The sbject property is located at the northwest corner of Yonge Street and Tyler Street intersection, in the Town of Arora. The development proposal is to provide a Chrch with a capacity of 45 seats and a 159-nit Retirement Residence. A total of 133 parking spaces will be provided to the sbject site comprising of 48 spaces for the Chrch and 85 spaces for the Retirement Residence. A total of three (3) vehiclar entrances are provided via Yonge Street, Tyler Street and Temperance Street. The stdy concldes that the development proposal can adeqately be accommodated by the existing transportation network with manageable traffic impact to the adjacent pblic roadways. INTRODUCTION NexTrans Engineering (A Division of NextEng Conslting Grop Inc.) pleased to present the enclosed Transportation Impact Stdy in spport of an Official Plan Amendment and Zoning By-law Amendment for the proposed Chrch and Retirement Residence development. The sbject lands are located at the northwest corner of Yonge Street and Tyler Street, in the Town of Arora, herein referred to as the sbject site. Figre 1-1 illstrates the sbject site location. The proposed development consist of a Chrch with a capacity of 45 seats and a 159-nit Retirement Residence. A total of 133 parking spaces will be provided to the sbject site comprising of 48 spaces for the Chrch and 85 spaces for the Retirement Residence. A total of three (3) vehiclar entrances are provided via Yonge Street, Tyler Street and Temperance Street. The proposed Site Plan is provided in Appendix A. 2. EXISTING TRAFFIC CONDITIONS 2.1. Existing Road Network The existing sbject lands are located at the northwest corner of Yonge Street and Tyler Street intersection in the Town of Arora. The road network is described as follows: Yonge Street: is a north-soth arterial road nder the jrisdiction control of Town of Arora. It has for (4)-lane cross-section with sidewalks on both sides of the roadway and maintains an n-posted speed limit of 5 km/h in the vicinity of the sbject site. Wellington Street: is an east-west regional road nder the jrisdiction control of York Region. It has for (4)-lane cross-section and maintains a posted speed limit of 5 km/h in the vicinity of the sbject site. An exclsive westbond right-trning lane is provided on approach to Yonge Street. Wellington Street meets Yonge Street as a signalized intersection. Mosley Street: is a east-west local road nder the jrisdiction control of Town of Arora. It has two (2)-lane crosssection and maintains a posted speed limit of 4 km/h in the vicinity of the sbject site. Mosley Street meets Yonge Street as an nsignalized intersection with access to pedestrian crossing. Tyler Street: is a east-west local road nder the jrisdiction control of Town of Arora. It has two (2)-lane crosssection and maintains a posted speed limit of 4 km/h in the vicinity of the sbject site. Tyler Street meets Yonge Street as an nsignalized intersection. Temperance Street: is a north-soth local road nder the jrisdiction control of Town of Arora. It has two (2)-lane cross-section and maintains a posted speed limit of 4 km/h in the vicinity of the sbject site. Temperance Street meets Tyler Street as an nsignalized intersection. Transit and Active Transportation Mode Assessment The sbject site is well serviced by srface transit rotes provided by York Region Transit (YRT) along with Arora's Go Station illstrated in Appendix B. The rote services in the immediate area are described below: 33/33A Wellington: The rote 33/33A Wellington bs service rns eastbond (i.e. Wellington St./Mrray Dr. to St.John's Sdrd./Earl Stewart Dr.) and westbond (i.e. State Farm/16 Ave. to Wellington St./Mrray Dr). The bs service rns Monday to Satrday, with 2 mintes headway. Selected trips dring morning and evening peak hors rote to the Go Train at Arora Go Station. 54 Bayview: The Rote 54 Bayview bs service rns eastbond and westbond (i.e. Hron Heights/Davis Dr. to Victoria St./Wellington S). The bs service rns Monday to Satrday, with 2 mintes headway. Selected trips dring morning and evening peak hors rotes to the Go Train at Arora Go Station. 22/22A King City: The Rote22/22A King City bs service rns northbond and sothbond (i.e. New Market GO bs terminal to York University). The bs service rns Monday to Satrday, with 25 mintes headway. 98/98E Yonge: The rote 98/98E Yonge bs service rns northbond and sothbond (i.e. Bernard Terminal to Finch GO Bs Terminal). The bs service rns all day of the year inclding weekend and holidays, with 25 mintes headway dring Weekdays/Satrday and 31 mintes headway dring Snday/Holidays. 32 Arora Soth: The Rote 32 Arora Soth bs service rns northbond and sothbond (i.e. Seneca College King Camps to Bayview Ave. and Stone Rd). The bs service rns Monday to Satrday, with 25 mintes headway. Selected trips dring morning and evening peak hors rotes to the Go Train at Arora GO Station. 31 Arora North: The Rote 31 Arora North bs service rns clockwise at Arora GO Station and heads throgh Yonge St./Indstrial Pkwy to St. Maximillian Kolbe Catholic H.S. The bs service rns only on weekdays, with 25 mintes headway. Viva Ble this bs rote operates between Finch GO Bs Terminal and Newmarket Terminal, generally in a north-soth direction. Stops are located at northwest and northeast corner of Yonge St. / Wellington Street. This bs service rns on weekdays sothbond (4:45 a.m. 11:35 p.m.) and northbond (5:3 a.m. 12:38 a.m.) with 2 mintes headway. The proposed development is located approximately 13 meters (abot a 2-minte walk) from the existing Chrch Street / Yonge Street bs stops, and 23 meters (abot a 3-minte walk) away from the existing Wellington Street / Yonge Street bs stops. The bs stops are serviced by the aforementioned bs rotes. Frthermore, all rotes are crrently eqipped with PRESTO and wheelchair accessible systems. Based on the stdy prepared by the Ministry of Transportation Ontario entitled: Transit Spportive Gidelines, dated Janary 212, transit sers are generally willing to walk 4 meters to a local stop or 8 meters to a rapid transit station. The Arora GO Station is approximately 75 meters from the proposed sbject site. NT Yonge Street, Arora ON Page 5 December 216

7 Transportation Stdy Existing Active Transportation Infrastrctres Sidewalks The area srronding the proposed development is serviced with dedicated walkways. Crrently, sidewalks are available on both sides of Yonge Street, Tyler Street, Mosley Street and Wellington Street. Bicycle Lanes There are no dedicated bicycle lanes within the vicinity of the sbject site however, there is a high density of amenities indicating many necessities are within walking distance Active Transportation Mode and Assessment Existing Conditions The review of the area srronding the proposed development indicates nmeros retail, food, and service establishments in the area inclding the Arora Pblic Library 1m away (only a 1-minte walk), Bank of Montreal 2m away (abot a 3-minte walk), and T.C. s Brgers directly beside the proposed development to the north. In addition, along Yonge Street in either direction are extensive plazas to service many of the needs of the elderly residents. Figre 2-2 illstrates the walking radis to the srronding amenities Data Collection The traffic data for the Yonge Street and Wellington Street East / Wellington Street West intersection was collected on Tesday Febrary 3, 215 by the Region. The remaining intersections Yonge Street / Mosley Street, Yonge Street / Tyler Street, Tyler Street / Temperance Street were ndertaken by NexTrans Engineering on Monday Agst 22, 216 and Thrsday Agst 25, 216 dring the morning (7: a.m. to 1: a.m.) and afternoon (4: p.m. to 7: p.m.) peak periods. Detailed existing traffic data and signal timing plan is provided in Appendix C Existing Capacity Analysis Capacity analysis at the stdy area intersections were carried ot sing Synchro version 8. Active developments within the stdy area intersection obtained from the City of Arora Planning Application were assessed and the site generated traffic volmes were sed as the baseline for the stdy area intersections ftre (221) backgrond traffic volmes. Nextrans Conslting and Cole Engineering completed the Traffic Impact Stdies for the Yonge Street and 45 Tyler Street, respectively. The site generated traffic volmes from the two stdies are provided in Appendix F. The Yonge Street development proposes 95 nit residential condominim townhose development. 9 Transportation Stdy trip generation forecasts were ndertaken sing the information contained in the Trip Generation Manal, 9 th Edition pblished by the Institte of Transportation Engineers (ITE) for Residential Condominim/Townhose (LUC 23). The expected trip generation calclation is provided in Table 3.1. To remain conservative, no transit redctions were applied to accont for transit or other modes of transportation. The trip distribtion and assignment have been derived from the 211 Transportation Tomorrow Srvey (TTS) data smmarized in Table 4.2 of this report Ftre Backgrond Traffic Assessment A five (5)-year (221) horizon period was selected for analysis, which generally coincides with the fll bild ot of the proposed development. It is or opinion the remainder of backgrond developments have been acconted for with a general growth rate of.5% componded annally applied to the throgh movements along Yonge Street and Wellington Street. The general growth rate will represent traffic growth from beyond the stdy area considering the srronded neighborhood is qite matre. Table 3.2 smmarizes the level of service at the given intersections nder ftre (221) backgrond traffic conditions. The ftre (221) backgrond development total site traffic volmes are illstrated in Figre 3-1. Detailed otpt analysis can be fond in Appendix G. Dring ftre backgrond traffic conditions, the intersections are operating at overall LOS 'D' or better dring the peak hor periods. 4. SITE TRAFFIC TRIP GENERATION TRIP DISTRIBUTION / ASSIGNMENT According to the site plan, the proposed development consists of a Chrch with a capacity of 45 seats and a 159- nit Retirement Residence. To remain conservative, no trip redctions were applied to accont for transit or other modes of transport. Provided in Table 4.2 are the assmptions for the trip distribtion rates. It is based on the information extracted from the 211 Transportation Tomorrow Srvey (TTS) and the existing road pattern. The site traffic volmes are illstrated in Figre 4-1. FUTURE (221) TOTAL TRAFFIC CONDITIONS Ftre (221) total traffic was determined by adding site generated traffic to ftre backgrond traffic volmes dring the weekday AM and PM peak hors, and is illstrated in Figre 5-1. Table 5.1 smmarizes the level of services at the intersections nder ftre total traffic conditions. Detailed analysis otpts are provided in Appendix H. The stdy area intersections contine operating at LOS 'D' or better dring the peak hor periods. It is important to note, the sothbond throgh and right trn movements from Yonge Street to Wellington Street will frther improve with the addition of the sothbond right trn lane. 12 Transportation Stdy opinion that the proposed site traffic will have negligible impact to the ftre operations of the external road network and may remain in their crrent state. 6. PARKING 6.1. Town of Arora Zoning By-law No According to the proposed site plan, a total of 133 parking spaces will be provided to the sbject site comprising of 48 spaces for the Chrch and 85 spaces for the Retirement Residence, which incldes a total of 4 Barrier Free spaces. We have reviewed the existing Town of Arora Zoning By-law No which stiplates the aforementioned sbject site development is nder the Instittional Zone. Parking reqirements are otlined in Section of the crrent By-Law. For chrches the minimm parking reqirements are one (1) parking space for each ten (1) seats or six (6) metres of bench space of its maximm seating capacity. The proposed chrch with a total of 1,467.2 sqare metres is assmed to be able to hose 45 people. As sch, the proposed chrch wold be reqired to provide 45 parking spaces. Based on discssion with the owner, the intent of the proposed site plan application is to comply with the existing Chrch reqirements. The proposed development is providing a total of 48 parking spaces for the chrch, inclding two (2) Barrier Free spaces which meets the crrent By-Law reqirement. The crrent By-Law does not define parking spaces specifically for the retirement home se. Using the minimm reqirements for residential dwelling nit in an apartment bilding, or a bilding containing both commercial and residential ses, the parking space reqirements will be 1.5 spaces/nit where a minimm of 2 percent of the spaces provided shall be set aside for and visally identified as visitors' parking. As sch, the proposed retirement home wold reqire a total of 239 total parking spaces, with 48 set aside as visitor parking spaces. Other Site Specific exceptions within the existing zoning By-Law nder the Instittional (I) se otlines parking rates for retirement homes in the range of.393 spaces per nit. The proposed development is providing a total of 85 parking spaces for the retirement home, with 17 dedicated visitor spaces, and two (2) Barrier Free spaces. This does not meet the parking provisions nder the By-Law for residential dwelling nits in an apartment bilding, bt does achieve an average of.5 parking spaces/nit. The achieved rate is above the average site specific parking rates for other retirement homes in Town as noted in other sections of this By-Law, and therefore considered appropriate for this property. It is also in line with the newly drafted comprehensive Zoning By-Law pdate xxxx-16 which incldes a parking rate of.5/dwelling nit specifically for the Retirement Home se. The owner will be sbmitting a Zoning By-law Parking Amendment adhering to a.5 space per site parking reqirement for the Retirement Residence. Barrier Free parking spaces are otlined nder a separate By-Law in the Town of Arora, known as the Parking By- Law Disabled Permit Parking provisions are listed nder Section 5.5a), and reqire a total of 2 parking spaces for parking lots with a total of spaces for which the pblic has access. The proposed development is providing a total of 4 barrier free spaces, which exceeds this reqirement. Based on the above noted parking rates, the parking reqirement for the proposed Chrch and Retirement Residence is detailed in Table 6.1. NT Yonge Street, Arora ON Page 11 December 216

In comparing the provided parking spply with the by-law reqirements, the sbject site has a parking srpls of 6 spaces. On this basis, it is or opinion the parking provided can sfficiently meet the site reqirements. 7. LOADING AND ON-SITE CIRCULATION According to the site plan provided, a total of three (3) vehiclar entrances are provided via Yonge Street, Tyler Street and Temperance Street. As mentioned earlier, Mosley Street meets Yonge Street as an nsignalized intersection with access to pedestrian crossing. An otbond shared lane configration is provided at all site accesses and it is recommended a Stop Bar (Ra-1) inside the property be provided in accordance to Ontario Traffic Manal (OTM) Book 5. Based on the reslts of the ftre total Synchro otpts, there will be no minimal inbond or otbond qeing isses. The site accesses will operate at excellent levels of services and will not reqire axiliary lanes de to the low site related traffic volmes. An AtoTURN analysis was ndertaken to confirm the adeqacy of the trning radis and the site circlation available for a typical 1m Garbage Trck/Fire Trck (MSU TAC-1999) provided in Figre 7-1. As detailed in Figre 7-1, the MSUTAC-1999 deigns vehicle can manoevre within the proposed site with ease. We have also ndertaken an AtoTURN analysis in the parking lot area sing a 5.6 m long large size Passenger Car (P-TAC 1999) and it was determined that these fll sized passenger vehicles can effectively manever throgh the sbject development as illstrated in Figre 7-2. 14 Transportation Stdy CONCLUSION The findings and conclsions of or analysis are as follows: The development proposal consist of a Chrch with 45 seats and a 159-nit Retirement Residence. Active developments within the stdy area intersection obtained from the City of Arora Planning Application were assessed and the site generated traffic volmes were sed as the baseline for the stdy area intersections ftre (221) backgrond traffic volmes. The proposed development is expected to generate 13 two-way trips (3 inbond and 73 otbond) dring the weekday morning peak hor and 115 two-way trips (72 inbond and 43 otbond) dring the afternoon peak hor. The site will be serviced with a total of three (3) vehiclar entrances are provided via Yonge Street, Tyler Street and Temperance Street. The proposed site entrances are expected to operate within capacity and excellent level of service with no critical movements identified. It is or opinion that the proposed site traffic will have negligible impact to the ftre operations to the external road network and may remain in their crrent state. In accordance with the parking provisions otlined in the existing Town of Arora Zoning By-law No for the Chrch and the owner s Zoning By-law Parking Amendment for the Retirement Residence, the proposed 133 parking spaces can sfficiently meet the site reqirements. The garbage loading and on-site circlation design is appropriate and meets Town standards.
