2 INTRODUCTION Sam Schwartz Engineering PLLC (SSE) conducted an analysis of the traffic and parking impacts for the proposed redevelopment of a Dominick s Finer Foods grocery store in the Edgewater neighborhood of Chicago, Illinois. The purpose of the traffic portion of the study was to determine the existing traffic issues in the area, then estimate the impact that the trips generated by the redeveloped store would have on adjacent roadways, and to propose any improvements that are necessary to improve the vehicular and pedestrian operations in the area. A parking analysis was conducted to determine if the parking provided by the development will meet the City of Chicago s code and its expected usage. According to the site plan for the redevelopment project, the existing 38,978 square foot store and 108 space parking lot will be removed and a new store (54,718 square feet) will be built on the southern portion of the site. Additional property will be used (the Chicago Lodge site) in the plan. All parking will be provided on-site with 30 street level convenience spaces and 146 spaces on the roof of the store. Customers will access the site from a full access drive on Foster Avenue and a full access drive on Sheridan Road. EXISTING CONDITIONS Site Location and Area Land-Use The existing Dominick s Finer Foods grocery store is located on the northeast corner of the Sheridan Road and Foster Avenue intersection. It is located within the densely populated Edgewater neighborhood which is bounded by Lake Michigan on the east, Ravenswood on the west, Devon on the north and Foster on the south. East and north of the site is the Saddle & Cycle Club property. Also east of the existing DFF parking lot is the vacated Chicago Lodge motel with access on Foster Avenue. South of the site on Foster Avenue is high-rise residential and the proposed Admiral at the Lake senior living development. West of the site across Sheridan Road, there are high-rise residential buildings along with some ground floor commercial space. A McDonald s restaurant is located on the southwest corner of Foster Avenue/Sheridan Road. The proposed site plan will encompass most of the existing DFF and Chicago Lodge sites. However, there will be some surplus properties on the eastern and northern edges of the site. Figure 1 illustrates the site location on an aerial map. Roadway Characteristics Listed below is a description of the area roadways providing access to the site. Figure 2 displays the existing roadway geometrics in the area. Foster Avenue (US Route 41) is an east-west, 46-foot wide roadway with a posted speed limit of 25 miles per hour (mph) adjacent to the site. To the east of Sheridan Road, Foster Avenue is a four-lane roadway. To the west of Sheridan Road, Foster Avenue provides one lane of travel in each direction and on-street parking on both sides of the roadway. At its signalized intersection with Sheridan Road, both the eastbound and westbound directions provide a left-turn lane, a through lane and a combination through/right-turn lane. Red light running cameras are provided at this intersection. Foster Avenue is under the jurisdiction of the Illinois Department of Transportation (IDOT) but maintained by the City of Chicago Department of Transportation (CDOT). 5 Sheridan Road is a north-south roadway that is 57 feet in width, north of Foster Avenue, and 40 feet in width, south of Foster Avenue, with a posted speed limit of 30 mph in the area of the site. Parking is provided on both sides of Sheridan Road to the north and south of Foster Avenue. At its signalized intersection with Foster Avenue, the northbound direction provides a left-turn lane and a combination through/right-turn lane and the southbound direction provides a left-turn lane, a through lane, and a combination through/right-turn lane. Sheridan Road between Foster Avenue and Berwyn Avenue is under the jurisdiction of IDOT but maintained CDOT. North of Berwyn Avenue and south of Foster Avenue, Sheridan Road is under the jurisdiction of CDOT. Public Transit Availability There are numerous transit lines that run in the area. CTA Bus Line 151 runs north-south on Sheridan Road and has stops on the northeast and southwest corners of the intersection of Foster Avenue/Sheridan Road. CTA Bus Line 92 runs east-west on Foster, to the west of Sheridan Road. There are four bus lines that have stops on Foster Avenue, between Sheridan Road and Marine Drive. CTA Bus Lines #136, #144, and #146 all run north-south on Marine Drive, turn west on Foster Avenue, then turn north on Sheridan Road. CTA Bus Line #147 runs north-south on Lake Shore Drive, turns west on Foster Avenue, then turns north on Sheridan Road. The Berwyn CTA Red Line Train Station is located approximately 2,200 feet to the northwest of the proposed development. Figure 3 displays the existing transit lines in the area. Pedestrians At the intersection of Foster Avenue/Sheridan Road, crosswalks and pedestrian signal heads with countdown timers are provided on all four legs of the intersection. The handicap ramps at the intersection match up with each crosswalk. Sidewalks are provided on both sides of Foster Avenue between Sheridan Road. Along the DFF site, Sheridan Road and Foster Avenue have 11 foot wide sidewalks. There are very few obstructions in the sidewalks except for some light and traffic signal poles along with bus stop signage. Weekday afternoon (4:00 PM to 6:00 PM) and Saturday (11:00 AM to 1:00 PM) peak hour manual pedestrian counts were conducted at Foster Avenue/Sheridan Road. The existing pedestrian counts are shown in Exhibit 1. Copies of the traffic counts are included with the Appendix. 7 Existing Traffic Volumes Weekday afternoon (4:00 PM to 6:00 PM) and Saturday (11:00 AM to 1:00 PM) peak hour manual traffic counts were conducted at the following intersections: Foster Avenue/Sheridan Road Foster Avenue/Dominicks Access Drive/Alley Sheridan Road/Dominick s Access Drive Sheridan Road/Dominick s Truck Access The counts showed the peak-hours of traffic occurring from 5:00 to 6:00 PM and 11:00 AM to Noon. The existing traffic volumes are shown in Figure 4. Existing Traffic Operations In order to quantify the operations of the study intersections, Highway Capacity Software (HCS) was utilized. HCS is an analysis tool used to define the capacity and delay of an intersection during the peak hours. The level of service ranges from LOS A to LOS F, with A being the best and F the worst. Exhibit 2 shows the existing level of service results for each movement at the study intersections. A description of the operations of each intersection follows. The signalized intersection of Foster Avenue and Sheridan Road currently operate at a good level of service. Vehicles turning on to Foster Avenue from the Dominick s Access Drive, Alley, and Chicago Lodge Access Drive do experience some delay due to the volume of through traffic on Foster Avenue. The traffic signals at Sheridan Road and Marine Drive provide gaps that allow vehicles to turn on to Foster. Chicago Newark New York Washington, D.C. 10 DEVELOPMENT CHARACTERISTICS As part of the redevelopment project, the existing 38,978 square foot store and 108 space parking lot will be removed and a new store (54,718 square feet) will be built on the southern portion of the site. Additional property will be included (the Chicago Lodge site) in the plan. All parking will be provided on site with 30 street level convenience spaces and 146 spaces on the roof of the store. Customers will access the site from a full access drive on Foster Avenue and a full access drive on Sheridan Road. Truck access will be relocated from Sheridan Road to Foster Avenue. Travel Characteristics The existing travel characteristics of persons living near the site (one mile radius) were obtained from census data and are summarized in Exhibit 3 below. 11 The census data clearly illustrates the area around the store is not dependant on the automobile as the primary mode of transportation as indicated by the low auto ownership (0.74 vehicles per dwelling unit) and the high percentage of non-vehicle travel. Vehicle Trip Generation As stated earlier,, the existing 38,978 square foot store and 108 space parking lot will be removed and a new store (54,718 square feet) will be built. In order to establish trips from the development, Land Strategies, Inc. based the number of trips generated by these land uses on trip generation rates contained in Trip Generation, 8th Edition, by the Institute of Transportation Engineers (ITE), 2008, existing traffic counts at the store, and consideration of the alternative transportation usage in the neighborhood. Applying the appropriate trip rate gives the adjusted trip estimates for the development, which are shown in Exhibit 4. Please note that as a conservative analysis, no credit was taken for the traffic previously generated by the Chicago Lodge motel, which was vacant at the time of the traffic counts. 12 Trip Distribution Trip distribution is the direction in which project trips travel to and from the development. The trip distribution for the development was based on existing traffic counts at the store and the availability of local roadways. The trip distribution for the site is shown on Exhibit 5 and Figure 5. Figure 6 displays the trip assignment for the additional site generated traffic. Figure 7 displays the trip assignment from Admiral at the Lake senior living development. 18 The traffic generated by the proposed development will not have an adverse impact on existing traffic conditions and will not affect the operations of the adjacent roadways. In fact, it will improve traffic operations by eliminating access drives on both roads, by providing for an on-site truck dock, and relocating the Foster Avenue driveway further east of Sheridan Road. No additional improvements are necessary to accommodate the traffic generated by the proposed development. Parking Analysis Parking for the existing 38,978 square foot store has been provided by 108 street level parking spaces in front of the store at a ratio of 2.77 parking spaces per one thousand square feet of building area. According to the City of Chicago s Zoning Ordinance, the existing and proposed stores are not required to provide any parking. No parking is required for the first 35,000 square feet or twice the lot area, whichever is greater, then 1.33 spaces per 1,000 square feet over that amount. For this project, two times the lot area is the greater number and this number exceeds the area of the building. Therefore, the parking requirement is zero. The proposed site plan with a 54,718 square foot grocery store provides a total of 176 parking spaces at a ratio of 3.22 parking spaces per one thousand square feet of building area. Thirty spaces are provided on the ground level. On the roof, accessed via two ramps, there are 146 spaces. Two spaces will be made available to igo program cars. Overall, the proposed parking plan will provide more parking at a greater ratio than the existing store and will meet the needs of the development. Truck Access The existing store s truck access is provided by a one-way road around the north and east side of the building. Truck routes vary day to day, depending on their delivery schedule but all trucks approach the store from the north or south on Sheridan Road or from the west on Foster Avenue. All deliveries are supposed to enter from Sheridan Road and travel clockwise around the building. Due to the narrow roadway width, this does not always happen and truck can block Sheridan Road traffic. Also, the store does not have truck dock. Typically, Dominick s Finer Foods will have two semi trailer deliveries a day, except on Sunday. One will arrive during the night and another may arrive early to mid morning. Other deliveries from smaller trucks for bread, produce, milk, etc are made during the morning. Exiting trucks must turn right onto Foster Avenue. The proposed site plan creates an on-site truck dock area off of Foster Avenue to provide two depressed docks capable of handling semi-trailers. A third loading space is provided for other deliveries. It has been designed so that a truck approaches the dock from the west on Foster Avenue and turns left into the dock and then east on-site before backing into the dock space. Truck backing maneuvers will not take place on Foster Avenue. The new docks, as part of this project, will provide easier truck maneuvers on-site and not impede traffic on Sheridan Road or Foster Avenue. Chicago Newark New York Washington, D.C. 19 RECOMMENDATIONS Recommendations for the proposed development were made based on standard traffic engineering practices. Foster Avenue/Sheridan Road As discussed in the Analysis section of the report, the intersection of Foster Avenue/Sheridan Road has more than enough capacity to accommodate the minimal amount of traffic that will be added to the intersection by the proposed redevelopment of the Dominick s grocery store and the Admiral at the Lake residential development. It was observed in the field that some vehicles traveling westbound on Foster Avenue used the un-striped right-turn lane to travel across Sheridan Road. It is recommended that the east leg of the intersection be striped to define the through lane and the exclusive right-turn lane. This channelization of the intersection will improve the operations of the intersection as the existing signal already provides a right-turn signal for westbound vehicles. Foster Avenue/ Dominick s and Admiral on the Lake Access Drive A full access drive will be provided on Foster Avenue. The access drive should be designed to provide one inbound lane and one outbound lane, the outbound lane being a combination left-turn/right-turn lane. The inbound and outbound lanes should be approximately 12 feet in width, respectively. The outbound movements should operate under stop control. No auxiliary turn lanes are necessary on Foster Avenue to accommodate vehicles ingressing the site. This access drive is further east of the traffic signal at Sheridan Road than the current Dominick s driveway and will align with the proposed Admiral at the Lake driveway that is proposed to the south. Sheridan Road/ Dominick s Access Drive A full access drive will be provided on Sheridan Road just north of the current access drive. The access drive should be designed to provide one inbound lane and one outbound lane, the outbound lane being a combination left-turn/right-turn lane. The inbound and outbound lanes should be approximately 12 feet in width, respectively. The outbound movements should operate under stop control. No auxiliary turn lanes are necessary on Sheridan Road to accommodate vehicles ingressing the site. Construction Timing The proposed Dominick s store construction schedule is for it to be built this year. The Admiral at the Lake is slated for construction in 2010 thus there should not be any overlap in construction related traffic minimizing any impacts on the neighborhood. 20 LEED Credits For Alternative Transportation The Leadership in Energy and Environmental Design (LEED) Green Building Rating System encourages and accelerates global adoption of sustainable green building and development practices through the creation and implementation of universally understood and accepted tools and performance criteria. The LEED for Retail Pilot recognizes the unique nature of the retail environment and addresses the different types of spaces that retailers need for their distinctive product lines. A comprehensive LEED for Retail Reference Guide is scheduled to be printed and available in the first quarter of SSE reviewed the proposed project regarding its potential ability to meet the LEED Alternative Transportation criteria and credits. A maximum of 4 points maybe earned. A copy of the draft guidelines and the stores ability to meet those guide lines are attached in the Appendix. Based on the preliminary analyses, (Exhibit 7) shows the Dominick s Finer Foods store could be eligible for up to 5 LEED points. Only a maximum of 4 transportation points are allowed. 21 Edgewater Design Guidelines The Edgewater Development Corporation has put together the following Design Guidelines for Commercial Development in Edgewater. Three guidelines apply to traffic and parking as follows: 7. Parking should be to the rear and/or side of the development. Exceptions to this may be made where parking to the rear or side will have a negative impact on the adjacent residential neighborhood. The existing 108 space parking lot sits on the northeast corner of Sheridan Road and Foster Avenue on the corner of a busy intersection. It is designed like a typical suburban retail building. With the proposed plan, 30 parking convenience spaces will be located at-grade on the north side of the store but will be shielded from adjacent properties by the building, the ramp to the roof parking, and covered by the roof parking. The 146 roof top spaces will not be visible from ground level. This design is more fitting for the surrounding urban development. 8. Allowance for pedestrian access to stores from parking lots is to be encouraged through the creation of pedestrian lanes and sidewalks. Access from the roof top parking directly into the Dominick s store is provided by two elevators and three stairwells. The convenience parking on the ground level has direct access to the north building entrance. Two entryways are provided into the store from the public sidewalk at the northwest corner of the building along Sheridan Road and at the southeast corner of the building at the Foster/Sheridan intersection. 11. Traffic impact studies and curb cut analyses should be prepared by the City s Department of Transportation and should form an integral part of the proposed development. This traffic study has been prepared to meet this requirement and indicates that the proposed project will be a benefit to the neighborhood.. SUMMARY The redevelopment of the existing Dominick s Finer Food store at the northeast corner of Foster Avenue and Sheridan Road will not have an adverse impact on traffic conditions in the area due to the low volume of additional traffic. It will actually improve traffic operations by eliminating an access drive on both roads, providing for an on-site truck dock, and relocating the Foster Avenue driveway further east on Sheridan Road. Pedestrian access to the store from the parking lot and from the street has been improved and more accessible with two street level entrances and two elevators/three stairwells serving the rooftop parking. 23 LEED CREDITS FOR ALTERNATIVE TRANSPORTATION The Leadership in Energy and Environmental Design (LEED) Green Building Rating System encourages and accelerates global adoption of sustainable green building and development practices through the creation and implementation of universally understood and accepted tools and performance criteria. The LEED for Retail Pilot recognizes the unique nature of the retail environment and addresses the different types of spaces that retailers need for their distinctive product lines. A comprehensive LEED for Retail Reference Guide is scheduled to be printed and available in the first quarter of SSE reviewed the proposed project regarding its potential ability to meet the LEED Alternative Transportation criteria and credits. A maximum of 4 points maybe earned. Option A. Public Transportation Access: (1 point) Requirements: Locate project within 1/2 mile of an existing, or planned and funded, commuter rail, light rail or subway station. OR Locate project within 1/4 mile of one or more stops for two or more public or campus bus lines usable by building occupants. The site is well located next to five CTA bus routes and near two stops along the Red Line and would be eligible for 1 point. Option B. Bicycle Commuting: (1 point) Requirements For retail projects, provide secure bicycle racks and/or storage (within 200 yards of a building entrance) based on the following guidelines per project square footage: 5,000 SF and under Provide 2 or more bicycle storage spaces 5,001-20,000 SF Provide 3 or more bicycle storage spaces 20,001-50,000 SF Provide 6 or more bicycle storage spaces 50,0001 SF + Provide 10 or more bicycle storage spaces AND Institute one of the following: lockable changing areas, showers, bike maintenance program, or bike route assistance. The site plan proposes to construct 40 bike parking spots under cover which would make it eligible for 1 point along with a bike route map posted within the store.

24 Option C. Low Emitting & Fuel Efficient Vehicles: (1 point) Requirements OPTION 1: Provide low-emitting and fuel-efficient vehicles for 3% of the maximum full time equivalent shift occupants and provide preferred parking for these vehicles. OR OPTION 2: Provide preferred parking for low-emitting and fuel-efficient vehicles for 5% of the total employee parking and 5% of customer parking provided for the project. OR OPTION 3: Install alternative-fuel refueling stations for 3% of the total vehicle parking capacity of the site (liquid or gaseous fueling facilities must be separately ventilated or located outdoors). This option is not being considered at this time. Option D. Parking Capacity: (1 point) Requirements OPTION 1: Size parking capacity to meet, but not exceed, minimum local zoning requirements, AND, within the sized parking, provide preferred parking for carpools or vanpools for 5% of the total number of parking spaces provided for employees. OR OPTION 2: Provide no new parking. Due to the increase in the size of the store and the lack of parking required, this option can not currently be considered. Option E. Delivery Service: (1 point) Requirements Provide a delivery service for purchases made from the retail establishment project seeking LEED certification. It is not required that the delivery service is free of charge, but the cost should not be prohibitive. This option has been provided in the past. 1 Point

25 Option F. Incentives: (1 point) Requirements Provide a comprehensive incentives program for employees who carpool or use alternative transportation to get to work. Potential incentives may include: Transit pass subsidies Purchase of public transportation passes on a pre-tax basis Employees who carpool will be given preference on scheduling with their carpoolers. An Emergency Rides Home program so that employees are not penalized for not having a vehicle if they, a member of their family, or a member of their car- or vanpool need to leave work for an emergency. Preferred parking for carpools or vanpools Discounts on bicycle accessories and maintenance at local bike shops. No incentive program has been developed at this time but it can easily be developed, 1 Point Option G. Car-Share Membership: (1 point) Requirements Provide employees a membership in a car-share program, such as Zipcar, or Flex Car in which (1) the contract is for at least 2 years, AND (2) preferred parking is provided for the Zipcars Or carshare vehicles Flex Cars, AND (3) it is demonstrated that these cars are capable of servicing 3% of the employees (assuming that 8 FTE occupants are served per shared use vehicle). To earn this credit, the project must also achieve SSc4 Option A, so that the building occupants can access the building without commuting by car. DFF is planning on providing 2 igo car spaces within their parking lot which may meet this goal. 1 point. Option H. Alternative Transportation Education: (1 point) Requirements Provide a board or computer in the retail project, accessible to both employees and customers that provide the following information: for both employees and customers: Information on carpooling programs Transit trip planning assistance Transit Maps Maps of preferred bike routes and the location(s) of secure bicycle parking, lockers and showers, if provided Summary of the company Transportation Management Plan Who to contact for more information Details on this option have not been fully developed but transportation information can be incorporated within the store. 1 point
