Staff have investigated and recommend a Resident Permit Parking Pilot Program to test a permit parking system to address the site- specific parking issues on the streets in the vicinity of the Brampton Civic Hospital. Staff recommend evaluating the proposed Resident Permit Parking Pilot Project for a period of one year and reporting back to Committee with a summary of resource impacts, cost implications and consideration for a citywide implementation policy. Recommendations: 1. That the report from Michael Parks, Manager, Traffic Engineering Services, Works and Transportation Department, dated February 3, 2009, re: Resident Permit Parking Pilot Project in the Vicinity of Brampton Civic Hospital be received; 2. That Traffic By-law be amended to introduce regulations supporting Resident Permit Parking; 3. That Traffic By-law 93-93, schedule XXXIV be amended to include Dovesong Drive, Coachwhip Road, Asterwind Crescent, Velvet Grass Lane, Dandelion Road and Oatfield Road between Asterwind Crescent and Dandelion Road; and

2 That staff evaluate the Resident Permit Parking Pilot Project for one year and report back to Committee with a summary of resource impacts, cost implications and consideration for a citywide implementation policy. Background: The opening of the Brampton Civic Hospital has resulted in an increase of onstreet parking on adjacent residential streets. A staff report to Committee of Council on January 9, 2008 recommended the implementation of parking restrictions on one side of Dovesong Drive, Velvet Grass Lane, and Coachwhip Road. These restrictions addressed the immediate concerns of safety as a result of parking on both sides of the road while not entirely eliminating on-street parking for local residents. In addition to the parking restrictions above, a subsequent staff report to Committee of Council on June 18,2008 recommended the implementation of parking restrictions on one side of Asterwind Crescent. Upon receipt of the January 9, 2008 staff report and in conjunction with the approval of parking restrictions, Committee approved the following direction to staff: That staff be directed to investigate site-specific permit parking opportunities that can be used by residents and their visitors in the vicinity of the Brampton Civic Hospital, and report back to Committee of Council on possible options and costs, as soon as possible. A staff report to Committee of Council on April 16, 2008 recommended regulations supporting Resident Permit Parking and that staff implement and evaluate a Resident Permit Parking Pilot Project in the vicinity of the Brampton Civic Hospital for 6 months and report back to Committee with a summary of resource impacts, cost implications and consideration for a citywide implementation policy. This report was referred to staff to investigate other options to permit on-street visitor parking for use by area residents in the vicinity of the hospital and report back to Committee. A staff report was presented to Committee of Council on December 3, 2008 recommending the following three options as an alternate to a permit parking system: 1. Maintain Existing Conditions 2. No Parking, 8:00 a.m. to 8:00 p.m. 3. Time Limited Parking (1 hour Maximum, 8:00 a.m. to 8:00 p.m.) The staff report was seeking direction from Council on which option should be implemented in the vicinity of the Hospital. The report presented to Committee of Council was "referred back to staff for a report to a future Committee meeting on implementing a site-specific permit parking system" (CW ). Specific concerns were identified with respect to the cost

3 of the permits for the affected residents. This report presents the pilot permit parking system with a revised cost for the permits and recommends a one-year versus a 6-month trial. Current Situation: As directed, a permit parking system has been investigated to address the sitespecific parking issues on the streets in the vicinity of the Brampton Civic Hospital. Staff recommends a Resident Permit Parking Pilot Project for the streets affected by hospital-generated parking in order to address the concerns of residents and to gauge resource requirements and cost implications of a permit parking system. If approved, it is further recommended that staff evaluate the proposed Resident Permit Parking Pilot Project for a period of one year and report back to Committee with a summary of resource impacts, cost implications and consideration for a citywide implementation policy. This will allow staff to fully realize the implications of a Permit Parking System and to consider a citywide policy based on experience. The purpose of Resident Permit Parking is to assist residents of a particular street experiencing parking difficulties by prohibiting parking, except by residents of abutting property who have obtained a permit. The benefits of a Resident Permit Parking System are: Assured access for local residents Reduction in non-local traffic Reduced noise and garbage from non-residents Preservation of community character and integrity The challenges of a Resident Permit Parking System are: Requirement for residents to obtain passes Potential for misconceptions regarding street operation and ownership Increased number of street signs Program administration resources Permit Parking in Other Canadian Municipalities Several Canadian municipalities utilize some form of Permit Parking System or Resident Parking Only prohibitions on residential roadways. While some are aimed at particular areas where the residents have no access to off-street parking or have inadequate off-street parking, others intend to address issues related to non-local parking. The municipalities where Resident Parking Only signs are implemented with inadequate or no off-street parking include: Toronto, ON

4 Ottawa, ON Hamilton, ON City of Niagara Falls, ON St. Johns, NF The municipalities where the "Resident Parking Only" signs are implemented where there is an influx of parking from non-residents are: Calgary, AB Vancouver, BC Saskatoon, SK Montreal, QC Halifax, NS Approximately half of the municipalities implement some form of time restricted parking, usually of 1 to 2 hours duration. Residents apply for permits exempting them from the time limit. In some municipalities with severe parking demand, implementation of "NO PARKING, except by permit" is preferred. The number of permits issued per household also varies from municipality to municipality. The most common is one permit per registered vehicle per household. The cost of a permit varies greatly from municipality to municipality. It ranges from as low as $10 annually (Calgary) to as high as $572 annually (Ottawa). A few "vacation destination" municipalities do not charge any fee for the permits to residents. Appendix A summarizes these elements of permit parking systems in municipalities. other Proposed System for Brampton (One Year Pilot Proiecti Staff recommends a Resident Permit Parking Pilot Project under the following guidelines: Residents within the proposed Resident Permit Parking Zones will be notified and provided the pertinent information about how the system works. A maximum of one permit will be issued for each residence in the Resident Permit Parking Zones. The charge for each parking permit is $120 for the one-year trial period. This fee will encourage residents who have off-street parking available to use those facilities, rather than parking on the street as a matter of convenience. The fee will also offset the costs associated to signage and administration.

5 63-5 A permit is valid only for the vehicle specified on the application and on the street or area specified on the permit. Signs with the text "No Parking - except by permit" will be installed on the specified streets. Residents must obey all other parking restrictions such as the 3-hour maximum and 2:00 a.m. to 6:00 a.m. restrictions. A permit holder must ensure the permit is visibly displayed and affixed to the windshield of the vehicle specified on the permit application. If justified, the permit system will be modified to allow necessary exemptions. The Resident Permit Parking Zone The streets to be identified as Resident Permit Parking zones include the following: Dovesong Drive (26 residences) Coachwhip Road (57 residences) Asterwind Crescent (40 residences) Velvet Grass Lane (53 residences) Oatfield Road between Asterwind Crescent and Dandelion Road (44 residences) A total of 220 residences are eligible to apply for parking permits. Appendix B illustrates the streets to be included in the By-law as Resident Permit Parking zones. How the System Will Work Works and Transportation staff will administer the issuance of permits. Residents interested in obtaining a permit will fill out an application form and provide it to the Works and Transportation Department. Upon providing proof of residence and payment, a windshield sticker will be issued for each eligible vehicle. Once affixed to the lower driver side portion of the windshield, residents may park their vehicle within the Designated Permit Parking Zone in accordance with existing parking regulations. Enforcement of the Permit Parking System will be carried out by Parking Enforcement. Vehicles not displaying a City issued permit will be subject to fines.

6 Resource and Cost Requirements Staff resources dedicated to administration will be monitored throughout the duration of the pilot program in an effort to quantify resources required to deliver this service. The costs associated to the implementation of the Resident Permit Parking Pilot Project include those estimated for administration, signage, permit tags and promotional material to residents and are estimated to be approximately $6,600 for the one year trial. The permit cost of $120 is set at a value to recover the operating costs to run the program for the year and has been revised from our original proposal based upon a revised estimate of the potential take up of the program. Summary The implementation of a Resident Permit Parking Pilot Project in the area of the Brampton Civic Hospital will provide the opportunity to evaluate the resource and cost impacts, which will assist in the consideration of a citywide policy in this regard.
