3 Section 1 INTRODUCTION The St. Lucie Transportation Planning Organization (TPO) has requested the service of Tindale-Oliver & Associates (TOA) to review the current traffic count practices used by County and Cities to develop recommendations concerning how to select traffic count locations, frequency of performing traffic counts, quality control techniques to determine the reasonableness of the traffic count data, and the overall management of historical traffic count data and its use in various planning and engineering processes and studies. To develop recommendations, the consultant interviewed members of County and City departments currently responsible for traffic counts, as well as the departments who use traffic count data. This technical memorandum was prepared to summarize the data collection phase of the study, and is organized into three major sections including this introduction, with supporting appendices. The remaining sections are summarized below. Section 2 documents on site Interviews and Conference Calls with county, city and FDOT staff, where past and current count practices were discussed, as well as desired changes and improvements to the traffic count programs. Section 3 documents the Data Collected and compiled for use in the study. This section includes summaries of information collected during the interviews and conference calls and data provided by TPO, county, city, and FDOT staff. The Appendices contain data worksheets that supplement the summaries of selected data items contained in Sections 2 and 3. Tindale-Oliver & Associates, Inc. 4 Section 2 INTERVIEWS AND CONFERENCE CALLS With the purpose of identifying traffic count practices, a series of on site interviews and conference calls were conducted. A list of describing the desired data necessary to complete the Traffic Count Program evaluations was prepared (Data Needs Memo) and provided to the TPO s Project Manager before the project kick-off meeting. The Data Needs Memo has been included as Appendix A. Additionally, a list of questions concerning the data received, past and current Traffic Count Practices, and GIS and Concurrency was prepared for the interviews/conference calls. The list of questions been included as Appendix B. Below, a list of meeting and phone interviews, including date and participants, have been included. 7 Section 3 DATA COLLECTED CITY OF PORT ST LUCIE The City of Port St. Lucie currently does not have formal a traffic count program. However, traffic count are being collected at some specific locations to address neighborhood complains or where, due to specific circumstances (i.e. significant changes in travel pattern due to the construction of new roads), traffic count data is considered necessary. Even though, and as mentioned above, the City of Port St. Lucie does not have a formal traffic count program, AM and PM peak hour turning movement counts are being collected as part of the Signal System Retiming program.
