1 Ohio Department of Transportation & Ohio Turnpike and Infrastructure Commission Turnpike Mitigation Program Application Please note the following eligibility criteria: 1) Projects must be sponsored by local government. 2) Eligible projects must be located within one mile of the Ohio Turnpike System. 3) The maximum amount of funding available for any single project is $1 million dollars. 4) Project sponsor funding participation is required for consideration. The project consists of the design and construction of two 8-foot high "T"-top noise barrier walls. The first is approximately 1,500 lf and is located on the north side of the Ohio Turnpike near mile marker 162. The second wall is approximately 1,300 lf and is located on the south side of the Ohio Turnpike near mile marker 163. Proximity to the turnpike - Eligible projects must be located within one mile of the Ohio Turnpike System. Turnpike Impacts & Project Benefits Turnpike Impacts - Describe the impact the Ohio Turnpike System has on the affected location. In vember 2008, The Ohio Turnpike Commission prepared a ise Mitigation Study under Contract to study noise impact mitigation measures that may be used along the Ohio Turnpike. The objectives of the study included (1)identifications of existing noise sensitive areas in the vicinity of the turnpike, (2) characterization of the existing ambient noise environment through field measurements and computer modeling and estimating the number of receptor sites impacted by traffic noise, (3) identification of sites along the turnpike suitable for implementation of a mitigation measure, (4) review and evaluation of innovative noise mitigation measures used throughout the US and world, (5) design and construction of selected measure as a pilot project, and (6) monitoring the implemented mitigation measure to determine relative effectiveness. As part of this study, NSA's 45 & 46, the locations chosen for the City of Strongsville's current noise wall project, were identified. This meant that the residential houses within those areas experienced increased traffic noise levels that could interfere with the use of exterior space.
4 Project Benefits - How will the proposed project correct the impact? As part of the ise Mitigation Study, a Pilot Program was implemented. ise measurements were recorded at representative sites situated at residential dwellings where frequent outdoor use would occur. Field measurements were collected around the same time of the day and same day of the week at the worst hour condition when truck volumes were at their highest and vehicle speeds at the greatest. The 8-foot high "T"-top noise barrier wall provided a 6.4 db noise reduction to the centrally located receptors directly behind the barrier wall. This is considered a substantial noise reduction according to the ODOT noise policy and guidance. Therefore, the "T"- top noise barrier wall was determined to be a cost effective and viable option for noise mitigation. The area designated in the 2014 request was one of five ise Sensitive Areas (NSA) identified in the 2008 Ohio Turnpike Commission ise Mitigation Study located in Strongsville. The City would like to continue with the development and construction of the noise barriers in the remaining areas of Strongsville and is currently completing the 2015 Ohio Department of Transportation and Ohio Turnpike Infrastructure Commission s Turnpike Mitigation Program Application. As part of the application process, the City is required to notify ODOT District 12 of the project and also submit a letter of acknowledgement from the District. The City respectfully requests an acknowledgement letter from District 12 to be submitted along with the application due February 28, Please see attached map for location. 1
