INTRODUCTION From the information provided, we understand you will be pursuing a Rezoning and Site Plan Application for a development proposal on the above-noted site located just south of Hunt Club Road. We are advised that the intent is to now pursue a 99-suite extended stay hotel instead of the previously proposed 69 unit apartment building. The current Site Plan is depicted in Figure 1. In discussing this file with Wally Dubyk of the City, he is aware of the traffic issues in the immediate area, potentially due to recent development of the adjacent sites, and the City has recently installed speed bumps on Dean Martin Crescent to slow traffic, and a curb extension on Paul Anka at its Wisteria intersection to improve sight lines. Given the sensitivity of the area residents and Ward Councillor to these traffic issues, it was agreed that current counts at key intersections on these local street are needed as a basis on which to assess the impacts/requirements, if any, of the extended stay hotel proposal. Based on the foregoing, we have prepared this Addendum to both our previous Traffic Impact Study (TIS) and Addendum #1 to support the requested Rezoning and Site Plan. 2. NET CHANGE IN PEAK HOUR TRAFFIC GENERATION Consistent with the TIS we used ITE trip generation rates and then adjusted these to account for local characteristics, with regard to vehicle occupancy, transit ridership and bike/walk travel modes. Included in Attachment #1 are the resultant new vehicle trips for both the previous 69 unit apartment proposal and the current 99 room suite hotel proposal. The following Table 1 compares the peak hour vehicle trip generation of these two land uses.

As such, the related findings, conclusions and recommendations of the TIS remain valid. 3. SITE PLAN OVERVIEW A review of the Figure 1: Site Plan indicates that the dimensions for the parking spaces and circulation aisles meet By-law requirements. With regard to site access/egress, it is the same as per the approved Site Plan, and is therefore considered acceptable. There will be one driveway connection to Paul Anka Drive, located between Wisteria Crescent and Hunt Club Road, and also a driveway connection through to the adjacent recently developed site that will provide access/egress to Gibford. Because of these connections, which provide quite direct access to both Hunt Club and Uplands Drive, it is estimated that very little of the Table 1 sitegenerated traffic will travel on the sections of Paul Anka and Dean Martin between Wisteria and Gibford. 4. EXISTING TRAFFIC CONDITIONS We are advised of community concerns regarding cut-through traffic using the Paul Anka/ Dean Martin/ Gibford link as a by-pass to the signalized Hunt Club/ Uplands intersection. To assist in either reducing the volume of cut through traffic and/or reduce its speed, we have been advised that the City has recently installed speed bumps on Dean Martin Crescent. To assist in quantifying the current traffic volumes using Paul Anka, Dean Martin and Gibford, Parsons conducted morning and afternoon perk hour traffic counts at these intersections on May 12 and 13, The count summaries are included as Attachment #2. In review of these counts, it can be seen that at the Paul Anka/Wisteria intersection, the significant majority of peak hour traffic is to/from Wisteria with only a small percentage being through traffic on Paul Anka. At the Wisteria intersection, 75% to 80% of the traffic is to/from Wisteria and only 20% to 25% is through traffic. During the rest of the day, they would be even less. This volume of traffic is considered very appropriate for and compatible with local streets. Observed Driver Behaviour While conducting the aforementioned traffic counts, the following driver behaviour was observed at the two intersections Wisteria/ Paul Anka Intersection: Poor compliance to the STOP sign on Wisteria. Numerous drivers on Wisteria treated the STOP sign as a Yield sign, and as such only slowed down before continuing into the intersection, but did not stop. Often the driver had to break hard because a car was travelling on Paul Anka, which the Wisteria driver was not anticipating (given the low volume of though traffic on Paul Anka). There is a school bus drop off on Dean Martin. We observed a few vehicles from Wisteria parking in the no parking/no stopping zone on the Paul Anka/Dean Martin curve waiting for children to depart from the school bus. Once the bus left and the children were in the cars, U-turns were performed with the vehicles then turning back into Wisteria. Gibford/Dean Martin Intersection: STOP sign compliance was much better at this intersection, with few rolling stops. As the traffic is more evenly balanced between all-movements (unlike at Wisteria) this is conducive to most drivers stopping correctly. Dean Martin Speed Humps: The two speed humps on Dean Martin appear to be effective for this stretch of road, as these was very little vehicle breaking as cars travelled over the humps. This usually indicates that the design and spacing of the humps is in keeping with the desired travel speed for the road. 5. FINDINGS, CONCLUSIONS AND RECOMMENDATIONS. Based on the foregoing analysis, the findings, conclusions and recommendations of this Addendum are as follows. Findings and Conclusions The property is seeking a SPA to change the use from a 69 unit apartment building to a 99 unit suite hotel; Comparison of the projected peak hour vehicle trips between the two uses indicates that they are effectively the same (± 2 vph difference); With the exception of the addition of a passenger drop-off lane at the hotel front door and a garbage/loading facility at the east end of the building, the on-site transportation and site access/egress is the same;
5 Page 5 Current peak hour traffic volumes on Paul Anka, Dean Martin and Gibford are relatively low and in keeping with their local road description; The recently installed speed humps on Dean Martin Crescent appear to be effective in controlling vehicle speed for this section of roadway; At the Wisteria/Paul Anka intersection the following was observed; - The significant majority of traffic (70% to 75%) using this intersection during peak hour is to/from Wisteria. Through traffic is a significant minority (20%-25%); - A noticeable number of vehicles travelling eastbound on Wisteria and approaching the STOP sign on Paul Anka, do not stop, but instead roll though the STOP sign and then only stop (abruptly) if there is a car travelling on Paul Anka; and - Residents of Wisteria Crescent were observed to park illegally on the bend of Paul Anka and Dean Martin to wait for their children to come home on the school bus. Once the children are in the car, a U-turn is made and the vehicle returns to Wisteria Crescent. Adherence to the STOP signs at the Dean Martin/Gibford intersection was high; and Given the location of the site driveway connections to Paul Anka and Gibford, very little site-generated traffic is expected to travel on the section of Paul Anka Drive or Dean Martin Crescent between Wisteria and Gibford. Recommendations As there is effectively no change in site-generated traffic between the previous and current proposed land uses, and as the on-site circulation is also effectively the same, the proposed Site Plan is recommended from a transportation perspective.
