Officers and seafarers f the engine department wrking nbard fishing vessels are nt required, at this time, t cmplete MED refresher training, unless they d nt have enugh sea service t meet the renewal requirements fr their CC, as set in sectin 107 f the Marine Persnnel Regulatins (MPR). Backgrund The STCW 2010 Manila came int frce n January 1, The Cnventin s transitin perid is scheduled t end n December 31, This means Canada, as a party t the STCW 2010 Manila, must fully cmply with its requirements by January 1, Transprt Canada Marine Safety and Security (TCMSS) has submitted a number f amendments t mdernize the current MPR. Until these amendments cme int frce, TCMSS has develped interim measures t achieve STCW 2010 Manila cmpliance. Details f these interim measures are listed in the Annexes f this bulletin. Status f Certificates f Cmpetency issued under the current MPR (2007) TCMSS cnsiders the current hlders f Canadian CC as 1 st, 2 nd, 3 rd, r 4 th Class Engineer r ERR, wh have maintained their cmpetency as set ut in sectin 107 f the current MPR, as meeting the requirements f the STCW Such CCs shall be renewed, befre their expiry date, as set ut in sectin 107 f the MPR, and taking int cnsideratin the infrmatin published in Ship Safety Bulletin #09/2015. Cnditins t btain a Certificate f Cmpetency that meets the requirements f the STCW 2010 After December 31, 2016: A seafarer wh wishes t btain a CC that meets STCW 2010 ( CC-STCW 2010 ) requirements must meet the respective cnditins set ut in Annexes 1 t 4 f this bulletin. Hlders f a training certificate, fr an apprved engineering educatin and training prgram issued fr a prgram that started befre 2008, wh have nt yet btained a CC, must fully cmply with all STCW 2010 Manila requirements. Requirements t btain a Certificate f Prficiency fr service n bard vessels equipped with steam prpulsin machinery r a high vltage system. After December 31, 2016: A seafarer wh wishes t btain a CP fr service n bard vessels equipped with Steam prpulsin machinery r vessels equipped with High Vltage (1 000v) system must meet the respective cnditins set ut in Annex 4 f this bulletin.

3 3 Requirements t btain a Passenger Vessel Management (PSM) r a Specialized Passenger Safety Management RR Vessels (PSM-RR) Cntrary t infrmatin in Ship Safety Bulletin #09/2015, the current MPR regime fr the certificatin f seafarers n passenger vessels will cntinue t apply after December 31, 2016, and until further ntice. TCMSS will cntinue t: require the Passenger Vessel Management (PSM) and Specialized Passenger Safety Management RR Vessels (PSM-RR) CC and endrsement, under sectins 229 and 230 f the current MPR; and issue them under sectins 109, 157 and 158 f the current MPR. MED Refresher Training Requirements At this time, fficers and seafarers f the engine department are nt required, even after December 31, 2016, t take Marine Emergency Duties (MED) refresher training, r t btain a CP fr this training, when sailing n a vessel making a: Vyage in Sheltered waters; Near Castal, Class 2 vyage; Near Castal, Class 1 vyage n the Great Lakes; Vyage in the waters f the Gulf f St. Lawrence and Cabt Strait, up t 25 nm seaward f a straight line jining Cape Cans at N, W and Cape Pine at N, W (see Annex 5) r Vyage in the areas f Queen Charltte Sund and Hecate Strait, up t 25 nm seaward f a straight line jining Winifred Island at N, W, and Kunghit Island at N, W. (see Annex 6) Within these waters, the current MPR regime remains in frce. After December 31, 2016, the STCW 2010 Manila requires seafarers assigned n the muster list t MED duties and all fficers n bard a vessel making a vyage utside f the limits listed abve, t take refresher trainings every 5 years and t hld a CP in the related MED duties. As utlined in SSB #09/2015, a seafarer wishing t btain a CC-STCW 2010 after December 31, 2016, must hld the required MED CPs. The renewal f a CC is independent f the validity f the CP fr MED, unless a persn des nt have the required sea service, as sectin 107 f the MPR. Service Standards Officers and seafarers f the engine department wishing t btain a CC-STCW 2010 shuld expect a service standard f up t 120 business days befre receiving a plasticised STCW 2010 CC. Transprt Canada encurages fficers and seafarers f the engine department t infrm the examiner, at the time f their applicatin, f any urgency related t an eventual engagement n bard a vessel making a vyage utside the limits f Near Castal Class 1 vyage.

4 4 ANNEX Requirements t btain a CC that meets the STCW 2010 (CC-STCW 2010) (Engine Department) 1.1 A persn wh chses t cmply with the STCW 2010 and wishes t btain a CC as Chief Engineer Officer (STCW) must meet the fllwing: In rder t btain a CC as Chief Engineer Officer (STCW) a persn must: 1. hld a certificate issued under the MPR attesting t their medical fitness t perfrm the duties and undertake the vyages t which the certificate f cmpetency applies; 2. hld a CC as Secnd r Third r Furth Class Engineer (that meets the STCW Reg. III/1),r thse f Secnd Engineer Officer (STCW) r Officer in Charge f an Engineering Watch (STCW); (see nte 1 f Annex 2) 3. hld the fllwing Certificates f Prficiency: (see RDIMS ) a. STCW Basic Safety; b. Survival Craft and Rescue Bats ther than Fast Rescue Bats; c. STCW Advanced Fire Fighting; and d. Marine Advanced First Aid; 4. prvide prf f cmpetency in: a. Leadership and Managerial Skills; (see nte 2 f Annex 2) b. Maritime Law and Ship s Business; (see nte 3 f Annex 2) c. English Language Skills; (see nte 4 f Annex 2) and d. Ship Management Practices taught using Prpulsin Plant Simulatr, Level 2 (see nte 6 f Annex 2) 5. demnstrate they have the cmpetences listed in clumn 1 f Table A-III/2 f the STCW Cde, using the methds fr demnstrating thse cmpetences set ut in Sectin 3.1 f Annex 3; and 6. while hlding ne f the CCs enumerated in paragraph 2, and serving in the functin f an fficer in charge f an engineering watch, a secnd engineer fficer r a chief engineer fficer, the persn has acquired at least 36 mnths f sea service, n bard vessels, ther than a statinary MOU, that have a prpulsin pwer f at least 750 kw, ut f which a minimum f 9 mnths were served n bard vessels that have a prpulsin pwer f at least 3000 kw. (See nte 8 f Annex 2) Rights and Privileges A CC as Chief Engineer Officer (STCW) grants the hlder the same rights and privileges as thse granted t a persn hlding a First Class Engineer (that meets the STCW Reg. III/2) issued under the current MPR.

13 13 ANNEX 2 Ntes t Requirements t btain a STCW 2010 (CC-STCW 2010) (Engine Department) Nte 1. CC The CC presented must have been issued under the MPR. It shuld be understd that the current plicy addresses a transitin perid t implement the STCW 2010, within the limit f the regulatry requirements f the MPR. If this transitin perid is t be extended, cnsideratin will be given t allw hlders f CCs, issued in cmpliance with the STCW 2010, t upgrade their CCs. Nte 2.
