INTRODUCTION 1.1 Study Purpose James KM Cheng Architects Inc (JKMC), on behalf of BCG Developments (BCG), is submitting a rezoning application for a proposed residential condominium located at West Georgia Street in Vancouver, BC. The site is currently occupied by two office buildings, both of which are proposed to be demolished in order to construct a 46-storey building with 101 residential condominium units. Exhibit 1.1 shows the site location in the context of the surrounding area along with key bicycle routes and transit stops. 1.2 Study Scope & Objectives A study scope has been agreed with the City of Vancouver Engineering Department covering a number of studied intersections in the vicinity of the development site for the Weekday AM and PM Peak Hour periods. Exhibit 1.2 shows the study area. 1.3 Organization of Report This report is structured in the following manner: Section 2 describes the existing conditions, including the review of the transportation system for all travel modes, and the traffic operations of the study network. Section 3 assesses the future traffic condition taking into account of background traffic growth along with the development site traffic. Section 4 presents a review of various transportation elements for the site design including parking, loading, and bicycle provisions along with AutoTurn analysis for various design vehicles. Section 5 presents the conclusion and recommendations based on the findings of this review. 1.4 Proposed Development Table 1.1 presents the proposed development contents for the site, while Exhibit 1.3 shows the site plan for the development. 13 2. EXISTING CONDITIONS 2.1 Land Use The development site is currently occupied by two office buildings. Parking and loading accesses for both buildings are located off West Pender Street, resulting in four driveway openings along the south side of West Pender Street. 2.2 Existing Transportation Network Road Network Table 2.1 provides a description of a number of streets within the Study Area. 14 Both West Georgia Street and West Pender Street are part of TransLink s Frequent Transit Network (FTN), where transit services are provide at every 15 minutes or better, during at least all of the following times: Monday to Friday: 6:00 21:00 Saturdays: 7:00 21:00 Sundays and holidays: 8:00 21:00 In addition to frequent bus services, the Burrard SkyTrain Station is located within 800m (10-minute walk) from the development site Cycling & Pedestrian Networks Sidewalks are available along all the site frontages. Marked crosswalks and pedestrian walk countdown times are provided at a number of the signalized intersections within the study area. The development site has a Walk Score of 96 out of 100, demonstrating this location is easily accessible by foot without relying the use of a vehicle. The site is also well positioned to have close access to the city s east-west and north-south bikeway network. The section of Nicola Street in front of the development site is part of the City s Local Street Bikeway. There Painted Bike Lanes on both side of West Georgia Street west of Nicola Street. West Pender Street is also marked as a shared bike routes. The site is also in close proximity to the AAA bike network on the Seawall. Considering the excellent connectivity to surrounding bicycle facilities (such as the Cardero Street Bikeway) and popular destinations (such as the SeaWall, Marina Square Park, Devonian Harbour Park, and Stanley Park), the site earns a commendable Bike Score of 84 out of 100. This score demonstrates the site is biking is convenient for most trips. 2.3 Traffic Volumes Data Collection Program Intersection counts were conducted by Bunt & Associates for the Study Area in Table 2.3 provides a summary of the traffic count data. 15 2.3.2 Peak Hour Traffic Volumes Table 2.4 summarizes the two-way peak-hour vehicle movements for the streets in the study area. Table 2.5: Existing Site Trip Generation AM PEAK HOUR PM PEAK HOUR LAND USE IN OUT TOTAL IN OUT TOTAL Office Existing Operations Performance Thresholds The existing operations of study area intersections and access points were assessed using the methods outlined in the 2000 Highway Capacity Manual (HCM), using the Synchro 9 analysis software. The traffic operations were assessed using the performance measures of Level of Service (LOS) and volume-tocapacity (V/C) ratio. The LOS rating is based on average vehicle delay and ranges from A to F based on the quality of operation at the intersection. LOS A represents optimal, minimal delay conditions while a LOS F represents an over-capacity condition with considerable congestion and/or delay. Delay is calculated in seconds and is based on the average intersection delay per vehicle. A V/C ratio less than 0.85 indicates that there is sufficient capacity to accommodate demands and generally represents reasonable traffic conditions in suburban settings. A V/C value between 0.85 and 0.95 indicates an intersection is approaching practical capacity; a V/C ratio over 0.95 indicates that traffic demands are close to exceeding the available capacity, resulting in saturated conditions. A V/C ratio over 1.0 indicates a very congested intersection where drivers may have to wait through several signal cycles. In downtown and Town Centre contexts, during peak demand periods, V/C ratios over 0.90 and even 1.0 are common. Typically, the performance thresholds that were used to trigger consideration of roadway or traffic control improvements to support roadway or traffic control improvements employed in this study are listed below: Signalized Intersections: Overall intersection Level of Service = LOS D or better; Overall intersection V/C ratio = 0.85 or less; Individual movement Level of Service = LOS E or better; and, Individual movement V/C ratio = 0.90 or less. Unsignalized Intersections and Roundabouts: Individual movement Level of Service = LOS E or better, unless the volume is very low in which case LOS F is acceptable. In interpreting of the analysis results, note that the HCM methodology reports performance differently for various types of intersection traffic control. 18 For unsignalized two-way stop controlled intersections: HCM 2000 LOS and V/C output is reported just for individual lanes as the HCM methodology does not report overall performance. For unsignalized All-way Stop controlled intersections: HCM 2000 unsignalized LOS is reported for the overall intersection as well as by intersection approach LOS. The HCM 2000 methodology does not report an overall V/C ratio for All Way Stop controlled intersections. Degree of Utilization calculated with the HCM 2000 methodology is reported for individual movements in place of V/C, which is not part of the HCM 2000 report; For roundabouts: HCM 2010 Roundabout analysis output is reported since as HCM 2000 does not calculate LOS for roundabouts. Overall LOS, and LOS and V/C by movement are provided for roundabouts but no overall V/C ratio is provided for roundabouts in the HCM 2010 methodology. The performance reporting conventions noted above have been consistently applied throughout this document and the detailed outputs are provided in Appendix C Operational Analysis Results Table 2.7 presents a summary of the existing traffic operations. 20 3. FUTURE TRAFFIC CONDITIONS 3.1 Traffic Forecasts Background Traffic Forecasts Background traffic is traffic that would be present on the road network if the site did not redevelop. In order to appropriately estimate the future traffic volumes for this area of Downtown Vancouver, Bunt has coordinated with City staff to obtain direction on which other projects/developments (currently being considered by the City) should be explicitly considered as background growth (i.e. cumulative traffic contributor). Based on Bunt s coordination with City staff, three other proposed developments have been identified. These future developments are listed below: 1575 West Georgia: Residential = 184 suites; Retail = 5,000 square feet; and, Office = 45,500 square feet Alberni Street: This site is currently occupied and already generates existing traffic to the study area. As such, only the net added traffic (as a result of this [1550 Alberni Street] development) has been considered in the traffic analysis. Residential = 188 suites; and, Retail = 7,000 square feet West Georgia: Residential = 217 suites; Retail = 3,000 square feet The trips anticipated to be generated from these proposed developments were added to the study network as background volumes, as summarized in Table 3.1. 21 Also, for the purpose of this transportation assessment and as agreed with the City a background traffic growth rate of 1% per annum (linear) was applied to the existing peak hour volumes to account for generalized, unspecified growth in traffic in the study area. The resulting Background (2022 Without Project) traffic volumes are shown in Exhibit Site Traffic Trip Generation Vehicle trip rates for proposed development are estimated based on Bunt observations from an existing residential building nearby at 1500 Alberni Street. Table 3.1 summarizes the peak hour vehicle trip rates. 23 Trip Distribution & Assignment The estimated vehicle trip distribution proportions are presented in Table 3.3 taking into consideration of the existing turning restrictions within the study street network. Table 3.4 summarizes the net change in vehicle volumes at each of the study intersections. 28 3.3 Sensitivity Analysis As part of the study requirements, the City of Vancouver Engineering Department requested that a brief analysis to be provided to look at the potential impact on vehicle routing and associated volumes of site traffic on other streets if the section of Nicola Street were closed to vehicles. As indicated in Exhibit 3.2, approximately 1 (10) site vehicle trips are expected to turn right from westbound West Georgia Street to northbound Nicola Street in order to get to the site. In addition, the development immediately east of the site would also rely on this route to access its parkade. Exhibit 3.4 shows the potential vehicle routing for the site and the adjacent building if the section of Nicola Street fronting the development site were to be closed. As it indicates, the alternative route is about 3.5 times longer than the existing route, and that vehicles would have to travel through three additional signalized intersections, along with cutting through the nearby residential neighbourhood. 30 4. SITE PLAN DESIGN REVIEW 4.1 Site Access Design The development plans to provide parking and loading access off West Pender Street. The proposed site plan would reduce the number of driveways along the West Pender Street site frontage. 4.2 Parking Supply Vehicle Parking The City of Vancouver s (CoV) Parking Bylaw outlines the minimum parking requirements for various uses related to new development. A breakdown of the site s parking requirements and proposed supply is summarised in Table 4.1. 34 5. CONCLUSIONS & RECOMMENDATIONS 1. The existing conditions Synchro analysis indicates the westbound right-turn from West Pender Street to West Georgia Street currently operates over capacity during the Weekday PM Peak Hour period. Additionally, during the Weekday AM Peak Hour, the only movement that experiences extensive vehicle queue is the eastbound through movement on West Georgia Street from Nicola Street. 2. Based on the City s Parking Bylaw, a minimum of 101 parking stalls would be required with the development proposing to provide 212 stalls, exceeding the minimum requirements. 3. The AutoTURN analysis conducted by Bunt indicates the vehicle access is feasible for the planned design vehicles. 4. A total of 18 vehicle trips (3 inbound, 15 outbound) was forecasted to be generated by the site development at build-out during the Weekday AM peak hour and a total of 24 vehicle trips (15 inbound, 9 outbound) was forecasted during the Weekday PM peak hour. 5. Comparing to the Opening Day Background Traffic Conditions, the effects of the development traffic are considered minimal. The westbound movement at West Pender Street & West Georgia Street is expected to continue to operate at poor Level of Service with long vehicle queues in the Weekday PM Peak Hour period. 6.
