2 EXECUTIVE SUMMARY The Westminster Seminary Project (Project) proposes the development of 72 graduate housing units on 9.7 acres. The Project site is located on the east side of Bear Valley Parkway of Boyle Avenue in the City of Escondido. The project study area includes five intersections and six roadway street segments. The traffic analyses for the project were conducted in accordance with the City of Escondido s Traffic Impact Study Guidelines. The following scenarios are evaluated in this report: Existing Existing + Project Existing + Cumulative Projects Existing + Project + Cumulative Projects Buildout (Year 2035) without Project Buildout (Year 2035) with Project The project traffic generation calculations were conducted using the trip generation rates published in the SANDAG s Not so Brief Guide of Vehicular Traffic Generation Rates for San Diego Region (April 2002). The project is calculated to generate 216 daily trips with 17 trips (3 inbound/14 outbound) in AM peak hour and 19 trips (13 inbound/6 outbound) during PM peak hour. LLG applied engineering judgment based on existing traffic flows, intersection controls and roadway characteristics to determine the distribution of traffic among the nearby intersections. Cumulative projects were accounted for based on research conducted by LLG within the City of Escondido and County of San Diego to identify if any potential discretionary projects could be included for analysis. Based on the research conducted, three (3) cumulative projects were included in this study. Per the City of Escondido significance thresholds and the analysis methodologies presented in this report, Project-related and cumulative traffic are calculated to cause no significant impact on the study area intersections and segments. 6 1.0 INTRODUCTION TRAFFIC IMPACT ANALYSIS WESTMINSTER SEMINARY Escondido, California June 25, 2015 Linscott, Law and Greenspan, Engineers (LLG) have prepared the following traffic impact analysis to assess the impacts to the street system as a result of the Westminster Seminary project (Project), which proposes the development of 72 graduate housing units on the site. The Project site is located on the east side of Bear Valley Parkway, south of Boyle Avenue in the City of Escondido. 7 2.0 PROJECT DESCRIPTION 2.1 Project Location The Project site is located at the southeast corner of the Bear Valley Parkway / Boyle Avenue intersection in the City of Escondido. Figure 2 1 shows the Project vicinity and Figure 2 2 illustrates, in more detail, the site location. 2.2 Project Description The proposed Project would construct 72 new student housing residential units on approximately 9.7 acres adjacent to the existing seminary. 2.3 Project Access Access to the site would be provided from the existing access along the north-western portion of the project on Boyle Avenue. All project traffic would be oriented to/from Boyle Avenue and would use the Bear Valley Parkway / Boyle Avenue intersection. Figure 2 3 shows the Project s Site Plan. 11 3.0 EXISTING CONDITIONS Effective evaluation of the traffic impacts associated with the proposed Project requires an understanding of the existing transportation system within the Project study area. Figure 3 1 shows an existing conditions diagram, including signalized/unsignalized intersections and lane configurations. The study area was determined in accordance with the City of Escondido s published Traffic Impact Analysis Requirement Guidelines (2014). Further details on the City s guidelines for developing the study area can be found in Section 4.0. The study area includes the following five (5) intersections and six (6) street segments. Intersections: 1. Bear Valley Parkway / S Midway Drive 2. Bear Valley Parkway / Boyle Avenue 3. Bear Valley Parkway / Birch Avenue 4. Bear Valley Parkway / Idaho Avenue 5. Bear Valley Parkway / San Pasqual Valley Road (SR 78) Segments: 1. Bear Valley Parkway: Oak Drive to S Midway Drive 2. Bear Valley Parkway: S Midway Drive to Boyle Avenue 3. Bear Valley Parkway: San Pasqual Valley Road to Eldorado Drive 3.1 Existing Transportation Conditions The following is a brief description of the streets in the Project area. Although the project is located within the City of Escondido General Plan area and thus most of roadway classifications are taken from the City of Escondido s General Plan map, the study area includes intersections and street segments in both City of Escondido and County of San Diego jurisdictions. Bear Valley Parkway is a north/south facility with varying Mobility Element classifications. In the Project study area, from north of Midway Road to Boyle Avenue, it is currently constructed as a four-lane divided roadway and classified as Major Road. From Boyle Avenue to San Pasqual Valley Road, it is constructed as a two-lane undivided roadway and classified as a Collector. This section is in the County of San Diego. Bear Valley Parkway is under construction at present by the County of San Diego. 12 Road (SR-78) to Boyle Avenue. The Bear Valley Parkway / Boyle Avenue intersection will be signalized as part of the widening project. The widened road will connect to the existing four-lane road within the city of Escondido to the north. Bike lanes, Sidewalks, Divided Median (from San Pasqual Valley to Idaho Avenue) and Two-way Left Turn Lane (from Idaho Avenue to Boyle Avenue) are some of the major improvements. The project will be completed in summer 2016 according to the County of San Diego. Figure 3 2 shows the post Bear Valley Parkway Widening conditions diagram. S Midway Drive is classified as a Major Road on the City of Escondido mobility element. It is currently constructed as a two-lane undivided roadway with a two-way left-turn lane. The posted speed limit is 30 mph and curbside parking is provided along the road. No bicycle facilities currently exist, though Class II bicycle lanes are proposed. S Midway Drive intersects Bear Valley Parkway with an actuated signalized intersection. In addition Orange Glen High School is located in the vicinity and at the west side of this intersection. Therefore the pedestrian volumes is considerable during peak hours. Boyle Avenue is in the City of Escondido and classified as a Local Collector. It is a two-lane undivided roadway with a posted speed limit of 30 mph. Curbside parking is prohibited among the west part of Boyle Avenue, although it is allowed on the east segment of the road. Boyle Avenue intersects Bear Valley Parkway at a two-way stopped Controlled unsignalized intersection. Birch Avenue is a Local Collector road in the County of San Diego. It is currently constructed as a two-lane undivided road. Although there is no posted speed limit on the road, it is assumed the speed limit is 30 mph since the road has the same classification and geometric characteristics as Boyle Avenue. Curbside parking is prohibited among the road. Birch Avenue is two-way stopped Controlled at its intersection with Bear Valley Parkway. Idaho Avenue in the study area is located in the County of San Diego and classified as a Local Collector. It is a two-lane undivided roadway with a posted speed limit of 30 mph. Curbside parking is prohibited among the road. No bicycle facilities currently exist. Idaho Avenue intersects Bear Valley Parkway with a signalized intersection. San Pasqual Valley Road (SR 78) is classified as a Major Road. It is constructed as a two-lane undivided roadway with a posted speed limit of 45 mph. SR 78 intersects Bear Valley Parkway at a signalized intersection. Curbside parking is not allowed on San Pasqual Valley Road. San Pasqual Valley Road and Bear Valley Road intersection is an actuated signalized with left and right turn storage lanes at the intersection. 3.2 Existing Traffic Volumes Table 3 1 is a summary of the most recent available average daily traffic volumes (ADTs) from LLG counts commissioned in January Figure 3 3 shows the Existing Traffic Volumes. 17 4.0 ANALYSIS APPROACH AND METHODOLOGY Level of service (LOS) is the term used to denote the different operating conditions which occur on a given roadway segment under various traffic volume loads. It is a qualitative measure used to describe a quantitative analysis taking into account factors such as roadway geometries, signal phasing, speed, travel delay, freedom to maneuver, and safety. Level of service provides an index to the operational qualities of a roadway segment or an intersection. Level of service designations range from A to F, with LOS A representing the best operating conditions and LOS F representing the worst operating conditions. Level of service designation is reported differently for signalized intersections, unsignalized intersections and roadway segments. The City of Escondido s recently published Traffic Impact Analysis Guidelines provide the following direction on report approach and methodology: 1. The traffic study should include a SANDAG prepared Select Zone Assignment for the project to determine the project traffic distribution. 2. The traffic study should utilize the Brief Guide of Vehicular Traffic Generation Rates for the San Diego Region (April 2002) published by SANDAG, to determine the project traffic volume. 3. Traffic should utilize the following scenarios to determine project traffic impacts at intersections and along roadway segments. a. Existing Condition (based on new traffic counts) b. Existing + Project Traffic Condition c. Existing + Cumulative Projects Traffic Condition d. Existing + Cumulative Projects + Project Traffic Condition e. Year 2035 Traffic Condition 4. Highway Capacity Manual (Year 2010) should be utilized to determine level of service for intersections. 5. The study area should include at least all site access points and major intersections (signalized and unsignalized) adjacent to the site. The tables below contain the trigger-points to identify if a roadway segment or intersection should be included in the Traffic Impact Analysis. Table 4 1 below contains the trigger-points for roadway segments within the City of Escondido for different street classifications based on ADT added to the segment. Table 4 2 below contains the trigger-points for intersections based on peak hour volumes. Average vehicle delay was determined utilizing the methodology found in Chapter 18 of the 2010 Highway Capacity Manual (HCM), with the assistance of the Synchro (version 9) computer software. The delay values (represented in seconds) were qualified with a corresponding intersection Level of Service (LOS). Signalized intersection calculation worksheets and a more detailed explanation of the methodology are attached in Appendix B. Unsignalized intersections were analyzed under AM and PM peak hour conditions. Average vehicle delay and Levels of Service (LOS) was determined based upon the procedures found in Chapters 19 and 20 of the 2010 Highway Capacity Manual (HCM), with the assistance of the Synchro (version 9) computer software. Unsignalized intersection calculation worksheets and a more detailed explanation of the methodology are attached in Appendix B. 19 Street segment analysis is based upon the comparison of daily traffic volumes (ADTs) to the City of Escondido Roadway Classification, Level of Service, and ADT Table. This table provides segment capacities for different street classifications, based on traffic volumes and roadway characteristics. The City of Escondido Roadway Classification, Level of Service, and ADT Table is attached in Appendix C. 20 5.0 SIGNIFICANCE CRITERIA The project study area includes locations that lie exclusively within the City of Escondido. The following is a summary of the City s published significance criteria. 5.1 City of Escondido In accordance with SANTEC/ITE Guidelines for Traffic Impact Studies in the San Diego Region, the following thresholds shall be used to identify if a project is of significant traffic impact under any scenario. Based on SANTEC/ITE guidelines, if now or in the future, the project s traffic impact causes the values in Table 5 1 below to be exceeded in a roadway segment or an intersection that is operating at LOS D or worse, it is determined to be a significant impact and the project shall identify mitigation measures. 21 6.0 ANALYSIS OF EXISTING CONDITIONS 6.1 Peak Hour Intersection Levels of Service Table 6 1 summarizes the existing peak hour intersection operations. As shown, all the signalized study area intersections are calculated to currently operate at service levels of LOS C or better during both the AM and PM peak hours before and after Bear Valley Parkway widening project. Minor street movement of the only unsignalized intersection in the study area, are calculated to operate at LOS D to F during AM and PM peak hours. As shown, Bear Valley Parkway from Eldorado Drive to San Pasqual Road is calculated to operate at LOS C. All other roadway segments operate at LOS B. 23 7.0 TRIP GENERATION/DISTRIBUTION/ASSIGNMENT 7.1 Trip Generation The Project proposes to develop 72 new student housing units on an approximately 9.7 acre site. The subject project differs significantly from a traditional multifamily project. The existing Seminary is a commuter school, meaning no students currently live on campus. Every student must commute to and from campus in order to attend class or study at the library. After the project is completed, however, the vast majority (approximately 75%) of the students will be living on campus, thus making a daily commute to and from campus unnecessary. Since students will already be on campus, they can simply walk to class or the library and then walk back to their residence. Most students will even walk home for lunch, thus decreasing traffic impact during the lunch hour. Less than a quarter of the student body will continue to commute. There will be miscellaneous additional trips to the grocery store and other destinations throughout the week, but these will be minimal based on the economic situation of the students. While there will be some children living in the student housing units, very few will be school age since most students are in their mid-20s. Laundry facilities and a playground are part of the project, Seminary will further minimize the need for additional trips off campus. The net effect of the completed student housing project will likely be a decrease in the daily trips to and from the seminary. However in order to be conservative, an increase in traffic due to the project was assumed. The typical apartment trip rate is 6 ADT per unit. Based on the above discussion, half of this rate (3 ADT / unit) was utilized. As discussed above, it is believed that this rate overstates the amount of new trips that the project will generate and the analysis is therefore conservative. Table 7 1 shows a summary of the Project traffic generation. As tabulated the proposed Project is calculated to generate 216 daily trips with 17 trips (3 inbound/14 outbound) in AM peak hour and 19 trips (13 inbound/6 outbound) during PM peak hour. 28 8.0 CUMULATIVE TRAFFIC VOLUMES Cumulative projects are other projects in the study area that will add traffic to the local circulation system in the near future. LLG researched potential cumulative projects within the City of Escondido and County of San Diego to identify if any potential discretionary projects could be included for analysis. Based on the research conducted, three (3) cumulative projects were included in this study. The following is a brief description of the projects that were considered as cumulative projects. 661 Bear Valley proposes the development of 55 residential dwelling units on acres. The project site is located east of Bear Valley Parkway, north of Encino Drive in the City of Escondido. The project is calculated to generate 550 daily trips with 44 trips (13 inbound/31 outbound) in AM peak hour and 55 trips (39 inbound/16 outbound) during PM peak hour. 20 percent of the 661 Bear Valley inbound and outbound Project traffic is expected to take Bear Valley Road from El Dorado Drive to San Pasqual Valley Road and use Bear Valley Parkway / San Pasqual Valley Road intersection and 6 percent of the volume continues on Bear Valley Parkway to the north. Safari Highland Ranch to be located north of San Pasqual Valley Road (SR 78) and the Wild Animal Park and east of Cloverdale Road. The property is proposed to be annexed from the County of San Diego into the City of Escondido. Safari Highland Ranch project proposes approximately 550 single-family estate homes, 5 acres regional park, fire station and some specialty retails. It is calculated that this project would generate 6,478 daily trips with 545 trips (175 inbound, 370 outbound) in AM peak hour and 647 trips (446 inbound, 201 outbound) during PM peak hour. Emmanuel Faith Community Church is located at an existing site east of Encino Drive, between E. 17th Avenue and Eldorado Drive in the City of Escondido, adjacent to the County of San Diego. Emmanuel Faith Community Church proposes a master plan to renovate several existing buildings along with some new buildings, replace existing classrooms and a nursery, construct a new youth building with meeting rooms, expand of the worship area by 400 seats and construct a preschool. During the week it is calculated to generate 1,056 daily trips with 173 trips (87 inbound/86 outbound) in the AM peak hour and 184 trips (92 inbound/92 outbound) during the PM peak hour. It is calculated that 25 percent of the generated traffic would be oriented to/from San Pasqual Valley Road and 20 percent would be oriented along Bear Valley Parkway to the north. 32 9.0 ANALYSIS OF NEAR-TERM SCENARIOS The following is a summary of the operational analyses for the various street-system components for the near-term traffic scenarios. 9.1 Existing + Project Intersection Analysis Table 9 1 summarizes the peak hour intersection operations with the addition of the Project traffic. As shown in Table 9 1 the minor-street left-turns are calculated to operate at LOS D and F at the intersections of Bear Valley Parkway/Birch Avenue during AM and PM peak hours, respectively. Since the Project adds virtually no minor-street left-turn volume to the Bear Valley Parkway / Birch Avenue intersection (see Figure 7-2) and the overall minor-street volumes are very small, no significant impact is calculated at this intersection. As tabulated in Table 9 1 no significant impacts were identified to the signalized intersections in the study area as well Segment Operations Table 9 2 summarizes the roadway segment operations with the addition of Project traffic. As seen in Table 9 2, all of the study area segments are calculated to continue to operate at LOS B, except for the segment on Bear Valley Parkway from Eldorado Drive to San Pasqual Road, which continues to operate at LOS C. As shown in Table 9 2 and Based on the City of Escondido s significance criteria, no significant impacts were identified to the segments. 9.2 Existing + Cumulative Growth Intersection Analysis Table 9 1 summarizes the peak hour intersection operations with the addition of cumulative growth traffic. Table 9 1 shows that all study area signalized intersections are calculated to operate at LOS C or better, while the minor-street movements at the Bear Valley Parkway/Birch Avenue unsignalized intersection operates at LOS D and F during peak hours Segment Operations Table 9 2 summarizes the roadway segment operations with the addition of cumulative growth traffic. As seen in Table 9 2, five Bear Valley Parkway segments (from Oak Drive to San Pasqual Road) are calculated to continue to operate at LOS B. Additionally, Bear Valley Parkway from San Pasqual Road to Eldorado Avenue is calculated to operate at LOS C. 9.3 Existing + Project + Cumulative Growth Intersection Analysis Table 9 1 summarizes the peak hour intersection operations for Existing + Cumulative Growth + Project conditions. 36 10.0 ANALYSIS OF BUILDOUT SCENARIO 10.1 Buildout Buildout traffic volumes were obtained from the SANDAG Series 11 traffic model (Year 2030, volumes adjusted to Year 2035). This model was utilized because it includes the approved land uses associated with the City of Escondido s recent General Plan Update. Table 10 1 summarizes the roadway segment operations for Year As shown in Table 10 1, all Bear Valley Parkway segments within the study area are calculated to operate at LOS C or better except for San Pasqual Road to Eldorado Drive which would operate at LOS F Buildout + Project Figure 10 2 shows Year 2035 Buildout + Project traffic volumes.
