Can I get new license plates r specialty plates?, plates are being prduced and mailed, including specialty plates and disability plates. Hwever, at this time, yu cannt transfer a specialty plate frm ne car t anther. But yu can get a new ne. Hw lng until I get my title? Title printing delays may create sme challenges fr dealerships; hwever, the lack f a title des nt prhibit r delay the sale f a vehicle. When a title is unavailable, a dealer prceeds with a dealer cnditinal applicatin. This als happens when a buyer can t lcate a title t a vehicle and then applies fr a duplicate title. Dealer cnditinal applicatins have been in use fr years. Titles are being printed and mailed within 56 days, and many in less time than that. The Department is prcessing ver 3,000 per day. There have been ver 430,000 titles prcessed thrugh MNLARS since the launch n July 24. With MNLARS, the title recrd in the system is updated in real-time, unlike the ld system that wasn t updated fr weeks. The Department has implemented mandatry vertime t eliminate the title backlg by the end f Octber. This is t prcess wrk submitted t the Department t prcess prir t MNLARS. Titles being prcessed by MNLARS being prcessed and printed. Any backlg related t these titles will als be addressed. Turn arund time fr all titles cntinues t decrease. D I need a lien card t buy and sell a vehicle? The term security interest (lien) refers t an agreement between the vehicle wner and the lender (lien hlder), using the vehicle as cllateral. While the title is mailed t the wner f the vehicle, a lien card is mailed t the lender, cnfirming that their lan is listed n DVS recrds. Lien cards are typically nt required t cmplete a sale invlving a vehicle with a secured interest (lan). The lien card is prf fr the bank that a lien exists n the title. A dealer can

2 cntact the lienhlder t verify the status f the lan r a lienhlder can prvide a letter indicating t the dealer that the lan had been paid ff. There was a prblem printing lien cards, but that has issue has been fixed. All f thse cards have been printed and mailed. Lien card prductin has returned t the nrmal nce-aweek print schedule. If any dealer is having an issue with a transactin, please have them cntact DVS Dealer Unit at dvs.dealerquestin@state.mn.us Deputy Registrar Supprt Each deputy registrar ffice is lcally wned and perated, and nt wned by the state. Each f these ffices makes its wn business decisins, such as which services t prvide and when. The transitin t a new cmputer system is challenging. The state s new system, MNLARS, is wrking, but nt perfectly, and we re wrking with deputy registrars t make it better. There have been several instances where the system was slwer than usual, but this has been fixed. MNLARS has been nline and available fr lcal deputy registrars t prcess transactins percent f the time since the launch. Here are sme f the ways we have wrked with deputy registrars: DVS staff traveled t numerus ffices t listen and help with transactins after the launch. DVS hsted daily calls fr several weeks when MNLARS launched, and nw have transitined t twice daily updates based n feedback frm the Deputy Registrars. There is an nline inf hub with resurces and infrmatin. Refresher training is being ffered weekly. We held eight reginal meetings this fall with Deputy Registrars t listen and ffer assistance. We have three mre reginal visits scheduled in the next few weeks. We cntinue t hst mnthly stakehlder meetings and cntinue t seek feedback n develpment and imprvements. The Department cmmunicated with deputy registrars prir t the launch: In August 2016, DVS prvided requirements fr deputy registrars and included a checklist which cntained infrmatin abut staff and system readiness. System demnstratin sessins were held beginning in 2016 and cntinued thrugh July f Frmal training fr deputy registrars began n April 24 and was available fr 10 weeks. During thse 10 weeks, deputy registrars and their staff were able t use the system (in a training envirnment) t practice what they learned in training and were encuraged t get as much practice as pssible. If the deputy registrar is having any issues, they can call a direct line t DVS that has been in peratin since the launch f the new cmputer system fr this purpse.

3 Cart and Inventry: Imprvements t inventry management are part f the Autumn MNLARS release. When available, Deputy Registrars will be able t view all inventry and status f the inventry in their ffice (Status: assigned, assigned lng term, nt assignable, reserved, and shipped). They will als have the ability t transfer plates frm ne ffice t anther. If there are discrepancies in clse ut reprts, DVS reaches ut t thse ffices and dcuments the discrepancies and the actin steps taken t clse. We d nt sweep an ffice s accunts unless an ffice has clsed fr that particular day. DVS has als infrmed Deputy Registrars that the DVS audit team cntinues t prcess their s and phne calls cncerning clseut errrs and dcumenting reprts. Once all f the carts have been clsed, they will begin wrking n adjusting the ttals and authrizing refunds f funds taken in errr. A similar recnciliatin prcess was als in place fr the legacy system. The Department is current n fund cllectins fr thse ffices that have clsed. The Deputy Registrars are reprting less and less discrepancies. The fllwing pages include a chart f MNLARS functinalities that are available and currently nt available.
