3 Sidewalk Master Plan July 2017 EXECUTIVE SUMMARY This Sidewalk Master Plan fulfills a priority objective of the infrastructure goal in the City s Strategic Plan. The purpose of this Sidewalk Master Plan is to formalize the goals, policies, and ranking system to prioritize the construction of the sidewalk projects in the City. The goal of the Sidewalk Master Plan is to progressively expand the existing sidewalk network to include sidewalks on major roadways (i.e., arterials or collectors) 1 with an emphasis on areas within a two-mile radius of schools and to provide sidewalks with direct connections between the major roadways. This document provides a historical perspective of sidewalk construction within the City, a description of the current sidewalk program, Master Plan (goal, policies, and ranking criteria), and a ten-year implementation plan with the ranked approved and recommended sidewalks. Annual reviews of the tenyear plan by the City Council will update the schedule to maximize the use of grant opportunities and address any new issues or conditions. BACKGROUND During the 1960s, the developers of the City, General Development Corporation, only provided sidewalks within limited parts of the City, such as the Sandpiper/Club Med area. As the population increased, the following events added sidewalks to the City s major roadways. The original sidewalks, sidewalks improvements prior to 2000, and the turnover of roadways with sidewalks (e.g., St Lucie West) provided eighteen centerline miles of sidewalks. In the early 2000 s, several sidewalks were added with roadway improvement projects. These projects included: Airoso Boulevard, Gatlin Boulevard, Rosser Boulevard, Green River Parkway, Lennard Road, Westmoreland Boulevard, Crosstown Parkway, Bayshore Boulevard, and Becker Road. Construction of these roadways added twenty-six centerline miles of sidewalk. New City roadways, completed by developers, have added sidewalks along Crosstown Parkway from I/95 west, Village Parkway, Community Boulevard, Discovery Way, Aledo Lane, and Import Drive. These new roadways have added fourteen centerline miles of sidewalk. Since 2006, the sidewalk program has added thirty-one miles of sidewalks. In total, there are 407 miles of sidewalk within the City. This includes the sidewalks on City and privately-owned roadways. 1 Arterial and collector roadways are listed in the latest edition of the City s Comprehensive Plan Transportation Element, Table 2-1 Local Roadway System. 4 Sidewalk Master Plan July 2017 SIDEWALK PROGRAM 2006 TO PRESENT Sidewalk Project Selection The identification of sidewalk projects is based upon a committee s recommendation. The committee is comprised of representatives from the School Board, Police Department, Planning and Zoning Department and Public Works Department. The committee s recommendation focuses on providing sidewalks: Within a two-mile radius of schools, That connect between existing sidewalks and parks, On major roadways, At locations requested by residents. The committee s recommended list is submitted to and approved by City Council. The approved list was first known as a Grant List which later became known as a Priority Sidewalk List. City Council has approved one Grant List and four Priority Sidewalk Lists (Phases 1, 2, 3, and 4). St Lucie Transportation Planning Organization Transportation Alternative List City Council approved sidewalk lists are provided to the St Lucie Transportation Planning Organization (TPO). The TPO collects the approved sidewalk project lists from the School Board, St Lucie County, City of Fort Pierce, and City of Port St Lucie and then ranks the projects. The TPO ranking is based on criteria approved by the TPO Board. The ranked TPO projects are published on the Transportation Alternative (TA) Project List. Adding projects to the TPO TA list is very important as projects on this list are eligible to apply for Florida Department of Transportation (FDOT) Local Agency Program (LAP) Grant funding. Twenty sidewalk projects within or adjacent to the City are on the TPO s TA List. These projects are listed below in Table 1 along with the ranking and submitting agency. Grants from St Lucie County, FDOT LAP, and the Community Development Block Grant (CDBG) have funded the construction of sidewalks within the City. Since 2006, $13.2M has been allocated for sidewalk construction of which $11.3 was from grants. Please note that this document refers to the present-day value of money. Currently, there are twenty City Council approved sidewalk projects of which ten are funded. Over the next five years, the funded projects will provide an additional 9.2 miles of sidewalk at an estimated $5.6M for design and construction. Table 2 lists the status of the approved sidewalk projects. The approved sidewalk projects are shown on the map and the budgeting/scheduling spreadsheet provided in Appendix B. The purpose of this goal is to establish a network of connecting sidewalks rather than numerous non-connecting segments. As shown in Table 3, there are twenty-four charter and public schools in the City. Seventeen have sidewalks within a one-half mile radius, six within a one-mile radius, and two within a two-mile radius. Future roadway improvements for Floresta Drive and Port St Lucie Boulevard are within the two-mile radius of five schools. There are 137 centerline miles of major roadway owned by the City (based on the Transportation Element of the City s Comprehensive Plan - Appendix A). Sidewalks on the original roadways and those within St Lucie West that were turned over to the City include eighteen centerline miles, the City s roadway projects have added twenty-six miles, developer funded road projects added fourteen miles, and the sidewalk program has added thirty-one miles for a total of eighty-nine miles of sidewalks on the major roadways. Based on this, sixty-five percent of the major roadways owned by the City have sidewalks. MASTER PLAN This Sidewalk Master Plan is a key component of the City s Strategic Plan. The purpose of the plan is to provide a guide for prioritizing the construction of sidewalks within the City. The goal, policies, and ranking criteria for the Sidewalk Master Plan are presented below. Goal The primary goal of the Sidewalk Master Plan is to progressively expand the existing sidewalk network to include sidewalks on major roadways with an emphasis on areas within a two-mile radius of schools and to provide sidewalks with direct connections between the major roadways. 8 Sidewalk Master Plan July 2017 Policies The following policies will guide the development of the sidewalk network on City-owned road rights-ofway. Progressively expand the existing sidewalks to create an interconnected network. Provide sidewalks within a two-mile radius of elementary, middle, or high schools on major roadways. The reason for this distance is that bus service, unless hazardous conditions exist, is not provided within a two-mile radius of a school. Provide sidewalks on all major roadways because these roadways have greater traffic volumes and higher speeds. Provide sidewalks on roadways that provide a direct connection to major roadway sidewalks. These provide a neighborhood with a connection to the major roadway sidewalk network. A sidewalk on a local street will be considered, on a case by case basis. For example, if a local road serves a school or park with obvious signs of regular pedestrian traffic (i.e., worn path) and provides a significant improvement to connectivity it may be considered for a sidewalk Sidewalks shall be on: Both sides of new or improved arterial or collector roadways that are four or more lanes. One side of roadways with two lanes except near a school or attractor where sidewalks may be provided on both sides of the roadway. Sidewalks will be coordinated with future roadway improvements. This policy helps ensure fiscal responsibility by requiring major sidewalk projects meet long-term rather than short-term objectives. Residents who wish to expedite the construction of a sidewalk or construct a sidewalk that is not on the list, may do so by contacting the City to request assistance with establishing a Special Assessment District (SAD) for the neighborhood. The details for the SAD will be determined by the City on a case by case basis. City Council will review the ten-year plan on an annual basis to: Modify the work plan to accommodate grant opportunities or address issues/conditions that may occur Add new projects to the program and the TPO TA List. Historically, the TPO asks for updates to the TA list in May. Staff recommends that City Council review the plan after the TPO announces the award of the FDOT LAP Grant, which is usually in March. Ranking Criteria The criteria and weight for ranking sidewalks emphases a safe pedestrian facility along major roadways with a focus on a two-mile radius from schools and on roads that provide direct connections to the major roadways. The criteria and weight used to rank the sidewalk projects are listed below. Within a two-mile radius of schools - 50 Page 8 of 38

9 On arterial or collector roadways 2-20 Bus stop locations (school and transit) - 10 Provides connections to existing sidewalks - 10 Provides direct access to an attractor (i.e., park, library or grocery) - 5 Requested by a resident - 5 Sidewalk Master Plan July 2017 Each criterion is assigned a weighted score, and if a sidewalk meets that criteria, the sidewalk receives that score. The scores are added together for a total score. In certain cases, other considerations that are outside the ranking criteria may be considered. For example, an impending road improvement project may delay the construction of a sidewalk until the road improvement project is constructed. Other examples may include adjustments to the schedule/ranking for projects that are eligible for grant funding, projects that address an immediate health and/or safety issue, or projects that have constructability issues. APPROVED SIDEWALK PROJECT RANKING The ranking of the approved sidewalk projects that remain to be funded are provided in Table 4. As shown below, the Floresta Drive sidewalks have higher total scores; however, the projects are moved to the bottom of the list until a master plan, including sidewalks, for the Floresta Drive corridor is developed. A scoring spreadsheet is provided in Appendix D. 10 Sidewalk Master Plan July 2017 RECOMMENDED SIDEWALK PROJECTS AND RANKING In following the goal of the Sidewalk Master Plan, the recommended sidewalk projects will include the sidewalks for the remaining major roadways as well as the primary direct connectors. Except for the following, Staff recommends the inclusion of the remaining collector and arterial roadways identified in the Transportation Element of the Comprehensive Plan into the sidewalk program. Becker Road Florida Turnpike to Gilson Road (District 4). Sidewalks on this roadway will be provided when it is widened by developers per current Development Order for St Lucie Lands. Biltmore Street South Macedo Boulevard to Thornhill Drive (District 1). The road is in an industrial/work area where minimal pedestrian traffic occurs. Commerce Center Parkway Crosstown Parkway to Glades Cut Off Road (District 2). Except for the industrial area at the northern limits of the road, sidewalk is provided. Most of the sidewalk in this northern area will be completed by the property owners as the land develops. Grand Drive Lennard Road to Walton Road (District 4). The approved sidewalk projects include a parallel sidewalk located less than one-half mile away. This approved sidewalk extends along Tiffany Avenue from Lennard Road to Grand Drive then along Grand Drive to the canal right-of-way, along the canal right-of-way to Green River Parkway. The first section of the Tiffany Avenue sidewalk from Lennard Road to the school site has been constructed. A connection to Walton Road can be provided along Grand when Walton Road is improved by the County. North Macedo Boulevard Selvitz Road to Bayshore Boulevard (District 1). This roadway segment is within a 0.10 mile of an existing sidewalk on the parallel Bayshore Boulevard segment. Village Green Drive (District 4). US Highway 1 to Tiffany Avenue. There is a sidewalk between Tiffany Avenue and the Spanish Lakes Community. Sidewalks for the remainder of this road are being considered as part of the improvements to accommodate the Crosstown Parkway Extension project. Table 5 lists the twenty-recommended major roadway and direct connector sidewalk projects along with the ranking of the projects. Upon City Council approval of these sidewalk projects, they will be added to the TPO 2018/2019 TA List. A spreadsheet providing the ranking details is provided in Appendix E.
