Preliminary Design onceptual Plan Drawings This report provides background information on traffic mitigation option(s) for Wilshire/Rodeo Purple Line Extension station construction, and seeks Traffic & Parking ommission s recommendation for possible closure of North anon Drive at Wilshire Boulevard. Background On June 27, 217, ity ouncil approved a Memorandum of Agreement (MOA) for Metro construction work related to Section 2 of Purple Line Extension project. The MOA (AG #348-17) authorized staff to issue Metro necessary permits for Sourn alifornia Edison underground utility relocation work for future Wilshire/Rodeo Station1. The Wilshire/Rodeo underground station box will span Wilshire Boulevard between Beverly and rescent Drives, with on-street work zone spanning (approximately) west of El amino Drive to east of Rexford Drive. During public comment on June 27, representatives from Spago restaurant advocated placing a tall sound wall, creating a cul-de-sac and providing valet service to assist businesses and restaurants on North anon Drive during disruption created by construction. Spago reported general consensus of a proposed street closure from adjacent businesses. A key element highlighted for approval of MOA was inclusion of a feasibility analysis to study options for a temporary closure of North anon Drive at Wilshire Boulevard to vehicular traffic to address noise, vibration and pollution generated by construction activity, and to mitigate possible driver confusion due to lane closures required during various construction activities. The MOA includes ity ouncil consideration of closure by April 218, following two public outreach meetings by March 218 to solicit feedback from community. Following ity ouncil approval of MOA (AG #348-17), ity staff engaged Fehr & Peers consulting firm to conduct a transportation impact analysis (TIA) to evaluate potential. operational impacts to nearby intersections during peak morning and afternoon commute hours and midday business hours with a potential closure of North anon Drive at Wilshire Boulevard (Attachment-A). Psomas, ity s consultant for Metro project, was tasked with developing parking and travel lane design concepts for cul-de-sac alternatives (Attachment B). 2 21.18 TP: 1 North anon Drive losure Page 2 Discussion Fehr & Peers completed feasibility analysis in November 217. The analysis evaluated potential traffic impacts to fifteen nearby intersections during peak hours for morning, midday and afternoon for both existing condition (217) and at a future date (222), and determined that four intersections (lifton/rescent, Wilshire/rescent, Wilshire/Beverly, and Dayton/anon) are considered to be significantly impacted in existing and/or Year 222 conditions. The analysis concludes that impacts can be mitigated by providing advanced vehicle detour signage, updating traffic signal timings, and signalization of North rescent Drive and lifton Way intersection. Estimated Street losure Duration The piling and decking for La ienega station took approximately one year, and Gale Drive was closed to through traffic for approximately 15 days. Assuming same (or similar) methodology used for Gale Drive closures in Section 1 is applied to North anon Drive, ity/psomas project team estimates approximately 3 days of closure impacts to North anon Drive for length of project. These closures would occur at various points throughout project and would require traffic control measures (i.e., cones, barricades, etc.) and temporary sound mitigation to be installed. If a closure at North anon Drive is approved by ity ouncil and implemented, staff anticipates overall construction schedule will be reduced with a consistent traffic control pattern. Also, re would be potential for more robust sound mitigation measures at closure location due to (long-term) installation of a sound wall. Public Outreach The MOA also requires at least two public outreach meetings be held prior to presenting recommendations to ity ouncil. Staff s public outreach plan includes following: 1. An overview of Traffic Impact Analysis report and three conceptual designs for a cul de-sac were presented at a Stakeholder s meeting held on January 9th and to general public at monthly ommunity Outreach meeting held on January 1, 218. Stakeholders at January 9th meeting included Beverly Hills hamber of ommerce and onference and Visitor s Bureau, Spago Beverly Hills restaurant, and businesses on North anon Drive. An overview of study and conceptual design plans will also be presented at monthly ommunity Outreach meeting on February 7, Traffic & Parking ommission review on February 1, 218. Public Notices were mailed on January 22 to all businesses on North anon Drive between Wilshire Boulevard and South Santa Monica Boulevard, and adjacent areas north and south of Beverly and rescent Drives (both commercial and residential areas). The Beverly Hills hamber of ommerce ed public notice to entire business community on January 23, 218. Additionally, as feasibility study includes installation of a traffic signal at North rescent Drive and lifton Way intersection as a mitigation measure, public notices advising of TP agenda item were mailed to residents on adjacent 1 and 2 street blocks between North rescent and Elm Drives.

10 F, j N. anon Drive losure Transportation Impact Anatysis SUMMARY OF TRANSPORTATION IMPAT ANALYSIS A transportation impact analysis (TIA) was prepared for potential closure of N. anon Drive at Wilshire Boulevard during construction of Rodeo Drive Purple Line Station in Beverly Hills. A feasibility analysis was conducted to evaluate potential operational impacts to nearby intersections during peak morning and afternoon commute hours and midday business hours with potential closure of N. anon Drive at Wilshire Boulevard. The potential closure of N. anon Drive would occur just north of Wilshire Boulevard. Vehicles would no longer be able to access Wilshire Boulevard directly from N. anon Drive, or access N. anon Drive directly from Wilshire Boulevard. Instead, vehicles would be rerouted to adjacent roadways, such as N. Beverly Drive and N. rescent Drive. Local vehicle access to sourn end of N. anon Drive prior to closure would be provided on lifton Way and Dayton Way. The following study intersections were selected for analysis based on locations most likely to be impacted due to closure of N. anon Drive: 1. Brighton Way & N. Beverly Drive 2. 12 anon Drive losure Transpoation Impact Analysis ANALYSIS SENARIOS The operations of study locations were analyzed for following scenarios: Existing (217) onditions: The analysis of existing conditions was based on traffic counts collected in Fall 216 and September 217. Existing Plus Roadway losure onditions: This scenario reflects potential closure of N. anon Drive and rerouting of vehicles based on existing traffic volumes and travel demands. Mid-onstruction (Year 222) Baseline onditions: Future traffic projections without roadway closure were developed for Year 222. The objective of this scenario was to forecast future traffic growth and operating conditions that could be expected to result from regional growth and related projects in vicinity of project site mid-construction. Year 222 reflects time period four years into construction assuming an eight-year construction duration beginning in 218 and ending in 226. Mid-onstruction (Year 222) Plus Roadway losure onditions: This scenario reflects potential closure of N. anon Drive and rerouting of vehicles based on forecasted Year 222 traffic volumes and travel demands. The traffic impact analysis was prepared in accordance with Beverly Hilts Traffic Thresholds of Significance (Planning ommission of ity of Beverly Hills, October 21). DOWNTOWN TRIANGLE AESS With potential closure of N. anon Drive, vehicles would be rerouted to adjacent roadways, such as Beverly Drive and rescent Drive. Additional roadway characteristics that factor into route choices that drivers use when traveling to/from Golden Triangle are as follows: S. anon Drive is restricted to right-turns only onto Wilshire Boulevard; refore, vehicles traveling north on S. anon Drive cannot continue directly into Golden Triangle on N. anon Drive. Dayton Way provides eastbound only travel through downtown triangle and two-way travel east of N. rescent Drive. Brighton Way provides westbound only travel through downtown triangle between N. rescent Drive and Wilshire Boulevard. N. Beverly Drive does not permit vehicles to make a southbound left-turn movement from N. Beverly Drive onto eastbound Wilshire Boulevard. I) ES-3

13 anon Drive losure Transpoation Impact Anatys N. ANON DRIVE LOAL AESS Local vehicle access would continue to be provided on N. anon Drive south of lifton Way. The sourn end of N. anon Drive just prior to Wilshire Boulevard would serve as a cul-de-sac to allow vehicles traveling southbound to make a U-turn and continue northbound on N. anon Drive. Figure ES-2 displays on-street parking, valet operations, and local access driveways along N. anon Drive in vicinity of potential closure. The following travel patterns were considered in development of traffic diversions with roadway closure. Figure ES-3 displays potential trip diversions with N. anon Drive closure. Turning Movement Restrictions at N. anon Drive & Wilshire Boulevard: With closure of N. anon Drive just north of Wilshire Boulevard, following turning movements will no longer be permitted: eastbound left-turn and westbound right-turn from Wilshire Boulevard onto N. anon Drive; and southbound left-turn and right-turn from N. anon Drive onto Wilshire Boulevard. N. anon Drive Local Access Needs between lifton Way and losure: South of lifton Way, N. anon Drive has on-street metered parking on both sides of roadway. Several of parking spaces on east side of N. anon Drive operate as valet parking zones for Spago and itizen restaurants. Or than on-street parking spaces and valet zones, no or uses have direct access to/from this block of N. anon Drive. Parking Structure at N. anon Drive & lifton Way: The west leg of intersection of N. anon Drive & lifton Way provides direct access to a parking structure. With closure of N. anon Drive, vehicles would exit garage onto lifton Way or make a left-turn onto N. anon Drive. To enter garage, vehicles would be routed to N. rescent Drive to utilize lifton Way, or travel on N. Beverly Drive to Dayton Way to access N. anon Drive. N. anon Drive Local Access Needs between lifton Way and Dayton Way: North of lifton Way, Montage Beverly Hills Hotel s motor court is accessed to/from N. anon Drive. Just north of hotel, a public parking garage also has direct inbound and outbound access on N. anon Drive. In addition, N. anon Drive has on-street metered parking on both sides of roadway and several of parking spaces operate as valet parking zones during designated time periods. N. anon Drive Access Needs between Dayton Way and South Santa Monica Boulevard: N. anon Drive provides access to several parking structures between Dayton Way and South Santa Monica Boulevard, and has on-street parking with valet zones during designated time periods. ii

The following sources were utilized to develop mid-construction traffic forecasts: Existing traffic counts Traffic from approved and pending projects in ity of Beverly Hills, ity of Los Angeles, and ity of West Hollywood Ambient growth in existing traffic volumes to reflect growth in regional traffic; a growth rate of one (1) percent per year was applied to reflect this ambient growth POTENTIAL IMPATS WITH N. ANON LOSURE Impacts to intersection operations, active transportation facilities and transit service with potential closure of N. anon Drive are described below: Traffic Operations of Study Intersections: The study intersections were analyzed during existing and mid-construction (Year 222) conditions with vehicle trip diversions and rerouting due to potential N. anon Drive closure.
