Resolution City of Dunedin residents have requested that the existing 35 mph speed limit for Michigan Boulevard between AltUS 19 and CR 1 be reduced to 30 mph. Speed limits are based on the speed at which a normally prudent driver can perceive and react safely to driving problems encountered on the roadway. City Staff collected and reviewed traffic data for Michigan Boulevard and found a majority of drivers travel below 25 mph. Although the speed limit could be decreased to 25 miles per hour, City staff has recommended reducing the speed limit to 30 miles per hour to reduce the incremental impact on drivers, and to be consistent with other City collector roadways. Recommendation is to approve Resolution to reduce the speed limit on Michigan Boulevard between County Road 1 and AltUS 19 from 35 miles per hour to 30 miles per hour.

Traffic data was co1lected in November Speed limits are based on the speed at which a normally prudent driver can perceive and react safely to driving problems encountered on the roadway. To determine if a roadway speed limit should be altered, a traffic engineering investigation includes the study of the existing vehicles speeds. The Florida Department of Transportation's Speed Zoning for Highways, Roads and Streets in Florida criteria provide that a speed limit should not differ from the 85th percentile speed or upper limit of the 10 mph pace. Vehicle speed data were collected on Michigan Boulevard between AltUS 19 and Pinehurst Road and between Pinehurst Road and CR 1. In accordance with the above cited FDOT criteria, two speed measurements were used in the evaluation, as follows: Speed Data Michigan Boulevard 85th Percentile Speed l 0 mph Paee Speed West of Pinehurst Road Eastbound Westbound 23 mph 19mph mph mph East of Pinehurst Road Eastbound Westbound 20mph 26mph ll-20 mph mph Based on these criteria and observed speed measurements, the Michigan Boulevard speed limit could be decreased to 25 mph. However, to reduce the incremental impact on drivers, and to be consistent with other City collector roadways, it is recommended to only reduce the speed limit to 30 mph.

4 RESOLUTION A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DUNEDIN, FLORIDA, REDUCING THE SPEED LIMIT ON MICHIGAN BOULEVARD BETWEEN COUNTY ROAD 1 AND ALT. U.S. HWY. 19 FROM 35 MILES PER HOUR TO 30 MILES PER HOUR; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the staff of the City of Dunedin has collected and reviewed traffic data for Michigan Boulevard in November 2013 to determine if the speed limit should be reduced from 35 miles per hour to 30 miles per hour; and WHEREAS, speed limits are based on the speed at which a normally prudent driver can perceive and react safely to driving problems encountered on the roadway; and WHEREAS, the Florida Department of Transportation's Speed Zoning for Highways, Road and Streets in Florida criteria provide that a speed limit should not differ from the 85 1 h percentile speed or upper limit of the 10 mile per hour pace; and WHEREAS, the vehicle speed data collected on Michigan Boulevard between Alt. U.S. Hwy. 19 and Pinehurst Road, and between Pinehurst Road and County Road 1 provides that the Michigan Boulevard speed limit could be decreased to 25 miles per hour; and WHEREAS, in order to reduce the incremental impact on drivers and to be consistent with other City collector roadways, City staff has recommended to reduce the speed limit to 30 miles per hour. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF DUNEDIN, FLORIDA, IN SESSION DULY AND REGULARLY ASSEMBLED: Section 1. That the City Commission of the City of Dunedin, Florida hereby reduces the speed limit on Michigan Boulevard between County Road 1 and Alt. U.S. Hwy. 19, from 35 miles per hour to 30 miles per hour. Section 2. That the City Clerk is hereby directed to forward a copy of this Resolution to the Pinellas County Sheriffs Office. Section 3. That this Resolution shall become effective immediately upon its passage and adoption.
