Correspondence This report outlines a proposed temporary permit parking program for El Rodeo School staff for the Traffic & Parking Commission s consideration. Any alternative permit parking program recommended by the Commission will be forwarded for City Council consideration in (tentatively) April Background At the January 24, 2017 City Council meeting, the City Council received public comment from the El Rodeo School principal for consideration of alternative employee parking options during the school s 2-year construction project. Approximately 60 vehicles have been displaced as a result of onsite construction staging. The principal proposed that the City allow El Rodeo School faculty and administrative staff to park on adjacent residential streets during the construction period, which is expected to last through Fall School employees currently park on Lomitas Avenue and street blocks that do not have parking restrictions, and take a shuttle to/from the school at designated times throughout the school day. The principal expressed the following concerns by El Rodeo School employees: School stall walk long distances to their car, sometimes carrying instructional materials, when shuttles are not available. In case of an emergency, school employees would not be able to get to their cars immediately. As a result of continued resident complaints, the 4-hour parking signs on the west side of Whittier Drive between Elevado and Lomitas Avenues were enforced and 10 school employees received parking citations. Discussion Transportation Planning staff met with Mr. Kevin Allen, El Rodeo School principal, on January 30, 2017 to discuss potential parking alternatives for school employees. Mr. Allen proposed a preferential permit parking program for El Rodeo School employees similar to the Beverly Vista Teacher Preferential Parking Permit (Beverly Vista) program wherein the City Council adopted a resolution allowing issuance of temporary permits during Beverly Vista School s seismic

Temporary parking permits were issued for a period of eighteen months, or until the 75% of the onsite parking lot was available, for teacher parking. The City issued a limited number of permits per street block to distribute faculty and administrative staff parking on different streets blocks throughout the residential neighborhood. The permits allowed school stall to park beyond the posted time regulations on designated street blocks. The school district investigated alternative parking options for El Rodeo School staff, including the off-street parking at the City s 440 North Camden Drive parking structure, but were unable to secure a location(s) due to costs. Eased on Section 22507(b) of the California Vehicle Code1 which authorizes preferential parking permits for school personnel, Transportation Planning proposes implementing a permit parking program for the 2017 through 2019 school years. Staff provided City Council with information on planned next steps to develop a 2-year preferential parking permit program similar to the Beverly Vista program at the February 21, 2017 study session. Staff conducted spot parking occupancy counts with license plate data on the 600 and 700 blocks of Trenton and Walden Drives and the adjacent sections of Elevado Avenue to determine where on-street parking is underutilized and available for temporary school parking that would not impact the parking conditions for residents. Most of the street blocks adjacent to El Rodeo School have non-permit 2-hour parking regulations, with the exception of the 600 block of Trenton Drive. Preferential Parking Permit Zone B ( ) was established in 1978 with a regulation of No Parking Anytime to address construction parking and hotel employee parking on residential streets. On average, the 600 and 700 blocks north of Santa Monica Boulevard are approximately 1,200-feet long (approximately 62 spaces), but the 700 block of Trenton Drive is considerable shorter at approximately 500-feet (approximately 24 spaces). Parking occupancy counts were collected at 1 p.m. on Wednesday, February 7th, and 10 a.m. on Thursday, February 8th Conservatively, approximately 40 on-street parking spaces are available on each street block of 600 Trenton Drive and the blocks of Walden Drive, with an additional (combined) 20 spaces on 700 Trenton Drive and Elevado Avenue. The existing 15 on-street parking spaces on the west side of Whittier Drive between Elevado and Lomitas Avenue reduces the number of displaced school parking from 60 vehicles to 45 1 CVC 22507(b): An ordinance or resolution adopted under this section may also authorize preferential parking permits for members of organizations, professions, or other designated groups, including, but not limited to, school personnel, to park on specified streets if the local authority determines that the use of the permits will not adversely affect parking conditions for residents and merchants in the area.

Similar to the Beverly Vista program, staff proposes distributing the vehicles among the 600 and 700 blocks of Trenton, Walden and Whittier Drives and adjacent sections of Elevado Avenue. El Rodeo School staff would be limited to parking on assigned residential streets during school hours (7:30 a.m. to 6 p.m.) during the school year (August through June). Staff has identified the following spaces for TPC consideration: 700 Whittier Drive: 15 permits only; 1 permit per employee; west side only 700 Whittier Drive: 5 permits only; 1 permit per employee; limited to southeast corner of Whittier and Lomitas Drive in designated area 600 Trenton Drive: 10 permits only; 1 permit per employee 700 Trenton Drive: 5 permits only; I permit per employee 600 Walden Drive: 10 permits only; 1 permit per employee 700 Walden Drive: 10 permits only; 1 permit per employee Elevado Avenue: 10 permits only; I permit per employee Pending public comment, staff proposes the following next steps to establish a preferential permit program specifically for El Rodeo school staff: 1. Remove the 4-hour parking signs on the west side of Whittier Drive between Elevado and Lomitas Avenue as temporary remedy for El Rodeo School staff. Staff proposes removing signage the week of March 6, 2017 following TPC review. 2. Pursue a city-initiated process to establish a temporary permit parking program on the 600 block of Walden Drive and the 700 blocks of Whittier, Trenton, Walden Drives and Elevado and Lomitas Avenues. As outline in BHMC , a survey card will be mailed to each resident on the designated street block to determine support or opposition of a temporary school permit parking program. 3. Establish a school preferential parking permit zone by resolution to allow a temporary El Rodeo School permit parking program on designated street blocks. 4. Conduct additional parking occupancy surveys, spot counts, observations in the adjacent neighborhoods to determine current parking demand. 5. Develop/design a permit for El Rodeo School employees only that identify the assigned street block. El Rodeo School administration staff will determine an internal selection process for street assignments. 6. Develop application form and process for school employees. Similar to the Beverly Vista program, standard preferential parking permit fees would apply. 7. Coordinate efforts with multiple City departments, including Police, Public Work Customer Service, and Communications. Public Notice Notices advising of the March 2, 2917 TPC meeting were mailed on February 16, 2017 to residents on the 500 block of Linden Drive; 800 block of Whittier Drive; 600, and 700 blocks of Linden, Roxbury, Trenton, Walden, and Whittier Drives, as well as abutting properties on

Recommendation That the Traffic & Parking Commission proceed with a temporary preferential parking permit program for El Rodeo School staff, including Traffic & Parking Commission review of the establishment of temporary parking permit zones at the April 6, 2017 meeting.

8 10496 RESOLUTION NO 00-R RESOLUTION OF THE COUNCIL OF THE CiTY OF BEVERLY KILLS TO AUTHORIZE PREFERENT[AL PARKING PERMITS PURSUANT TO VEHICLE CODE SECTION FOR TEACHERS AT TKE BEVERLY VISTA SCHOOL LOCATED AT 200 SOUTH ELM DRIVE resolve as follows The City Council of the City of Beverly Kills does hereby find, determine and CALIFORNIA Section 1 Section 22507(a) of the California Vehicle Code authorizes the City to restrict the stopping, standing or parking of vehicles on certain streets and highways Pursuant to this authority, the City has restricted parking on certain streets, including those streets surrounding the Beverly Vista School, to promote traffic safety, improve traffic flow, and accommodate the daytime parking needs of the area Certain streets surrounding the Beverly Vista School have been designated as existing preferential parking zones to allow residents to park without complying with the posted restrictions, in accordance with California Vehicle Code Section 22507(a) Section 2 California Vehicle Code Section 22507(b) authorizes the City to also grant preferential parking 10 members of organizations, professions, or other designated groups to them to park on specified streets, to exempt them from the parking restrictions thereon and to issue permits for this purpose allow 80785\0015\

9 Section 3 The teacher parking lot located at the Beverly Vista School is currently under construction resulting in the displacement of 69 teacher parking spaces Parking is on the streets surrounding the Beverly Vista School and would require those teachers parking on the street to move their vehicle at various times during the day to comply with the posted parking restrictions restncted Section 4 The City has conducted parking surveys in the area surrounding the Beverly Vista School and has identified certain streets, or portions thereof, where on-street parking is under utilized and available for temporary teacher parking by permit without impacting the parking conditions for residents or merchants Section 5 The City hereby designates those portions of streets listed below for preferential parking for teachers employed by the Beverly Vista School Those vehicles displaying a valid Teacher Preferential Parking Permit hanging from the rear view mirror shall be permitted to park on the designated portions of streets during the hours between 7 30 a m and 6 00 p m, without complying with the posted parking restrictions a) 200 block of South Elm Dnve 200 and 300 blocks of South Crescent Drive c) Gregory Way between Elm and Crescent Dnve d) Gregory Way between Crescent Drive and Canon Dnve b) e) 300 block of South Maple Drive B0785\00i5\6i

That is why knowing exactly how many permits would be given and for security reason to whom they are given to, would be extremely important. would be extremely important to be assured that the permits would be temporary. would suggest adding more streets like Linden so you can have the less amount of permits per block. (the walk is very short) or the area behind the stores in S. Santa Monica where Starbucks is or even the public parking in S. Santa Monica between linden and Roxbury.
