Sepulveda Boulevard, El Segundo CA) Dear Ms. Daw, As requested, Overland Traffic Consultants has prepared this parking and queueing assessment to assist in the development of a proposed Chick - fil - A restaurant to be located at 740 N. Sepulveda Boulevard in the City of El Segundo. The project site is currently occupied by a FedEx Employees Credit Association vacant building and parking structure, as shown in the following aerial photo, Figure 1. The focus of this assessment is to evaluate the parking generation created by the proposed Chick - fil - A restaurant using industry data and to evaluate the potential vehicle queue for the drive thru operation using survey data of several Chick-fil-A restaurants in Southern California. Project Description The project includes demolition of the existing FedEx Employees Credit Association building (approx. 8,100 s.f.) and drive thru service canopy for the proposed construction of a new Chick - fil - A restaurant and small surface parking lot. The existing structured parking will remain. The proposed Chick - fil - A restaurant consists of approximately 4,996 square feet of fast food restaurant floor area (118 seats) with a drive thru window / service lane and 60 parking spaces. The drive thru window is served by a double stacked drive thru lane of approximately 380 feet in total length and will accommodate approximately 19 vehicles on-site. Project Vehicle Access The site is currently served by one two-way driveway on Maple Avenue, one two-way driveway on Sepulveda Boulevard and one exit only driveway on Sepulveda Boulevard. Sepulveda Boulevard is a divided highway which allows right turn ingress and egress only. Below are the proposed modifications to the site access: 1. It is proposed that the Maple Avenue driveway will be converted to an entry only driveway to serve the drive - thru operation and to provide access to the ground level parking spaces (20 parking spaces). 2. The existing southerly Sepulveda Boulevard exit only driveway will remain but modified (reduced width) to only serve the drive thru operation. 3. A new exit only driveway on Sepulveda Boulevard is proposed to serve traffic entering from Maple Avenue and the 20 parking spaces including 3 ADA parking spaces. 4. The existing northerly two - way driveway will remain and serve the second level parking deck with 40 parking spaces. This driveway, however, will no longer serve the parking spaces fronting Sepulveda Boulevard. It is recommended that the driveway width be reduced to better align with the second level ramp and create separation from the proposed Sepulveda Boulevard driveway discussed above. The City of El Segundo Zoning Code (Access and Circulation) Zoning Code Section A. establishes the access and circulation design requirements as follows: Design: Parking facilities must be designed so that a car within a facility will not have to enter a street to move from one location to any other location within the same facility. The current design does not comply with this design requirement because the existing deck parking is not connected to the site s existing or future surface parking. Section A.3 allows for the director of planning and building safety to approve administrative adjustments from the site access and circulation standards as provided in chapter 24, "Adjustments", of this title. Project Parking The project proposes 60 on - site parking spaces with 20 surface parking spaces and 40 spaces on the existing second level parking deck, see Figure 2 for the location of the parking spaces. On - street parking restriction on Sepulveda Boulevard and Maple Avenue are as follows: On - street parking is not allowed on Sepulveda Boulevard at any time. On - street parking is allowed approximately 60 east of the Maple Avenue driveway. On - street parking is not allowed west of the Maple Avenue driveway, there is a bus shelter and red curb between the driveway and Sepulveda Boulevard, however based on the transit records from MTA and Torrance there is no active bus stop at this location. The City of El Segundo Zoning Code (Automobile Spaces Required) Zoning Code Section A establishes the number of on-site parking spaces required for fast food and drive through restaurants at 1 space for each 75-square foot area, including outdoor dining areas. (Parking for outdoor dining areas is required only for the portion that exceeds 200 square feet or 20 percent of the indoor dining area, whichever is less.) The code required automobile parking is 67 parking spaces at 1 space per 75 square feet. As mention above, the project is providing 60 parking spaces, 7 spaces short of code. Section J.1 allows the director of planning and building safety to review and approve requests for administrative adjustments from the requirements of this chapter as provided in chapter 24, "Adjustments", of this title including, without limitation, the required number of parking spaces. The City of El Segundo zoning code (Section B. Bicycle Spaces Required) establishes the number of on - site bike spaces required for nonresidential uses at a minimum of 4 spaces for buildings up to 15,000 square feet, plus a minimum of 5 percent of the required vehicle spaces for the portion above 15,000 square feet. Industry Parking Data for Fast Food Restaurants with Drive-Thru Facilities Parking data for many land uses has been complied by the Institute of Transportation Engineers and published in the ITE Parking Generation, 4 th Edition (2010) manual. This database was developed to be a source document to assist in estimating parking demand for different land uses. The document is based on parking demand studies submitted by public agencies, consulting firms, universities, developers and associations nationwide. The fast food restaurant with a drive through window database includes surveys from 51 sites on weekdays and 27 sites on Saturdays. The weekday peak parking demand occurred from 12 noon to 3 pm and 6 to 7 pm. The Saturday peak parking demand occurred from 12 noon to 2 pm. The parking demand represents all vehicles coming to and going from the restaurant including patrons, delivery vehicles and employees. These studies indicate that the average peak parking demand was 9.98 vehicles per 1,000 square feet on a weekday and 8.70 vehicles per 1,000 square feet on a Saturday for a fast food restaurant with a drive through window. The studies also show that the average peak parking demand using the number of seats was 0.40 vehicles per seat on a weekday and 0.35 vehicles per seat on a Saturday. The table below summaries the ITE average parking demand values using floor area and number of seats. It indicates the range within which there is 95% likelihood the average will fall. 10 Overland Traffic Consultants, Inc spaces per 1,000 square feet (43 to 56 spaces for this project) and 0.34 to 0.47 spaces per seats (40 to 56 spaces for this project). The ITE parking data shows that the project s proposed 60 parking spaces exceeds the 95% confidence interval using the floor area or number of seats as the measurable unit describing the study site. The ITE data for the weekday and weekend is attached. Another useful database for evaluating the peak parking by a land use has been developed by the Urban Land Institute (ULI) in its Shared Parking report. The database allows for the creation of hourly parking demand profiles. The creation of these hourly parking demand profiles provides the information necessary to more accurately evaluate the peak parking demand during different times of the day. The ULI adjustments include a 10% mode adjustment (non-auto and auto occupancy). The ULI hourly parking accumulation profiles for the Chick - fil - A restaurant shown in Table 2 for the weekday and weekend both show a peak parking demand of 60 parking spaces during the mid day dining period. Drive - Thru Storage Surveys Studies have been conducted at three existing Chick - fil - A restaurants to collect data on average drive through service times and maximum vehicle queues. The restaurants were surveyed in November 2013 and located at Valencia, Northridge and Lakewood. A 2-day follow up survey was collected in 2017 at Northridge to determine if conditions had significantly changed, which they did not. Each restaurant was surveyed for 1 hour for the breakfast, noon and dinner dining hours. The queue surveys show a maximum 5 vehicle queue observed during the morning breakfast hour. The highest queues were observed during the noon lunch hour with a maximum 15 vehicle queue. The afternoon dinner hour recorded a maximum queue of 11 vehicles. The observed drive - thru queues have been plotted for the three dining periods for the restaurants included in the surveys. These observations indicate that the maximum observed lunch hour queue of 15 vehicles can be contained on site and will not spill back onto Maple Avenue. The drive thru lane(s) is approximately 380 feet in length and will accommodate approximately 19 vehicles on-site, as shown in Figure 3. The results of the service time study indicate that service times will vary by location but on average during light dining hours the drive through service time will range between 3-4 minutes. During the heaviest dining hours, the drive through service times will range from 5-8 minutes. Once the arrival time of the vehicles exceeds the service time at the ordering window the queues will build exponentially. During these time periods, it is recommended that Chick - fil - A implement the advance ordering procedures with extra staffing in the drive thru lane to speed up the ordering service time per customer. Based on the parking evaluation using the industry parking data, the proposed 60 on site parking spaces should accommodate the project s parking demand with a 95 % confidence level. 2. The queueing studies indicate that peak vehicle queues typically are less than 16 vehicles during the peak dining hours which can be accommodated on site with a queue capacity of 19 vehicles.
