RECOMMENDATIONS: 1) Introduce for first reading, Ordinance No. 14- AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD AMENDING CHAPTER SECTION OF THE PARKING CODE AND AMENDING THE WEST HOLLYWOOD MUNICIPAL CODE". 2) Adopt Resolution No. 14- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD AMENDING THE MASTER FEE RESOLUTION ( RESOLUTION NO ) BY ADDING SEPARATE PARKING CODE SECTIONS FOR ON- STREET AND OFF- STREET PARKING METER VIOLATIONS". BACKGROUND ANALYSIS: Citations issued for general parking meter violations of the parking code are issued under Section of the West Hollywood Municipal Code. In order to better monitor enforcement activity of the City's parking meters it is recommended that two separate parking code sections be adopted that would differentiate non- payment of an on- street versus an off-street parking meter, the latter of which is typically a multi- space payment station in a City garage or lot. This change would assist in tracking and analyzing meter enforcement trends on a daily, monthly and annual basis. The parking penalty for on and off-street meter violations will remain at $ 53, the same rate currently in effect for all general meter citations. AGENDA ITEM 6. B

2 The Transportation Commission voted unanimously to recommend Council approval of the staff recommendations at the April 16, 2014 Transportation Commission meeting. OFFICE OF PRIMARY RESPONSIBILITY: The Department of Public Works, Parking Services Division. CONFORMANCE WITH VISION 2020 AND THE GOALS OF THE WEST HOLLYWOOD GENERAL PLAN: This item is consistent with the City' s Primary Strategic Goal of Fiscal Sustainability and Ongoing Strategic Program of Institutional Integrity. This item is also consistent with General Plan Goal G- 2: Maintain transparency and integrity in West Hollywood' s decision- making process. EVALUATION: Reports from the City' s parking citation database will be generated to track statistical information for each type of parking meter violation. 3 ATTACHMENT 1 ORDINANCE NO. 14- AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD AMENDING CHAPTER SECTION OF THE PARKING CODE AND AMENDING THE WEST HOLLYWOOD MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD DOES ORDAIN: Section 1. Title 10, Chapter of the West Hollywood Municipal Code is amended by amending Section to read as follows: Expired Meter. Parking Meters A. On- Street Parking. Deposit of fees required. A person shall be required to deposit the proper fee while occupying any on- street parking space that which is regulated by a parking meter or multi- space machine at a charge set forth in the City' s fee resolution during the hours and days of operation posted. B. Off-Street Parking. Deposit of fees required. A person shall be required to deposit the proper fee while occupying any parking space that which is regulated by a parking meter or multi-space machine in any parking lot or structure owned or operated by the City at a charge set forth in the City's fee resolution during the hours and days of operation posted. The City Council adopted Resolution approving the Schedule of Fees and Services for the Department of Public Works, Parking Division, as set forth in the Master Fee Resolution for the City of West Hollywood on June 3, Section 2. Section 7 of Resolution , which consists of the Parking Violation Schedule for the City of West Hollywood' s Parking Division for FY 13-14, is hereby amended as shown in Exhibit 1, attached hereto and incorporated herein by reference. The provisions of this Resolution shall become effective immediately upon adoption. Section 3. The City Clerk shall certify to the adoption of this resolution and shall cause this resolution and its certification into the Book of Resolutions of the Council of this City.
