Reducing cntributins t air quality and climate change frm prt peratins thrugh cntinuus imprvement frms part f a healthy envirnment. In additin t this visin, since 2007 in cllabratin with the Prts f Seattle and Tacma, and the Nrthwest Seaprt Alliance, the prt authrity has cmmitted t reduce emissins f diesel particulate matter and greenhuse gases thrugh the Nrthwest Prts Clean Air Strategy (NWPCAS). Ensuring efficient fuel use in prt peratins including reducing unnecessary idling, lwers emissins that cntribute t bth air quality and climate change, as well as reducing waste and csts. Intrductin and applicability These guidelines are intended t help tenants develp a Fuel Efficiency Plan (FEP), including an emphasis n idle reductin and pacity management. An FEP fr prt tenants is a requirement under the Nn-Rad Diesel Emissins (NRDE) Fee, as utlined in the Vancuver Fraser Prt Authrity fee schedule, in rder t be eligible fr a fee rebate. The fee schedule is available at prtvancuver.cm/fees. Infrmatin n the Nn-Rad Diesel Emissins Prgram verall can be fund at prtvancuvver.cm/nrde. An FEP may als help t infrm an Air Emissin Management Plan which may be required by the Vancuver Fraser Prt Authrity: As an envirnmental cnditin f wrks; Thrugh a prject permit issued; and/r, As specified in lease terms r license agreement. A Fuel Efficiency Plan is designed t help reduce fuel cnsumptin and assciated emissins thrugh imprved efficiency, as well as reducing waste and csts. An FEP prvides a single lcatin in which t cmpile the varius activities a tenant is undertaking that cntribute t these gals. Page 3 f 6

Overview The purpse f these guidelines is t identify typical cmpnents f an FEP and facilitate develpment f cntent fr an effective FEP that can be used t help tenants meet the NRDE Fee rebate requirements. These guidelines will help ensure a cnsistent apprach fr fuel management, carried ut t an apprpriate standard. 2. Fuel efficiency plan cmpnents FEPs shuld include the fllwing main cmpnents at a minimum, as they relate t fuel cnsumptin and related activity, and are utlined in mre detail in Sectin 4: Scpe and bjectives Site inventry f fuel cnsuming equipment and activities Strategies and actins Perfrmance mnitring and tracking Review f perfrmance and updates t the plan 3. Guidelines FEPs may be reviewed as part f the NRDE audit prcess and/r when a request fr fee rebate is made. Additinally, they may be requested fr NWPCAS reprting r ther purpses. Creatin f a plan structured t include the fllwing elements will supprt these prcesses. 3.1 Scpe and bjectives Outline the cntext, intent and general apprach f the plan including cntact infrmatin fr respnsible individuals. The FEP scpe shuld include at a minimum, all nn-rad diesel equipment perating nsite t which the NRDE Fee applies. It may be expanded in scpe as apprpriate and desired. Parties respnsible fr aspects f the FEP and their rle in ding s shuld be identified. Objectives f the FEP shuld be measureable where pssible, including an verall gal t reduce fuel cnsumptin at a minimum n an intensity-basis, and where pssible n an abslute-basis. Cnsideratin shuld als be given t cntinuus imprvement ver time. 3.2 Site inventry f fuel cnsuming equipment and activities Prvide a descriptin f peratins, activities and equipment, and hw they relate t the identified FEP scpe. Include as apprpriate site plans, prcess descriptins, flw diagrams r ther diagrams r figures. Each emissin surce r surce grup as apprpriate, shuld be prvided in sufficient detail t allw fr target setting and prgress tracking. Fr each surce/surce grup, include fuel cnsumptin by type per year, thrughput handled, hurs f activity r ther applicable metrics, against which t track prgress. Assess the ptential pprtunity assciated with each surce, fr example where large/small vlumes f fuel are used and where greater r lesser pprtunities fr efficiency exist. 3.3 Strategies and actins Identify and describe plicies, peratinal prcedures and plans used t imprve efficiency and reduce fuel, as they relate t the FEP scpe. Plans shuld include: Idling reductin Opacity mnitring and management Examples f additinal useful cmpnents include: Training and awareness Drivers, peratrs and maintenance persnnel Vehicle/equipment inventry Purchasing Rightsizing Mst fuel efficient Electric and ther alternative fuels Alternative technlgies Matching peratinal needs t inventry Eliminating underutilized equipment Replacing ld, inefficient equipment Operatins and maintenance Optimize usage Fuel data management Scheduling, lad planning, utilizatin management Minimize dwntime Tire pressure, alignment 3.4 Perfrmance mnitring and tracking Describe methds and prcedures in place t track effectiveness f the FEP, as a whle and in relatin t thse bjectives, strategies and actins utlined in sectins thrugh 4.3 abve. Include identificatin f the persn(s) respnsible fr tracking perfrmance and the interval in which this shuld be undertaken. Describe hw data and supprting recrds will be managed and stred. 3.5 Review f perfrmance and updates t the plan Describe the methds, prcess and frequency fr reviewing FEP effectiveness, and incrprating updates t reflect changes in peratins, r ther actins t imprve results.
