1 SAFETY HEALTH ENVIRONMENT WORKCOVER AND SUSTAINABILITY (SHEWS) ELECTRICAL EQUIPMENT USE PROCEDURES PURPOSE CQUniversity hs n oligtion under the Queenslnd Workplce Helth nd Sfety nd Electricl Sfety legisltion to provide sfe nd helthy environment for ll stff, contrctors (nd their stff) s well s CQUniversity students nd visitors to University cmpuses nd/or workplces. While most usiness is conducted on University cmpuses, some ctivities re conducted off site. These procedures hve een developed to provide sfe system of work to ensure tht persons re free from injury or illness cused y exposure to electricl hzrds in the workplce. PROCEDURE This procedure pplies to ll CQUniversity stff, students, contrctors (nd their stff) s well s visitors to the University cmpuses nd/or workplces. It descries wys to identify nd mnge exposure to risks of injury nd property dmge cused directly or indirectly y electricity. It will provide informtion on electricl tsks crried out within CQUniversity workplces nd is designed to e used in conjunction with other CQUniversity procedures nd sfe work systems. This document is sed on specific legisltive requirements s contined in Queenslnd Workplce Helth nd Sfety, Electricl Sfety legisltion nd AS/NZS 3760 In-Service Sfety Inspection nd Testing of Electricl Equipment. In ddition to legisltive requirements, the generl principles of risk mngement should e pplied to electricl hzrds. These procedures outline the controls specific to certin hzrds concerned with electricl sfety. 1 Risk Mngement The five sic steps in the workplce helth nd sfety risk mngement process nd the Electricl Sfety Code of Prctice Risk Mngement must e followed to mnge exposure to risks. 1.1 Preprtion Step 1 Step 2 Step 3 Step 4 Step 5 Identify ll hzrds. Assess the risks these hzrds crete. Decide on mesures to control the risk. Implement pproprite control mesures. Monitor the control mesures nd review the process. 2 2 Qulifictions of Personnel The purpose of the Queenslnd Electricl Sfety Act 2002 is directed t eliminting the humn cost to individuls, fmilies nd the community of deth, injury nd destruction tht cn e cused y electricity. CQUniversity own nd lese diverse rnge of properties nd fcilities with vriety of electricl work crried out on these premises. All electricl work on fixed wiring shll e undertken y the CQUniversity Fcilities Mngement Directorte (DFM) or their ssigned gents nd must comply with the requirements of the Queenslnd Electricl Sfety Act nd suordinte legisltion relevnt to the Act. All electricl work t voltges in excess of extr low voltge (greter thn 50 volts AC (RMS) or greter thn 120 volts Ripple free DC) must only e crried out y electricl workers, licensed nd competent. (Queenslnd Electricl Sfety Act Section 55) Persons holding current nd relevnt Electricl Worker s Licence. The scope of work tht holders of restricted certifictes of competency cn e permitted to perform is dependent on their level of certifiction. Electricl engineers s prt of prcticing their profession s n electricl engineer. Students of electricl work s prt of the trining nd under the supervision of teching stff deemed competent under the Electricl Sfety Act For dditionl informtion on requirements for electricl licences consult the Queenslnd Electricl Sfety Act S55. Note: Stff, undergrdute nd postgrdute students who re not holders of relevnt electricl licences must not undertke electricl work, other thn the removl or instlltion of computer circuit ords in mchines where the removl of the cover or housing does not give ccess to ny mins potentil voltge. Alterntively such work ws intended y the equipment mnufcturer to e performed y users. 3 Electricl Applinces When electricl equipment is purchsed, the supplier of the equipment is deemed to e responsile for the initil electricl sfety of the equipment. However once purchsed the owner of the equipment now ecomes the person in control of the equipment nd hs legl oligtion to ensure it is electriclly sfe. To ssist the University in mnging this oligtion it hs instlled vrious processes to ssist in mintining sfe work plce. These include: pproprite licensing of electricl trdes stff nd contrctors; instlltion of residul current devices (RCD) on the mjority of the power circuits within the University; mndtory testing of these RCD s; nlysis of the risk ssocited with ll electricl equipment prior to it eing used in the workplce. e.g. extension leds, portle outlet devices nd electricl equipment used in lortories, workshops nd kitchens; testing nd tgging of specific electricl equipment; forml in-house electricl sfety procedures. All electricl equipment tht is to e used in res such s ls, workshops nd kitchens shll e inspected nd tested to ensure the equipment is sfe prior to eing used in the workplce. The test nd tg requirements for this equipment nd specified electricl equipment such s extension leds nd portle outlet devices will depend on the clss of work for which the item is eing used nd will e tested s required y Queenslnd Electricl Sfety Legisltion nd AS/NZS Sfety Helth Environment Workcover nd Sustinility Electricl Equipment Use Procedures Pge 2 of 10

3 CQUniversity Fcilities Mngement Directorte (DFM) shll ensure tht record of ll registered specified electricl equipment nd electricl equipment used in high risk res such s lortories, workshops nd kitchens is mintined nd ll registered equipment is tested nd tgged with current test tg in ccordnce with this procedure. Only persons who hve een ssessed s competent to crry out electricl testing nd pproved y DFM will e permitted to crry out the ctivity. 3.1 Electricl Sfety Fundmentls Electricl equipment shll only e used for its designed purpose. Electricl instlltions, equipment or extension leds should e protected y pproprite covers or rriers if they re likely to e dmged y vehicles, other mchinery or hevy people trffic. Access to CQUniversity electricl switch ords nd the resetting of circuit rekers is restricted to DFM electricins nd pproved electricl contrctors. Any reports of tripped circuits nd requests for the resetting of tripped circuits must e directed to the DFM electricl supervisor. Electricl heting pplinces re common cuse of fires. Equipment with exposed heting elements tht cn come into contct with comustile mterils must not e used (e.g. r rditors). Where possile pplinces should hve thermostt control nd therml overlod protection nd shut the equipment off when they fil (i.e. filsfe ). 3.2 Doule Adptors nd Piggy-Bck Plugs The use of doule-dptors is prohiited within CQUniversity. They re to e removed from the workplce s they re prticulrly prone to the connections working loose. This hs the potentil for them to overhet or for persons to come into contct with live terminls. Computer equipment tht hs moulded piggycked plugs lredy fitted, s prt of mnufcture will e permitted, however no retrofitting of piggycked plugs is permitted. 3.3 Multi-Outlet Power Bords/Electric Portle Outlet Device (EPOD) Multi-outlet power ords or electric portle outlet devices (EPOD) re ctegorised under Queenslnd legisltion s specified electricl equipment nd re to e tested s per the ppendix of this document. EPOD s should include 10mp current overlod protection nd individul switches for ech power outlet. In lortories, kitchens nd workshops, ords must e securely mounted cler of the workench or floor. EPOD s re not wterproof nd should not e used in wet res or where there is possiility of wter or moist conditions coming into contct with the fitting. Gng coupling or disy chin of EPOD s (s illustrted) llow the potentil for greter numer of pplinces to drw lrge mounts of power from the power ords, creting potentil overheting hzrd or fire nd therefore is PROHIBITED. EPODS re not to e used for high current devices such s room AC units or heters, fridges, freezers, urns, microwves or hot wter jugs. To control the potentil for use of these items, periodic reviews y mngers of work res should e undertken to determine ny risk ssocited with their use. 3.4 Electricl Extension Leds/Cord Set or Cord Extension Set Cord extension sets re lso ctegorised s specified electricl equipment nd re to e tested s per the ppendix nd would e used for short-term pplictions only. In ddition to periodic testing, users should check to see whether the cord extension set hs current test tg nd whether the plug nd socket re properly secured to the cord nd tht there re no cuts or ters in the outer insultion, prior to use. 4 Cord extension sets must e the pproprite length nd current rting for the intended ppliction s significnt mounts of het cn e generted y electricity usge which my led to fires, especilly if the current rting for the cord extension set is exceeded. If cord extension set is not fit for its intended use, or it does not hve current test tg, then it shll not e used nd shll e withdrwn from service until its functionlity is restored. Coiling of cord extension sets or plcing them under mts or rugs could intensify the heting effect. Ensure tht cord extension sets re fully extended when in use nd re not plced where they could e tripping hzrd (eg. cross isles, corridors or other trfficle res). 3.5 Electricl Equipment in Hzrdous Atmospheres nd Wet Ares The risk ssocited with electricl instlltions in hzrdous tmospheres nd wet res must e undertken y CQUniversity mngement prior to ny instlltion tking plce. Stndrd electricl switches, motors, lights nd other equipment my ct s ignition sources or ecome live if they re ffected y moisture or wter. Forml risk ssessments conducted y the fculty/school mngement will identify the potentil for these situtions to rise. DFM stff shll e consulted prior to ny chnges/ltertions eing conducted. All electricl equipment nd wiring for use in n explosive tmosphere nd wet res must meet the requirements of AS/NZS s pplicle. 3.6 New Equipment Queenslnd electricl sfety legisltion plces legl oligtions on certin people to ensure the piece of equipment is electriclly sfe. They include designers, mnufcturers, importers, instllers, repirers, suppliers, employers nd persons in control of electricl equipment. Under norml circumstnces when new piece of equipment is purchsed, the supplier of the equipment is deemed to e responsile for ensuring the new equipment is electriclly sfe. However once purchsed, the owner of the equipment ecomes the person in control of the electricl equipment nd ssumes the responsiility to ensure it is electriclly sfe. At this initil purchse time the piece of electricl equipment my not e fitted with forml electricl test tg nd the piece of equipment should e visully exmined y the purchser for ovious dmge prior to it eing put into service. All new electricl equipment tht is to e used in res such s lortories, workshops nd kitchens or which is defined s specified electricl equipment dependent on the clss of work for which the item is eing used, will e inspected nd tested prior to eing used in the workplce. In ddition, ny new equipment deemed y the re supervisor to require ongoing testing s result of risk ssessment, will ensure the equipment is tested nd tgged nd recorded on register to determine the initil test dte nd susequent testing frequency therefter. Only persons who hve een ssessed s competent to crry out electricl testing nd pproved y DFM or their ssigned gents shll e permitted to crry out the ctivity. DFM will forwrd notifiction to ll re supervisors on n nnul sis to conduct visul inspection of the res under their control. This inspection will estlish if the re usge hs chnged nd if ny electricl equipment hs sustined ny visile dmge to its exterior. 3.7 Personl Electricl Equipment Electricl inspection nd testing of personl electricl equipment is required s per the ppendix of this document. Use of personl electric equipment t CQUniversity is to e pproved y the Hed of Deprtment nd the cost ssocited with inspection nd testing of tht equipment would e the responsiility of the deprtment. 5 3.8 Sle or Disposl of Second Hnd Electricl Equipment All electricl equipment tht is found to e surplus to the University s needs nd is to e offered for sle or removl will need to comply with the Electricl Sfety Regultions 2002, Section 122 nd 124 regrding the sle of second hnd electricl equipment. All electricl equipment to e discrded (e.g. dumped or used for prts) y the University must first e rendered inoperle i.e. the electricl supply cord is to e removed to prevent use nd the item must e disposed of in mnner to discourge retrievl. 3.9 Hiring of Electricl Equipment CQUniversity will only hire electricl equipment from reputle externl hire compnies. The electricl equipment must hve current electricl test tg ttched to the equipment, prior to receipt from the hire compny, nd must e current for the expected durtion of the hire. All electricl equipment tht is hired y CQUniversity to students, stff nd others must e tested nd tgged y competent person ppointed y the deprtment / school responsile for conducting the hiring. The mndtory testing intervl is s per the ppendix of this document. If the competent person ppointed y the deprtment / school responsile for conducting the hiring decides the piece of electricl equipment is not sfe, then durle out of service tg will e ttched nd the item will e immeditely withdrwn from use. The deprtment / school responsile for hiring out the electricl equipment will keep records of these tests conducted for period of five yers Testing of Residul Current Devices/Sfety Switches Residul current devices (RCD s) re required for specified electricl equipment in workshops, lortories, construction sites nd other outdoor res nd offer n dditionl mens of protection ginst electrocution. The intervls for testing nd inspection of RCD s re in ccordnce with AS/NZS DFM stff will orgnise competent electricl worker to conduct ll testing on switchord mounted RCD s/sfety Switches. 4 Performnce of Live Electricl Work Live electricl work will not e conducted on ny plnt, mchine or fixed instlltion t CQUniversity unless the circumstnces comply with ll of the requirements of the Electricl Sfety Regultions This includes forml risk ssessment of the tsk, pproprite trining of the stff involved, provision of ny personl protective equipment, suitle equipment for isoltion nd written permission to conduct the tsk from the DFM electricl contrct holder. The Electricl Sfety Code of Prctice Working Ner Exposed Live Prts gives some guidnce on how to meet these oligtions. 5 Reporting of Electricl Incidents Every electricl incident tht results in either person eing injured or tht hs the potentil to cuse injury, will e immeditely reported to the workplce supervisor who will ssess the sitution nd put into plce ny immedite corrective ctions to ensure the sfety of individuls, preservtion nd security of the site for inspectors or police. The DFM Electricl Supervisor will conduct the preliminry investigtion nd initite the immedite corrective ctions to eliminte the risk. These corrective ctions could include conducting immedite repirs, engging licensed electricl contrctor nd notifying Workplce Helth nd Sfety Queenslnd nd the re Electricity Authority. The DFM Electricl Supervisor nd the Mnger, Helth, Sfety, Environment nd Trining will investigte nd compile the necessry incident reports. Serious electricl incidents or dngerous electricl incidents s defined under the Queenslnd legisltion cn occur t the workplce nd CQUniversity hs estlished this reporting procedure to ensure sfety of stff nd complince with this legisltive requirement. DEFINITIONS All terminology used within this Procedure is consistent with definitions in the CQUniversity Glossry. In ddition, the following terms nd definitions re relevnt to this specific procedure. Clss 1 Equipment: (sic insulted, protectively erthed equipment): Equipment in which protection ginst electric shock does not rely on sic insultion only, ut which includes n dditionl level of protection, in tht conductive ccessile prts re connected to the protective erthing conductor in the fixed wiring of the instlltion in such wy tht those ccessile prts cnnot ecome live in the event of filure of the sic insultion. This equipment is generlly mnufctured with non-conductive (insulted) enclosure, nd is mrked either with the words DOUBLE INSULATED or with the symol to llow esy identifiction. (AS/NZS 3760:2010) Competent Person: A person who hs cquired, through trining, qulifictions, experience or comintion of these, the knowledge nd skill enling the person to inspect nd test electricl equipment. (Electricl Sfety Regultions 2002) Construction Work: Construction work is work to erect, construct, extend, lter, convert, fit-out, commission, renovte, repir, refurish, disssemle or decommission structure, or prt of structure or: c work connected with site preprtion, excvtion nd lndscping for work mentioned ove; or the ssemly or instlltion of prefricted components to form structure, or prt of structure, for work mentioned ove; or the disssemly of prefricted components for work mentioned ove tht, immeditely efore the disssemly, formed structure or prt of structure; or d n ctivity tht is prescried ctivity (Workplce Helth nd Sfety Act 1995). Construction Wiring: Temporry electricl wiring y which electricity is supplied y n electricl entity for use in nd for the period of construction work within the mening of the WH&S Act. (Electricl Sfety Regultions 2002) Cord Extension Set: An ssemly of plug intended for connection to socket outlet; nd shethed flexile cord; nd cord extension socket. (Electricl Sfety Act 2002) Extr Low Voltge: Voltge of 50V or less AC RMS, or 120V or less ripple-free DC. (Electricl Sfety Act 2002) Fixed Wiring: The electricity supply to uilding nd includes, ll switchords, distriution ords nd high voltge pprtus, s well s the instlled wiring to switches, socket outlets nd light fittings. 9 Live Work: Electricl work performed in circumstnces in which some or ll of the electricl equipment, the suject of the electricl work, is energised. (Electricl Sfety Regultions 2002) Low Voltge Supply: Voltge greter thn extr low voltge, ut not more thn 1000V AC RMS or 1500V ripplefree DC. (Electricl Sfety Act 2002) Personl Electric Equipment: Any privtely owned electricl equipment of the plug-in type to e used t the University. Exmples include rdios, electric heters, nd fns, sndwich mker, coffee mkers nd moile phones (University of Wollongong Electricl Sfety Guidelines) Sfety Switch: A Type 1 or Type 2 sfety switch. (Electricl Sfety Regultions 2002) Serious Electricl Incident: is n incident involving electricl equipment if, in the incident: c person is killed y electricity; or person receives shock or injury from electricity, nd is treted for the shock or injury y or under the supervision of doctor; or person receives shock or injury from electricity t high voltge, whether or not the person is treted for the shock or injury y or under the supervision of doctor. (Electricl Sfety Act 2002) Specified Electricl Equipment: for the performnce of musement work, mnufcturing work or rurl industry work, the following equipment (other thn n musement device or musement ride): i ii iii cord extension set with current rting of not more thn 20 mps; n electricl portle outlet device with current rting of not more thn 20 mps; electricl equipment, other thn portle sfety switch, tht hs current rting of not more thn 20mps; nd is connected y flexile cord nd plug to low voltge supply; nd for the performnce of office work or service work: i ii iv iii cord extension set with current rting of not more thn 20 mps; or n electricl portle outlet device with current rting of not more thn 20 mps; or electricl equipment, other thn portle sfety switch, tht hs current rting of not more thn 20 mps; nd is connected y flexile cord nd plug to low voltge supply; nd is moved during its norml use for the purpose of its use.
