way. After accounting for pass-by trips, the project may generate 1,087 new daily trips, with 102 new trips in the a.m. peak hour and 72 new trips during the p.m. peak hour. Existing Conditions The signalized Fair Oaks Blvd / Arden Way and Arden Way / Walnut Avenue traffic signals currently operate at LOS C or D during the a.m. and p.m. peak hours. These conditions satisfy Sacramento County s minimum LOS standard (i.e., LOS E or better). Traffic Impacts and Mitigations for Existing Plus Project Conditions The addition of project traffic does not appreciably change current traffic condition and does not result in Levels of Service in excess of Sacramento County s minimum standards at study intersections. Thus, no mitigations relating to Level of Service impacts are necessary. Access and Circulation. The internal circulation system will adequately accommodate the flow of customers to and from on-site parking and to and from the drive-thru aisle. The dual-board drive-thru system provides adequate queuing space. Driveway throats are adequate for projected demands. Existing driveway locations are appropriate based on proximity to the Fair Oaks Blvd/Arden Way signal and neighboring driveways. Pedestrian and trucks are accommodated by the proposed plan. 4 TRAFFIC IMPACT ANALYSIS FOR McDONALD S RESTAURANT IN CARMICHAEL INTRODUCTION Study Purpose and Objectives This study evaluates the traffic impact associated with the development of the McDonald s Restaurant in the unincorporated Sacramento County community of Carmichael. The project is located on the northeast corner of the intersection of Arden Way and Fair Oaks Blvd., as noted in Figure 1. At the direction of Sacramento County staff, this traffic study addresses the following scenarios: 1. Existing Traffic Conditions 2. Existing Plus Project Conditions The objective of this study is to identify any impacts to the flow of traffic on Fair Oaks Blvd or Arden Way, to confirm the adequacy of site access and to review the project s internal circulation layout. Project Description The McDonald s restaurant will be a 4,386 sf fast food restaurant with a drive-thru window. The project will occupy a 1.5 acre site that was previously occupied by a Burger King Restaurant which is now closed. The McDonald s will use the same access points previously provided to the Burger King, including a full access driveway on Arden Way and a right turn only driveway on Fair Oaks Blvd. Figure 2 presents the project site plan. 7 EXISTING SETTING Study Area Streets This study addresses traffic conditions along Arden Way and Fair Oaks Blvd, at two signalized intersections on those streets and at the project s access on Arden Way and on Fair Oaks Blvd. The text which follows provides information regarding the physical characteristics of these facilities. Arden Way. Arden Way is a prominent six-lane / four-lane two lane facility that traverses Sacramento County for roughly 6 miles from an interchange on the Business 80 freeway near Cal Expo to its terminus at an intersection on McLaren Drive near the American River. Arden Way is identified as an Arterial in Sacramento County s General Plan. Arden Way transitions from four lanes to two lanes in the area east of the Fair Oaks Blvd intersection. Bike lanes and sidewalks are provided in this area. On-street parking is prohibited. The posted speed limit is 40 mph in the four lane area west of Fair Oaks Blvd, and the limit drops to 25 mph east of Fair Oaks Blvd. New 24 hr traffic counts were conducted on Arden Way to supplement daily traffic volumes available from the Sacramento County Department of Transportation. Traffic counts conducted in April 2014 indicated that Arden Way carried 7,635 vehicles per day in the area just east of the Fair Oaks Blvd intersection. Sacramento County reported a daily volume of 6,765 in Fair Oaks Blvd. Fair Oaks Blvd is a six lane / four lane facility that traverses most of the urbanized area of Sacramento County. Fair Oaks Blvd is designated an Arterial in the Sacramento County General Plan. Fair Oaks Blvd begins as an extension of J Street at the American River bridge in East Sacramento. The road then continues parallel to the American River for roughly five miles to its intersection with Arden Way. Continuing on, Fair Oaks Blvd turns north through Carmichael before returning to an easterly orientation and entering the community of Fair Oaks near its intersection with Sunrise Blvd. Fair Oaks Blvd is a four lane roadway in the area of the project, and bicycle lanes sidewalks are provided. On-street parking is prohibited. The posted speed limit is 40 mph. Traffic volume counts available from Sacramento County indicated that Fair Oaks Blvd carried 27,564 vehicles per day south of Arden Way in New traffic counts conducted in April 2014 revealed that the section north of Arden Way carried 35,050 vehicles per day. Walnut Avenue. Walnut Avenue is a north-south Collector street that extends for 3½ miles from an intersection on Winding Way near American River College south to its terminus on Fair Oaks Blvd. In the area of the proposed project Walnut Avenue has been striped with two southbound lanes and a single northbound lane in order to accommodate bicycle lanes. Sidewalks are also provided and on-street parking is prohibited. The posted speed limit on Walnut Avenue is 40 mph. Sacramento County reports that in 2012 Walnut Avenue carried 10,285 vehicles per day in the area immediately north of its intersection with Fair Oaks Blvd. Traffic Impact Analysis for McDonald s Restaurant Page 4 Carmichael, California (April 16, 2014)

8 Study Area Intersections In urban areas the quality of traffic flow is typically governed by the operation of major intersections. For this study, the operations of two signalized intersections were evaluated. New weekday a.m. and p.m. peak hour turning movement counts were conducted at each of the intersections in April The study locations include: The Fair Oaks Blvd / Arden Way intersection is controlled by an actuated traffic signal that is coordinated with the other signals along Arden Way. The Fair Oaks Blvd approaches include separate left turn and right turn lanes. The eastbound Arden Way approach has three lanes configured as a separate left turn, a combined left turn & through lane and a combination through and right turn lane. The westbound Arden Way approach has four lanes with separate left turn and right turn lanes. The traffic signal system operates with conventional protected left turn phases on Fair Oaks Blvd, and the Arden Way approaches are split. Signs indicate that U-turns are prohibited on the westbound Fair Oaks Blvd approach. Crosswalks and pedestrian indications / push buttons are provided on all four legs of the intersection. The Fair Oaks Blvd / Walnut Avenue intersection is a tee intersection with the fourth leg opposite Walnut Avenue providing access to a small adjoining retail center. The two lane Walnut Avenue approach has separate left turn and right turn lanes. The three lane Arden Way approaches have separate left turn lanes. Signs indicate that U-turns are prohibited on the eastbound Fair Oaks Blvd approach. Crosswalks exist on the northern Walnut Avenue and eastern Fair Oaks Blvd legs of the intersection, and pedestrian indications / push buttons are provided. Driveways exist on the project site on Fair Oaks Blvd and on Arden Way. The beginning of the Fair Oaks Blvd driveway is located 150 feet beyond the northern crosswalk at the Arden Blvd intersection and is 180 feet from the stop bar that defines the limits of the eastbound Fair Oaks Blvd approach to the Walnut Avenue intersection. A driveway serving a small retail center is located 80 feet further east on Fair Oaks Blvd. A narrow raised median limits driveways between Arden Way and Walnut Avenue to right-turns-only. The Arden Way driveway begins 240 feet beyond the eastern crosswalk at the Fair Oaks Blvd intersection. Arden Way has two eastbound lanes in the area of the driveway, but the second lane ends roughly 20 feet beyond the driveway. A driveway serving an existing apartment complex is located 40 feet beyond the existing driveway, and a driveway serving an existing retail center is located across Arden Way. Level of Service Analysis Methodology. Level of Service Analysis has been employed to provide a basis for describing existing traffic conditions and for evaluating the significance of project traffic impacts. Level of Service measures the quality of traffic flow and is represented by letter designations from "A" to "F", with a grade of "A" referring to the best conditions, and "F" representing the worst conditions. The guidelines and analyses used for this report follow Sacramento County standards. A modified Circular 212 Planning methodology contained in the County s July 2004 Traffic Impact Guidelines memo was used for signalized intersections. 9 intersections also follow the most recent Highway Capacity Manual methodology. Table 1 presents typical Level of Service characteristics. Local agencies adopt minimum Level of Service standards for their facilities. The County of Sacramento identifies LOS E as the acceptable Level of Service for urban areas and LOS D for rural areas. This project is in an urban area of Sacramento County, therefore the LOS E threshold is applicable. Intersection Thresholds. An impact is considered significant if the project causes a signalized intersection segment to deteriorate from an acceptable LOS to an unacceptable LOS or increase the v/c ratio by more than 0.05 that is currently operating at an unacceptable LOS without the project. 10 For unsignalized intersections, an impact is considered significant if the project results in an unsignalized intersection movement and/or approach operating at an acceptable LOS to deteriorate to an unacceptable LOS and also cause the intersection to meet a traffic signal warrant; or for an unsignalized intersection that meets a traffic signal warrant to increase the delay by more than 5 seconds at a movement/approach that is operating at an unacceptable LOS without the project. Daily Traffic Volume Thresholds. The County s Traffic Impact Analysis Guidelines present the Level of Service criteria for roadway segments based on daily traffic volume. These thresholds make use of facility classifications that are based on the facility type and number of lanes on the facility. The classifications for each roadway that are contained in the Guidelines have been used for this analysis and are presented in Table 2. An impact is considered significant for roadways when the project causes the roadway to operate below the approved level of service thresholds. 11 For this analysis, Fair Oaks Blvd is a four-lane Arterial with moderate access control. The segments of Arden Way east of Fair Oaks Blvd could have different capacities based on the number of lanes, but based on the 25 mph speed limit the roadway would be evaluated as an arterial with low access controls. Public Transit Sacramento Regional Transit (RT) operates buses throughout the Sacramento area. The closest RT route (29) near the proposed project travels on Arden Way to the Fair Oaks Blvd intersection and then turns left along the project site before continuing easterly on Fair Oaks Blvd. Route 29 is a commuter route that provides westbound service for ½ hour in the morning and eastbound service in the p.m. During other times the closest route follows El Camino Avenue to Fair Oaks Blvd (Route 23) and does not pass the McDonald s site. Bicycle, Pedestrian and Equestrian Facilities The Sacramento County Bikeway Master Plan (2011) provides guidance in this area. Arden Way, Fair oaks Blvd and Walnut Avenue are all important bicycle routes for both local circulation and regional access. Class 2 Bike lanes are present along each of these streets. Sidewalks are present in the urbanized areas of Sacramento County, notably where site improvements such as residential subdivisions and commercial / retail services have been developed. In this case, sidewalk exists on all the streets in the area of the McDonald s site. Existing Traffic Operating Conditions Existing Levels of Service based on Daily Traffic Volumes. Table 3 summarizes Levels of Service based on the current daily traffic volumes on study area roads. Applicable Level of Service thresholds and roadway classifications are also presented. Based on the most recent daily traffic counts Fair Oaks Blvd between Arden Way and Walnut Avenue along the roadway frontage operates at LOS E. This is within the County s minimum of LOS E. The four lane portion of Arden Way immediately adjoining the site operates at LOS A, while the two lane segment further east also operates at LOS A. Intersection Levels of Service. Figure 3 presents the existing lane configurations at the study intersections as well as the current a.m. and p.m. peak hour turning movement volumes at each study intersection. Table 4 presents the existing Levels of Service for each of the analyzed intersections. As shown in Table 4, the signalized Arden Way / Fair Oaks Blvd intersection operates at LOS C during the a.m. (7:00 to 9:00 a.m.) peak hour and LOS D during the p.m. (4:00 to 6:00 p.m.) peak hour. During those same time periods the Fair Oaks Blvd / Walnut Avenue intersection operates at LOS D and LOS C respectively. 14 EXISTING PLUS PROJECT IMPACTS Project Characteristics The development of this project will attract additional traffic to the project site. The amount of additional traffic on a particular section of the street network is dependent upon two factors: Trip Generation, the number of new trips generated by the project, and Trip Distribution and Assignment, the specific routes that the new traffic takes. Trip Generation. Trip generation is determined by identifying the type and size of land use being developed and then applying approved trip generation rates to calculate the total number of trip ends. The trip generation of the project was computed using trip generation rates published in Trip Generation (Institute of Transportation Engineers, 9th Edition, 2012) based on the projected use of the site. Table 5 presents the trip generation rates that are applicable to fast food restaurants with drive-thru windows. Resulting trip generation forecasts are also presented. As indicated, the proposed project could generate 2,173 daily trips, with 199 trips occurring in the a.m. peak hour and 143 trips generated during the p.m. peak hour. The distribution of project traffic will reflect the project s location along major arterial streets as well as its location within the developed Carmichael area. 15 A portion of the trips associated with convenience retail uses are often drawn from the stream of traffic already passing the site. These pass-by trips represent customers who are already passing the site and choose to stop as part of another trip to a different destination. The ITE Trip Generation Handbook provides information regarding the pass-by trip percentages for various land uses. In the case of fast food restaurants pass-by trips comprise 49% of the total a.m. peak hour trips and 50% of the trips in the p.m. peak hour. The distribution of pass-by trips is assumed to reflect the relative volume of traffic in each traffic stream passing the site, as well as ease of access. Thus, proportionately more pass-by trips would be drawn from northbound Fair Oaks Blvd since the volume is high and right turn access is easy. Conversely, while the volume on southbound Fair Oaks Blvd is high, particularly in the a.m. peak hour reaching the site from that direction requires multiple left turns, and proportionately fewer pass-by trips would be expected from that stream. The overall assumptions for pass-by trips, as well as new trips, are noted in Table 6. The assignment of project trips will reflect factors such as the location of drive-thru entrance and exit, access controls at driveways, turn prohibitions at adjoining intersections and the least time path between the site and trip origins and destinations. Figure 4 illustrates the resulting project trip assignment, including the net effect of pass-by trips. 17 Existing Plus Project Traffic Operating Conditions The impacts of developing this project have been identified by superimposing project traffic onto Year 2014 background conditions. Figure 5 displays the Existing plus Project generated traffic anticipated for each study intersection under weekday a.m. and p.m. peak hour conditions, and traffic volumes at the project driveway are also presented. Intersection and roadway Levels of Service were then re-calculated and used as the basis for evaluating potential project impacts under Sacramento County standards. Roadway Segment Levels of Service. Table 8 compares roadway segment traffic volumes and Levels of Service with and without the proposed project. As shown, development of the project will increase the volume of traffic on Fair Oaks Blvd and Arden Way, slightly. However, the Level of Service will not change and conditions on each street will remain within the minimum Sacramento County Level of Service thresholds (i.e., LOS E or better). 20 SITE DESIGN REVIEW In addition to evaluation of project impacts under Level of Service criteria, this analysis has also considered the following issues relating to site design: the project s internal circulation, drive-thru lane queuing, driveway throat depth, driveway locations and their spacing relative to intersection and driveways serving adjacent parcels, parking lot layout, pedestrian circulation, and emergency access for the site. Internal Circulation. The site plan is intended to accommodate the paths of patrons using both the drive-thru (i.e., 50% to 60% of customers) and regular parking (40% to 50% of customers). The plan allows drive-thru customers to enter at either driveway, but the Arden Way driveway is closer to the drive-thru entrance and will be more heavily used (i.e., 60% to 70% of all arrivals). While the drive thru exit is immediately adjacent to the Fair Oaks Blvd driveway, many drivethru customers will move thru the site to the other driveway because left turns are not possible onto Fair Oaks Blvd and u-turns are prohibited at the Walnut Avenue intersection. This may result in a situation where some traffic exiting the drive- thru crosses the path of exiting vehicles headed to the Fair Oaks Blvd driveway. Over the course of the a.m. peak hour roughly 60 vehicles will exit the drive thru, and of that total, 20 could use the Fair Oaks Blvd driveway and 40 could pass thru the site to Arden Way driveway. Conversely, 34 vehicles will turn right into the site at this driveway from Fair Oaks Blvd and 14 vehicles will leave the McDonald s parking area via the Fair Oaks Blvd driveway. These conflicting streams can be accommodated so long as no appreciable queuing occurs in the Fair Oaks Blvd driveway to block the flow of circulating traffic. As is discussed in the next section, because exiting traffic will only be turning right, the queue of exiting traffic would be short (i.e., 95 th percentile queue <25 feet). Drive-Thru Queuing. The project site plan includes McDonald s standard dual ordering board system. The drive-thru aisles provide a total of 240 feet of queuing area, which would accommodate vehicles behind the delivery window. There is another fifty feet of space in the area between the drive-thru entrances and the path of vehicles entering on Arden Way and destined for the on site parking area. Driveway Throat Depth. The driveway throat is the distance that is available for temporary staging of exiting vehicles as they wait to exit the site. A driveway throat is adequate if it provides space to accommodate the projected queue of waiting vehicles without interfering with the path of entering traffic. 21 Table 10 identifies the length of the throat available at each driveway and compares that depth to the 95 th percentile queue anticipated during the a.m. and p.m. peak hour under Existing Plus Project conditions. In each case, the throat depth was measured from the back of sidewalk to the point where a queuing vehicle would block an adjoining aisle or parking space. The length of 95 th percentile queues were calculated as part of Level of Service analysis. The Fair Oaks Blvd driveway is configured in a manner that minimizes the effects of exit queuing. Because the driveway is linked to the drive-thru exit, inbound motorists turn right as they enter towards the restaurants parking area. As a result a queue of roughly 75 feet (three vehicles) could be accommodated before entering traffic was affected by the queue. Because exiting traffic must turn right, delays are relative short, and the forecasted 95% queue is relatively short (i., < 1 vehicle). The 95 th percentile queue can readily be accommodated, and the available throat is adequate. The throat at the Arden Way driveway can accommodate two waiting vehicles (i.e., 50 feet) before blocking access to parking stalls along the south side of the main aisle. While most of the site traffic will elect to exit from this location, because the volume of traffic on Arden Way is relatively low, delays are short and the 95 th percentile queue is < 1 vehicle. The McDonald s will use two driveways that were previously used by a Burger King restaurant. The beginning of the Fair Oaks Blvd driveway is located 150 feet beyond the northern crosswalk at the Arden Blvd intersection and is 180 feet from the stop bar that defines the limits of the eastbound Fair Oaks Blvd approach to the Walnut Avenue intersection. A driveway serving a small retail center is located 80 feet further east on Fair Oaks Blvd. A narrow raised median limits driveways between Arden Way and Walnut Avenue to right-turns-only. The Arden Way driveway begins 240 feet beyond the eastern crosswalk at the Fair Oaks Blvd intersection. Arden Way as two eastbound lanes in the area of the driveway, but the second lane ends roughly 20 feet beyond the driveway. A driveway serving an existing apartment complex is located 40 feet beyond the existing driveway, and a driveway serving an existing retail center is located across Arden Way. 22 The existing driveways are generated located as far from the adjoining signalized intersections as is practical. While it is theoretically gain greater separation by possible move each driveway to the property line, this action could increase conflicts between McDonald s traffic and motorists accessing existing driveways near the project. Moving the Arden Way driveway would also misalign the driveway with the existing driveway on the south side of Arden Way. Based on these considerations, no change to the proposed driveway locations is recommended. Parking Lot Layout. The project proposes perpendicular parking generally located in the area between the restaurant building and Arden Way. Circulating aisles are wide enough to accommodate turns into and out of the proposed stalls. Pedestrian Circulation. The site plan proposes designated pedestrian routes linking the restaurant with sidewalks along Arden Way and Fair Oaks Blvd. The routes include handicap accessible ramps and crosswalk markings. The crossings adjoin the project s driveway and are incorporated into driveway throat islands to minimize crossing distance. Truck Access. McDonald s restaurants are serviced by trucks that make deliveries during off peak hours and generally stage in the area near the service entrance. The site plan is configured with enough space to allow trucks to enter from Fair Oaks Blvd and exit onto Arden Way.
