For those in the audience who are not familiar with the operation of the Traffic and Safety Commission, the following summarizes the procedure: For each item on the agenda for this evening, engineering staff will present a report to the Traffic and Safety Commission. The audience will be asked for comment. Those wishing to speak are asked to come forward, speak into the microphone, and give their name and address for the taped record. Those speaking in favor are asked to speak first, then those in opposition. After those speaking in opposition are heard, one of the proponents may be allowed a rebuttal. For items not on the agenda, time will be provided for public testimony after the regular items have been heard; however, the Commission cannot take any official action on such testimony. You will be asked to state your name and address for the records. Such items may be brought before the Commission at a later date for consideration by the Commission. The Traffic and Safety Commission is interested to hear all persons wishing to give testimony. However, it is requested that each new speaker add new information, and not repeat points which previous speakers have made. Persons not desiring to speak, but wishing to be recorded as proponents or opponents of record, may do so by submitting their name and address to the Secretary. The Traffic and Safety Commission shall consider, and whenever necessary investigate all requests or suggestions concerning public traffic safety or controls, and on the basis of such deliberation may submit to the City Council a report of recommendations for action relating to such requests or suggestions concerning public traffic and safety and controls on matters relating to the installation of traffic control signals, traffic calming devices, designation of handicap parking in residential neighborhoods, temporary street closures, installation of stop signs, signage, beacons, crosswalks, speed bumps and humps, painting of red curbs, yellow commercial vehicle loading and unloading, green short time parking, white passenger loading and unloading, etc. The Traffic and Safety Commission is delegated the authority to take final action unless these items are appealed to the City Council or require City Council funding priority.
3 For the designation of Preferential Parking Districts, the Traffic and Safety Commission acts in an advisory capacity to the City Council. Requests that are recommended for approval are automatically forwarded to the City Council. Requests for the designation of Preferential Parking Districts that are denied must be appealed if they are to go forward to the City Council. APPEAL PROCEDURE A. Any person aggrieved by the decision of the City Traffic and Safety Commission may, not later than fifteen days following the rendering of the decision by the City Traffic and Safety Commission, file a written letter of appeal with the City Clerk, appealing the decision of the City Traffic and Safety Commission to the City Council; or, the City Council, may, upon motion, determine to review the decision of the City Traffic and Safety Commission in the same manner as if an appeal had been filed by a person aggrieved by such a decision. B. Upon notification by the Clerk of such appeal, the Secretary of the City Traffic and Safety Commission shall transmit to the Clerk the City Traffic and Safety Commission s file with reference to the matter appealed. The Clerk shall collect a fee of $ for the appeal of decision. The Clerk shall place the matter on the City Council s agenda as soon as possible thereafter, and shall give the appellant, and any other interested person requesting such notice, ten days written notice of the time and place of such hearing. The City Council shall at the time of such hearing, review the matter and, shall affirm, modify or reverse the Traffic and Safety Commission s decision. The determination of the City Council shall be final and conclusive. (Ord (part), 1991: prior code (part). 6. SCHEDULED MATTERS; For each of the following items, the public will be given an opportunity to speak. The proponents and opponents will be allowed to speak on issues relating to the matter. At the Chairperson s discretion, reasonable time limitations may be placed upon individual testimony. After all persons have spoken, one of the proponents is allowed to rebut and/or summarize, and then the hearing is closed. The Commission will begin their decision process following the closing of the hearing. A. Request for Installation of Blue Curb at 753 Bradshawe Street Ms. Michiko Koga, a resident of 753 Bradshawe Street has been issued a disabled person placard. Ms. Michiko Koga submitted a Traffic Service Request Application for installation of an on-street handicapped parking space in front of her residence. A copy of the State of California issued Disabled Person placard is attached. Proof of residency has been verified. Staff investigated the location and noted the residence is located on
4 the west side of Bradshawe Street. On-street parking is available along both the east and west curb lines of Bradshawe Street. Per staff s field investigation, the applicant s residence does have a one car garage with only alley access. It appears a more direct access may be available and possible on-site through the garage. There is no driveway in the front of the residence so the applicant does not have adequate on-site front yard facilities to accommodate parking. On-street curb side parking in front of her house would provide the most direct access for the applicant. The City s policy for installation of on-street handicapped parking requires that the street location be the most accessible location to serve the needs of the handicapped and there is not adequate off-street parking accessible to the resident. There is no way to confirm access to the existing garage on-site to allow parking for the applicant. A dedicated parking space in front of her house would provide the most direct and accessible parking for the handicapped individual. Therefore, staff recommends approval of this on-street parking request since the request meets the requirements of the City s policy for handicapped parking. Fiscal Impact: N/A Staff Recommendation It is recommended that the Traffic and Safety Commission approve this applicants request for on-street handicap parking space. AGENDA ITEM 6-A

Staff investigated the location and noted the residence is located on the west side of N. 6 th Street. On-street parking is available along both the east and west curb lines of N. 6 th Street. Per staff s field investigation, the applicant s residence has a one car garage and there is additional driveway parking. It appears direct access is available on-site by using the driveway for on-site parking. However, on-street curb side parking in front of her house
13 would provide the most direct access for the applicant. The City s policy for installation of on-street handicapped parking requires that the street location be the most accessible location to serve the needs of the handicapped and there is not adequate off-street parking accessible to the resident. There is an existing garage on-site to allow parking for the applicant but the driveway is loaded with plants and other equipment making access to the garage not accessible. Also, there is a gate that has to be opened to allow access for a wheel chair. A dedicated parking space in front of her house would provide the most direct and accessible parking for the handicapped individual. Therefore, staff recommends approval of this on-street parking request since the request meets the requirements of the City s policy for handicapped parking. Los Amigos Avenue. The City s policy for installation of on-street handicapped parking requires that the street location be the most accessible location to serve the needs of the handicapped and there is not adequate off-street parking accessible to the resident. Per staff s investigation, the applicant s residence has a one car garage and additional driveway parking. It appears a more direct access is available on-site to both residents, either through the garage or by using the driveway s on-site parking area. The applicants at this residence appear to have adequate on-site facilities to accommodate parking. The provision of on-street curb side parking would only provide additional parking for the applicants. Therefore, staff recommends denial of this on-street parking request since the request does not meet the requirements of the City s policy for handicapped parking. Fiscal Impact: N/A Staff Recommendation It is recommended that the Traffic and Safety Commission deny this applicants request for on-street handicap parking space.

Request for Installation of Red Curb for new Bus Stop at the Southwest corner of Paramount Blvd and Arroyo Drive The Montebello Transportation Department is requesting installation of approximately 56 feet of red curb at this location. The red curb will be installed between the existing two driveways on Paramount Blvd for the ARCO Gas Station located at the corner. The stop will be shared with the LA Metro buses. Ideally, bus stops are 70 to 80 feet, however, in order to minimize the impact and due to existing conditions, only 56 feet of curb is being requested. Staff inspected the location and found that the proposed location is the best location to add such a bus stop. (NOTE: As service was to start on Monday, September 17, 2018, Transportation Department Staff has already painted the red curb). Fiscal Impact: There is no impact on the General Fund, as funding for painting and sign installation will be provided by the Transportation Department. Staff Recommendation It is recommended that the Traffic and Safety Commission approve the request by the Transportation Department.

41 5. STAFF BRIEFINGS A. Continued from June 6 meeting, request for installation of Blue Curb at 1416 Espanol. For those in the audience who are not familiar with the operation of the Traffic and Safety Commission, the following summarizes the procedure: For each item on the agenda for this evening, engineering staff will present a report to the Traffic and Safety Commission. The audience will be asked for comment. Those wishing to speak are asked to come forward, speak into the microphone, and give their name and address for the taped record. Those speaking in favor are asked to speak first, then those in opposition. After those speaking in opposition are heard, one of the proponents may be allowed a rebuttal. For items not on the agenda, time will be provided for public testimony after the regular items have been heard; however, the Commission cannot take any official action on such testimony. You will be asked to state your name and address for the records. Such items may be brought before the Commission at a later date for consideration by the Commission. The Traffic and Safety Commission is interested to hear all persons wishing to give testimony. However, it is requested that each new speaker add new information, and not repeat points which previous speakers have made. Persons not desiring to speak, but wishing to be recorded as proponents or opponents of record, may do so by submitting their name and address to the Secretary. The Traffic and Safety Commission shall consider, and whenever necessary investigate all requests or suggestions concerning public traffic safety or controls, and on the basis of such deliberation may submit to the City Council a report of recommendations for action relating to such requests or suggestions concerning public traffic and safety and controls on matters relating to the installation of traffic control signals, traffic calming devices, designation of handicap parking in residential neighborhoods, temporary street closures, installation of stop signs, signage, beacons, crosswalks, speed bumps and humps, painting of red curbs, yellow commercial vehicle loading and unloading, green short time parking, white passenger loading and unloading, etc. The Traffic and Safety Commission is delegated the authority to take final action unless these items are appealed to the City Council or require City Council funding priority. For the designation of Preferential Parking Districts, the Traffic and Safety Commission acts in an advisory capacity to the City Council. Requests that are recommended for approval are automatically forwarded to the City Council. Requests for the designation of Preferential Parking Districts that are denied must be appealed if they are to go forward to the City Council.
42 SCHEDULED MATTERS; F. Review of Proposed Traffic Safety Improvements at the Intersection of Vail Ave. and Appian Way. G. Request for Installation of Blue Curb at 1416 Espanol. A. Review of Proposed Traffic Safety Improvements at the Intersection of Vail Ave. and Appian Way. Ms. Rose Valencia, resident of 1009 Salerno, submitted a Traffic Service Request Application back on March 8, 2016 for installation of flashing beacons or a traffic signal at the intersection of Vail Ave. and Appian Way as she witnessed many drivers not complying with the existing allway stop signs on the Vail Ave. approach to Appian Way. The item was put on the June 1, 2016 Agenda, but was pulled off to gather more information. On January 4, 2017, the item was brought back to the Traffic and Safety Commission for review and discussion, Installing Flashing Beacons with Stop Ahead Warning sign (W3-1) on northbound Vail Ave approach and north of Milano was approved February 1, 2017, City received a signed petition signed by residents in the vicinity of the intersection that were not happy with the improvements. August 1, 2017 Staff s new improvements were approved to install ladder type of crosswalks at Vail and Appian Way, as these are school crosswalks and Install lighted stop signs on both approaches to Vail Avenue. Many residents were present to speak in favor of and also for against the proposed item. Commission Action: Commissioner Torres motioned to approve the request and install ladder type crosswalks at Vail Ave. and Appian Way, install flashing stop signs with programmable timer with the hours of 7:00am to 7:00pm. At approaches to Vail Ave., and install 25 MPH speed limit sign, seconded by Commissioner Egurrola. Commissioner Klemundt thanked the residents for attending and to acknowledge the eldest and youngest resident in attendance. AYES: 4 NAYES: 0 ABSTAIN: 0

Request for installation of Blue Curb at 1416 Espanol Mr. Herman Hoyos, resident of 1416 Espanol Avenue, staff report had wrong information on agenda so the Commission asked to bring back this item. He has a small garage his truck is very long and will not fit in it. He is having upcoming surgery for liver transplant and will be in wheelchair for quite some time, stated that it would be much easier to enter and exit from the sidewalk at the curb. Commission Action: Commissioner Klemundt motioned to override staff s recommendation and approve the request for on street handicapped parking space with one condition that if not needed in one year to contact Traffic & Safety Commission to have it removed, seconded by Commissioner Aliksanian. City Engineer Kouri stated that they are working on changes, adding a stop sign on the east bound side of Market Place, adding two north bound left turn lanes, there will be another round of improvements after impact study has been done. 9.
