3 Introduction The purpose of this study was to determine the appropriate posted speed limit along several roadway segments within the Town of Plainfield, Indiana. This study serves as an Engineering and Traffic Investigation as outlined in the Town s guideline for posted speed limit change requests, which is located within the Town s Speed Limit Survey Report 1. This speed limit study has been prepared in accordance with the Indiana Code 2 and the Indiana Manual on Uniform Traffic Control Devices (Indiana MUTCD) 3. In general, the Indiana Code requires a municipality to perform an Engineering and Traffic Investigation (aka speed limit study) before a posted speed limit within an urban district can be revised to a posted speed other than 25 or 30 mph. The Indiana MUTCD lists what a speed limit study must consist of which includes collecting the current speed distribution data. The speed distribution data is typically collected by using pneumatic roadway tube counts. The 85 th percentile speed is obtained from the collected speed distribution data. 85 th percent of the speeds are either equal to or less than the 85 th percentile speed. The 85 th percentile speed is then often interpreted as the fastest speed by reasonable drivers. The Indiana MUTCD states that any revised posted speed limits should be posted within 5 mph of the 85 th percentile speed. However, it is not an absolute requirement. The Indiana MUTCD also recommends that additional information should be taken into consideration when revising the posted speed limit such as: 10 mph pace speed (contains the greatest percentage of the collected speed data) Functional roadway classifications Other roadway characteristics such as lane widths, shoulders, curbs, roadway grade and alignment Sight distance conditions Roadside development and environment Pedestrian, bicycle, transit, and parking activity Reported crash experience for at least a 12-month period March 21 st,
4 Collected Speed Data and Other Info Table 1 on the page 6 lists the results of the collected speed data including the study roadway segments, the existing roadway functional classification as obtained from the Town s current Comprehensive Plan 4, the existing posted speed limits, the 50 th and 85 th percentile speeds obtained from the collected speed data, and the associated 10 mph pace speed. Figure 1 on page 8 shows the location of the study roadway segments, the pneumatic roadway tube count locations, and the existing posted speed limit. The data sheets which show the speed distribution data at each of the tube count locations can be found in the separate appendix. Speed data for Stafford Road was obtained from another study performed by Traffic Engineering, Inc. A site visit was made for each of the study roadway segments on December 7 th, 2016 to observe the existing roadway characteristics. The recommendations for the revised posted speed limits are discussed below. It was determined that a review of crash history data was not needed to support the recommendations. Recommendations Table 2 on page 9 lists the recommended posted speed limits for the study roadway segments. Figure 2 on page 10 illustrates these recommendations. Table 2 lists additional factors for consideration beyond the collected speed data. It is recommended to revise the posted speed limit for the majority of the study roadway segments to 35 mph in order to create consistency between the posted speed, functional roadway classification, roadway characteristics, pedestrian activity, and roadside development. The following provides additional recommendation notes which are summarized briefly on Table 2 and Figure 2. Note #1 - The existing mph posted speeds along Smith Road (sections #9-1 and #9-2) and along CR 200 S (sections #1-1 and #1-2) should be reduced to 35 mph at a later date after additional land development has occurred. Note #2 - A reduced speed limit ahead warning sign may be needed along the existing 50 mph section of CR 600 E (Moon Road) south of CR 600 S when Moon Road March 21 st,
5 north of CR 600 S is reduced to 35 mph (section #7-1). Section 2B.13 (Speed Limit Sign) of the IMUTCD states that the reduced speed limit ahead warning sign (sign W3-5) should be used to inform road users where the speed limit is being reduced by more than 10 mph. However, current plans indicate that Moon Road north of CR 600 S will be realigned and a roundabout is planned for the CR 600 S intersection, for which roundabout ahead, speed reduction warning signs will be implemented. Note #3 - Curve warning signs may be needed at the roadway curves along Airtech Parkway north of Stout Heritage Pkwy (section #14-1) and along Columbia Road (section #15-2). An advisory speed plaque which indicates the safe speed at the curve may also be needed. The specifics of the potential curve warning signs should be determined before the revised posted speed limits are implemented. Section 2C.07 (Horizontal Alignment Signs) of the IMUTCD lists the requirements for when curve warning signs and advisory speed plaques are needed. The advisory speed is typically based on the radius and super elevation of the roadway curve. Typical procedures of determining advisor speeds include field measurement techniques using specialized equipment such as a ball-bank indicator or an accelerometer; or design techniques based on the known curve geometry data obtained from as-built plans. The report titled Procedures for Setting Advisory Speeds on Curves (FHWA-SA-11-22) 5 can be used to determine the best procedure to use for the curves along Airtech Parkway and along Columbia Road.
