(1) In urban areas with dedicated front streets, rear service roads, or pubic utiity easements the utiity wi furnish and insta the service pipe, curb stop, meter and meter box at its own expense for the purpose of connecting its distribution system to the customer s piping, except for temporary services and as otherwise provided in Rue No. 15, Main Extensions. The service connection, curb stop, meter and meter box wi be instaed at a convenient pace between the property ine and the curb, or inside the customer s property ine where necessary. (2) In areas which do not have dedicated front streets, rear service roads, or pubic utiity easements the utiity wi furnish and insta the service pipe, curb stop, meter and meter box as above provided but at a convenient point on or near the customer s property except for service beyond the service area. b. The service connection wi determine the point of deivery of water service to the customer. 2. Customer s Responsibiity a. Condition Precedent to Receiving Service The customer as a condition precedent to receiving service sha: (1) Furnish and ay the necessary piping to make the connection from the service connection to the pace of consumption and sha keep such piping in good repair in accordance with such reasonabe requirements of the utiity as may be incorporated in its rues herein. (2) Provide a main vave on the piping between the service connection and the point of customer use. (3) Where service is rendered at or near the service area boundary for use beyond the service area, insta, operate and maintain the faciities necessary to provide service. The customer s piping sha extend to that point on the curb ine or property ine of easiest access to the utiity from its existing distribution system or requiring the east extension of the existing distribution main. The utiity sha be consuted before instaation thereof and its approva of ocation secured. 3. Ownership and Absence of Renta Obigation Where Faciities Are on Premises of Customer. a. The service pipe, curb stop, meter, and meter box furnished by or on behaf of the utiity and ocated whoy or partiay upon a customer s premise are the property of the utiity. b. No rent or other charge wi be paid by the utiity where the utiity-owned service faciities are ocated on a customer s premises. 4. Access to Premises of Customer a. The utiity sha at a reasonabe hours have access to meters, service connections and other property owned by it which may be ocated on customer s premises for purposes of instaation, maintenance, operation or remova of the property at the time service is to be terminated. The customer s system shoud be open for inspection at a reasonabe times to authorized representatives of the utiity. b. Any inspection work or recommendations made by the utiity or its agents in connection with pumbing or appiances or any use of water on customers premises, either as a resut or a compaint or otherwise, wi be made without charge. 5. Responsibiity for Loss or Damages a. The utiity wi not be responsibe for any oss or damage caused by any negigence or wrongfu act of a customer or of a customer s authorized representatives in instaing, maintaining, operating or using any or a appiances, faciities or equipment for which service is suppied. b. The customer wi be hed responsibe for damage to utiity s meters and other property resuting from the use or operation of appiances and faciities on customer s premises, incuding but not imited to damage caused by steam, hot water, or chemicas. Charge for Service Connections Except as provided in subparagraphs (a), b, or (c) beow, the utiity sha make no charge to the customer for making a service connection except in case of connections for private fire protection service, connections for temporary service, changes made at the request and for the convenience of the customer, where additiona connections are requested because of divisions of and ownership when the and before division was receiving service, and as otherwise provided in the utiity s main extension rues. a. Individua Customer Connection Fee. A Cass C or Cass D utiity, or a Cass A or Cass B utiity district or subsidiary serving 2,000 or fewer connections, may accept from individua customers amounts in contribution as a connection fee cacuated pursuant to the Commission s Connection Fee Data Form contained in the utiity s tariffs. b. In ieu of paying the connection fee, an appicant for a service connection may retain a icensed contractor, quaified in the judgment of the utiity, to insta the service connection. Cost to the utiity of inspection and supervision of the instaation, incuding gross-up for tax required by a contribution, sha be paid by the appicant. The appicant sha provide the utiity with a state- ment of actua construction cost in reasonabe detai. The amount sha be treatedas contribution by the utiity. The instaation sha be in accordance with pans and specifications of the utiity. c. Individua Customer Faciities Fee. A Cass C or Cass D utiity, or a Cass A or Cass B utiity district or subsidiary serving 2,000 or fewer connections, may accept from individua customers amounts in contribution as a faciities fee cacuated pursuant to tariffs approved by the Commission. 2. Size of Service Pipe a. The minimum size of service pipe instaed by the utiity wi not be ess than 3/4-inch nomina size. b. The utiity may require the customer to provide such data as may be necessary for the utiity propery to size a service arger than 3/4-inch nomina size consistent with pressure requirements. Instaation Ony duy authorized empoyees or agents of the utiity (or contractors, upon approva of the utiity) wi be permitted to insta a service pipe from the utiity s main to the ocation of the service connection. The connection from the meter to the customer s piping wi be made by the utiity; provided, however, that if the customer s piping requires repair or repacement, the connection may, at the option of the utiity, be made by the customer or his agent. C. Cross-Connections 1. Protective Reguation No physica connection between the potabe water suppy system of the pubic utiity and that of any other water suppy or source of actua or potentia contamination wi be permitted except in compiance with the reguations of the State Department of Pubic Heath contained in Tite 17, Sections of the Caifornia Code of Reguations under Reguations Reating to Cross-Connections. 2. Backfow Preventers Required The utiity wi evauate the degree of potentia heath hazard to the pubic water suppy which may be created as a resut of conditions existing on a user s premises. As a minimum, the evauation wi consider: the existence of cross-connections, the nature of materias handed on the property, the probabiity of a backfow occurring, the degree of piping system compexity and the potentia for piping system modification. The utiity wi require the instaation of approved backfow preventers of required type under any of the foowing conditions: a. Where a fresh water suppy which has not been approved by the State Department of Heath Services is aready avaiabe from a we, spring, reservoir or other source. (If the customer agrees to abandon this other suppy and agrees to remove a pumps and piping necessary for the utiization of this suppy, the instaation of backfow preventers wi not be required.) Where sat water, or water otherwise contaminated, is avaiabe for industria or fire protection purposes at the same premises. c. Where the premises are or may be engaged in industria processing using or producing process waters or iquid industria wastes, or where the premises are or may be engaged in handing sewage or any other dangerous substances. d. Where fresh water hydrants or other outets are or may be instaed on piers or docks. e. Where the circumstances are such that there is specia danger of backfow of sewage or other contaminated iquids through pumbing fixtures or water-using or treating equipment, or storage tanks and reservoirs. f. Premises that have interna cross-connections that are not abated to the satisfaction of the utiity or the heath agency. g. Premises where cross-connections are ikey to occur and entry is restricted so that cross-connection inspections cannot be made with sufficient frequency or at sufficienty short notice to assure that cross-connections do not exist. h. Premises having a repeated history of cross-connections being estabished or re-estabished. (D) 3. Type and Expense of Backfow Preventers Any backfow preventer utiized sha be of the type and design specified and approved for the circumstances In Section 7604, Tite 17 of the Caifornia Code of Reguations, except that a customer may utiize an approved backfow preventer providing greater protection than required by Section Such backfow preventers sha be instaed by and at the expense of the customer, in a manner approved by the utiity and the pubic heath agency having jurisdiction. Backfow preventers sha be instaed as cose as practica to the customer s connection to the utiity and in a ocation which is readiy avaiabe for periodic inspection. Periodic Testing of Backfow Preventers Whenever a backfow preventer is instaed, reocated, or repaired the customer sha have it tested by persons who have demonstrated their competency in testing of these preventers to the utiity or heath agency. Backfow preventers sha be tested at east annuay or more frequenty if determined to be necessary by the heath agency of utiity. The utiity sha notify the customer when testing of backfow preventers is needed. The notice sha give the date when the test must be competed. Reports of testing and maintenance sha be maintained by the utiity for a minimum of three years. 5. Refusa to Serve or Discontinuance of Service The utiity may refuse or discontinue service: a. Unti there has been instaed on the customer s piping an approved backfow preventer of the required type, if one is required. b. Where the utiity has been denied access to the customer s premises to make an evauation. c. Where the customer refuses to test a backfow preventer, or to repair or repace a fauty backfow preventer. d. Where there is a direct or indirect connection between the pubic water system and a sewer ine. e. Where there is an unprotected direct or indirect connection between the pubic water system and a system or equipment containing contaminants. f. Where there is an unprotected direct or indirect connection between the pubic water system and auxiiary water system. g. Pumps and Boosters When a customer receiving service at the utiity s main or service connection must, by means of a pump of any kind, increase the pressure of the water received, the pump sha not be attached to any pipe directy connected to the utiity s main or service pipe. Such pumping or boosting of pressure sha be done, at the option of the utiity, either: a. From a sump, cistern or storage tank which must be served through an air gap connection, or b. From a combination of an approved backfow preventer pus a device approved by the water utiity to prevent the booster pump from drawing the utiity s system pressure beow 20 psi. This requirement sha not appy to American Water Works Association (AWWA) Cass 2 Fire Protection systems, except as provided for in the information Buetin issued by the Office of State Fire Marsha on December 10, AWWA Cass 2 fire protection systems have direct connections from pubic water mains ony; no pumps, tanks or reservoirs, except that booster pumps may be instaed in the connections from the street mains to the fire protection systems; no physica connection from other water suppies; no antifreeze or other additives of any kind; a sprinker drains discharging to atmosphere, dry we, or other safe outets.
