3 EV Policy Landscape Incentives Reglations Utility Investment Or biggest priorities
4 EV Policy Landscape in California: Incentives CEC Alternative and Renewable Fel and Vehicle Technology Program. Created by the California Alternative and Renewable Fel, Vehicle Technology, Clean Air, and Carbon Redction Act of 2007 (AB 118) and athorizes the Energy Commission to develop and deploy alternative and renewable fels and advanced transportation technologies to help attain the state's climate change policies. Fnds the bild ot of EV charging and hydrogen infrastrctre and the advancement of cleaner light-, medim-, and heavy-dty vehicle technology. CARB Air Qality Improvement Program. Also created by AB 118 (2007), is an incentive program administered by CARB to fnd clean vehicle and eqipment projects, research of biofels prodction. CARB Low Carbon Transportation Investments, fnded by Cap & Trade Action Proceeds, and mst be sed to frther the prposes of Assembly Bill 32 (2006) redce greenhosegas emissions. Fnds CVRP, HVIP, EFMP Pls Up, advanced technology demonstrations, and other programs. Non-monetary incentives are also critical. E.g., HOV-lane access for ZEVs and free or redced parking/charging.
5 EV Policy Landscape in California: Reglations ZEV Reglation: first adopted in 1990 and has been modified mltiple times since; crrently reqires manfactrers to prodce a nmber of ZEVs and plg-in hybrids each year, based on the total nmber of cars sold by the manfactrer in CA. Reqirements are in terms of percent credits, ranging from 4.5% in 2018 to 22% by Low Carbon Fel Standard: The goal of the LCFS is to redce the carbon intensity of the transportation fels mix 10% by CARB is in the process of amending the reglation to frther strengthen the CI redction throgh 2030 to: 20% redction in fel CI from a 2010 baseline by 2030, among other amendments. The LCFS serves as another incentive for transportation electrification. CALGreen: The California Green Bilding Code incldes both mandatory and volntary reach code measres that cities can adopt. For EV charging readiness, the code reqires raceway and panel capacity at specified percentages for residential and non-residential new constrction. There are open proceedings proposing to extend EV charging readiness measres to schools and commnity colleges and to increase the reqired amont of EV readiness for mlti-nit dwellings.
6 EV Policy Landscape in CA: Utility Investment The CPUC lifted its ban on tility investment in transportation electrification at the end of Following this decision, the three large investor-owned tilities proposed investments in lightdty charging pilot programs targeting workplaces, mlti-nit dwellings, and long-dwell time destination centers. Implementation of these pilots began in 2016; $197 million investment; 12,500 primarily L2 charging ports. SB 350, the Clean Energy and Polltion Redction Act, was signed into law in October 2015, establishing new clean energy, clean air and greenhose gas redction goals for 2030 and beyond. SB 350 reqires the CPUC to direct electrical corporations to file applications for programs and investments to accelerate widespread transportation electrification. AB 1082 and 1083 (2017) encorage the IOUs to propose pilot programs for EV charging infrastrctre at schools, state parks, and state beaches. We anticipate the CPUC will isse a decision on IOU proposals by December Pblicly-owned tilities are also investing in transportation electrification.

CalETC conservatively estimates the amont of fnding needed for light-dty pblic charging infrastrctre is abot $2.2 billion beyond known pblic and private investments. That nmber grows as we add medim- and heavy-dty charging, and hydrogen stations.
