4 FOREWORD The Oi Industry in India is more than 100 years od. Because of various coaboration agreements, a number of internationa codes, standards and practices have been in vogue. Standardisation in design phiosophies and operating and maintenance practices at a nationa eve was hardy in existence. This, couped with feed back from some serious accidents that occured in the recent past in India and abroad, emphasised the need for the industry to review the existing state of the art in designing, operating and maintaining oi and gas instaations. With this in view, the Ministry of Petroeum & Natura Gas in 1986 constituted a Safety Counci assisted by Oi Industry Safety Directorate (OISD) staffed from within the industry in formuating and impementing a series of sef reguatory measures aimed at removing obsoescence, standardising and upgrading the existing standards to ensure safer operations. Accordingy, OISD constituted a number of technica committees of experts nominated from the industry to draw up standards and guideines on various subjects. The present document on Recommended Practices for Transportation of Buk Petroeum Products was prepared by the Committee on Transportation of Petroeum Products. This document is based on the accumuated knowedge and experience of industry members and various nationa & internationa codes and practices. It is hoped that the provision of this document, if impemented objectivey, may go a ong way to improve the safety and reduce accidents in the oi and gas industry. 7 RECOMMENDED PRACTICES FOR TRANSPORTATION OF BULK PETROLEUM PRODUCTS 1.0 INTRODUCTION In recent times the rapid increase in demand of petroeum has brought about a significant increase in transportation of petroeum products. Location of any petroeum processing pant or instaation depends to a arge extent on economics of transport of crude oi and finished products from refineries and other storage terminas and depots etc. The type of transport used aso greaty determines the storage requirements. In India, petroeum products are transported by tankers, barges, rai, road and pipeines. The inherent characteristics of petroeum products pose a hazard whie transporting them and may affect the transporter, the crew or the pubic and the oi companies under The Pubic Liabiity Act. The events, which give rise to hazards, incude, particuary, container faiure, accident impact and mishaps during oading and unoading operations. The purpose of this document is to recognize these potentia hazards and recommend guideines on design, safety procedures and practices to be foowed in various modes of transportation of petroeum products. 2.0 SCOPE This document covers the guideines on design, safety procedures and practices in transportation of petroeum products and unoading operations for road and rai transportation. Statutory requirements covered under The Petroeum Rues 1976, The Static and Mobie Pressure Vesses (Unfired) Rues 1981, The Factory Act 1948, The Motor Vehice Act 1988, The Centra Motor Vehice Rues 1989 & the amendments thereof and other reevant agencies sha be adhered to in addition to the recommended practices covered in this document. In case of any difference in interpretation, the Statutory Acts sha appy. Emergency response system, transportation by cross-country pipeines & tanker/barges are not covered in this document. The Marchant Shipping Act 1958 and reevant rues sha be referred for safety requirements of transportation by water. 3.0 DEFINITIONS Container - A receptace for petroeum Petroeum in buk Tank Traier Tank Tank Truck Tank Wagon Petroeum Cass A Petroeum Cass B Petroeum Cass C Excuded Petroeum Fash Point not exceeding 1000 itres in capacity - Petroeum contained in a tank irrespective of the quantity of petroeum contained therein. - A vehice with a tank mounted thereon or buit as integra part thereof and constructed in such a manner that it has at east two axes and a its oad rests on its own whees - a receptace for petroeum exceeding 1000 itres in capacity - a singe sef-propeed vehice with a tank mounted thereon. - a raiway carriage with a tank mounted thereon. - Petroeum having a fash point beow 23 C. - Petroeum having a fash point of 23 C and above but beow 65 C. - Petroeum having a fash point of 65 C and above but beow 93 C. - Petroeum which have a fash point of 93 C and above. - The fash point of a petroeum is the minimum temperature at which the iquid gives off vapour in sufficient concentration to form an ignitabe mixture with air and produces a momentary fash on appication of a sma piot fame under specified conditions of test. 4.0 TRANSPORTATION BY ROAD Petroeum products are transported in sma container (upto capacity of 200 itres) and in tanks drawn by animas, push carts and peda carts, and in buk, tanks mounted on mechanicay propeed vehices. Transportation of petroeum products by road is

8 reguated by Department of Exposives through The Petroeum Rues 1976 and The Motor Vehice Act Transportation of LPG in buk is reguated through The Static and Mobie Pressure Vesses (unfired) Rues, 1981 and The Motor Vehice Act, DESIGN CRITERIA Containers and tank trucks sha be fabricated in accordance with design parameters specified in The Petroeum Rues Pressure vesses used for transportation of LPG sha be designed and fabricated in accordance with The Static and Mobie Pressure Vesses (Unfired) Rues 1981, IS: 2825 and OISD Standard Protection to fittings mounted on existing LPG Tank Trucks. 4.2 MAXIMUM FILLING VOLUME Containers for Petroeum Cass A & B Vapour space of not ess than 5% of its capacity sha be kept in each container Container for Petroeum Cass C Vapour space of not ess than 3% of it s capacity sha be kept in each container for petroeum Cass C Tank Trucks for Petroeum Cass A & B Minimum vapour space of 3% sha be kept in each compartment of the truck. No singe compartment of the tank truck sha exceed the capacity of 5 k and no truck carrying petroeum in buk sha exceed 25 k capacity Tank Trucks for Petroeum Cass C Minimum vapour space of 2% sha be kept in each compartment of the tank trucks. The tota product in buk sha not exceed 25 k in any tank truck Tank Trucks for LPG Minimum vapour space or the maximum quantity of LPG fied in any vesse sha be imited to the fiing density of LPG and sha be such that the vesse shoud not become iquidfu due to expansion of the content with the rise in temperature to 55 deg. centigrade. This requirement sha be appicabe irrespective of the ambient temperature of the product at the time of fiing Tank Trucks for Asphat and Low Suphur Heavy Stock Sufficient vapour space sha be provided to prevent eakage or spiage due to sudden braking of the truck whie in transit and in no case it shoud be ess than 2%. Gross weight of tank truck not to exceed manufacturer s recommendations for the mode/chassis. 4.3 DETAILS OF SAFETY APPURTENANCES AND OTHER SAFETY RELATED FEATURES OF TANK TRUCK Tank Trucks for Petroeum Cass A & B The cabin of the vehice sha be of fuy meta construction and its rear window, if provided, sha be covered with wire reinforced gass. Aternativey, the cabin and engine sha be separated from the tank or the oad, as the case may be, by a fire resisting shied or screen which sha fuy cover the tank or the oad. There sha be a cear space of at east 15 cm. between the back of the cabin and the tank The exhaust sha be ocated whoy in front of the tank or the oad, as the case may be,and sha have ampe cearance from fue system and combustibe materias and sha not be exposed to eakage or spiage of the fue or product or accumuation of grease or oi The exhaust ine and the muffer sha be free from eaks and sha have adequate cearance from the fue system and combustibe materias so that it sha not be exposed to eakage or spiage of fue or product carried or accumuation of grease and oi. The

9 exhaust ine and the muffer shoud be rigidy fixed The exhaust system sha be fitted with effective spark arrestor of a design approved by the Chief Controer of Exposives and the same shoud be abeed in the spark arrestor Fue tank of the vehice, if instaed behind the cabin of the vehice, sha be protected against bows by stout stee guards and provided with a ock on the fue tank cap The engine air intake sha be equipped with an air ceaner having effective fame arresting characteristics to prevent emmission of fame from the intake side of the engine in the event of back firing The votage of the eectric circuit sha not exceed 24 vots Eectrica wiring sha be provided with suitabe over current protection in the form of automatic circuit breakers and instaed so as to be protected from physica damage and contact with possibe product spi either by ocation or by being encased in meta conduit or other protective covering. The eectrica system sha preferaby use two wire systems (doube poe wiring) instead of earthing of negative termina to the body of the vehice The Generator, battery, switches and circuit breakers sha be ocated in the cabin of the vehice or in the engine compartment and the battery sha be in an easiy accessibe position with an approved type heavy duty master switch/cut off switch of not ess than 300 amps rating cose by to cut-off the battery Generator, motors and switches thereof which are not instaed within the engine compartment sha be of the approved fame proof type. Provided that where such generators or motors or switches thereof are instaed in encosed space,adequate provision sha be made for air circuation to prevent overheating and possibe accumuation of infamabe vapours The vehice shoud have a bonding ug and a bonding cabe and the tank/vesse sha be eectricay continuous with the chassis A portabe ISI marked 10 kg DCP extinguisher sha be provided in an easiy accessibe position away from the discharge faucets on every vehice. One portabe 1 kg CO2 /DCP/Haon/Approved equivaent fire extinguisher sha be kept in the cabin of the vehice. A extinguishers must have marking indicating the next due date for pressure testing Each compartment of tank truck sha have an emergency shut off vave ocated inside the she with contro ever provided in an accessibe position and away from the fi openings of discharge faucets. The wire rope connecting the shut off vave and contro ever sha be provided with a approved type fusibe section/ink which wi permit the shut off vave to cose automaticay in the event of a fire Every compartment of a tank sha be provided with independent PV vent so as to imit the pressure within the compartment to 0.21 kg/sq.cm g and the vacuum to 5 cm water gauge. The vent sha be so designed as to prevent oss of iquid through the vent in the event vehice is overturned In addition to the above PV vent an emergency venting faciity of fusibe type sha be provided so as to provide minimum fire venting opening having a net area in sq. cms equa to 8 pus 4.3 times the gross capacity of the compartment in ks. The fusibe vent sha be actuated at a temperature not exceeding 93 degree C. The emergency vent sha be so designed to prevent oss of iquid through the vent in case of vehice upset except in case of pressure rise when in overturned position The inner end of the top fi pipe sha be fitted with spash defector and sha extend to 25 mm from bottom of the tank. The top end of the fi pipe shoud have an oi tight ocker cap. The fi pipe sha have perforations a

10 aong and covered with wire gauge of a mesh not ess than 11 to the inear centimetre and chamfered at the bottom A tank top fittings sha be provided with dome cover so as to protect from damage in the event of the over turning of the vehice on which it is mounted. Height of tank not to exceed cabin height and a height barrier guard to be provided to protect against accidenta damage of top fittings The rear of the vesse sha be protected by a robust stee bumper and this bumber sha be: i) Attached so that coision stresses wi be transmitted to the frame work of the vehice or in the case of an articuated vehice, to the frame work carrying the whees of the tank. ii) iii) Situated at east 15 cm to the rear of the rear most part of the tank. Extended on each side of the vesse to at east cover the maximum width of the tank Every tank truck used for transportation of petroeum sha be conspicuousy marked in a contrasting coour with the word FLAMMABLE and the common name of the fammabe iquid being transported Whenever petroeum cass A is carried aong with any other cass of petroeum in the same vehice foowing additiona requirements sha be adhered to: (i) Two capita etters ML each not ess than 10 cm. square sha be printed in a conspicuous coour on each side and the rear of the vesse. (ii) The fiing pipe,discharge faucet and the vent pipe of one compartment sha not be interconnected by manifoding or otherwise with the fiing pipe, discharge faucet or vent pipe of any other compartment. (iii) A meta band not ess than 2.5 cm wide, cooured red and bearing embossed or printed words MOTOR SPIRIT sha be securey attached to the fi pipe and discharge faucet of each compartment carrying petroeum Cass A. A simiar meta band, cooured green, bue or grey and bearing embossed or printed words describing the cass of petroeum sha be securey attached to the fi pipe and discharge faucet of each compartment carrying such cass of petroeum. (iv) Separate braided rubber hoses bearing ISI mark for each cass of petroeum sha at a times be carried in the icensed vehice The tank trucks used for fueing an aircraft do not fufi the requirements of those used for petroeum cass B in respect of restriction on capacity of individua tank and power take off unit provided for pumping fue into aircraft. The requirement of such tank trucks caed refueers are not reguated through The Petroeum Rues Industry Quaity Contro Manua & Indian Aircraft Manua may be referred for safety guideines in this regard Checkists for POL tank trucks are given in Annexure-IX Tank Truks for Petroeum Cass C

11 Exhaust pipe sha be fitted with an approved spark arrestor which sha be checked from time to time for fitness Suitabe fire extinguishers sha be provided as in Each compartment sha have an emergency shut off vave as in A suitabe and effective vent sha be provided on each tank Rear of the vesse sha be protected by a stee bumper as in The vehice sha have doube poe wiring and nonsparking eectrica fittings Tank Trucks for LPG A vaves and accessories sha be safeguarded against accidenta damage or interference. For protection of fittings mounted on tank trucks OISD Standard 160 may be refered Openings for iquid and vapour fow and pressure guage etc. in the truck sha be protected by suitabe excess fow check vaves mounted in the openings of the vesse. Openings of ess than 1.5 mm need not have such a vave Vaves or accessories situated at the rear of a vehice sha be protected by the rear cross member of the frame of the vehice against damage A pipings, fittings, pumps and meters permanenty mounted on the vehice sha be designed to withstand the most severe combined stresses imposed by the foowing, namey: (a) The maximum design pressure of the vesse. (b) The superimposed pressure of the shock oading caused by road movements A piping, fittings and equipment sha be adequatey protected to minimise accidenta damage which may be caused by road accidents or overturning. A trucks shoud be provided with suitabe height barriers on the drivers cabin if the height of the buet exceeds the cabin height The engine and exhaust system together with a eectrica generators, motors, batteries, switch gears and circuit breakers sha be efficienty screened from the vesse or the body of the vehice by a fire-resisting shied or by encosure within an approved fire resisting compartment When the equipment referred in above is mounted forward of the rear of the driving cabin the cabin can be considered to act as an acceptabe shied, provided the back, the roof and the foor of the cabin are of fire resisting construction for the fu width of the cabin, without any openings in the back or roof, and that the back extends downwards to the top of the chassis When the cabin construction does not conform to the requirements mentioned above, a separate fireresistant shied shoud be instaed extending upwards without any openings from the top of the chassis to the top of the vesse In any case where windows are provided in the shied, they shoud be fitted in fire-resistant framing with wired gass or other heat resistant materia and sha not be capabe of being opened When the equipment referred in above is mounted to the rear of the cabin,it sha be contained whoy within an approved fire-resistant compartment In any case where the fue used to prope a vehice gives off a famabe vapour at a temperature ess than 65 degree C, the fue tank sha not be behind the shied uness the foowing requirements are compied with namey: (i) the fue tank is protected by stout stee guards or by the frames of the vehice. (ii) the fi pipe of the fue tank of the vehice is provided with a cover having ocking arrangements. (iii) fue feed apparatus paced in front of the fire-resisting shied is used to ift the contents of the fue tank The eectrica systems sha have the same safety features as detaied in to Tyres sha be of the anti-skid type There sha be a cear space of at east 15 cm. between the rear of the cabin and the front of the vesse The rear of the vesse sha be protected by a robust stee bumper and this bumper sha be: (i) Attached so that coision stresses wi be transmitted to the frame work of the vehice or, in the case of an articuated vehice to the frame

12 work carrying the whees of the vesse. (ii) Situated at east 7.5 cm to the rear of the rearmost part of the vesse providing compete cover to the body. (iii) Extended on each side of the vehice to at east cover the maximum width of the vesse. (iv) The maximum weight of the iquefied gas for which the vehice is designed shoud not exceed the difference in weight between the unadden weight of the vehice and the maximum gross weight permitted for that cass of vehice under the appropriate transport reguations or CCOE icensed capacity whichever is ess The vesse sha be conspicuousy marked (Refer para 4.6) to show the product which is being carried Two portabe ISI marked 10 kg. DCP fire extinguishers sha be provided on each vehice, one on each side and shoud be accessibe from outside the cabin and another 1 kg CO2 /DCP/Haon or Haon equivaent extinguisher shoud be kept in the driver s cabin. A extinguishers (minimum 3 nos) shoud have the marking indicating next due date for pressure testing Pressure reief vaves sha be tested every year by competent person and certificates/records maintained. The functioning of excess fow check vaves shoud aso be checked once a year A pressure gauges, eve gauges & temperature gauges shoud be caibrated once a year Tank/buet mounted on the chassis sha be hydrostaticay tested every 5 years through competent person and Certificates/records maintained. If the chassis is not suitabe for taking the oad the tank/buet shoud be removed & tested separatey After maintenance / repair job the LPG tank trucks are to be purged by water dispacement by LPG/inert gas Driver of the vehice shoud carry TREM card and route-map with detai ocations and contact agencies in case of an emergency Checkists for Buk LPG tank trucks are given in Annexure - X Tank Trucks for Asphat Exhaust pipe sha be fitted with an approved spark arrestor Each tank sha be provided with a goose-neck vent having an effective opening at east equivaent to a nomina 50mm pipe Each tank sha be provided with a manhoe having a free opening of at east 381 mm in diameter designed to reieve interna pressure between and KPa, or an equivaent reief device Overfow protection for asphat tank vehices sha be provided in the form of reservoirs or fashing around fi and vent pipes. Overfow and drain pipes sha have thickness heavier than the tank she and sha be designed so that hot asphat wi not spi onto tyres, brakes, burner equipment or vehice s exhaust system Fue tanks for the vehice engine and fue tanks or the burners on asphat trucks sha be ocated remotey from the burner or protected by a noncombustibe shied from the burner to prevent fash back Burner tubes sha be propery instaed and maintained The bottom of interna burner tubes sha be ocated as ow as possibe in the tank A egibe red warning sign sha be permanenty attached near the burners on any tank vehice equipped with burners and sha contain at east the foowing information iii.3 iii.4 WARNING The burner equipment must not be operated whie the vehice is being oaded or is in transit, or when the burner tubes are not competey submerged The rear of the vesse sha be protected by a robust stee bumper as detaied in Suitabe fire extinguishers sha be provided as detaied in Tank Trucks for LSHS Exhaust pipe sha be fitted with an approved spark arrestor A suitabe and effective vent sha be provided on each tank Heater cois when provided, sha be so constructed that the breaking-off of their externa connections wi not cause eakage of contents. There shoud be no fange connections inside the tank.

13 Each compartment of the tank truck sha have emergency shut off vaves ocated inside the she, with contro ever provided in an accessibe position and away from the openings or discharge faucets The rear of the vesse sha be protected by a robust stee bumber as detaied in Suitabe fire extingishers sha be provided as detaied in SAFETY OF TANK TRUCKS IN TRANSIT Except for driving crew and oi companies officias during emergencies/eaks/accidents, no other person sha be carried on the tank truck Vehice sha be constanty attended by the driver or his assistant The vehice sha be hated at a safe pace The vehice shoud be parked with the consent of the occupier in an open yard or encosed premises subject to the Factories Act The driver shoud take a reasonabe precaution to ensure that the vehice is parked in safe environment The driver of a vehice carrying petroeum product sha be trained in the properties of the materia carried, the handing method appicabe to the grades being carried, in the use of the fire extinguishing equipment carried on the vehice and in the emergency procedure to be foowed. The training to drivers shoud be in ine with syabus under rue 9 of The Centra Motor Vehice Rues 1989 and OISD Standard 154 : Safety Aspect in Functiona Training or shoud be by any approved Govt. agencies for this purpose A necessary steps sha be taken by the owner/oader of the vehice to ensure that the driver is fuy aware of and understands a instructions As a precaution against any accident or emergency that may occur during carriage, the driver sha be suppied with instructions in writing as detaied in safety instruction booket attached in annexure VI The nature of the danger presented by the dangerous substances carried and the safety measures that must be taken to avert that danger The action to be taken and treatment to be given in the event of persons coming in contact with the dangerous substances being carried or with any substances which might escape therefrom The measures to be taken in case of fire and in particuar the extinguishing methods and/or agents or groups of extinguishing methods and/or agents not to be used The measures to be taken in case of breakage or deterioration of packaging or spiage of the dangerous substances, particuary on the road These instructions shoud be in oca anguage, Hindi and Engish The system of Transport Emergency Cards (TREM) meets the above requirements. A specimen each of TREM cards for petroeum Cass A, B & C, LPG and heavy ois are given in the Annexure-III. Transation into respective oca anguage may be made by operating company as required The tank trucks carry ing petroeum products/lpg shoud preferaby have anti skid tyres. 4.5 SAFETY RECOMMENDATIONS AT UNLOADING POINT In order to prevent accidenta movement, the handbrake and whee chocks sha be firmy on and the engine sha be stopped When discharge is in progress, the driver sha remain at his vehice in such a position as to be abe to stop the discharge immediatey in an emergency A visua check sha be made of the surroundings, the tank and connections for unusua or dangerous situations Warning notices sha be dispayed and suitabe fire appiances sha be avaiabe for instant use Bonding eads sha be connected before making the hose connections and sha remain connected ti the hoses have been removed. Perfect bonding contact shoud be ensured When operations are commenced, a further examination for eakage at connections sha be carried out No person sha smoke whie on or attending such a vehice No artice or substance capabe of causing fire or exposion sha be carried on such a vehice. 4.6 LABELLING OF CONTAINERS, VEHICLES CARRYING HAZARDOUS MATERIAL

14 4.6.1 A dangerous substances are divided into 8 main cassifications. LPG fas under Cass 2 and other petroeum products are grouped under Cass 3. It is recommended that containers or vehices carrying hazardous chemicas which incude petroeum products, sha be provided with a distinct mark of the cass abes on vehices showing the specified embems pictoriay representing particuar dangers. The abeing system for trucks is shown in Annexure-IV Every goods carriage carrying any dangerous or hazardous goods sha dispay the cass abe both in front and in the rear in a conspicuous manner Every goods carriage used for transporting any dangerous or hazardous goods sha be egiby and conspicuousy marked with an emergency information panes as indicated in Annexure-IV The dispay on vehices of the descriptive names or prescribed correct technica names of the chemicas/petroeum products in etters not ess than 50 mm high The dispay on vehice of specia signs or pates denoting that dangerous goods are being conveyed or pates bearing specia code numbers (HAZCHEM) which may identify the substances or revea its hazardous property or indicate what action shoud be taken in emergencies as shown in Annexure-V The name and teephone numbers of the emergency services to be contacted in the event of any fire or any other accident in etters and numeras that are not ess than 50 mm high and the name and teephone number of the consignor of the dangerous or hazardous goods or of some other person from whom expert information and advice can be obtained concerning the measures that shoud be taken in the event of an emergency invoving such goods Every cass abe and emergency information pane sha be marked on the goods, carriage as stipuated in the Motor Vehice Rues 1989 and sha be kept free and cean from instructions at a the times. 5.0 TRANSPORTATION BY RAIL In India, Raiway Administration, acting as a carrier of Petroeum Products, is exempted from taking any icence for transporting it under Petroeum Rues Raiway Administration have eaborate rues for the carriage of petroeum by rai as provided in Indian Raiways Act and Red Tariff No.19 of Indian Raiways Conference Association. 5.1 DESIGN CRITERIA A tank wagons used for the conveyance of petroeum products and LPG sha be of a design approved by RDSO. Design parameters for tank wagons used for transportation by rai are issued by the Wagon Directorate, Research, Design, and Standards Organisation of Indian Raiways. 5.2 FILLING CONSIDERATIONS Tank Wagons for Petroeum Cass A Vapour space of not ess than 4% of the capacity of tank wagon sha be kept. Since tank wagons are oaded in accordance with the oad carrying capacity by weight in reation to axe design, the above vapour space is aowed. In addition the tank wagons are fied as per

15 the caibration tabes provided by raiways and which specifies the maximum dip to be oaded for various products Tank wagons for Petroeum Cass B & Cass C Vapour space sha be a minimum of 2.5%. Provision of fi pipe or a contraption in ieu of fi pipe to avoid spash oading if unoading arm/hose is not extending fuy Tank Wagons for LPG The maximum quantity of LPG fied in any tank wagon sha be imited to the fiing density of the LPG and sha be such that the tank wagon sha not be iquidfu due to expansion of the contents with rise of the temperature to 55 degree C. or imited to specified gross weight on the wagon whichever is ess Tank Wagons for Asphat and LSHS Minimum of 2.5% air space sha be eft and aso oading imited to specified gross weight on the wagon. 5.3 DETAILS OF SAFETY APPURTENANCES AND OTHER SAFETY RELATED FEATURES OF TANK WAGONS Tank wagons for petroeum cass A These wagons are marked as TP as per Raiway Code, except Hexane which is oaded in TH tank wagon Each tank wagon is provided with an effective pressure vave as per approved design A openings of fi pipe and dip pipe are provided with air tight caps A master vave set at the bottom inside the body with contro from the top of tank wagon A bock vave at bottom of the wagon to which unoading hose is connected The top fittings are protected by a dome cover Tank wagons for petroeum cass B & C (Raiway code ATF TK & TL) Each tank wagon is provided with an effective vent as per approved design The master vave contro is from top of the tank The top fittings are protected by a dome cover Tank wagons for LPG (Raiway code TG) (4-wheeer/8-wheeer) Tank wagons designed by RDSO are provided with safety vave with Discharge Capacity : 10.3 cum/sec A other fittings such as iquid vaves, vapour vaves, magnetic gauging device, thermowe, sampe vave and safety vaves, pressure gauges are provided on top of the pressure vesse in a protective housing known as dome with a cover After repair or maintenance tank wagons are required to be purged with LPG/inert gases. Typica drawings of LPG tank wagons are shown in annexure VII & VIII Tank wagon for asphat (TBT) or LSHS (TOH) There are no specific safety fittings required for these wagons except that these are provided with a dome on top with fu opening to faciitate fiing. These wagons are aso provided with steam cois. Ony precaution necessary is that no tank wagon for Asphat or LSHS be oaded if any water is found present inside the tank to avoid boi over condition during oading. 5.4 PROCEDURE FOR DEGASSING OF LPG Tank WAGONS The foowing sequence sha be foowed: During degassing operation, a oading/unoading operations on that spur sha be stopped. Earthing to be ensured even on the degassing bay before commencing the degassing Samping vave shoud be opened and vapours aowed to escape fuy The pugs of iquid and vapour eduction vaves shoud be unscrewed and then vave be opened The method adopted to make the barre free from LPG is to fi the barre competey with water and aow to overfow for an hour. Pump out the water after 24 hours Remove the manhoe cover. In no case the heating of studs/bots sha be adopted to open them. If required, rust remover soution sha be used.

16 5.4.6 Check thoroughy for presence of LPG vapours inside by exposimeter.
