3 1. Descriptin Rad design and cnstructin standards fr paved (asphalt cncrete) subdivisins and special rads as designed within the Rural Municipality f Crman Park, N. 344 (Municipality). 2. Miscellaneus Fr the purpses f this dcument, the term prpnent shall be used t address duties that shall be undertaken by the wner, develper, cntractr and engineer interchangeable. During cnstructin, the prpnent shall be respnsible fr all traffic accmmdatin measures. This shall include but nt limited t: Prper signing f all access rads whereby traffic (cnstructin r lcal) may access existing Municipality rads. Traffic gravel shall be applied, if r as necessary fr lcal traffic. Prper measures shall be taken t ensure that lcal traffic can safely interact with cnstructin equipment. The prpnent shall ensure that all necessary Haul Rad Agreements are in place including any prvisins fr dust cntrl prir t the hauling f materials. Dust cntrl t be applied n any apprved detur rutes. 3. Required Right-Of-Way Standards Minimum allwable Right-f-Way (ROW) purchased shall be 30.0 meters (m). The prpnent shall be respnsible fr the purchase f all ROW. The minimum allwable ROW fr cul-de-sacs and turnabuts purchased shall be 60.0 m with a minimum f 15.0 m radius fr the driving surface. The rad shall be designed and cnstructed in the center f the Right-Of-Way unless with special permissin f the Municipality. 4. Rad Widths and Gemetric Standards 4.1. Finished Rad Width and Height The finished asphalt driving surface (paved width befre the start f the asphalt slpe) shall be as fllws: Fr fill heights f 3.0 m r less (where the rad surface is frm 0.0 m t 3.0 m in height), a 7.4 m finished rad tp width (asphalt) shall be required. Fr fill heights greater than 3.0 m (where the rad surface is frm 3.1 metres in height r mre), a 8.0 m finished rad tp width (asphalt) shall be required. The rad crss-fall (slpe) shall be cnstructed t 2.0% with any curves must be cnstructed with the prper super-elevatin. Issued Date: Nvember 9, 2017 Page 1 f 11

4 The average shulder elevatin f the rad surface shuld be apprximately 0.8 m t 1.0 m abve the adjacent grund except in cut areas. The subgrade surface shall nt be less than 1.5 m abve high water level n the grund water table. (ie: level t which free water wuld rise in a hle sunk in the grund) Surfacing and Hydraulic Design A grading, surfacing and hydraulic design shall be cmpleted, signed and stamped by a Prfessinal Engineer registered with the Assciatin Of Prfessinal Engineers and Gescientists f Saskatchewan (APEGS) and licensed t practice (Permissin t Cnsult in this field f expertise) within the Prvince f Saskatchewan. The surfacing structure shall be based upn the Saskatchewan Ministry f Highways and Infrastructure s Shell Curve methd and shall be based n a 15 year design life (N 15). Sils testing shall be in accrdance with the Saskatchewan Ministry f Highways and Infrastructure s Standard Test Prcedures manual. Hydraulic structures (culverts) with significant flws shall be designed (sized) in accrdance with the Saskatchewan Ministry f Highways and Infrastructures Hydraulic Manual and shall be based n a Q 25 flw (1 in 25 year (1:25)) frequency. The Municipality may request that the design be based n a Q 50 flw (1 in 50 year (1:50)) frequency based n the lcatin (prximity) f any residences upstream f the crssing. The prpnent shall apply fr, and shall meet all f the listed requirements, an Aquatic Habitat Prtectin Permit (AHPP) frm SaskWatershed Authrity fr hydraulic passages requiring such Sideslpes Sideslpes shall range frm 3:1 t 4:1 depending upn situatin and with apprval frm the Municipality. The standard required sideslpe shall be 4:1. Fr rad fills ranging frm 0.0 t 3.0 m in height, the sideslpe shall be 4:1. Fr rad fills ranging in height frm 3.0 m t 4.0 m, the te f slpe shall be 12.0 m frm shulder f the rad. Fr rad fills greater than 4 m the sideslpe shall be 3:1. If upn review by the Municipality, a sideslpe f 3:1 may be allwed nly with special permissin frm the Municipality Ditch Bttm Widths Ditch bttm widths shall be range frm 4.0 t 6.0 m depending upn grade height and backslpe requirements. 5 4.5. Backslpes Sideslpes shall range frm 5:1 t 3:1 depending upn the situatin and with apprval frm the Municipality. The standard required back slpe shall be 5:1. A backslpe f ranging frm a minimum f 3:1 t the standard backslpe f 5:1 will be allwed in cnjunctin with maximizing the ditch bttm width Maximum Rad Gradient The maximum rad gradient allwed shall be 5.0%. With special apprval by the Municipality, a 6.0% gradient may be allwed Stpping Sight and Intersectin Distances The stpping sight distance fr intersectins with any rad shall be a minimum f 140 m. This is based upn the SARM guidelines fr an 80 km/h rad design. Fr urban (lw speed internal rads), reduced stpping sight distances will be utilized and apprved based n design and perating speeds. The minimum length f rad (cnstructed past an apprach) shall be 100 m. This is dne in rder t meet Stpping Sight Distances, snw and ice remval and rad maintenance. Fr intersecting rads, the sight triangles shall be clear f any bstructins. The sight triangle shall be a minimum f 85.0 m frm the pint f intersectin n municipal rads and grid intersectins and t a maximum f m n primary grid rads using 80 km/h design speed. Fr urban (lw speed internal rads), the sight triangles will be utilized and apprved based n design, perating speeds and applicable signing Existing Rads Cnsideratin may be given within existing multi-parcel subdivisins fr reduced finished rad widths t a maximum f 7.4 m. 5. Snw Clearance Standards When shulder grade elevatin is 0.3 m r less abve natural surface at 15.0 m t 20.0 m frm center line then the backslpe must be flattened using a variable slpe f 5:1 t a maximum f 3:1. 6. Rad Cnstructin 6.1. Clearing and Grubbing Timber, brush, duff (vegetatin), rts, lgs and stumps shall be cmpletely cleared frm the surface f the Right-f-Way. Debris frm clearing and grubbing peratins shall nt be used in the cnstructin f embankments (any prtin f the rad structure). Issued Date: Nvember 9, 2017 Page 3 f 11

6 Debris frm clearing and grubbing peratins shall nt be buried within the Right-Of- Way Remval and Replacement f Tpsil All tpsil within the Cnstructin Ftprint shall be remved and stckpiled. The Cnstructin Ftprint is defined as the area within the cut r fill stakes. The Cntractr shall install apprpriate sediment cntrl t ensure n sedimentatin frm tpsil stckpiles enters int adjacent water bdies. Upn cmpletin f the cnstructin, tpsil shall be replaced t a unifrm depth ver the Cnstructin Ftprint excluding the rad surface. The maximum cmpacted depth f tpsil replaced will be 100 mm. Stnes (rcks) 75 mm r mre in diameter shall be remved and dispsed f frm the tpsil replaced Drainage (culvert) Installatins If the fundatin is unsuitable, the bttm f the bed shall be sub-cut t a minimum f 0.3 m belw the granular backfill layer. A getextile fabric shall be installed t separate the grund surface frm the granular materials. A minimum 8 unce (Getex 801 r equivalent) nnwven getextile shall be used. The bedding line shall be shaped t fit the culvert. Crrugated metal pipe culverts (CSP) shall be placed with the inside circumferential laps pinting dwngrade and with the lngitudinal laps at the sides r quarter pints. The sectins f the culvert shall be firmly jined with cupling bands. Jints shall be as tight as pssible. Culverts shall be t the fllwing minimum sizes unless larger sizes are required t meet flw requirements: Apprach culverts shall be a minimum f 400 mm in diameter. Thrugh grade culverts shall be a minimum f 600 mm in diameter. CSP culverts shall have a minimum thickness f 2.0 mm (12 gauge). Granular material shall be cmpsed f sand r gravel free frm undesirable quantities f sft r flaky particles, lam, and rganic r ther deleterius material. 7 Fr backfilling all types f culverts and bridge abutments, Type 115 shall be used. Fr backfilling subsurface drain pipes, Type 116 shall be used as a filter Material. Fr backfilling curbs, curbs and gutters, sidewalks, driveways, strm sewers, and manhles, catch basins, and ther ancillary structures, Type 10 shall be used. Earth backfill under the haunches f culverts, except thse in appraches nt t be paved shall be cmpacted with mechanical impact tampers. After the earth backfill and granular backfill has been placed and cmpacted arund the culvert, the remainder f the embankment shall be cnstructed by drying the earth material t at least the ptimum misture cntent and cmpacted t an average f nt less than ne-hundred (100) percent f the maximum density as determined by a Saskatchewan Ministry f Highways and Infrastructure Standard Prctr test. The earth material abve the bedding line shall be placed, simultaneusly and unifrmly, in lifts n each side f the culvert. In subcut sectins, the lift shall extend t the limits f the sub-cut; therwise the lifts shall extend nt less than 15 m frm each side f the culvert. N bjectinable material shall be used within that prtin f the embankment abve r belw the bedding line n culverts thrugh the radbed. The embankment, within three diameters r three span; f the culvert barrel, shall be free frm rcks having a dimensin f 80 mm r greater when measured in any directin. Randm riprap shall be installed at all culvert lcatins where the culvert diameter is greater than 800 mm. A nnwven getextile shall be placed prir t the placement f the riprap material Subgrade Embankments Earth embankments shall cnsist f acceptable earth material and rck material free frm bjectinable quantities f rganic matter, frzen sil, stumps, trees, mss, and ther unsuitable materials. The embankment shall be cnstructed by placing the material in successive layers. The depth f each layer shall nt be mre than fifteen (15) centimetres (cm) uncmpacted. The full width f each segment f each layer shall be bladed with a mtr grader at least twice prir t being cmpacted. The slpes and surface f the embankment shall be shaped and trimmed t a unifrm smth surface cnfrming t the crss-sectins shwn n the plans, r as staked. Stnes having a dimensin f eight (8) cm r mre when measured in any directin shall be remved frm the tp fifteen (15) cm f the subgrade. The fllwing requirements will apply fr all embankments: When unsuitable material is encuntered belw the natural grund surface in embankment areas, the material shall be excavated and remved. The embankment layer (ther than at culverts including the sub-cut backfill layer) frm 750 mm t 600 mm belw the tp f the subgrade shall be dried t within 3% f the ptimum misture cntent. 8 Each layer f the tp 600 mm f the subgrade shall be dried t at least the ptimum misture cntent and cmpacted t an average f nt less than nehundred (100) percent f the maximum density as determined by the Saskatchewan Ministry f Highways and Infrastructure Standard Prctr test. The misture and densities will be cnsidered satisfactry when: All individual misture test results are equal t r less than the ptimum misture cntent. Density test results average nt less than ne hundred (100) percent f the maximum density. All individual density tests are greater than ninety-eight (98) percent f the maximum density. If the misture existing in the sil is insufficient fr cmpacting t the specified density and fr finishing, the prpnent may elect t add water. The freging requirements will als apply t backfill f subcuts and the embankment required t prepare the beds and backfill drainage structures. Appraches t be cnstructed as per Municipalities Apprach Cnstructin plicy Traffic Gravel Traffic gravel shall cmply with Type 106. Sieve Designatin Percent by Weight Passing Canadian Metric Sieve Series TYPE mm mm mm mm mm mm μm Fractured Faces 40% Minimum A tlerance f 3% in the percent by weight passing the maximum size sieve shall be permitted Traffic Gravel Behind Cnstructin Type 106 Traffic Gravel shall be placed and spread n a newly cnstructed subgrade surface. Traffic gravel Type 106 shall nt be depsited until the subgrade surface has been cmpacted (t the required density) and trimmed. Traffic gravel shall be dumped and spread unifrmly n the subgrade surface as required. Traffic gravel shall be applied t the finished surface f all appraches. Sub-Base Curse Sub-base aggregate shall be cmpsed f sund, hard, and durable particles f sand, gravel and rck free frm injurius quantities f sft r flaky particles, shale, lam, clay balls and rganic r ther deleterius material. Sub-base curse shall cmply with the requirements listed in fllwing table: Sieve Designatin Percent by Weight Passing Canadian Metric Sieve Series 50 mm mm μm μm μm Plasticity Index 0 6 A tlerance f 3% in the percent by weight passing the maximum size sieve shall be permitted prviding 100% f the versize passes the 63.0 mm sieve. The thickness f any ne cmpacted lift f sub-base curse shall nt exceed 120 mm. Sub-base curses shall be cmpacted until n further settlement is apparent and the particles are well keyed int place. The finished surface f the sub-base curse shall be true t grade and crss sectin and free f any surface defects, rutting r defrmatins the placement f the next curse Granular Base Curse Base aggregate shall be cmpsed f sund, hard and durable particles f sand, gravel and rck free frm injurius quantities f elngated, sft r flaky particles, shale, lam, clay balls and rganic r ther deleterius material. Base Curse Mix (Type 33) shall cmply with the requirements listed in fllwing table: Sieve Designatin Percent by Weight Passing Canadian Metric Sieve Series 18.0 mm mm mm mm μm μm μm μm Plasticity Index 0 6 Fractured Faces (%) 50.0% Minimum Lightweight Pieces 5.0% Maximum Issued Date: Nvember 9, 2017 Page 7 f 11

10 A tlerance f 3% in the percent by weight passing the maximum size sieve shall be permitted prviding 100% f the versize passes the 22.4 mm sieve. Granular Base Mix shall be spread n dry and unfrzen surfaces and shall nt be cmpacted if the atmspheric temperature is less than 2 Celsius. The finished surface f the Granular Base Curse shall be true t grade and crss sectin and free f any surface defects. The Granular Base Curse shall be cnsidered satisfactry when: It cntains n surface defects. The average density meets r exceeds 100% f maximum density. All individual test results are greater than 98% f maximum density. The misture cntent is less than r equal t the ptimum misture cntent. A prime cat shall be placed n the finished final lift f Granular Base Curse Prime cat shall be placed within 24 hurs, weather permitting Asphalt Prime and Tack Cat The prpnent may elect t use MC-30, an emulsified asphalt primer, rad-mixed SS-1, rad-mixed SS-1H fr the prime cat. If using SS-1 r SS-1H, the SS-1 must be incrprated int the tp 25 mm t 50 mm f the Granular Base Curse. SS-1 r SS-1H emulsified asphalt shall be used as a tack cat. The tack cat shall be applied in accrdance with the applicatin rates utlined in the fllwing table: Surface Type New Asphalt Cncrete Residual Applicatin Rate (L/m 2 ) Undiluted Diluted (ne part water t ne part emulsified asphalt) Ptable water shall be used t dilute the emulsified asphalt. The tack cat shall be applied in a single applicatin and unifrmly acrss the prepared surface. Asphalt fr prime cat and tack cat shall nt be applied t a prepared surface when: The surface temperature is less than 2 C. The weather is misty, rainy, r if rain is impending. Traffic will nt be permitted t travel n prime cat until 6 hurs after applicatin. After 6 hurs, excess asphalt remaining n the surface shall be bltted by sand befre traffic is permitted t travel n the surface Asphalt Cncrete Virgin aggregate used fr Asphalt Cncrete shall be cmpsed f sund, hard and durable particles f sand, gravel and rck, free frm injurius quantities f elngated, sft r flaky particles, shale, clay, lam, irnstne, cal and rganic r ther deleterius materials. 11 Type A asphalt shall be used as bituminus binder. This material shall meet the requirements f Saskatchewan Ministry f Highways and Infrastructure s Specificatins fr Manufactured Materials (SMM) Fr Asphalt Cements. Hydrated-lime r liquid anti-strip shall be used as an anti-stripping agent. The stripping ptential shall nt exceed 5% as determined by SMHI Standard Test Prcedure (STP ). Liquid anti-stripping agent shall be added at a rate f apprximately 1.0% f the weight f liquid asphalt added. The amunt f hydrated lime added shall be apprximately 1% f the ttal dry aggregate by weight. The Cntractr shall ensure the prcedures and equipment used fr the additin f hydrated lime anti-stripping agent are adequate t ensure that the hydrated lime is added at a unifrm cnsistent rate. Asphalt cncrete shall be spread n dry, clean, and unfrzen surfaces. Asphalt cncrete shall be placed in accrdance with the fllwing temperature limitatins: Issued Date: Nvember 9, 2017 Page 9 f 11

12 Paving may begin, fr ther than the final lift, when the temperature is 0 C prvided the temperature is frecast, by Envirnment Canada, fr the clsest lcatin t the prject, t reach at least 5 C that day. The final lift f asphalt cncrete shall nt be placed if: The atmspheric temperature is less than 5 C; The surface temperature is less than 7 C. The asphalt cncrete mat shall be cnstructed t a field density range f 97% t 98% f the Marshall Density based n readings frm a crrelated Nuclear Densmeter gauge. The prpnent will develp a crrelatin between the results f the nuclear gauge and the results f the asphalt cncrete cres btained frm the cmpacted lift f asphalt cncrete. The density results btained frm the cres will be used t crrect the Field Density results btained frm the nuclear gauge. The asphalt mat shall be cnstructed s that: There are n pavement depressins. Lngitudinal cnstructin jints frm ne lift t the next shall be separated by at least 100 mm. The minimum and maximum thickness f a cmpacted lift f asphalt cncrete shall meet the fllwing requirements: Minimum asphalt mat thickness shall be 30 mm. Maximum asphalt mat thickness shall be 50 mm. The asphalt mix temperature in the paver shall nt be less than 110 C. Cntact faces f curbs, gutters, manhles, and sidewalks shall be cated with asphalt using a hand applicatr befre placing the asphalt mix. When paving is discntinued n the radway, the asphalt cncrete shall be temprarily feathered t a slpe f 10 hrizntal t 1 vertical. When paving is resumed, the transverse jint shall be straight and have a vertical face when the taper is remved. Asphalt mix shall nt be placed r allwed t fall n previusly laid tp lift asphalt cncrete r the existing asphalt cncrete. Transverse cnstructin jints frm ne lift t the next shall be separated by at least 2.0 m. The prpnent shall cnstruct the asphalt mat s that there are n areas f: Segregatin. Surface defects which may cnsist f: Rller marks. Open texture. Imprper matching f lngitudinal and/r transverse jints. Cracking r tearing. Cntaminatin by diesel, hydraulic fluids, detergent r ther harmful prducts. Freign bjects r materials that are detrimental t the asphalt cncrete. Clay balls r versized materials. 13 6.11. Seeding Prir t seeding, the area t be seeded shall be true t grade and crss sectin and free frm irregularities. The prpnent shall harrw the seeded areas immediately after the seeding is cmpleted. The seed material shall cntain the fllwing blend f seeds: Seed Mix Cmmn Name % f Mix Sheep's Fescue 15 Canada Blue Grass 15 Blue Fescue 15 Hard Fescue 15 Chewings Fescue 15 Creeping Red Fescue 15 Perennial Rye Grass 10 The seed applicatin rate shall be 14 kg per hectare (31 lbs per acre). The Municipality may apprve ther grass seed mixtures having similar grass seeds r slight changes in mixture percentages. 7. Design and Cnstructin Certificatin The Municipality reserves the right t request any and/r all test result(s) r ther assciated dcumentatin at any stage f the prject. Upn cmpletin f the prject and prir t the start f the warranty perid, the prpnent s Engineer and/r engineering firm shall cmplete and submit a signed and sealed Statutry Declaratin stating that all design and cnstructin criteria/specificatins in accrdance with the parameters afrementined have been met. The Engineer f Recrd shall be a Prfessinal Engineer registered with the Assciatin Of Prfessinal Engineers and Gescientists f Saskatchewan (APEGS) and licensed t practice (Permissin t Cnsult) within the Prvince f Saskatchewan. The Engineer(s) f Recrd shall have reviewed and/r been invlved with the design and/r cnstructin f the prject and shall have firsthand knwledge f the wrk cmpleted.
