1 OWVILL RO IJR TRFFIC VOLU LYSIS SURY This document summarizes the methodology and assumptions used to derive the existing and projected traffic volumes at the two interchanges within the study area on 295 at (proposed) and (existing). The intent of the document is to assist with the review of the derivation of the existing and projected traffic volumes for the IJR. n xcel spreadsheet file (titled eadowville IJR Traffic ata xls) accompanies this document to also assist with the review. TRFFIC T FOR 295/OWVILL RO ITRCG IJR UT Traffic data from VOT count stations and data collection sub-consultant (John avenport ngineering, Inc.) were used in the traffic volume analyses and included the following information our Road Tube Counts with Vehicle Classification in 15-inute Intervals eastbound and westbound just east of Kingston venue (Wednesday, 08/19/2009 and Thursday, 08/20/2009) 295 southbound off-ramp to eastbound (Wednesday, 08/19/2009 and Thursday, 08/20/2009) 295 southbound off-ramp to westbound (Wednesday, 08/19/2009 and Thursday, 08/20/2009) 295 northbound on-ramp from eastbound (Wednesday, 08/19/2009 and Thursday, 08/20/2009) 295 northbound on-ramp from westbound (Wednesday, 08/19/2009 and Thursday, 08/20/2009) 2. 5-ay Continuous Count Station (Wavetronix) Counts in 5-minute intervals (provided by VOT) 295 northbound and southbound between Route 5 and (onday, 08/17/2009 through Friday, 08/21/2009) 3. 4-our (7-9, 4-6 ) Turning ovement Count (TC) in 15-minute intervals / Kingston venue intersection (Thursday, 08/26/2009) ll traffic volume data is provided in the accompanying xcel spreadsheet on nine (9) tabs (which are color-coded yellow): I295 SB to Rte 10 B, I295 SB to Rte 10 WB, Rte 10 B to I295 B, Rte 10 WB to I295 B, eadowville Rd B, eadowville Rd WB, I295 B Vol, I295 SB Vol, eadowville & Kingston. LYSIS SCRIOS The anticipated opening year of the proposed interchange on 295 at is The proposed configuration at the time of opening is an elongated diamond interchange. Based on the 1

2 IJR /14/2010 preliminary results of the capacity analyses (to be included in the IJR document), it is projected that the elongated diamond interchange will experience significant delays (LOS and F) in 2021, which corresponds to 45% build-out of eadowville Technology ark (T). It is anticipated that a full cloverleaf interchange with collector-distributor (C) roads will then be constructed to maintain acceptable LOS. The ultimate horizon year for this analysis is 2032, which is 21 years after the opening year. It was also assumed that T will be fully built-out at that time. Traffic volumes were computed for Weekday and peak periods for xisting (2009), Opening Year (2011), Interim Year (2021), and orizon Year (2032) scenarios all of which were used in the IJR analysis. XISTIG K OUR TRFFIC xisting daily traffic volumes for the study area roadway network were derived by averaging the 48-hour tube counts from Wednesday, ugust 19 and Thursday, ugust 20, 2009 as well as three days from the five-day continuous count station counts (Tuesday, ugust 18, Wednesday, ugust 19 and Thursday, ugust 20, 2009 data only). The study area roadway segments had various and peak hours as shown in Table 1 below. For IJRs it is preferable to use a uniform study area peak hour (as opposed to individual segment peak hours) so that the operational analysis assesses the overall performance of the system, rather than the peak at each individual roadway segment and intersection. Based on a detailed analysis of the collected traffic data, the overall study area and peak hours were determined to be 7:00 2

The volume data obtained along 295 segments provided by VOT was collected via a Wavetronix device which includes only three vehicle classifications (0-22 feet, feet, and >45 feet). For the purposes for this analysis, these classifications do not provide sufficient specificity with respect to heavy vehicles. To determine an accurate vehicle classification breakdown on 295, data from a nearby VOT continuous count station located to the south on 295 between 95 and Route 460 was used (this data is included in the accompanying xcel spreadsheet on the tab labeled 295 Classification ). The classification percentages from the continuous count station on 295 were applied to the 295 Wavetronix volume data to determine a classification breakdown on 295 between Route 5 and. OWVILL TCOLOGY RK (T) SIT TRIS TRI ISTRIBUTIO Table 2 summarizes the estimated and peak hour trip generation potential for the T at full build-out based on data obtained from the eadowville Technology ark Traffic Impact nalysis prepared by Chesterfield County Transportation epartment (dated February 8, 1996). The following build-out percentages were used to determine anticipated site trips at each of the analysis scenarios: Opening Year 2011 partial build out (5%) (xisting 191,560 SF building) Interim Year 2021 partial build out (45%) orizon Year 2032 full build out (100%) The build-out percentages noted above were provided by the Chesterfield County epartment of Transportation (COT) based on information provided by the County s conomic evelopment office. rojected 2011, 2021, and 2032 site trips are shown in Figures 2, 3, and 4, respectively. 8 IJR /14/2010 ISTORIC TRFFIC GROWT istoric traffic growth is the increase in traffic volumes due to usage increases and non-specific growth throughout an area. Based on conversations with COT and a VOT review and analysis of the Richmond rea Regional Travel emand model, it was determined that traffic volumes on the study area roadways were computed to grow at a rate of 2.0 percent per year (compounded) from 2009 to ROJCT TRFFIC VOLUS (OIG YR 2011, ITRI YR 2021, ORIZO YR 2032) The existing traffic counts conducted in ugust 2009 are representative of baseline 2009 conditions from which future year volumes were projected. The 2009 traffic volumes were grown 2% per year (compounded) for two years to develop the projected 2011 background traffic volumes, for twelve years to develop the projected 2021 background traffic volumes, and for twenty-three years to develop the projected 2032 background traffic volumes. It is anticipated that existing and background traffic using the 295/ interchange would reroute to the 295/ elongated diamond interchange once it opens in Based on conversations with COT, it was determined that traffic from the 295/ interchange would reroute to the interchange. The rerouting of these traffic volumes for the 2011, 2021, and 2032 analysis scenarios were accomplished using the distributions shown in Figure 5. Corresponding traffic volumes were then removed from the 295/ interchange and the appropriate portions of 295 to provide a balanced rerouting of trips. The biggest challenge with rerouting these traffic volumes resulted from not having the B to 295 SB traffic volumes. Because of this lack of data, the peak hour traffic volumes from the 295 SB to WB ramp was used to derive the rerouted traffic for the eadowville B to 295 SB ramp. It is noted due to the current low traffic generating land uses to the east on, no traffic was rerouted from the 295/ interchange to the 295/ interchange to travel east on. The traffic volume using the 295/ interchange destined to/from the east on includes the T site trips given that the proposed development will become the dominant traffic generating land use in the vicinity of the study area. rojected 2011, 2021, and 2032 rerouted volumes are shown in Figures 6, 7, and 8, respectively.
