5 King Street and Wyman Road Transportation Impact Study & TDM Report 822 April 28 Executive Summary Content RISE Commercial Developments has retained Paradigm Transportation Solutions Limited (Paradigm) to conduct this Transportation Impact Study (TIS) and Transportation Demand Management (TDM) Report for a proposed mixed-use development located at 65 Colby Drive in Waterloo, Ontario. This report analyses existing traffic conditions, describes the proposed development, forecasts traffic to five years from full build-out, and recommends potential improvements as required to accommodate future traffic volumes. This report also includes recommended TDM measures and strategies to reduce the number of single occupancy vehicles to and from the site. Development Concept The development proposes the conversion of an existing 2,9 square feet office building into a medical building, and the construction two new smaller buildings for a combined,9 square feet of commercial uses. Access to the development will be provided via an existing all-movement access to Wyman Road and a proposed new right-in/right-out access on King Street North. The Region of Waterloo has confirmed that the rightin/right-out access on King Street as shown in the site plan will be permitted. The development is anticipated to be built out in 22. Conclusions Transportation Impact Study Based on the investigations carried out, it is concluded that: Existing Traffic Operations: Currently, all intersections within the study area operate at acceptable levels of service during the AM and PM peak hours, with no problem movements; The development is forecast to generate 77 and 67 new trips during the AM and PM peak hours, respectively. 226 Background Traffic Operations: All intersections within the study area are forecast to operate with acceptable levels of service, with no problem movements; 226 Total Traffic Operations: All intersections within the study area are forecast to operate with acceptable levels of service similarly to the background conditions, with no problem movements. 6 King Street and Wyman Road Transportation Impact Study & TDM Report 822 April 28 Transportation Demand Management The location of the site is conducive to encouraging the use of transit, given its proximity to six existing bus routes and the ION Rapid Transit system that is expected to start operation in 28. Active transportation infrastructure is not well developed around the site. There are no bike lanes on the surrounding roads, and there is sidewalk only on Wyman Road, on the south side abutting the subject site. King Street has sidewalk only on the east side which is the far side to the subject site. The Site Plans provides for onsite pedestrian mobility and includes a parking area for bicycles. 23 bicycle parking spaces will be required under the City s Zoning By-Law. The site currently accommodates 99 parking spaces, and a total of 2 spaces are proposed with redevelopment. A number of post-development or occupancy TDM strategies are feasible on this site and should be considered for implementation. They include: promoting the Travelwise TDM program offered by the Region of Waterloo; providing onsite transit support; and creating a TDM Co-ordinator for the development. Recommendations Based on the findings of this study, there is no requirement for off-site road improvements to accommodate the proposed development. It is recommended that the development be considered for approval. Active transportation infrastructure could be enhanced by adding a second sidewalk on King Street, on the west side. A number of development specific TDM measures are also feasible, including: Travelwise TDM program; onsite transit support; and a designated TDM Co-ordinator. The study scope developed in consultation with the Region of Waterloo and City of Waterloo via in March 28, includes: Determination and assessment of the current traffic and conditions near the existing site; Forecast additional development-generated traffic; Operational analyses under future traffic conditions (with and without the subject development at a five-year post buildout horizon) at: King Street North & Wyman Road/ Northland Road; Wyman Road & Colby Drive; Development access (Driveway North) to Wyman Road; and Development access (Driveway South) to King Street North Recommendations, as required, to address the identified traffic impacts in a satisfactory manner. 11 King Street and Wyman Road Transportation Impact Study & TDM Report 822 April 28 2 Existing Conditions This section describes study area road system, transit service and active transportation network. It summarizes current traffic conditions, operational deficiencies, and capacity constraints at the intersections within the study area. The operational deficiencies and constraints identified at this stage will be fundamental to identifying potential remedial measures as may be required. 2. Road Network The study-area roadways include one Regional Road (King Street North) and two City of Waterloo Roads (Wyman Road and Colby Drive): King Street North has a 4-lane cross-section and a posted speed limit of 6 km/hr. There is sidewalk only on the east side and there are no bike lanes. Wyman Road has a 2-lane cross-section within the study area and a posted speed limit of 5 km/hr. There is sidewalk only on the south side and there are no bike lanes. Colby Drive has a 2-lane cross-section within the study area and a posted speed limit of 5 km/hr. There are no sidewalks or bike lanes. The study area is primarily bordered by industrial developments with several commercial developments as well. 2.2 Transit Network Grand River Transit operates six routes in the study area. The two routes closest to the development are: Route #4 services Waterloo through the northern industrial areas along multiple roads, with a major stop at Conestoga Mall. This route operates on 3-minute headways from Monday-Friday starting at 6:23 AM and concluding service at :3 PM. Saturday, Sunday and Holiday services are not provided. Route #2 services Waterloo and St. Jacobs through the northern industrial areas along King Street North, with major stops at Conestoga Mall and the St. Jacobs Market. This route operates on 3-minute on peak and -hour off peak headways from Monday- Friday starting at 6:9 AM and concluding service at 7:34 PM. Saturday service operates on 3-minute headways starting at 6:52 AM and concluding at 4:49 PM. This route does not operate on Sundays/Holidays. Paradigm Transportation Solutions Limited Page 3

12 King Street and Wyman Road Transportation Impact Study & TDM Report 822 April 28 Within a short walk of the site (~45 m), there is access to a major transfer point in the ION Rapid Transit System (Northfield Terminal) that provides links to all major routes serving the Kitchener-Waterloo area. 2.3 Cycling & Pedestrian Facilities King Street North and Wyman Road within the study area provide sidewalks on one side of the street, the west side and south side respectively. There is no sidewalk provided on Colby Drive. There are no dedicated cycling facilities within the study area. 2.4 Traffic Volumes In February 28, Paradigm collected weekday area AM and PM peak hour and mid-day turning movement counts at the study area intersections using Miovision cameras. Figure 2. summarizes the existing weekday AM and PM peak hour traffic volumes. Appendix A contains the existing count data. 2.5 Traffic Operations The operations of intersections in the study area were evaluated with the existing turning movement volumes using Synchro 9. Intersection level of service (LOS) is a recognized method of quantifying the average delay experienced by drivers at intersections. It is based on the delay experienced by individual vehicles executing the various movements. The delay is related to the number of vehicles desiring to make a particular movement, compared to the estimated capacity for that movement. The capacity is based on several criteria related to the opposing traffic flows and intersection geometry. The highest possible rating is LOS A, under which the average total delay is equal or less than. seconds per vehicle. When the average delay exceeds 8 seconds for signalized intersections, 5 seconds for unsignalized intersections or when the volume to capacity ratio is greater than., the movement is classified as LOS F and remedial measures are usually implemented, if they are feasible. LOS E is usually used as a guideline for the determination of road improvement needs on through lanes, while LOS F may be acceptable for left-turn movements at peak times, depending on delays. The intersection analyses considered three separate measures of performance: LOS for each movement and the entire intersection; The volume to capacity (v/c) ratio for each movement and the entire intersection; and Paradigm Transportation Solutions Limited Page 4

Table 2. summarizes the existing intersection operations indicating the existing levels of service (LOS), volume to capacity ratios (V/C) and 95th percentile queues experienced within the study area, for the AM and PM peak hours. Appendix B contains the detailed Synchro reports. The analyses indicate that all intersections and individual movements within the study area are currently operating overall at acceptable levels of services, with no problem movements. 18 King Street and Wyman Road Transportation Impact Study & TDM Report 822 April Development Trip Generation The Institute of Transportation Engineers (ITE) Trip Generation rates and equations were used to estimate the weekday AM and PM peak hour sitegenerate traffic volumes, corresponding to Land Use Codes (LUC) 72 (Medical-Dental Office Building), 63 (Clinic), and 82 (Shopping Center). This results in 23 and 38 trips generated in the AM and PM peak hours, respectively. However, as there is an existing office building in the development area that is to be repurposed for the new medical offices and clinic, trips generated by the existing development was discounted from the redevelopment traffic. The discounted trips are 9 and 7 trips in the AM and PM peak hours, respectively. ITE Internal Capture calculations were used to determine the internal capture rates between all uses and a mode share reduction was applied. The internal capture calculations are included in Appendix C. For transit and active transportation modal shares we have conservatively used a total of 8% based on current average Regionwide transit (5%) and active transportation (3%) shares. The total of these reductions resulted in 77 and 67 trips during the AM and PM peak hours, respectively. 21 King Street and Wyman Road Transportation Impact Study & TDM Report 822 April 28 4 Evaluation of Future Traffic Conditions Future traffic conditions analysed include future background traffic volumes and total traffic volumes for the 226 horizon. The future traffic volumes near the subject development consist of increased non-site traffic volumes (background traffic) and the traffic forecast to be generated by the proposed development Horizon Background Traffic Growth The growth rate for the generalized traffic near the site was determined to be 2%. This growth rate was established in consultation with the City of Waterloo. Figure 4.illustrates the resulting 226 background traffic volumes Background Traffic Conditions Based on the forecast 226 background traffic volumes, operational analyses were carried out using Synchro 9 for AM and PM peak hour conditions for the intersections within the study area. Table 4. summarizes the 226 background traffic operations. Based on the analyses, the intersection operations under 226 background traffic conditions are forecast to be similar to those under the existing traffic conditions, with all movements anticipated to operate at acceptable levels of service and with no problem movements. Table 4.2 provides a summary of the forecast 226 total traffic LOS conditions. Appendix D contains in the supporting detailed Synchro reports. The existing road system, including King Street North, Wyman Road and Colby Drive, is adequate to accommodate the expected increase in vehicular traffic generated by the proposed development. Transportation Demand Management Techniques Transportation Demand Management (TDM) refers to ways of making the capacity of our roads more efficient by reducing vehicle demand. TDM approaches consider how people s choices of travel mode are affected by land use patterns, development design, parking availability, parking cost, and the relative cost, convenience and availability of alternative modes of travel. Various TDM strategies are used to influence those factors so that the alternative modes are more competitive with driving alone and potentially reduce reliance on motor vehicles. TDM strategies at a development can be divided into two basic categories: Pre-occupancy: things that need to be done while a development is being designed and built; and Post-occupancy: things that can be done once people are using the development. The pre-occupancy actions are critical as they are most likely to determine how attractive, convenient, and safe alternative modes of travel will be once the site is occupied. Before a site is occupied, it can be designed to be convenient and safe for pedestrians and cyclists, and vehicle parking can be provided to meet but not exceed demand. After the development is built, incentives can be offered, but those incentives will not work as well if the site and its surroundings are oriented to cars. The incentives generally include subsidies to use transit, access to rideshare programs, and information about where and how to use alternative modes. 6.2 Pre-Occupancy Strategies 6.2. Travelwise Membership The future occupants of the development may be encouraged to consider becoming members of the Travelwise program, offered by the Region of Waterloo. The Travelwise program is usually offered to companies to coordinate TDM services for employees. Services include: ride matching for carpoolers, emergency rides home, and Grand River Transit corporate pass. The details of how the occupants could join the Travelwise membership program and the benefits they will receive would need to be worked out with the Region of Waterloo. Additionally, the companies established within the commercial component of the development could look to join Travelwise as part of the same application as the medical office-clinic component of the development providing added benefit to their employees On-Site Transit Support The owner should investigate the feasibility of providing access to real-time transit information for study area transit routes, including the future ION Rapid Transit system and that this information is readily available in public areas of the development TDM Coordinator Implementing TDM measures could be enhanced by creating a TDM Coordinator for the development. The TDM coordinator will handle the membership in Travelwise, provide information for the Community Car Share program, and administer access to the secured bicycle parking. It is expected that a representative of the City of Waterloo or Region of Waterloo will be available to assist the TDM coordinator to help get the programs started during the early stages of operations. The building/business owners could identify an interested individual employee or identify the property manager to act as TDM Co-ordinator to facilitate the implementation of the proposed TDM measures. 6.4 TDM Checklist Assessment The site has been designed to be supportive of the TDM objectives of the City and the Region by providing and incorporating them as design objectives in the Master Plan document for the site development. 30 King Street and Wyman Road Transportation Impact Study & TDM Report 822 April 28 The City of Waterloo has developed a TDM Checklist as part of their Transportation Impact Study Guidelines. Appendix E contains the City of Waterloo TDM Checklist. Under these guidelines, the development would appear to be eligible for a parking reduction based on the mixed-use nature of the site. However, parking reduction is only applicable if all parking spaces are to be shared with no reservations between user groups. Additionally, the development, based upon identifiable TDM features would seem eligible for a two-star rating. The main feature on the City s Checklist that is applicable to the proposed development is that it is a mixed-use development. Other features on the Checklist require confirmation, and include: The building owner/occupant will make available car sharing services (e.g. Community CarShare); Reduced cost parking and/or priority parking locations for users of car/van pool, bicycle, moped/motorcycle spaces; Provision of subsidized transit passes for all occupants; The future occupants agree to join Travelwise that provides many of the services listed above; and Information regarding public transit routes, schedules and fares are provided in accessible and visible location on-site. Several developments specific TDM measures are also feasible, including: Travelwise TDM program; onsite transit support; and a designated TDM Co-ordinator..
