Resident Petition This report outlines a resident-initiated request to establish a preferential parking permit (PPP) zone on the 8 block of Whittier Drive between Lomitas Avenue and Greenway Drive, and Lomitas Avenue between Walden and North Linden Drives. Staff recommends establishing the following PPP regulation: Background 2-Hour Parking, 8 a.m. to 6 p.m., Monday through Friday, Permit B Exempt On March 2, 217, the Traffic & Parking Commission (TPC) reviewed and denied a request for a temporary permit parking program for El Rodeo School employees. As a result, a petition was submitted on April 25, 217 requesting a PPP regulation of 2-Hour Parking, 8 a.m. to 6 p.m., Monday through Friday, Except by Permit to address commuter parking impacts and blocked driveways generated by employees of El Rodeo School. The 8 block of Whittier Drive between Lomitas Avenue and Greenway Drive has 9 singlefamily homes with approximately 76 on-street parking spaces; 56% (5 of 9) of the households submitted a qualifying petition supporting a 2-hour permit parking regulation. Lomitas Avenue between Walden and North Linden Drives has 4 single-family homes with approximately 39 onstreet parking spaces; 75% (3 of 4) of the households abutting Lomitas Avenue signed the petition supporting a 2-hour permit parking regulation. The Traffic Engineering team reviewed the subject area and determined red curb placement on the Walden Drive intersection between Whittier Drive and Lomitas Avenue. There is no parking regulation on the 8 block of Whittier Drive and the adjacent sections of Lomitas Avenue, thus open unrestricted parking is available daily. Likewise, the 8 blocks of Linden, Bedford and Camden Drives do not have any parking restrictions. All other street blocks within the Sunset-Beverly-North Santa Monica-Whittier block have non-permit 2-hour parking regulations with varying enforcement periods. Discussion Staff conducted a parking occupancy survey on Monday, May 15, 217 from 8 a.m. to 5 p.m., followed by multiple daytime spot counts on Whittier Drive and Lomitas Avenue in the project area.

Vehicles were concentrated on the west side of the block and no disabled placards were recorded. Staff observed Beverly Hills Schools Parking Permit hangtags on 16 vehicles; 23 vehicles were parked for more than 7 hours in the same space. Staff observed Beverly Hills Schools Parking Permit hangtags on 13 vehicles; 26 vehicles were parked for more than 7 hours in the same space. spaces spaces Staff recommends establishing a PPP zone in both areas due to high commuter occupancy, long-term parking, and support from more than 5% of residents requesting a permit regulation. Albeit parking available on the 8 block of Whittier Drive during the May 15th survey period, previous observations and windshield counts conducted during recent reviews of the area indicated higher, long-term occupancy on both sides of Whittier Drive north of Lomitas Avenue. Staff anticipates commuter parking will move towards Whittier Drive if a PPP zone is only established on Lomitas Avenue. spaces To promote the City s efforts to create PPP districts, staff also recommends designating the subject area as part of PPP Zone B with a 2-hour weekday permit regulation. Zone B currently covers the 6 block of Trenton Drive and the west side of Whittier Drive between Trenton Drive and Lomitas Avenue with a regulation of No Parking Anytime. A No Parking Anytime regulation is too restrictive at this time for the subject area. Noticing.1..iiI.11 ii. Additionally, the public notice was ed to the Beverly Hills Unified School District superintendent and the El Rodeo School principal. No correspondence was received by close of business Wednesday, May 24, 217. Recommendation Pending public comment, staff recommends establishing a permit zone on the 8 block of Whittier Drive, between Lomitas Avenue and Greenway Drive, and Lomitas Avenue between Walden and North Linden Drives with a regulation of: 2-Hour Parking, 8 a.m. to 6 p.m., Monday through Friday, Permit B Exempt
