I have reviewed the traffic study prepared by Truckin Traffic, LLC, dated November 2, 2015, on behalf of Primerica Developments, Inc., proposed developer of Dunedin Commons. The analysis is based upon development of the existing vacant property. The submitted analysis appears to accurately reflect the estimates of increased traffic. activity with the proposed development. Trip Generation The author of the traffic study has determined that the proposed 280 apartment units, 56 townhomes and 7,200 square feet of specialty retail will generate 196 AM peak hour trips and 224 PM peak hour trips. Trip Distribution For Dunedin Commons, the estimated trip distribution for the PM peak hour presented in the report shows that 35% of the trips (79 vehicles) will occur to and from the site using Patricia Avenue from the north; 45% (102 vehicles) to and from the site using Patricia Avenue to the south; and 20% ( 44 vehicles) to and from Hte site using Scotsdale Street to the east. Site Access The proposed site access plan for Dunedin Commons reflects a reduction in driveways from six (6) to four (4). The reduction in driveways is shown to occur on Scotsdale Street, where the number of driveways will be reduced from four ( 4) to two (2). In addition, the proposed northern driveway on Patricia Avenue will be restricted to right-tum exit only.

2 Level of Service Future traffic conditions at time of build-out (year 20 18) were computed using an annual growth rate of 2%. Post-development conditions were demonstrated to stay within the adopted Level of Service for Patricia Avenue and Beltrees Street/Scotsdale Street when compared to the adopted, 2014 Pinellas County MPO Level of Service Report. Trip Generation Comparison to Previous Development In addition, a comparison was made to the number of trips when the site was occupied as Nielsen Media Research to the number of trips for Dunedin Commons. This analysis is valuable in determining the net traffic impact from a historic perspective. This is 90 fewer total AM peak hour trips (31% less), and 41 fewer total PM peak hour trips (15% less). What is of interest in these calculations is the reversal of trip directions between the two occupancies. Nielsen Media Research was an office complex which served as a trip destination in the morning. Conversely, Dunedin Commons, with a heavy residential component, is a trip destination in the evening as residents return home from work. The opposite is true for departures. This comparison was only done for the trip generation. All proposed Dunedin Commons trips were distributed and Level of Service determined since the property has been vacant for more than five (5) years. Attached is the traffic report and conclusion summarizing their findings. I take no exception to the calculation methodology utilized nor the conclusions drawn. The developer will need further analysis of the pavement markings on Patricia A venue for the main driveway proposed.

5 1. PROJECT LOCATION/DESCRIPTION This Traffic Study has been prepared to support the City approvals for the proposed Dunedin Commons development. The proposed development is planned to be located on the northeast quadrant of the intersection of Patricia Avenue and Scotsdale Street. The site is located with the City of Dunedin. This Traffic Study has been prepared based on the traffic study methodology discussions held with the City of Dunedin staff. This site is currently vacant land; however this site was previously the home to the largest branch office for Nielson Media Research. The Nielson Median Research Campus contained 4 office buildings that totaled 192,985 square feet. A comparison of the trip generation estimates between the previous and proposed land-use is contained in Chapter 2. The proposed Dunedin Commons development will consist of the following development program: Proposed Land-Use Apartments Town homes Local Retail Shops Size 280 dwelling units 56 dwelling units 7.200square feet The proposed build-out year for this project is The site is bound by two public roadways. The Patricia Avenue is two lane divided signalized arterial roadway, with a posted speed limit of 35 miles per hour (mph). Scotsdale Street is a two lane undivided signalized collector roadway, with a posted speed limit of 25 mph. The site location and area roadway system IS shown on Figure 1. PROJECT TRIP CHARACTERISTICS Trip Generation The PM peak-hour trip generation estimates were based on the trip rates contained in the gth Edition of the Institute of Transportation of Engineers (ITE) Trip Generation Manual. Pass-by capture rates were not consider to the local retail shops. The following land-use, associated independent variable and size was used to calculate the trip generation estimates for the proposed land-use. As shown in the Tables 1 and 2, the site traffic generation for proposed Dunedin Commons development is anticipated to be 90 trips less during the AM peak-hour and 41 trips less during the PM peak-hour. 9 Site Access Plan The previous office development on this site had 2 full access driveways on Patricia Avenue and 4 full access driveways on Scotsdale Street. This development proposed to reduce the number of access driveway on both roadways. The proposed site access plan is described below: Driveway# 1 - This driveway is proposed to be located on Patricia Avenue, approximately 360 feet north of Scotsdale Street. This driveway is will operate as a full access driveway. Driveway# 2- This driveway is proposed to be located on Patricia Avenue, approximately 50 feet south of the northern property line. This driveway will be design to function as a right-out only driveway. The driveway is necessary to allow the garage trucks to safely and efficiently exit the site. Driveway# 3- This driveway is proposed to be located on Scotsdale Street, approximately 180 feet east of Patricia Avenue. This driveway is will operate as a full access driveway. Driveway II 4- This driveway is proposed to be located on Scotsdale Street, approximately 190 feet west of the eastern property line. This driveway is will operate as a full access driveway and exclusively provide access to and from the 56 unit townhome portion of this development. Figure 2 displays the general location of the proposed site access driveways with respect to the site boundaries. 11 Project Trip Distribution The site traffic distribution will be based on the areas employment centers, the locations of commercial/retail opportunities, the existing travel patterns, and the area roadway network. The site traffic distribution for this project is shown below: 35%- To/From Patricia Avenue (north of the site) 45%- To/From Patricia Avenue (south of the site) 20%- To/From Scotsdale Street (east ofthe site) The site traffic distribution and PM peak hour site traffic assignment at the site access driveways and on the adjacent roadway segments are shown graphically on Figures 3 and 4 respectively. EXISTING TRAFFIC CONDITIONS The Pinellas County MPO 2014level of Service Report was the source for the base traffic volume data for the PM peak-hour traffic conditions for the adjacent roadway segments. An annual growth rate of two percent was applied to the 2014 MPO traffic volume data to estimate the 2015 traffic volumes. The maximum service volumes (physical capacity) from the MPO tables was also utilized. The roadway link analyses results for the existing conditions are displayed in Table 3. As shown in Table 3, the volume to capacity (V/C) ratios for study segments are well below 1.0; therefore the all study segments are currently operating above the County's LOS threshold. 16 4. FUTURE TRAFFIC CONDITIONS The Year 2018 background traffic projections were derived based on the application of the two percent annual growth rate. The Year 2018 total traffic projections were developed by adding the Dunedin Commons site traffic to the Year 2018 background traffic projections. The roadway link analysis results for the future conditions are displayed in Table 5. As shown in Table 4, the Year 2018 V /C Ratios for all study segments are well below 1.0; therefore all study segments are projected to operate above the County's LOS threshold. 18 5. CONCLUSIONS The proposed development is anticipated to generate approximately 196 trips and 224 trips during the AM and PM peak hour, respectively. The site traffic generation for proposed Dunedin Commons development is anticipated to be 90 trips less during the AM peak-hour and 41 trips less during the PM peak-hour. The existing traffic conditions for the roadway segments within the project study area currently operate above the Pinellas County adopted Level of Service standard. The future traffic conditions (Year 2018) for the roadway segments within the project study area will continue to operate above the Pinellas County adopted Level of Service standard with the proposed development.
