1 Traffic Impact Study To: From: Eric Carlson ECA Architects and Planners Bill Grieve, P.E., PTOE Senior Transportation Engineer Justin Opitz Transportation Planner Date: November 2, 2018 Subject: Proposed Dunkin Donuts 206 East State Street - Geneva, Illinois Part I. Project Context and Summary Statement Gewalt Hamilton Associates, Inc. (GHA) has conducted a Traffic Impact Study (TIS) for the above captioned project. As proposed, a former gas station at 206 E. State Street in Geneva Illinois would be redeveloped with a Dunkin Donuts restaurant with 1,764 square feet (see Exhibit 1). A drive-thru would also be provided for the convenience of Dunkin Donuts customers. The following summarizes our TIS findings and provides various recommendations for your consideration. Exhibits and the Appendices referenced are located at the end of this document. Briefly summarizing, we believe that the adjacent roadways and the site access drives can accommodate the Dunkin Donuts traffic activity. Reasons include: The increase in new site traffic will be limited, as at least 65% of Dunkin Donuts trips will be made by vehicles already traveling on the adjacent roads. Dunkin Donuts business will be 65-70% completed before many other stores and restaurants become busy in the site vicinity. No additional access is being requested on State Street nor Crissey Avenue, nor is it needed to accommodate site traffic. All site traffic will enter and exit via the existing drives. Ample drive-thru stacking is provided, to not detrimentally impact on-site circulation. The parking supply meets City code requirements and should readily accommodate the busiest Dunkin Donuts patron and employee demands.

Background Information Area Land-Uses, Roadway Inventory, and Pedestrian Mobility Exhibit 1 provides a site location map and Exhibit 2 provides a photo inventory of traffic operations. Pertinent comments on nearby land uses, the adjacent roadways, and non-auto facilities include: Area Land Uses The site is a former gas station that has three full access drives; two on State Street and one on Crissey Avenue. The site is well situated toward the east end of Downtown Geneva among many commercial buildings that tend to focus on service businesses. Residential neighborhoods lie to the north and south of the subject site. Roadway Inventory State Street State Street (IL 38) is an east-west route that is under the jurisdiction of the Illinois Department of Transportation (IDOT) and is designated as a Strategic Regional Arterial (SRA). It is classified as an Other Principal Arterial on the IDOT functional classification map. State Street has two through lanes in each direction along the site, then widens to the west to provide separate left turn lanes at its signalized intersection with Bennett Avenue (IL 25). The posted speed limit is 30-miles per hour (mph). On-street parking is prohibited. Crissey Avenue Crissey Avenue, a local street, has its northern terminus at State Street, where it has Stop control. Crissey Avenue has one travel lane in each direction and a posted speed limit of 25-mph, as well as a truck weight restriction of 6 tons. On-street parking is prohibited near State Street. Garfield Avenue Garfield Street, a local street, has its southern terminus at State Street, where it has Stop control. Garfield street has one travel lane in each direction and a posted speed limit of 25-mph, as well as a truck weight restriction of 6 tons. On-street parking is prohibited near State Street. Pedestrian Mobility There is no Pace bus service in the site vicinity. There are sidewalks provided on both sides of State Street, Crissey Avenue, and Garfield Street. The Fox River Trail is located just to the west. Discussion Point. It is our understanding that the City and IDOT are coordinating on a future plan to widen State Street from the Fox River on the west to Kirk Road on the east to provide a center left turn lane and a bike / pedestrian path. The project is in the design phase, but no funding sources have been identified. Gewalt Hamilton Associates, Inc. - Page 2

3 Dunkin Donuts 206 East State Street Geneva, Illinois Existing Traffic GHA conducted weekday morning and evening peak period traffic counts at both Crissey Avenue and Garfield Street intersections with State Street from 6AM 9AM and 3PM 6PM on Tuesday, September 11, These time periods were selected, because they represent the busiest combinations of background and Dunkin Donuts customer activity. No unusual events occurred during the counts that would have impacted the traffic volumes or travel patterns, such as, emergency vehicle activity, or severe weather. The traffic count data can be found in Appendix A. The most recent Average Daily Traffic (ADT) data was obtained from the IDOT web-site to augment the peak hour volumes. Exhibit 3 summarizes the existing weekday morning and evening peak hour traffic volumes which occurred from 7:00-8:00 AM and 4:45-5:45 PM and the ADT volumes. Discussion Point. As can be seen from Exhibit 3, State Street has a pronounced directional split during both the morning and evening peak hours. Over 65% of traffic is traveling eastbound in the morning and over 55% is traveling westbound in the evening. This trait is important from Dunkin Donuts perspective which attracts a very large percentage of their morning trips from vehicles already traveling the area roadways. The existing travel pattern will help promote a quick stop on the way to work in the morning, perhaps for coffee, as a right turn in and right turn out movement at the drives on State Street. Crash Analysis Crash data was obtained from the IDOT Division of Transportation and Safety for the last five calendar years, 2012 through A summary of the crash data is provided in Table 1 contained in Appendix B. As shown in Table 1, 11 total crashes occurred in the site vicinity of which 7 were rear-end. There were no crashes that involved pedestrians or bicyclists. No-Build Traffic Exhibit 4 summarizes the 2024 No-Build weekday morning and weekday evening peak hour traffic volumes under the current adjacent street geometrics. In accordance with IDOT requirements, future traffic volume conditions were developed for the anticipated opening year of the development, 2019 plus five years for an analysis horizon of the Year For this study and based on a review of historical traffic volumes, the Chicago Metropolitan Agency for Planning (CMAP) provided year 2040 projections (see Appendix C) Per CMAP, State Street is expected to experience an overall growth of approximately 12%. Crissey Avenue traffic is expected to increase significantly south of its intersection with Bennett Street (IL 25). To be conservative, traffic was also increased by 12% on Crissey Avenue along the site. It is not expected that Garfield Street will experience any appreciable growth in the Year 2024 analysis horizon. Gewalt Hamilton Associates, Inc. - Page 3

4 Dunkin Donuts 206 East State Street Geneva, Illinois Part III. Traffic Evaluation Project Traffic Characteristics Per the site and utility plan prepared by Craig R. Knoche & Associates, shown on Exhibit 5, Dunkin Donuts will occupy 1,764 square feet. Exhibit 6 Part A summarizes the traffic generations for the weekday morning and evening rush hours and the daily volumes, which were based on rate information published by the Institute of Transportation Engineers (ITE) and provided in Appendix D. Key Finding. Exhibit 6 Part A also provides a comparison to trips generated by the previous gas station use. Per ITE, the gas station generated 45 more driveway trips during the weekday morning peak hour, almost 145 more driveway trips during the weekday evening peak hour, and 990 more driveway trips daily. The trip distribution is provided in Exhibit 6 Part B and shown on Exhibit 7 and is based primarily on current travel patterns. As can be seen, it is expected that most site traffic will be right turns in and right turns out, such as a stop for coffee on the way to work in the morning. Site and Total Traffic Assignments Exhibit 7 illustrates the weekday morning and evening peak site traffic assignment, which is based on the traffic characteristics summarized in Exhibit 6 and the access system. Site traffic and the Year 2024 No-build traffic volumes (see Exhibit 4) were combined to produce the Year 2024 Total Traffic assignment, which is illustrated in Exhibit 8. Discussion Point. The total traffic volumes are probably overstated, because the ITE allowed discount for pass-by trips was not taken. Intersection Capacity Analyses Capacity analyses are a standard measurement in the industry that identifies how an intersection operates. Exhibit 9 Part A lists the analysis parameters, as published in the Transportation Research Board s (TRB) Highway Capacity Manual (HCM), 6 th Edition, They are measured in terms of Level of Service (LOS). LOS A is the best rating, with LOS F being the worst. LOS C is often considered for design purposes and LOS D is usually considered as providing the lower threshold of acceptable operations. Capacity analyses at the intersections serving and adjacent to the site were modeled in HCS v7.6 software, for the following scenarios: Existing Traffic - Existing traffic (Year 2018). No-Build Traffic Future No-Build traffic volumes (Year 2024). Total Traffic Future No-Build traffic volumes (Year 2024) plus the addition of site generated traffic. Exhibit 9 - Part B summarizes the intersection capacity and queue analysis results. Capacity analysis summary printouts are provided in Appendix E. Gewalt Hamilton Associates, Inc. - Page 4

A review of the summary shows that the northbound movement from Crissey Avenue, Access B, and Access C, onto State Street under future operations will operate with capacity constraints, at LOS F. Furthermore, the southbound movement from Garfield Street onto State Street will begin to operate under capacity constraints due to background traffic growth into the future, at LOS E. These constraints are commonplace throughout the Chicagoland area, especially on busy roads such as State Street. Traffic Impact Discussion Reviewing the existing traffic volumes (see Exhibit 3) and the site and total traffic assignments (see Exhibits 7 and 8) indicates that: There are over 2,550 vehicles or about 43 vehicles per minute that currently travel through the State Street / Crissey Avenue intersection during the weekday morning peak hour. Site traffic will add only 22 new vehicles, which is a about 1% or about 1 vehicle every 2-3 minutes. There are over 2,670 vehicles or about 45 vehicles per minute that currently travel through the State Street / Crissey Avenue intersection during the weekday evening peak hour. Site traffic will add only 10 new vehicles, which is less 1% or about 1 vehicle every 6 minutes. Key Finding. Based on the above, the site impacts on area traffic volumes and operations are limited. Thus, our recommendations focus on the access operations and the on-site planning elements. Part IV. Recommendations Access Operations The site s current full access drives, two on State Street at the far west and east ends of the property and one on Crissey Avenue at the north end of the property, are to remain. They should operate as follows: All three drives are wide enough to provide one inbound and two outbound travel lanes, striped for separate left and right turns. Per the Knoche plan, a Do Not Block Entrance sign will be provided on Crissey Avenue to visually inform drivers to not block the access intersection. Exiting site traffic should have a Stop bar and Stop sign control. Traffic should be monitored over time after Dunkin Donuts opens to assist IDOT and the City in determining the best access management strategy along this section of State Street, as part of the future widening plans. 6 Dunkin Donuts 206 East State Street Geneva, Illinois Internal Circulation and Parking On-site planning elements include: The drive-thru on the east side of the building will operate one-way counterclockwise. On-site signage is to be provided to direct traffic properly to avoid wrong-way turns / maneuvers. Per the Knoche site plan, 26 parking spaces are required by code and 26 spaces are to be provided, which meets the City code requirement. GHA surveyed parking data (see Exhibit 10), and it indicates that the planned supply should also meet the Dunkin Donuts parking demands by need. Employees should be encouraged to park in the more remote spots to maximize the amount of prime parking available for customers. A bike rack should be provided to encourage non-auto trips; both local neighborhood and from the Fox River Trail. Drive-Thru Operations Dunkin Donuts drive-thru characteristics include: The drive-thru beverage and food pick-up window will be located on the east side of the building and will provide two lanes of stacking for 13 vehicles prior to reaching the pick-up window (see Exhibit 5). Based on GHA survey data conducted at several Dunkin Donuts (see Exhibits 10A and 10B), the drivethru stacking provided should readily meet the expected vehicle queuing. The inner lane will be for traditional order board trips, while the outside lane will be for customers pickup after ordering from the Dunkin Donuts app. The targeted transaction time from when the Dunkin Donuts customer orders to when they pick up their beverage and/or food is 90 seconds. This quick timeframe can be accomplished, because Dunkin Donuts has a more limited menu and there are fewer special-order options available than other coffee shops and drive-thru restaurants. Dunkin Donuts trip characteristics follow the Rule of 65s : o About 65% of their business is completed by 10 AM. o 65% or more of their customers use the drive-thru. o At least 65% of their business comes from vehicles already traveling the adjacent roads, known as pass-by trips, perhaps as a stop for coffee on their way to work. o Often, 65% of their business is made by the convenience of right turn in and out movements. Business Deliveries and Refuse Pick-up Deliveries Based on information provided by Dunkin Donuts, the restaurant will generate limited delivery traffic: Baked goods / donuts are delivered twice daily at 2 AM and 6 AM. Restaurant items (e.g. cups, beverages, etc.) are delivered once a week overnight. Most delivery vehicles are via smaller trucks and will predominantly take place at the employee entrance on the south side of the building. Deliveries tend to take 20 minutes or less.
