February 15, 2018 Liaison Committee Meeting Highlights INTRODUCTION This report provides background information on traffic mitigation option(s) for the Wilshire/Rodeo Purple Line Extension station construction, and seeks the City Council s recommendation for possible closure of North Canon Drive at Wilshire Boulevard. The Traffic and Parking Commission reviewed the potential closure on February 1, The Commission voted 4-1 that it views the traffic impact analysis favorably and recommends proceeding with the design of the cul-de-sac. On February 15, 2018 the City Council s Liaison Committee also reviewed the potential closure and recommended approval of the closure with a design that maximizes parking. DISCUSSION On June 27, 2017, the City Council approved a Memorandum of Agreement (MOA) for Metro construction work related to Section 2 of the Purple Line Extension project. The MOA (AG #348-17) authorized staff to issue Metro the necessary permits for Southern California Edison underground utility relocation work for the future Wilshire/Rodeo Station1. The Wilshire/Rodeo underground station box will span Wilshire Boulevard between Beverly and Crescent Drives, with the on-street work zone spanning (approximately) west of El Camino Drive to east of Rexford Drive. 2 Meeting Date: March 6, 2018 During public comment on June 27th, representatives from Spago restaurant advocated placing a tall sound wall, creating a cul-de-sac and providing valet service to assist the businesses and restaurants on North Canon Drive during the disruption created by construction. Spago reported general support of a proposed street closure from adjacent businesses. A key element highlighted for the approval of the MOA was the inclusion of a feasibility analysis to study options for a temporary closure of North Canon Drive at Wilshire Boulevard to vehicular traffic to address noise, vibration, and pollution generated by construction activity, and to mitigate possible driver confusion due to lane closures required during various construction activities. The MOA includes City Council consideration of the closure by April 2018, following two public outreach meetings by March 2018 to solicit feedback from the community. Following City Council approval of the MOA (AG #348-17), City staff engaged Fehr & Peers consulting firm to conduct a more detailed transportation impact analysis (TIA) to evaluate construction related impacts to nearby intersections with a potential closure of North Canon Drive at Wilshire Boulevard (Attachment 3). Per the MOA, Metro is funding this study. The potential closure, and the study thereof, is consistent with the conclusions and mitigations identified in Metro s Final EIR/EIS, which found significant unavoidable traffic impacts resulting from construction in the areas of the intersections of Wilshire Boulevard / Beverly Drive and Wilshire Boulevard / Canon Drive. The EIR/EIS includes mitigation measures TCON-1 for preparation of Traffic Control Plans and TCON-4 for Transportation Management Plans to help address the significant and unavoidable traffic impacts caused by construction activities. Specifically, TCON-1 contemplates that traffic control plans developed in close coordination with local agencies, which will have various features including, but not limited to, temporary street closures, detour routes, and temporary traffic signals. Further, TCON-4 contemplates transportation management plans that could include the Canon Closure, if that is the City s direction. Fehr & Peers completed the feasibility analysis in November The analysis evaluated potential traffic impacts to fifteen nearby intersections during peak hours for morning, midday and afternoon for both existing condition (2017) and at a future date (2022), and determined that four intersections (Clifton/Crescent, Wilshire/Crescent, Wilshire/Beverly, and Dayton/Canon) are considered to be significantly impacted in the existing and/or Year 2022 conditions. The analysis concludes that traffic operations can improve by providing advanced vehicle detour signage, updating traffic signal timings, and the signalization of the North Crescent Drive and Clifton Way intersection. In addition to the analysis, Psomas, the City s consultant for the Metro project, developed preliminary parking and travel lane design concepts for cul-de-sac alternatives (Attachment 4). The piling and decking for the La Cienega station took approximately one year with Gale Drive closed to through traffic for approximately 150 days. Assuming the same (or similar) methodology used for the Gale Drive closures in Section 1 is applied to North Canon Drive, the City/Psomas project team estimates approximately 300 days of closure impacts to North Canon Drive for the length of the project. These closures would occur at various points throughout the project and would require traffic control measures (i.e., cones, barricades, etc.) and installation of temporary sound mitigation. 3 Meeting Date: March 6, 2018 With City Council approval of a closure at North Canon Drive, staff anticipates a reduced overall construction schedule with a consistent traffic control pattern. The installation of a sound wall would also provide more robust sound and dust mitigation from construction, and improve aesthetics. Metro has informed staff that the closure would need to be in place for at least two years due to the cost of installing the sound wall. Community Outreach The MOA also requires at least two public outreach meetings be held prior to presenting recommendations to City Council. Community meetings and additional outreach completed to review the Traffic Impact Analysis report and three conceptual designs for a cul-de-sac include the following: 1. Monthly Community Outreach meetings were held on January 10, 2018 and February 7, With exception to one resident s concerns at the first meeting, public comment has been favorable toward the potential closure. 2. A Stakeholder s meeting was held on January 26, 2018, which included the Beverly Hills Chamber of Commerce, Conference and Visitor s Bureau, Spago Beverly Hills, Citizen restaurant, the Montage Hotel and Douglas Emmett. Overall, the stakeholders in attendance were in favor of or neutral to the temporary closure. The restaurants in attendance (Spago and Citizen), favored the closure. Douglas Emmett, the commercial property owner at 301 North Canon Drive, requested additional information on the project. 3. Traffic & Parking Commission met on February 1, Five community members spoke in favor of the temporary closure. The Commission voted 4-1 that it views the traffic impact analysis favorably and recommends proceeding with the design of the cul-de-sac. Commissioner Manaster voted in opposition because he did not agree with the wording of the motion. 4. Staff presented at the February 8, 2018 Chamber of Commerce Government Affairs Committee meeting with a generally favorable response. 5. The City Council s Liaison Committee reviewed the Traffic Impact Analysis report and three conceptual designs on February 15, Representatives from Spago and the Montage spoke in favor of the temporary closure. The Committee gave direction to move forward with a closure estimated to be no less than two years with a design that maximizes parking for the length of the project. Douglas Emmett submitted a written letter, which states that they are not opposed to the temporary closure, but are concerned about its duration and a design that would remove short-term parking on North Canon Drive or result in congestion blocking access to the parking garage at 9401 Wilshire Blvd. Page 3 of 5 3/1/2018
4 Meeting Date: March 6, 2018 Noticing For the Traffic & Parking Commission meeting, public notices were mailed on January 22, 2018 to all businesses on North Canon Drive between Wilshire Boulevard and South Santa Monica Boulevard, as well as the following blocks: 100 block of South Canon Drive 200 block of North Beverly Drive 100 block of South Beverly Drive 100 and 200 blocks of North Crescent Drive 100 block of South Crescent Drive 100 and 200 blocks of North Rexford Drive 200 block of Foothill Road 100 and 200 blocks of Elm Drive 100 block of South Reeves Drive Notices were hand delivered to all businesses on North Canon Drive between Wilshire and North Santa Monica Boulevards, as well as properties between the alleys to the east and west of North Canon Drive on South Santa Monica Blvd, Brighton Way, Dayton Way, Clifton Way, and Wilshire Blvd. The Beverly Hills Chamber of Commerce ed the public notice to the entire business community on January 23, Staff followed the same noticing method for the March 6, 2018 City Council meeting as notices for the February 1, 2018 TPC meeting. Next Steps If the City Council decides to proceed with the temporary closure, the project would go into the design development phase. Staff expects to review design concepts with the Traffic and Parking Commission and stakeholders in spring 2018, and forward recommendations to City Council in summer Staff anticipates the cul-de-sac will be implemented prior to the start of design-build construction activities including piling, decking, and hauling, which are expected to begin in fall 2018/winter ENVIRONMENTAL CONSIDERATIONS As described above, the Final EIR/EIS prepared by Metro concluded that there would be significant unavoidable traffic impacts as a result of construction of the Purple Line Extension, including in the vicinity of the Wilshire/Rodeo station. Metro adopted a statement of overriding considerations for the temporary construction impacts and adopted mitigation measures intended to reduce, but that would not eliminate the significant impacts. A decision to proceed with the temporary closure of Canon Drive would be considered an action of the City, as a responsible agency, to implement the mitigation measure as contemplated in the Final EIR/EIS, and although the Fehr & Peers study identifies potentially significant impacts at certain intersections, the potential for these unavoidable impacts were disclosed in Metros EIR/EIS. 5 Meeting Date: March 6, 2018 also covered by Metro s statement of overriding considerations. Should the City decide to proceed with the Canon closure, the Council should also find that it considered the Final EIR/EIS analysis of construction traffic impacts, that the closure and its impacts are covered by Metro s Final EIR/EIS, and direct staff to file a notice of determination in reliance on the Final EIR. It should be noted that, as a responsible agency, the City would not have to state that Metro s EIR complies with CEQA, per CEQA Guidelines Section 15096(i). FISCAL IMPACT The terms of the MOA include provisions to provide reimbursement of costs for all staff and consultants performing work associated with the Third Party Advance Utility Relocation Phase of the Westside Purple Line Extension Section 2 in Beverly Hills. The City is currently negotiating the Designbuild MOA for the Rodeo Station and Metro has committed to pay for the North Canon Drive improvements as part of the future approval of the MOA. 13 N. Canon Drive Closure Transportation Impact Summary OVERVIEW A transportation impact analysis (TIA) was prepared for the potential closure of N. Canon Drive at Wilshire Boulevard during construction of the Rodeo Drive Purple Line Station in Beverly Hills. A feasibility analysis was conducted to evaluate potential operational impacts to nearby intersections during peak morning and afternoon commute hours and midday business hours with the potential closure of N. Canon Drive at Wilshire Boulevard. The potential closure of N. Canon Drive would occur just north of Wilshire Boulevard. Vehicles would no longer be able to access Wilshire Boulevard directly from N. Canon Drive, or access N. Canon Drive directly from Wilshire Boulevard. Instead, vehicles would be rerouted to adjacent roadways, such as N. Beverly Drive and N. Crescent Drive. Local vehicle access to the southern end of N. Canon Drive prior to the closure would be provided on Clifton Way and Dayton Way. The following study intersections were selected for analysis based on the locations most likely to be impacted due to the closure of N. Canon Drive: 1. Brighton Way & N. Beverly Drive 2. Canon Drive Closure Transportation Impact Summary ANALYSIS SCENARIOS The operations of the study locations were analyzed for the following scenarios: Existing (2017) Conditions: The analysis of existing conditions was based on traffic counts collected in Fall 2016 and September Existing Plus Roadway Closure Conditions: This scenario reflects the potential closure of N. Canon Drive and the rerouting of vehicles based on existing traffic volumes and travel demands. Mid-Construction (Year 2022) Baseline Conditions: Future traffic projections without the roadway closure were developed for the Year The objective of this scenario was to forecast future traffic growth and operating conditions that could be expected to result from regional growth and related projects in the vicinity of the project site mid-construction. Year 2022 reflects the time period four years into construction assuming an eight-year construction duration beginning in 2018 and ending in Mid-Construction (Year 2022) Plus Roadway Closure Conditions: This scenario reflects the potential closure of N. Canon Drive and the rerouting of vehicles based on forecasted Year 2022 traffic volumes and travel demands. The traffic impact analysis was prepared in accordance with the Beverly Hills Traffic Thresholds of Significance (Planning Commission of the City of Beverly Hills, October 2010). DOWNTOWN TRIANGLE ACCESS With the potential closure of N. Canon Drive, vehicles would be rerouted to adjacent roadways, such as Beverly Drive and Crescent Drive. Additional roadway characteristics that factor into the route choices that drivers use when traveling to/from the Golden Triangle are as follows: S. Canon Drive is restricted to right-turns only onto Wilshire Boulevard; therefore, vehicles traveling north on S. Canon Drive cannot continue directly into the Golden Triangle on N. Canon Drive. Dayton Way provides eastbound only travel through the downtown triangle and two-way travel east of N. Crescent Drive. Brighton Way provides westbound only travel through the downtown triangle between N. Crescent Drive and Wilshire Boulevard. N. Beverly Drive does not permit vehicles to make a southbound left-turn movement from N. Beverly Drive onto eastbound Wilshire Boulevard. ES-3
16 N. Canon Drive Closure Transportation Impact Summary N. CANON DRIVE LOCAL ACCESS Local vehicle access would continue to be provided on N. Canon Drive south of Clifton Way. The southern end of N. Canon Drive just prior to Wilshire Boulevard would serve as a cul-de-sac to allow vehicles traveling southbound to make a U-turn and continue northbound on N. Canon Drive. Figure ES-2 displays the onstreet parking, valet operations, and local access driveways along N. Canon Drive in the vicinity of the potential closure. The following travel patterns were considered in the development of the traffic diversions with the roadway closure. Figure ES-3 displays the potential trip diversions with the N. Canon Drive closure. Turning Movement Restrictions at N. Canon Drive & Wilshire Boulevard: With the closure of N. Canon Drive just north of Wilshire Boulevard, the following turning movements will no longer be permitted: eastbound left-turn and westbound right-turn from Wilshire Boulevard onto N. Canon Drive; and southbound left-turn and right-turn from N. Canon Drive onto Wilshire Boulevard. N. Canon Drive Local Access Needs between Clifton Way and Closure: South of Clifton Way, N. Canon Drive has on-street metered parking on both sides of the roadway. Several of the parking spaces on the east side of N. Canon Drive operate as valet parking zones for the Spago and Citizen restaurants. Other than the on-street parking spaces and valet zones, no other uses have direct access to/from this block of N. Canon Drive. Parking Structure at N. Canon Drive & Clifton Way: The west leg of the intersection of N. Canon Drive & Clifton Way provides direct access to a private parking structure for the building at 9401 Wilshire. With the closure of N. Canon Drive, vehicles would exit the garage onto Clifton Way or make a left-turn onto N. Canon Drive. To enter the garage, vehicles would be routed to N. Crescent Drive to utilize Clifton Way, or travel on N. Beverly Drive to Dayton Way to access N. Canon Drive. N. Canon Drive Local Access Needs between Clifton Way and Dayton Way: North of Clifton Way, the Montage Beverly Hills Hotel s motor court is accessed to/from N. Canon Drive. Just north of the hotel, a public parking garage also has direct inbound and outbound access on N. Canon Drive. In addition, N. Canon Drive has on-street metered parking on both sides of the roadway and several of the parking spaces operate as valet parking zones during designated time periods. N. Canon Drive Access Needs between Dayton Way and S. Santa Monica Boulevard: N. Canon Drive provides access to two parking structures (one public and one private) between Dayton Way and S. Santa Monica Boulevard, and has on-street parking with valet zones during designated times. ES-4

Canon Drive Closure Transportation Impact Summary MID-CONSTRUCTION TRAFFIC FORECASTS The mid-construction plus roadway closure condition evaluates the traffic volumes for Year 2022 with the rerouting of vehicles due to the closure of N. Canon Drive. The following sources were utilized to develop the mid-construction traffic forecasts: Existing traffic counts Traffic from approved and pending projects in the City of Beverly Hills, City of Los Angeles, and City of West Hollywood Ambient growth in existing traffic volumes to reflect growth in regional traffic; a growth rate of one (1) percent per year was applied to reflect this ambient growth POTENTIAL IMPACTS WITH N. CANON CLOSURE Impacts to intersection operations, active transportation facilities and transit service with the potential closure of N. Canon Drive are described below: Traffic Operations of Study Intersections: The study intersections were analyzed during existing and mid-construction (Year 2022) conditions with the vehicle trip diversions and rerouting due to the potential N. Canon Drive closure. The City of Beverly Hills traffic impact criteria consider the following changes in V/C at signalized intersection or delay at unsignalized to be a significant impact: LOS with Project D E or F Project-Related Increase in V/C Ratio equal to or greater than equal to or greater than Project-Related Increase in Seconds of Average Total Delay equal to or greater than 4.0 seconds equal to or greater than 3.0 seconds Source: City of Beverly Hills, October ES-7

Canon Drive Closure Transportation Impact Summary The following intersections would experience an increase in V/C or delay greater than the thresholds above during one or more analysis periods: o o o o Wilshire Boulevard & Beverly Drive during the AM peak hour Wilshire Boulevard & Crescent Drive during the AM and PM peak hours Clifton Way & N. Crescent Drive during the AM, midday and PM peak hours Dayton Way & N. Canon Drive during the PM peak hour Based on the City s threshold guidelines, the project impact would be potentially significant to intersection operations in the vicinity of the N. Canon Drive closure. The following measures are recommended to improve traffic operations with the N. Canon Drive closure: o o o Provide Advanced Vehicle Detour Signage: The impact analysis assumes that the majority of vehicles currently utilizing N. Canon Drive will shift to the closest nearby intersections, such as N. Beverly Drive and N. Crescent Drive. While these intersections are expected to experience an increase in vehicle delay with the N. Canon Drive closure, drivers have multiple access options to/from the Downtown Triangle. Therefore, drivers are likely to select alternate routes further to the east and west to avoid overly congested locations. Update Traffic Signal Timings: Traffic signal timings should be modified along N. Canon Drive and on the parallel roadways of N. Beverly Drive and N. Crescent Drive to accommodate the shift in vehicle flows with the N. Canon Drive closure and provide additional green time to the heaviest turning movements. Signalization of Clifton Way & N. Crescent Drive Intersection: With the closure of N. Canon Drive at Wilshire Boulevard, vehicles will shift to N. Crescent Drive. This will result in traffic volume increases along N. Crescent Drive and also at the intersection of Clifton Way & N. Crescent Drive as vehicles utilize Clifton Way to access local uses along the southern portion of N. Canon Drive. With the additional traffic volumes with the potential closure, the increase in vehicle delay will result in a significant impact based on City thresholds, and the increase in traffic volumes will also result in the intersection meeting the peak hour traffic volume warrant for the installation of a traffic signal. The installation of a traffic signal would result in LOS C or better operations during peak travel hours. Bicycle Facilities & Access: The potential closure may restrict direct bicycle access between N. Canon Drive and Wilshire Boulevard, depending on the ultimate design of the cul-de-sac. While bicyclists would have the ability to walk their bikes utilizing the pedestrian pathway, they may not ES-8
21 N. Canon Drive Closure Transportation Impact Summary be able to ride between the two roadways with the closure. As part of the data collection effort, bicyclists were counted during peak hours. The volumes indicate a fairly low bicycle demand between N. Canon Drive and Wilshire Boulevard with approximately 5 bicyclists traveling from N. Canon Drive onto Wilshire Boulevard, or from Wilshire Boulevard onto N. Canon Drive in both the AM and midday peak hours (no bicyclists were observed during the PM peak hour). The City is beginning the process of preparing a Complete Streets Plan that will provide guidance on new active transportation facilities throughout the City. At this time, no additional bicycle facilities are planned adjacent to the project site. Therefore, the project impact is less than significant and no mitigation is required. Pedestrian Facilities & Access: The closure of N. Canon Drive would maintain pedestrian access between Wilshire Boulevard and N. Canon Drive. At the stop controlled intersection of N. Canon Drive and Clifton Way, high visibility continental crosswalks along with additional pedestrian crossing signage are planned by the City and are expected to be implemented within the next few months. These pedestrian enhancements will benefit those walking along N. Canon Drive. There are no additional planned pedestrian facilities in the vicinity of the roadway closure. Therefore, the project impact is less than significant and no mitigation is required. Transit Service: Several transit lines operate within the study area with service provided by Metro. Metro has already made minor route adjustments to Line 14/37 in conjunction with the advanced utility work being conducted for the Metro Purple Line construction project and the intermittent closure of the eastbound left-turn lane from Wilshire Boulevard onto N. Canon Drive. In addition, Metro relocated several bus stops in the area due to on-going construction activities on Wilshire Boulevard in January The bus stops were relocated outside of the Metro Purple Line construction zone with the new eastern bus stops on Wilshire Boulevard between Rexford Drive and Crescent Drive and the new western bus stops on Wilshire Boulevard between Camden Drive and Rodeo Drive. The closure of N. Canon Drive would not result in any additional changes to bus service routes or stop locations. Therefore, the project impact is less than significant and no mitigation is required. ENVIROMENTAL CONSIDERATIONS The Final EIR/EIS prepared by Metro concluded that there would be significant unavoidable traffic impacts as a result of construction of the Purple Line Extension, including in the vicinity of the Wilshire/Rodeo station. The potential closure, including the results of the feasibility study, is consistent with the conclusions and mitigations identified in Metro s Final EIR/EIS, which found significant unavoidable traffic impacts ES-9
22 N. Canon Drive Closure Transportation Impact Summary resulting from construction in the areas of the intersections of Wilshire Boulevard & Beverly Drive and Wilshire Boulevard & Canon Drive. The EIR/EIS includes mitigation measures TCON-1 for preparation of Traffic Control Plans and TCON-4 for Transportation Management Plans to help address the significant and unavoidable traffic impacts caused by construction activities. Specifically, TCON-1 contemplates that traffic control plans developed in close coordination with local agencies, which will have various features including, but not limited to, temporary street closures, detour routes, and temporary traffic signals. Further, TCON- 4 contemplates transportation management plans that could include the N. Canon Drive Closure. Metro adopted a statement of overriding considerations for the temporary construction impacts. A decision to proceed with the temporary closure of N. Canon Drive would be considered an action of the City, as a responsible agency, to implement the mitigation measure as contemplated in the Final EIR/EIS. Although the transportation feasibility study identifies potentially significant impacts at certain intersections, the potential for these unavoidable impacts were disclosed in Metro s EIR/EIS. Thus, the impacts were also covered by Metro s statement of overriding considerations. Should the City decide to proceed with the N. Canon Drive closure, the Council should also find that it considered the Final EIR/EIS analysis of construction traffic impacts, that the closure and its impacts are covered by Metro s Final EIR/EIS, and direct staff to file a notice of determination in reliance on the Final EIR. It should be noted that, as a responsible agency, the City would not have to state that Metro s EIR complies with CEQA, per CEQA Guidelines Section 15096(i). ES-10
