General Requirements All plans and calculatins submitted fr apprval shall be prepared, signed and sealed by a prfessinal engineer registered in the State f Ohi. All plans submitted (including landscape plans) shall use the City f Westerville title blck. The templates are available in DWG frmat n the City s website. All plans including landscaping plans shall measure 22 x 34. Landscape Plans and details are required with all Site Plans and Street Plans. The City s General Ntes shall be part f the submitted plans and set in capitalized text. The General Ntes are available n the City s website. The standard minimum text height n all plan sheets shall be L100 r.01 X (scale). There shall be clear delineatin between text describing existing cnditins and text describing prpsed features (bld vs. standard, existing italicized vs. prpsed standard, r similar). In general, frmatting shall be similar t City f Clumbus CC Plan Requirements; hwever the plans d nt need t be separate. Subdivisins plans shall be similar t City f Clumbus Street Cnstructin (E-Plan) Requirements (Subdivisins). Minimum scale f 1 = 40 hrizntal and 1" = 5' vertical fr plan and prfile sheets. Crss sectins are required when widening. Public Streets shall meet the requirements the Street Imprvement Standards (Chapter ). Estimate f Quantities fr Public Imprvements shall be shwn n the submitted plans. Plans shall be titled Public Sanitary Sewer Imprvements fr <Prject Name><Prject Address>, Site Imprvements fr <Prject Name> <Prject Address>. 3

It is the respnsibility f the applicant t btain apprval frm the City f Clumbus and/r Delaware Cunty fr sanitary plans and the Ohi Envirnmental Prtectin Agency fr sanitary sewer and water distributin plans. All related fees are the respnsibility f the applicant. Cnfirmatin f these apprvals shall be prvided t the ffice f the City Engineer. All ff-street parking and lading areas including parking lts, driveways, aisles, circulatin drives and ther vehicular maneuvering areas shall have cncrete curbing unless the strm drainage management system is utilizing green infrastructure which wuld require lcatins where this curbing be nt be installed. All sidewalks within the develpment shall have a minimum width f 5-ft. All public water, sanitary and strm shall be prvided a public easement with a minimum width f 15-ft r 5-ft beynd the minimum trench limits n either side f the trench (as specified in City f Clumbus Standard Cnstructin Drawings AA-S149, AA-S151, AA- S153) whichever is greater. Engineering Plans shall prvide the fllwing: existing and prpsed wrk and features which will be impacted by prpsed develpment (building ftprints, streets, walks, utilities, prfiles, cnturs, landscaping, tree preservatin areas, lighting, ersin and sediment cntrl, signage, etc.) labeled and clearly delineated as existing and prpsed. Existing and prpsed survey line wrk (rights f way, prperty lines, easements, setbacks, parcel dimensins, etc.) labeled and clearly delineated. All existing easements shall be identified by the plat bk and page number, r fficial recrd number f the deed. All easements shall be designated n the plans as platted r deeded, existing r prpsed. It is the respnsibility f the applicant t prvide all easements necessary fr cnstructin f the prject. All descriptins and drawings invlving City wned prperty rights must meet the highest surveying standards. Easements shall be in an apprved frmat, signed, and ready t be recrded prir t engineering apprval. Maintenance f Traffic (MOT) Plan Wrk within the public right-f-way may require a detailed MOT plan, the City Engineer will determine if required. The plan will be determined by the type f wrk perfrmed and must be specific t that wrk. The MOT plans shall be scalable, dimensined and the spacing between barrels, cnes, signs, etc shall be nted. Interruptins t nrmal traffic signal peratins and/r bike path r pedestrian rutes shall be identified and prpsed temprary maintenance r relcatin f these facilities shall be included n the MOT plan. 4

7 All traffic cntrl devices shall be furnished, erected, maintained, and remved by the cntractr in accrdance with the Ohi Manual f Unifrm Traffic Cntrl Devices fr Streets and Highways (OMUTCD), Current Editin. The MOT plan shall be prepared by a prfessinal engineer registered in the State f Ohi and shall be submitted as a part f the engineering submittal. Recreatinal Trails Requirements The City f Westerville fllws the "Guide fr the Develpment f Bicycle Facilities, 2012 Furth Editin" The path shall be cnstructed t City standards: 10 feet wide with 4 ft safety znes n each side. Prvide a stp sign and stp line (12", Type 2 ODOT 642) at unsignalized intersectins per the City s requirements. Prvide 4-inch Centerline, Dashed Yellw, Type 2 per ODOT 642 frm beginning t end (3 lng dash line with 9 spacing). A minimum 15 feet wide easement shall be dedicated t the City. Bridges shall be designed fr a live lad f 85 PSF fr pedestrian lading, a 35 PSF wind lad, and a vehicle design lad f 10,000 punds. Landscape Plan The applicant shall fllw the requirements f Cdified Ordinance Chapter 1173 Landscaping, as adpted by Ordinance, in cnjunctin with these requirements. Landscape Plans submitted fr apprval shall be prepared by a registered prfessinal. Landscape Plans shall be detailed and must include all existing and prpsed plant materials. The Landscape Plans shall cntain a table shwing quantities, species, and sizes f all landscape materials. The Landscape plans shall include shaded line wrk f existing and prpsed utilities. All public street trees shall be centered in the tree lawn and recmmended t be planted 30 feet apart. This distance may be increased r decreased based n the specific species used. Street trees shuld be planted 30 feet away frm street intersectins, traffic signals and street lights. Additinally street trees shuld be planted 10 feet away frm ther items f infrastructure including fire hydrants, water and gas valves, driveways and drain pipes running frm the huse t the curb. 5

8 The City requires a Tree Clearing Plan either a part f the Site Engineering/Landscape Plan r a separate Tree Clearing Plan submittal. A Strm Water Pllutin Preventin Plan (SWP3) Manual is required with Tree Clearing Plans ver ne acre. Building Divisin Ntes Private walls (retaining, masnry, etc., higher than 4-ft frm the bttm f the fting t tp f wall), private lighting, and private dumpster enclsures that are assciated with a building may be required t submit plans t the Building Divisin. Cntact the Building Divisin t verify, (614) If private walls, lighting and dumpster s enclsures are shwn n Engineering Divisin Plans, they shall be labeled Fr Reference Only, See Building Divisin Plans and shall cntain n cnstructin ntes, details r labels. All private fire services, private water lines, private dmestic water lines and sanitary sewer services require a separate permit and inspectin thrugh the Building Divisin, (614) All plans submitted t the Building Divisin shall have a certified address. Grading Plans shwing ADA parking spaces and Accessible Rutes shall be labeled Fr Reference Only, See Building Divisin Plans. The cnstructin f strm sewer systems shall be in accrdance with the latest editin f the Ohi Department f Transprtatin Cnstructin and Material Specificatins and/r the City f Clumbus Cnstructin and Material Specificatins except as mdified by these requirements. These strm water drainage requirements and criteria d nt prvide slutins t all drainage issues, nr is the engineer restricted t these designs r prcedures exclusively. Althugh the guidelines as stated will hld true fr mst develpment wrk, the City realizes that there may be individual prjects invlving special r unusual drainage design prblems that shuld be reviewed prir t cmpleting the design. The City may grant exceptins t these requirements and criteria in such cases when engineering studies shw the guidelines t be inapplicable r where the use f innvatin r experimental pst-cnstructin strm water management technlgies may be beneficial. 10 Design Cntrl Guidelines The Master Drainage Plan shall be reviewed and apprved by the Engineering Divisin as part f the preliminary engineering plan submittal. Radway Culverts Maximum Allwable Headwater Diameter r rise plus 4 r 2D, whichever is lwer, in deep ravines Minimum Cver 30 t pavement subgrade, r as apprved by the City Engineer End Prtectin 12 culverts half-height headwall 15 thrugh 36 culverts full-height headwall Strm Sewers The strm sewer material fr City maintained sewers shall be cncrete. The minimum pipe size shall be 12 diameter fr City sewers. 8 thrugh 15 PVC may be used n privately maintained sewers. Other material may be used fr special design with prir written apprval by the City Engineer. Within the limits f existing r prpsed rights-f-ways, where maximum cver during cnstructin r prpsed cver ver the utside tp f the pipe is 30 r less fr pipe size 12 t 27 diameter inclusive, cncrete encasement will be required. Trench backfill shall be as per the requirements f the City f Clumbus Cnstructin and Materials Specificatins Item 912 as directed by the City Engineer. Open Watercurse Open channels (natural r manmade) are typically enclsed when an area develps. Open watercurses lcated n a prperty line r thse channels receiving n direct discharge frm the develpment may be required t be enclsed. This requirement will be made n a case-bycase basis at the discretin f the City Engineer. The City encurages the use f well-designed pen channels fr strm sewer drainage. Open channel design shall be apprved by the City Engineer prir t initiating detailed engineering design. Rck channel prtectin (RCP) shall be lcated at all ptential ersin lcatins at the discretin f the City Engineer. Minimum Grade All imprved channels and ther pen watercurses which have a gradient f less than 0.50% shall be lined with rck channel prtectin r ther apprved ersin cntrl material. Curb Inlets General plicy fr spacing will be 400 maximum fr curbed public streets. Prvide 1 perfrmed expansin jint filler in curb and gutter 5 frm each side f inlet. The Engineering Divisin recmmends wet extended detentin basins fr all detentin basins. Strm Water Runff Quality Cntrl T ensure the receiving stream s chemical and bilgical characteristics are prtected and stream functins are maintained, pst-cnstructin strm water practices shall prvide perpetual management f runff quality. Detail drawings and maintenance plans must be prvided fr all pst-cnstructin best management practices. Pst-cnstructin strm water management must meet r exceed the requirements described in Part III.G.2.e f Ohi EPA s NPDES Cnstructin Strm Water General Permit. Fr Assistance Living Facilities, Daycare and ther facilities determined by City Staff a screening device such as grinding unit ( Muffin Mnster r apprved equal) r screens (pening nt exceeding 2 ½ ) will be required in a private sampling manhle befre utletting the sanitary sewage int the public sanitary sewer main. 10

The applicant/develper shall maintain the public imprvements until the final inspectin and Letter f Cmpliance has been issued by the City. Prject Cmpliance: 1. The applicant submits a Request f Prject Cmpliance Letter (template prvided) and tw paper sets f the Recrd Plans, see Recrd (As-Built) Plan Requirements belw. 2. Typically within tw weeks the City will cnduct an inspectin f the imprvements and, if satisfactry, will issue a Letter f Cmpliance accepting the imprvements. The City will then reduce the bnd, letter f credit, r cash escrw t 3% f the cst f all public imprvements fr the ne year warranty perid. The City will cmplete a final inspectin 10 mnths frm the date f the Letter f Cmpliance letter, if satisfactry will release the bnd, letter f credit, r cash escrw back t the develper/applicate and issue a Letter f Final Acceptance. 3. The applicant submits a cmplete set f recrd plans (As-Built) n Mylar, a CD cntaining a PDF file f the cmplete set f recrds plans and base file in DWG frmat (State Plane Suth crdinate system). The City will then return the As-Built Cash Escrw t the applicant. Recrd (As-Built) Plan Requirements: The applicant is respnsible fr prviding a cmplete set f recrd plans (As-Built) n the cmpletin f the prject. These plans shall be certified by an engineer, registered in the State f Ohi and must include all field changes which ccurred during cnstructin. D nt develp recrd plans slely frm crdinates. Additinal sheets may be added t clarify the As-Built cnditin. The sheets shuld be labeled accrdingly (i.e. Sheet 7A, & 7B etc.). Recrd plans shall specifically nte (with a check mark) that engineering plan items listed belw are within acceptable cnstructin tlerances fr field practice in civil engineering r are revised per the as-built field data btained. Plan changes apprved by the City Engineer during the cnstructin are t be incrprated int the recrd plans at this time. The cntractr will be respnsible fr any claim fr damage t trees beynd the cnstructin limits and in cases where trees are required r designated t be preserved. If any pins r mnuments are disturbed, a surveyr registered in the State f Ohi, shall accurately reset them at the cntractr s expense. The milled recess shall be the same depth as the plate thickness and prvide a smth transitin between the asphalt surface and steel plate. All electrical, private water lines and services, fire services and sanitary sewer lateral/services require a separate permit thrugh the Building Divisin, (614) Earthwrk Ntes Site clearing and excavatin fr the prject shall nt prceed until authrized by the City Engineer. Surplus excavatin (clean fill dirt) can be dispsed f nsite t the extent permitted by the apprved grading plan. 19 The backfill under any pavement r within the pavement influence line (as shwn in City f Clumbus Standard Drawing 2179) shall be cmpacted the full width f the trench by means f apprved mechanical devices t meet the requirements f COLS Item 912. All ther backfill shall meet the requirements f COLS Item 911. The Item 912 backfill shall extend frm the bttm f the trench t the tp f the pavement subgrade fr trenches under pavements r t the tp f the pavement influence line fr trenches nt under pavements. Fr backfill nly, the use f Recycled Prtland Cement Cncrete (RPCC) is acceptable as utlined in the mst recent revisin f the 2012 City Clumbus Cnstructin and Materials Specificatins. In additin t the requirements utlined by the City f Clumbus, the City f Westerville requires the Cntractr prvide labratry results certifying the gradatin frm the stckpile that is supplying this prject. The City requires density testing t verify cntractr cnfrmance with the specified cmpactin requirements. All testing shall be perfrmed by a testing labratry chsen by the City. The City shall invice the develper mnthly fr the csts assciated with this testing. The cntractr shall prvide minimum clearances f 1.5 feet vertically and 3 feet hrizntally between all undergrund utilities and 5 feet hrizntally frm all utilities, street lights and traffic signal ples. N utility facility shall be installed with less than these minimum clearances withut the written apprval f the wners f the facilities invlved. 20 If it is determined that the prpsed cnduit will intersect an existing sewer r undergrund utility if cnstructed as shwn n the plan, the City Engineer shall be ntified befre starting cnstructin f any prtin f the prpsed cnduit which wuld be affected by the interference with an existing facility. Sanitary Sewer Ntes The use f any material ther than PSM PlyVinyl Chlride (PVC) Sewer Pipe meeting the requirements f ASTM D3034, requires the prir written authrizatin f the City Engineer prir t its installatin. Prvide pipe jints cnfrming t the requirements f ASTM D3212 fr PVC Pipe Material. Rf drains, fundatin drains and ther clean water cnnectins t the sanitary sewer system are prhibited. The cntractr shall furnish and place wye ples made f 2 x 2 lumber at the end f extended services. Wye ples shall extend 3 abve grade. All manhle cvers shall be the self-sealing type. All private sanitary sewers/laterals require a separate permit and inspectin thrugh the Building Divisin, (614) The cntractr shall televise all cnstructed sanitary sewer and submit t the City Engineer, in DVD frmat, fr review and apprval. This requirement shall be met prir t the cmmencement f any radway paving peratins and as a cnditin f btaining final cmpliance fr the prject. The cntractr shall furnish all labr, equipment and material required t maintain the flw in existing sanitary sewers until the prpsed sanitary sewer installatin is cmplete, tested, and accepted by the City. The cntractr shall be required t maintain the flw cntinuusly. The cntractr shall submit the prpsed prcedure t maintain the existing sewer flw t the City Engineer fr review and apprval at least 14 days prir t the start f cnstructin. As a minimum, the cntractr shall prvide all pertinent infrmatin such as pump size, pwer supply, back-up generatrs (if used), alarm system, and emergency cntact names and telephne numbers. The pump and the temprary bypass sewer shall be f adequate capacity and size t handle the peak sewage flw. This sanitary sewer design meets r exceeds the City f Clumbus design standards (including per capita flw, peaking factr and I/I allwance) and material specificatins. The cntractr's specific attentin is directed t the requirements f either the infiltratin / exfiltratin r air test as specified by the City. Leakage thrugh the jints f the sewer shall nt exceed the fllwing allwable limits: 100 gallns per inch f diameter per 24 hurs per mile f length r the cmputed equivalent fr shrter lengths and shrter perids f time. All sanitary sewers, manhles and services shall be tested in accrdance with the City f Clumbus Cnstructin and Materials Specificatins, Item

21 All sanitary sewer line installed n this prject using PVC pipe will be subject t deflectin testing by pulling an apprved mandrel equal in diameter t 95% f the pipe diameter thrugh the pipe after backfilling and sufficient amunt f time is allwed fr weight transfer f the backfill t the pipe and bedding. All sanitary sewers shall be deflectin tested in accrdance with the City f Clumbus Cnstructin and Materials Specificatins, Item Strm Water Management Ntes All public strm sewers shall be reinfrced cncrete pipe cnfrming t ASTM designatin C76 Class II (at a minimum), Wall B, unless therwise apprved by the City Engineer. All radway underdrains shall be discharged int the nearest strm water management facility available alng the line f flw. Existing rf, fting r yard drains disturbed by the wrk shall be prvided with unbstructed utlets by cnnecting t a strm water management facility. Time and duratin f any water line shutdwn shall be determined by the City Engineer. Water main blwffs (typically 2 ) necessary fr testing per AWWA standards shall be prvided at lcatins determined by the City Engineer. The cntractr shall stre all water line materials in a manner t prevent cntaminatin f the material prir t installatin. Material shall nt be stred, temprarily stred, r laid ut in preparatin fr installatin in such a manner as t allw surface water t flw int the material except where prtective caps have been installed by the manufacturer. Where the City determines that water line material is nt stred r handled in accrdance with these prvisins and the cntract dcuments, the cntractr shall relcate r remve and replace the material as directed by the City at n cst t the wner. All waterlines shall be AWWA apprved. Water line cnstructin shall meet r exceed AWWA Standards. Pressure testing shall be in accrdance with AWWA C-600. Disinfectin f water mains shall be in accrdance with AWWA C-651. The separatin between water mains and all sewers shall be in accrdance with 10 States Standards. Ten ft hrizntal separatin and 18 inch vertical separatin, measured utside-tutside, is required between all water mains and strm r sanitary sewers.
