The Community Renewal Act (2009 SB 360) designates Jacksonville as a Dense Urban Land Area (DULA) and Transportation Concurrency Exception Area (TCEA). 2. Chapter , F.S (HB 697) revised requirements for the future land use element of a local comprehensive plan to include energy-efficient land use patterns and greenhouse gas reduction strategies. a. This assumption results in a budget of $20-$25 Million in each mobility zone over five years. c.
