Item Details Reference Respnsibility 1.0 Purpse 1.1 T ensure that all temprary wrks n site are in accrdance with the requirements f BS5975:2008+A1:2011. BS Scpe 2.1 Applies t all wrks n site defined as temprary wrks. 2.2 This prcedure applies under sectin A where Berkeley acts as the Principal Cntractr, and sectin B where Berkeley acts as the Client nly. 2.3 Where the temprary wrks structures are t be clse t Netwrk Rail r Transprt fr Lndn infrastructure, the and r the Prject Directr/ Manager must liaise with them t agree requirements. Fr cmplex temprary wrks, the shuld hld a relevant degree r higher natinal diplma in civil r structural engineering and, preferably, be a chartered civil r structural engineer. The must supply evidence f cmpetence by cmpleting the Temprary Wrks Appintment Nminatin frm. 4.3 Cmpetencies f Temprary Wrks Supervisrs The must have: Experience, knwledge and training relevant t the type f temprary wrks t be undertaken; Persnal qualities t act with the necessary authrity; Attended a r curse, unless the the Head f Health and Safety prvide written dispensatin. The must supply evidence f cmpetence by cmpleting the Temprary Wrks Appintment Nminatin frm. Cmpetence must als be in-line with the requirements f the Training, Cmpetence and Inductin prcedure. 4.4 Cmpetencies f Temprary Wrks Designers Temprary Wrks Designers must have: Experience f the type and nature f the temprary wrks described in the Temprary Wrks Engineering Design Brief(s); Hld a degree r higher natinal diplma in civil r structural engineering. Evidence f the abve cmpetencies must be submitted t the Prject Directr/ Manager and using the Temprary Wrks Appintment Nminatin frm. Evidence submitted must be retained n site. 4.5 Key matters t be addressed in temprary wrks On all prjects, the fllwing temprary wrks requirements must be fulfilled: Prepare a Temprary Wrks Management Plan and review it every mnth; Obtain evidence f qualificatins, training recrds, and experience fr s, s, and Temprary Wrks Designers using the Temprary Wrks Persn Nminatin frm; Appint a fr the prject by using an Appintment f frm; Appint cmpetent Temprary Wrks Designers; Cntractrs carrying ut temprary wrks must appint a and identify their DI t the. Fr all temprary wrks elements n a prject, the fllwing are required: A Temprary Wrks Engineering Design Brief; A design with drawings and calculatins, which must be checked; An inspectin f the temprary wrks befre it is laded/ taken int use; A Temprary Wrks Permit t Lad/Take Int Use must be issued; A Temprary Wrks Permit t Dismantle when the temprary wrks are n lnger required; A Temprary Wrks Register t recrd the abve; A risk assessment and methd statement must be in place fr the temprary wrks; Inspectins during the use f the temprary wrks, which must be recrded using the Temprary Wrks Inspectin Recrd frm; A regular review f the temprary wrks arrangements t cnfirm that they are being managed prperly. The Temprary Wrks Register shuld be used fr this. The Technical Manager must keep the schedule up t date until a has been appinted. They must make the schedule available t the prject team members as part f the precnstructin infrmatin t allw the cnstructin phase planning and trade cntactrs prcurement t prgress. 4.7 Pre-cnstructin Cmmercial department The Cmmercial Manager/Surveyr must ensure that trade cntractr tender invitatins that invlve elements f temprary wrks include a clear bligatin n the trade cntractr t bserve the requirements f this prcedure. 4.8 Prject Directr/ Manager Prject Directrs/Manager must: Prepare and keep the Temprary Wrks Management Plan up t date using the Temprary Wrks Management Plan frm; Submit details f the prpsed t the DI using the Temprary Wrks Persn Nminatin frm; Prevent the lading f temprary wrks until the DI has appinted the in writing; Prvide the with the resurce and authrity t carry ut their duties including attendance at frmal temprary wrks reviews; Prvide infrmatin required by the ; Cnfirm that the temprary wrks arrangements n site are cmpliant with this prcedure by cmpleting frmally recrded reviews which must: BHC-F-11a Technical Manager Cmmercial Manager / Surveyr Prject Directr Prject Manager Be undertaken at least every mnth; Be attended by the ; Be attended, as necessary, by the s f trade cntractrs carrying ut temprary wrks at the time; Examine site recrds fr the temprary wrks n site at the time; Ensure that Temprary Wrks Designers appinted by Berkeley are aware f this prcedure and their specific respnsibilities; Ensure that arrangements are in place t inspect and maintain temprary structures which remain in use when the trade cntractr wh cnstructed them cmpletes their wrk and leaves the prject. These designs include unusual designs r where significant departures frm standards, nvel methds f analysis r cnsiderable exercise f engineering judgement are invlved. The check may be carried ut by anther member f the design team. The check shuld be carried ut by an individual nt invlved in the design and nt cnsulted by the designer. The check shuld be carried ut by anther rganisatin. Arrange an additinal independent design check where the r Prject Directr/ Manager has any cncerns ver the efficacy f a temprary wrks design. The design check must be undertaken by smene with the relevant experience fr the type f temprary wrks in questin; Prvide, where necessary, temprary wrks design infrmatin t ther interested parties, e.g. the designers f the permanent wrks; Use the Temprary Wrks Register frm t recrd the drawings, calculatins and ther relevant dcuments relating t the temprary wrks design and keep the register up t date; Review and evaluate risk assessments and methd statements (RAMS) that invlve temprary wrks; Ensure that the s nly use designs marked Fr Cnstructin, which include restrictins r cnstraints and guidance; Mnitr trade cntractrs fr cmpliance with this temprary wrks prcedure thrugh site visits at a frequency prprtinate t the cmplexity and vlume f temprary wrks, but at least mnthly; Participate in frmal reviews f the temprary wrks arrangements n site and the Temprary Wrks Management Plan at least nce a mnth; Carry ut a final inspectin n all temprary structures, any part f which has been cnstructed r installed by multiple trade cntractrs. BHC-F-11h 4.11 Temprary Wrks Supervisrs Fr all elements f temprary wrks that they supervise, the s shall: Cperate with the appinted in discharging the duties f the ; Ensure that fr all temprary wrks elements under their cntrl, a Temprary Wrks Engineering Design Brief frm: BHC-F-11e is prprtinate t the cmplexity f the temprary wrks required; reflects the actual situatin n site; has been submitted t and reviewed by the appinted ; has been submitted t an apprpriately qualified, experienced and cmpetent temprary wrks designer. Only begin cnstructin r installatin f temprary wrks when: a design has been prepared that has been issued FOR CONSTRUCTION ; a design check has been successfully cmpleted; a specific RAMS has been prepared fr the cnstructin and dismantling f a temprary structure, which includes any sequence r methd f cnstructin/ dismantling impsed by the TWD and/r the permanent wrks designer; the RAMS has been reviewed by the and the Berkeley Site Manager; the RAMS has been briefed t all peratives invlved in the cnstructin and/ r dismantling. Ensure that the materials and cmpnents t be used t cnstruct temprary structures are fit fr purpse and cmply with the specificatin f the design. If in dubt, the must cnsult the and TWD t reslve the matter prir t cnstructing the temprary wrks; Carry ut inspectins at apprpriate stages t check that temprary wrks cmply with the design and methd statement. Fllwing an assessment f the grund cnditins, an engineered-design may be used. Any subsequent grund preparatin r strengthening required by the design must be treated as temprary wrks. Similarly, scafflding that requires supprt frm the permanent wrks r frm an existing structure must be apprved by the permanent wrks engineer and the apprval must be recrded n the Temprary Wrks Register Basic scaffld Fr scafflding designed within the parameters set by TG20:13 Gd Practice Guidance fr Tube and Fitting Scafflding and designated by TG20:13 as a Basic Scaffld, the Prject Manager must get written cnfirmatin frm the scaffld cntractr that the scaffld cmplies with TG20:13 i.e. Basic Scaffld. Basic scafflding that is prviding access nly i.e. nt prviding supprt t the permanent wrks r ther temprary structure, des nt require a permit t dismantle t be issued by the relevant. In all ther situatins, a permit t dismantle will be required Standard slutins and prprietary systems Fr standard slutins and prprietary systems, such as Heras fencing r Oxfrd Safety Systems prducts, an engineered design with drawings and calculatins is nly needed if the standard slutin is used utside the parameters set by the manufacturer (including any mdel designs/infrmatin prvided by the manufacturer. A cpy f the relevant infrmatin prvided by the manufacturer must be retained n site, and relevant details entered n the Temprary Wrks Register. Hwever, where relevant site-specific restrictins exist such as pr r unknwn grund cnditins, an engineered design will be required and this prcedure must be applied in full. Nte: standard slutins and prprietary systems installed n site must be subject t recrded weekly inspectins Hles and vids Where a hle r vid is created during the cnstructin prcess that is nt large enugh fr a persn t fall thrugh, it must be cvered with a suitable material such as plywd, and the vid signed r painted red t identify it. Where the hle r vid is large enugh fr smene t fall thrugh, it must be prtected with a prperly designed temprary wrks installatin. TG20:13 Gd Practice Guidance fr Tube and Fitting Scafflding Prject Manager Sectin B Applies where Berkeley act as the client 4.17 Principal cntractr s temprary wrks prcedure The DI must check that a prpsed Principal Cntractr has a frmal, written prcedure fr the management f temprary wrks that fllws the principles f BS5975 and prvides fr: The frmal appintment f a DI; The frmal appintment f a cmpetent ; The frmal appintment f cmpetent s; The preparatin and maintenance f a Temprary Wrks Register. If the appinted Principal Cntractr des nt have a frmal, written prcedure fr the management f temprary wrks, they must cmmit t adpting the requirements f this prcedure.
