6 TRANSPORTATION IMPACT ANALYSIS IMPERIAL COUNTY OFFICE OF EDUCATION Imperial County, California March 06, INTRODUCTION Linscott, Law & Greenspan Engineers (LLG) has been retained to assess the potential traffic impacts to the local roadway system due to the annexation of 80 acres of land (APN ) for the construction of a 21,685 square-foot administrative annex building for the Imperial County Office of Education. The building would be located on a 6.85-acre parcel along the west side of Sperber Road south of McCabe Road. 7 2.0 PROJECT DESCRIPTION 2.1 Project Location The proposed building will be located on the west side of Sperber Road and south of McCabe Road. As part of the project, Betty Jo Mc Neece Loop will be extended to the west along the project s frontage. The project proposes two driveways to this new extension. 2.2 Project Description The project involves the annexation of 80 acres of land (APN ) for the construction of a 21,685 square-foot administrative annex building for the. The building would be located on a 6.85-acre parcel and the remaining land would continue to be used for agricultural purposes. The new building would accommodate 150 to 200 employees. The is located along the eastside of Sperber Road to the north of existing Betty Jo Mc Neese Loop. Figure 2 1 shows the Project vicinity and Figure 2 2 illustrates, in more detail, the site location. Figure 2 3 shows the Project s Site Plan. 2

11 3.0 EXISTING CONDITIONS Effective evaluation of the traffic impacts associated with the Proposed Project requires an understanding of the existing transportation system within the project area. Figure 3 1 shows an existing conditions diagram, including unsignalized intersections and lane configurations. The study area includes the following three (3) existing intersections and four (4) street segments. Intersections: 1. McCabe Road / La Brucherie Road 2. McCabe Road / Sperber Road 3. McCabe Road / Clark Road Segments: 1. La Brucherie Road: North of McCabe Road; 2. McCabe Road: Between La Brucherie Road and Sperber Road; 3. McCabe Road: East of Clark Road; 4. Clark Road: North of McCabe Road; 3.1 Existing Transportation Conditions The following is a brief description of the streets in the project area. La Brucherie Road is classified as a Major Collector on the County of Imperial Circulation Element. La Brucherie Road is currently constructed as a north-south two-lane undivided roadway providing one lane of travel per direction. No bike lanes or bus stops are provided, and parking is generally prohibited within the project area. The posted speed limit is 55 mph. Sperber Road is an unclassified north-south two-lane undivided roadway within the study area. Sperber Road currently provides access to several County offices and departments. No bike lanes or bus stops are provided, and parking is generally prohibited within the project area. The speed limit is 25 mph. Clark Road is classified as a Minor Arterial on the County of Imperial Circulation Element. Clark Road is currently constructed as a north-south two lane undivided roadway providing one lane of travel per direction. No bike lanes or bus stops are provided, and parking is generally prohibited within the project area. The posted speed limit is 50 mph. McCabe Road is classified as a Minor Collector on the County of Imperial Circulation Element. Currently, McCabe Road is currently constructed as an east-west two lane undivided roadway providing one lane of travel per direction. No bike lanes or bus stops are provided, and parking is generally prohibited within the project area. The posted speed limit is 50 mph. 6

12 Applestill Road is an unclassified east-west two-lane undivided roadway within the study area. 3.2 Existing Traffic Volumes Table 3 1 is a summary of the most recent available average daily traffic volumes (ADTs) from LLG counts commissioned in November Manual hand counts at the study area intersections were also conducted in November 2017 when schools were in session. Figure 3 2 shows the Existing Traffic Volumes. Appendix A contains the manual count sheets. Average Daily Traffic Volume counts conducted in November, 2017 by LLG Engineers. 3.3 Imperial Avenue Extension Imperial Avenue is proposed to be extended southward from I-8 to connect to McCabe Road. Imperial Avenue is a major north-south route through the City of El Centro. Motorists heading to the south and east from Imperial Avenue must enter the I-8 freeway and exit at 4 th Street (SR 86), one mile away. This traffic pattern exacerbates the congested traffic condition that already exists at the 4 th Street (SR 86)/I-8 interchange at times. Motorists heading to the west from Imperial Avenue must enter the I-8 freeway and exit at Forrester Road, three miles away. The Imperial Avenue Extension project provides a variety of transportation benefits. The extension of Imperial Avenue to McCabe Road will reduce congestion on 4 th Street (SR 86), one of the most heavily traveled transportation corridors in the City of EI Centro. This extension will also provide a direct transportation link to new developments occurring in the immediate area. It is proposed to extend Imperial Avenue in four phases. The near-term analysis in this report was completed assuming the project would precede the completion of the Imperial Avenue extension. 7

15 4.0 ANALYSIS APPROACH AND METHODOLOGY Level of service (LOS) is the term used to denote the different operating conditions which occur on a given roadway segment under various traffic volume loads. It is a qualitative measure used to describe a quantitative analysis taking into account factors such as roadway geometries, signal phasing, speed, travel delay, freedom to maneuver, and safety. Level of service provides an index to the operational qualities of a roadway segment or an intersection. Level of service designations range from A to F, with LOS A representing the best operating conditions and LOS F representing the worst operating conditions. Level of service designation is reported differently for signalized and unsignalized intersections, as well as for roadway segments. 4.1 Intersections Unsignalized intersections were analyzed under AM and PM peak hour conditions. Average vehicle delay and Levels of Service (LOS) was determined based upon the procedures found in Chapter 17 of the 2000 Highway Capacity Manual (HCM), with the assistance of the Synchro (version 7) computer software. Unsignalized intersection calculation worksheets and a more detailed explanation of the methodology are attached in Appendix B. 4.2 Street Segments Street segment analysis is based upon the comparison of daily traffic volumes (ADTs) to the City of El Centro s Roadway Classification, Level of Service, and ADT Table. This table provides segment capacities for different street classifications, based on traffic volumes and roadway characteristics. The City of El Centro s Roadway Classification, Level of Service, and ADT Table is attached in Appendix C. 10

16 5.0 SIGNIFICANCE CRITERIA 5.1 City of El Centro Facilities The significance criteria summarized in Table 5 1 developed by Linscott, Law and Greenspan, Engineers is based upon the City of El Centro s goal for intersections and roadway segments to operate at LOS C or better. In general, a LOS C or better that degrades to a LOS D or worse is considered a significant direct impact. 17 6.0 ANALYSIS OF EXISTING CONDITIONS 6.1 Peak Hour Intersection Levels of Service Table 6 1 summarizes the existing peak hour intersection operations. As shown, all the study area intersections are calculated to currently operate at acceptable service levels of LOS D or better during both the AM and PM peak hours. 19 7.0 TRIP GENERATION/DISTRIBUTION/ASSIGNMENT The ITE Trip Generation Manual (9 th Edition) was used to determine the traffic generated by the Proposed Project. Project trips were calculated based on the office rates utilized on the City of San Diego Association of Governments (SANDAG) trip generation rates guide. It should be noted that for LLG doubled the daily trip rate was doubled based on the project description and details of projected employment and hours of operation. 7.1 Trip Generation Table 7 1 tabulates the total project traffic generation. The total project is calculated to generate approximately 870 ADT with 110 inbound/ 12 outbound trips during the AM peak hour and 23 inbound/ 90 outbound trips during the PM peak hour. Rates doubled from 20/ksf to account for hours of operation during a typical workday. 7.2 Trip Distribution The project trip distribution was developed based on the available circulation network and the proximity of residential communities within the study area, where potential employees may reside. Figure 7 1 depicts the trip distribution percentages for the project traffic. 7.3 Trip Assignment The project trips summarized in Table 7 1 were assigned using the trip distribution percentages developed as shown in Figure 7 1. Figure 7 2 illustrates the total project traffic volumes assignment. Figure 7 3 illustrates the existing + project traffic volumes assignment. 14

23 8.0 CUMULATIVE PROJECTS There are other planned projects in the areas in the project vicinity which will add traffic to the roadways surrounding the project site. Based on a review of other potential projects within the area, it was determined that the following future cumulative development projects should be included in the traffic analysis. Detailed below is a brief description of these cumulative projects, which are approved, have applications submitted or are under construction. 8.1 Description of Projects 1. Clark Road Multi-Family Residential Development proposes to develop a maximum of 134 multi-family residential units, 23. The project is generally located at the southeast quadrant of the intersection of Clark Road and Wake Avenue. The total project is calculated to generate approximately 960 ADT with 14 inbound / 56 outbound trips during the AM peak hour and 59 inbound / 31 outbound trips during the PM peak hour. The traffic study for this project is under prepared by LLG (May 2007). 2. Citrus Grove is a proposed project involving the development of 120 residential dwelling units on approximately 50 acres of land. The proposed project is located east of SR-86 and north of McCabe Road. The project is calculated to generate 1,302 ADT with 29 inbound / 69 outbound trips during the AM peak hour and 90 inbound / 47 outbound trips during the PM peak hour. 3. Courtyard Villas proposes to develop 54 single-family residential dwelling units and a park on 21.5 acres. The proposed project is located east of Austin Road and south of Orange Avenue. The project is calculated to generate 590 ADT with 12 inbound / 35 outbound trips during the AM peak hour and 39 inbound / 23 outbound trips during the PM peak hour. 4. Lotus Ranch Mixed Use proposes the annexation of approximately 213 acres of agriculture land in order to accommodate the development of 635 single-family residential lots, five storm water detention basins, and two public parks totaling acres. The project site is generally located south of Interstate 8 and bounded by La Brucherie Avenue to the east. The total project is calculated to generate approximately 5,710 ADT with 116 inbound / 344 outbound trips during the AM peak hour and 361 inbound / 213 outbound trips during the PM peak hour. 5. Estrella is a proposed project involving subdivision of existing farmland into single-family units and multi-family attached units with developments of school and park. The project site is bound on the east by Meadow Road between Jasper Road and Central Main Canal. 6. Hampton Inn Hotel consists of a 4-story 93-room hotel. The project is located at 598 Wake Avenue, just northeast of the Dogwood Road/ Wake Avenue intersection in the City of El Centro. The project is calculated to generate approximately 760 ADT with 32 inbound / 20 outbound trips during the AM peak hour and 29 inbound / 26 outbound trips during the PM peak hour. The traffic study for this project was prepared by LLG (January 2008). 7. Heber World Meridian proposes to develop a maximum of 272 single-family residential dwelling units, 99 multi-family residential units, 23,200 square feet of commercial and 3.4 acres of park/open space. The project is located on the east side of Pitzer Road and north of Highway 18

24 86 (Heber Road), the total project is calculated to generate approximately 6,050 ADT with 133 inbound / 356 outbound trips during the AM peak hour and 366 inbound / 344 outbound trips during the PM peak hour. The traffic study for this project is under completion by LLG (July 2007). 8. Imperial Center is a proposed project consists of a 611,000 square foot retail complex, 110,000 square feet of plaza / auction / exhibit space as well as a 37,000 square foot gas station and convenience store, and a hotel. It is located to the east of SR 111 just north of Heber Road. The proposed project is calculated to generate 26,370 ADT with 433 inbound / 310 outbound trips during the AM peak hour and 1,175 inbound / 1,251 outbound trips during the PM peak hour. The traffic study for this project was prepared by LLG (October 2006). 9. El Centro Town Center Phase II consists of the proposed development of acres into 341,516 square feet of General Commercial development. The project site is located between the Central Drain and 3Cruickshank Drive, east of Imperial Avenue and west of North 12th Street (extended). It is calculated that the proposed project will generate a total of 15,088 ADT primary trips, with 677 inbound/733 outbound trips during the PM peak hour. 10. The Imperial Valley Commons project consists of a Conditional Use Permit to allow development of a commercial retail center. The proposed project consists of the development of approximately 700,000 square feet of commercial retail space divided into individual retail stores varying in size from approximately 4,000 square feet to approximately 196,000 square feet. The project is calculated to generate 20,648 ADT with 262 inbound / 168 outbound trips during the AM peak hour and 933 inbound / 1,010 outbound trips during the PM peak hour. The traffic study for this project was prepared by LLG (October 2005). 11. Linda Vista Mixed Use proposes to develop 182 single-family dwelling units along with a 6- acre commercial lot. The project site is currently undeveloped agricultural land. Based on the trip generation calculations, the total project is calculated to generate 7,175 ADT with 109 inbound / 143 outbound trips during the AM peak hour and 349 inbound / 327 outbound trips during the PM peak hour. The traffic study for this project was prepared by LLG (August 2004). 12. Los Lagos Development proposes to develop 1,109 single-family residential dwelling units, 776 multi-family residential dwelling units, 6.3 acres school area, and 24.0 acres of retail/commercial area. The project site is located in Calexico. 13. Las Ventanas Development proposes to develop 879 single-family residential dwelling units, 454 multi-family residential dwelling units, 6.3 acres school area, and 28.6 acres of retail/commercial area. The project site is located in Calexico. 14. Mariposa Meadows / Torrence Residential proposes to develop a maximum of 240 singlefamily residential dwelling units, 1,075 multi-family residential units, and 18.7 acres of park/open space. The project is located east of Mariposa Drive, south of Correll Road, and west of Dogwood Road. Based on the trip generations calculations, the total project is calculated to generate approximately 8,900 ADT with 138 inbound / 551 outbound trips during the AM peak hour and 555 inbound / 292 outbound trips during the PM peak hour. The traffic study for this project was prepared by LLG (May 2007). 19

25 15. The McCabe Ranch proposes to develop 428 single-family residential dwelling units located south of Interstate 8 and west of Dogwood Road. The project is calculated to generate 3,550 ADT with 76 inbound / 206 outbound trips during the AM peak hour and 243 inbound / 142 outbound trips during the PM peak hour. The traffic study for this project was prepared by LLG (July 2002). 16. Miller Burson proposes to develop 599 single-family residential dwelling units and a park site. The project is located north of Interstate 8, south of Ross Road, and east of Austin Road. The project requires an Annexation and Change of Zone. 17. Mosaic proposes to develop a maximum of 971 single-family residential dwelling units, 320 multi-family residential dwelling units, and 2.7 acres of commercial uses to be constructed in several phases. The proposed project is located south of State Route 86/Heber Road, north of Fawcett Road, both east and west of Dogwood Road in the County of Imperial. Based on the trip generation calculations, the total project is calculated to generate approximately 11,946 ADT with 220 inbound / 661 outbound trips during the AM peak hour and 736 inbound / 441 outbound trips during the PM peak hour. The traffic study for this project was prepared by LLG (April 2007). 18. The Plaza at Imperial is a proposed development of 350,102 square feet of commercial/retail space divided into individual retail stores varying in size. The majority of this development has been built and is occupied by tenants. However, approximately 50,000 square feet of development remains to be developed. The project is located in the southeastern portion of the City of El Centro south of Interstate 8, north of Danenberg Drive, and east of Dogwood Road. The remaining project to be developed is calculated to generate 1,752 ADT with 23 inbound / 14 outbound trips during the AM peak hour and 78 inbound / 85 outbound trips during the PM peak hour. The traffic study for this project was prepared by LLG (June 2006). 19. Rosswood proposes to develop 153 single-family residential dwelling units, a 69,016 square-foot park to be used by the residents of the subdivision and a 92,000 square-foot retention basin. The project is located in the southeast quadrant of Ross Avenue and the Alder Canal, north of Interstate 8, south of Ross Avenue, east of Dogwood Road, and west of SR 111 in the County of Imperial. The project requires an annexation and Change of Zone. The project is calculated to generate 1,540 ADT with 29 inbound / 87 outbound trips during the AM peak hour and 57 inbound / 115 outbound trips during the PM peak hour. The traffic study for this project was prepared by LLG (May 2006). 20. Surya Enterprise proposes to develop a project consisting of a 4-story, 81-room hotel, a 4-story, 60-room hotel, a 4,200 square foot restaurant and a gas station with 16 vehicle-fueling stations and a convenience market. The site is located at 2350 Weakley Street in the City of El Centro. The project is calculated to generate approximately 4,902 ADT with 223 inbound / 201 outbound trips during the AM peak hour and 155 inbound / 143 outbound during the PM peak hour. The traffic study for this project is under prepared by LLG (November 2008). 20

26 21. Thomas Property proposes a rezoning from Tourist Commercial to General Commercial. The project proposes to develop a maximum of 6.54 acres of neighborhood commercial. The project is generally located at the northeast corner of the intersection of SR-86 and Wake Avenue. The total project is calculated to generate approximately 4,316 net ADT with 103 inbound / 81 outbound net trips during the AM peak hour and 173 inbound / 141 outbound net trips during the PM peak hour. The traffic study for this project is under prepared by LLG (August 2007). 22. Heberwood Estates is a proposed 425-unit residential development. The project is located west of Dogwood Avenue and north of SR 86. Based on the trip generation calculations, maps 1-3 of the proposed project are calculated to generate a total of 3,179 ADT, with 61 inbound and 184 outbound trips during the AM peak hour, and 202 inbound and 118 outbound trips during the PM peak hour. The initial traffic study for this project was prepared by LLG (April 2005). 23. Willowbend is a acre project proposing 122 single-family units and a park, north of McCabe Road, east of 8 th Street and west of Highway 86. The trip generation for this project was manually calculated using the ITE Trip Generation Manual (7 th Edition). The project is calculated to generate 1,250 average daily trips with 24 inbound trips and 71 outbound trips during the AM peak hour and 81 inbound and 47 outbound trips during the PM peak hour S. 4 th Street is a proposed General Plan Amendment (GPA) from rural residential to general commercial and change of zoning (COZ) from agriculture to neighborhood commercial. The project is located along 4 th Street and south of I-8. Based on the trip generation calculations, the proposed project is calculated to generate a total of 1,660 ADT, with 30 inbound and 20 outbound trips during the AM peak hour, and 42 inbound and 42 outbound trips during the PM peak hour. 25. Stonefield Apartments proposes to develop a 240 multi-family residential dwelling units located east of Dogwood Road, adjacent to the Imperial Valley Mall. The project is calculated to generate 1,580 ADT with 24 inbound / 97 outbound trips during the AM peak hour and 98 inbound / 52 outbound trips during the PM peak hour. Based on the City of El Centro s significance criteria, no significant impacts were identified for any study area intersections or segments. 9.2 Existing + Project + Cumulative Projects The following is a discussion of the intersection and street segment operations under the existing + project + cumulative projects traffic conditions Intersection Operations Table 9 1 shows that with the addition of cumulative project traffic, all the study area intersections are calculated to operate at acceptable LOS D or better during both the AM and PM peak hours with the following exceptions which are calculated to operate at LOS E during the AM peak hour. 32 10.0 PROJECT ACCESS Access to the project site will be via two (2) project constructed full-access driveways along the project constructed extension of Betty Jo Mc Neece to the west from Sperber Road. Betty Jo Mc Neece will cul-de-sac just west of the project s frontage and provide no connection to La Brucherie Road to the west. All project traffic will utilize the Sperber Road / Betty Jo Mc Neece intersection to access the project site. The access is expected to operate well. 27

33 11.0 SIGNIFICANCE OF IMPACTS AND MITIGATION MEASURES Following is a description of the calculated significant impacts based on the established significance criteria along with recommendations for mitigation measures Significant Impacts Prior to Mitigation Based on the City of El Centro significance criteria, two significant cumulative impacts were calculated at the following intersections: INTERSECTIONS: 1. La Brucherie Road / McCabe Road; 2. McCabe Road / Clark Road Mitigation Measures The Imperial Avenue extension project is discussed in Section 3.3 of this transportation study. The transportation study assumed the project would be constructed prior to the roadway extension being completed. The Project is calculated to have a significant cumulative impact at two study intersections. The following summarizes the recommended mitigation measures. 1. La Brucherie Road / McCabe Road Contribute a fair share towards the installation of a traffic signal and dedicated left-turn lanes on all approaches. 2. McCabe Road / Clark Road Contribute a fair share towards the installation of a traffic signal and a dedicated left-turn lane on the westbound approach. End of Report 28
