Date: Re: Traffic Management Plan fr in Dallas, Texas DeShaz Prject Number INTRODUCTION DeShaz Grup, Inc. (DeShaz) is an engineering cnsulting firm prviding licensed engineers skilled in the field f traffic/transprtatin engineering. The services f DeShaz were retained by Masterplan n behalf f the Dallas Independent Schl District (DISD) t prepare an update f the Traffic Management Plan (TMP) fr the Nathan Adams Elementary Schl (the Schl) lcated at Welch Rad in Dallas, Texas. The Schl has a current enrllment f apprximately 593 students in Pre Kindergarten thrugh 5 th grade. Student ppulatin is anticipated t grw up t 782 students in the upcming schl years. The schl administratin is thus planning a revisin t the site plan previusly apprved by City Plan Cmmissin. The prpsed changes will accmmdate additinal ff street parking spaces and n site queuing fr lwer grade students. The attached site plan depicts these prpsed mdificatins. The schl site is zned R 10(A) fr Single Family Residential District. In rder t gain entitlements fr the prpsed imprvements, the schl administratin is seeking apprval fr the prpsed changes. As part f the apprval prcess, the City f Dallas requires submittal f a TMP update as a recrd f the preferred traffic cntrl strategies and t ensure verall traffic safety and efficient peratins. This reprt cntains DeShaz s review f the current traffic cnditins n and arund the schl campus as well as an evaluatin f the prpsed cnditins. The plan is intended t assess anticipated traffic cnditins during the Schl peak activities. By cnsent f the TMP submittal, the schl agrees t the strategies presented herein. The schl is held self accuntable t enfrce the plan until and unless the City f Dallas deems further mitigatin measures are necessary. 5 TRAFFIC MANAGEMENT PLAN DeShaz Grup, Inc. A schl TMP is imprtant t safely achieve an ptimum level f traffic flw and circulatin during peak traffic perids assciated with student drp ff and pick up peratins. By prperly managing the vehicular traffic generated during critical perids, the safety and efficiency f schl carpl peratins will als inherently imprve. This TMP shuld nt be cnsidered a cmprehensive set f instructins t ensure adequate safety; hwever, it is a tl that aims t facilitate a safer and mre efficient envirnment. The analysis summarized belw identifies the prjected vehicle demand including parking and queuing space (i.e. vehicle stacking) needed n site t accmmdate prjected schl traffic demands during peak perids. A cncerted effrt and full participatin by the schl administratin, staff, students and parents are essential t maintain safe and efficient traffic peratins. The use f designated parking and queuing areas is necessary t minimize the peratinal impact n adjacent prperties and the public street system. Schl Operatinal Characteristics DeShaz cnducted field bservatins f the schl n Thursday, December 17, 2015 during all student dismissal perids. Table 1 summarizes the peratinal characteristics fr DISD Nathan Adams Elementary at the time f these bservatins. Table 1. While sme f the measures presented in this reprt may be applicable in such cases, traffic characteristics ther than thse directly assciated with the primary drp ff and pick up perids are nt the subject f this analysis. Site Access and Circulatin The subject site prvides a small parking area fr faculty and staff, which is accessed frm Harvest Hill Rad. Hwever, n ff street area is available fr student lading and unlading all traffic activities take place within public right f way. In rder t accmmdate the schl s traffic demands during peak perids, parents line up and queue in the perimeter f the schl prperty and wait fr students t be dismissed. A ttal f three schl buses lad students n the curb immediately in frnt f the schl n Welch Rad. The prpsed schl renvatins include a new n site parking lt with apprximately 30 spaces and a driving aisle accessed frm Harriet Drive with enugh queuing capacity fr up t 14 vehicles. 6 DeShaz Grup, Inc. Passenger Unlading/Lading and Vehicular Queuing During the afternn pick up perid, the majrity f students are transprted by parents in persnal vehicles. The schl prvides lading areas alng the perimeter f the schl. Mst parents chse t park n adjacent streets and walk t greet their child(ren) n site. Field bservatins indicate a maximum ttal f apprximately 95 vehicles present during the afternn student dismissal perid. The maximum queue, hwever, was nly evident fr n mre than 10 minutes at that time. DeShaz s schl bservatins cnsistently indicate that maximum queues ccur during the afternn peak perid when students are being picked up the mrning perid is typically nt a significant traffic issue since drp ff activities are mre temprally distributed and ccur much mre quickly than student pick up. In general, the same peratin is in effect during the mrning peak perid; hwever, the verall vlume f vehicles is less cncentrated than the afternn peak hur vlume. The evaluatin f the traffic in this reprt is thus based upn the afternn pick up perid. Recmmendatins DeShaz cnducted field bservatins f the schl n Thursday, December 17, 2015 during the student dismissal perid. The fllwing set f traffic peratins are recmmended fr Nathan Adams Elementary Schl administratin during peak traffic cnditins: The traffic circulatin plan depicted in Exhibit 1 is based upn bservatins f existing traffic during peak cnditins and a prjectin f future cnditins: A ttal allcated queue capacity f 2,726 linear feet is expected t meet a prjected traffic queue demand f 126 vehicles (r 2,961 linear feet calculated at 23.5 feet per vehicles). This capacity will prvide a surplus f apprximately 94 linear feet (enugh space fr up t 4 vehicles). This capacity includes 329 linear feet f vehicular queuing r strage fr apprximately 14 cars n site. T better rganize traffic peratins and discurage n street parking acrss Welch Rad during pick up peak hurs, parents arriving suthbund n Welch Rad shuld be encuraged t turn left nt Harvest Hill Rad and prceed t systematically drive arund the Schl perimeter twards a pick up lcatin f their chice effectively creating a ne way, clckwise flw arund the schl prperty. This recmmendatin can be further encuraged with City apprval by: installing NO PARKING/STANDING signs n the suthbund segment f Welch Rad directly acrss the schl prperty; remving all NO PARKING r idle time restrictin signs n the nrthbund segment f Welch Rad directly in frnt f the schl prperty; installing a temprary sign at the sutheast crner f the intersectin f Welch Rad and Harvest Hill Rad t guide/encurage parents t turn left nt Harvest Hill Rad; and, infrming parents that n parking is allwed in frnt f residential prperties west f Welch Rad. At least ne schl emplyee shuld cntinue t patrl student dismissal at each f the schl building s main access pints. At least ne schl staff shuld guide students twards the prpsed nsite queue and direct vehicles t egress alng the by pass lane. Likewise, at least ne schl emplyee shuld patrl students headed twards the bus lading statin. Traffic Management Plan Page 3

Hwever, t minimize liabilities, the Schl shuld allw n schl staff ther than DISD plice and/r deputized fficers f the law t engage r attempt t influence traffic peratins in public right f way. DeShaz recmmends that all schl bus lading activities be relcated t the prpsed n site driveway as depicted n Exhibit 1. As needed, staff directing dismissed students ut f the schl building shuld, in lieu f simple hand gestures, prcure and use reversible hand paddle signs with the messages fr STOP and SLOW. Optinal additinal equipment used by staff may include whistles (fr audible warnings) and flurescent vests (fr visual warning). SUMMARY Field bservatins f existing cnditins indicate that student lading/unlading activities perate withut any severe prblems. A number f recmmendatins are prvided in this reprt fr cnsideratin by DISD and schl fficials. Full cperatin f all schl staff members, students, and parents is crucial fr the cntinuing success f any traffic management plan. The referenced TMP shuld be enfrced by DISD Nathan Adams Elementary Schl t prvide safe and efficient transprtatin f students, staff, and faculty t and frm the site. The plan was develped with the intent f ptimizing safety and efficiency and the gal f accmmdating within the site vehicular traffic generated by the schl at peak traffic perids.
