3 1. Purpse and Scpe Dun Laghaire Rathdwn Cunty Cuncil is respnsible fr 16km f Natinal Primary and Secndary Rads, 106km f Reginal Rads and 561km f Lcal Primary, Secndary & Tertiary Rads. Mtrway (M1 and M50) gritting is being carried ut mtrway cntractrs n behalf f Transprt Infrastructure Ireland (TII). Winter maintenance is cnfined t Natinal Primary (NP) and Natinal Secndary (NS) Rutes, Reginal rutes and 151km f Lcal rads. The percentages are summarized belw: Gritted Km Ttal Km NP & NS % Reginal % Lcal % % The purpse f this dcument is t identify the prcesses, prcedures and cntrl measures emplyed by Dun Laghaire-Rathdwn Cunty Cuncil (DLRCC), t ensure that Winter Maintenance wrks are carried ut in accrdance with Prcedural and Health and Safety requirements. All members f staff invlved with Winter Maintenance shall be fully acquainted with this Winter Maintenance Strategy and will have access t cpies f it. 1.1 Precautinary Gritting DLRCC will endeavur, within the limitatins f the available resurces, t keep the majr traffic rutes in a passable cnditin, t allw cmmuter traffic t and frm wrk flw efficiently. It is imprtant t state that a winter gritting peratin des nt guarantee that a gritted/salted rad is free f frst / ice / snw hazards. It is incumbent n all drivers t adjust their driving style t accunt fr the rad and prevailing weather r ther envirnmental cnditins. In rder t d this, DLRCC Rads Maintenance Department spreads salt/grit n these rads befre frst, ice r snw is expected (called Precautinary Gritting), this peratin f pre-salting is timed, where practicable, t be cmpleted befre the nset f snwfall r freezing cnditins. Refer t attached gritting rute map. Each rute shuld take apprximately 2 hurs t cmplete gritting during a nrmal gritting peratin (i.e. n snw). Gritting generally takes place at 7pm and / r 5am, althugh this can change if the weather cnditins dictate. 1.2 Emergency Scenaris If snw r ice settles, during prlnged cld spells and snw fall, precautinary gritting is redundant, snw-plughing, in additin t salting and gritting is put int actin.

4 Other resurces within the Cuncils cntrl may be emplyed where pssible t clear ftways at strategic pints within the Cunty. Access rutes t schls, DART, LUAS, bus stps etc. The public and business cmmunities may, in such severe weather events, als clear utside their wn prperties. It is recmmended that any clearing f snw r ice, is carried ut in a diligent manner, using shvel and brush t ensure the cleared pathway has sufficient grip and can be used safely by ther members f the public. Dun Laghaire Rathdwn perates an after-hurs call service. In emergency situatins the Cuncil may be cntacted at Pageby (01) Prvisin f Salt Bxes in the Glencullen Ward Salt bxes have been prvided in certain rural lcatins fr use by residents t assist with keeping minr rads pen. Hwever, the Rad Maintenance Sectin des nt intend t prvide salt bxes in estates fr the fllwing reasns: It is nt recmmended t apply salt t cncrete ftpaths as it is crrsive and causes severe damage t them. This can lead t substantial reinstatement csts and persnal injury claims. Salt als damages certain types f flring The Rad Maintenance Sectin may nt have the resurces t keep these bxes filled up. 5 1.4 Rad Weather Infrmatin System The rad cnditin frecasting system is prvided by: Vaisala TMI Ltd Vaisala Huse 349 Bristl Rad Birmingham Tel N: 0044 (0) (0) Fax N: 0044 (0) The server fr the netwrk Winter Frecast System is hused at the Vaisala ffice in Birmingham. Vaisala receives daily frecasts frm Met Eireann, which are specifically detailed fr Lcal authrities and ther agencies. These frecasts are applied t lcal rad cnditins, and the results are prvided t the Duty Engineers, via a map f the minimum expected rad surface temperature and ther weather data. The frecasting system plls the weather statins n the netwrk at maximum intervals f ne hur. This may be reduced t shrter intervals depending n cnditins during the winter seasn. The weather statins in the DLRCC area at lcated at the M50 (Sandyfrd Master), Ticknck, (Sandyfrd Slave), and the M11 (Wilfrd interchange). Predictins develped frm weather statin data are extraplated t all ther areas using Thermal Mapping. Access t the Vaisala website is available t all the Duty Engineers, wh can use any suitable cmputer with internet access. The Duty Engineers assess the frecast infrmatin and then advise the relevant persnnel, via and SMS messaging. Thrugh experience it has been fund that the cnservative nature f the frecasting system means that a frecast +1 C t -1 C rarely, if ever, manifests in real time. Therefre the Duty engineers will nt call ut the gritting crews fr a frecast within this range. The Duty Engineers may call ut the gritting crews t ne r mre gritting areas, if the temperature predictins fall belw -1 C and frst is likely in thse areas. The call ut decisin will be made having cnsidered the frecast, prevailing rad cnditins (e.g. wet, dry, r residual salt), and lcal infrmatin prvided by the relevant Rads Engineers and Inspectrs. If there is a reasnable likelihd f frst dissipating befre 6am, the Duty engineer is nt expected t instruct gritting t be carried ut. 2. Depts DLRCC currently perates Winter Maintenance peratins frm Ballygan Dept, which cmmenced peratin in 2012.

Health & Safety DLRCC will ensure, s far as is reasnably practicable: Safe and healthy wrking cnditins, Safe equipment and systems f wrk, Prvisin f apprpriate infrmatin, instructin, training and supervisin. There are 3 Risk assessments in place in relatin t Winter Maintenance. These are dented 006, 006A, and 006B. See Appendix Lne Wrking 9 f the 10 gritting rutes are carried ut with the driver perating alne in the cab. Due t the hilly nature f the terrain, the muntain rute is carried ut with a driver and an assistant. The Inspectrs are in nging cntact with the drivers during gritting peratins. All drivers have access t a mbile phne system in the cab. In the event f an emergency, they will cntact the Inspectrs n Duty wh will rganise assistance. In the event that a driver des nt return t the Dept within the alltted time fr the gritting rute; the Inspectr will cntact the driver by phne t assess the situatin. If the driver is nt cntactable by phne, the Inspectr will drive the rute t lcate the driver, assess the situatin and call the emergency services if required. The intrductin f GPS in the vehicles will further assist in prviding a safe system f wrk f the drivers invlved. 4. Eireann and Vaisala. The Duty Engineer will have authrity t instruct treatment as required. Cnsultatin with the Winter Maintenance Crdinatr will be carried ut as necessary. The Duty Engineer will als ensure plant and persnnel are mbilized. The Duty Engineer will instruct the Inspectr when a decisin t treat has been made. The Inspectr will ensure the drivers are instructed and ready t treat the rad at the time required. The Inspectr will take instructin frm the Duty Engineer. 5.1 Duties f the Vaisala Duty Engineer The Pre-salting Phase will be activated by the Duty Engineer in the event f an adverse weather predictin frm Met Eireann and Vaisala services. This is nrmally issued befre 2.30pm in the afternn. Pre-salting shall cmmence at the time determined by the Duty Engineer t ensure the cmpletin f rutes befre the nset f icy cnditins. As the Vaisala frecast and data is available at 2.30 pm therefre it is expected that the callut is given as early as pssible particularly n a Friday in rder that arrangements can be made. 5.2 Mnday Friday Prcedure The Duty Engineer checks the Vaisala website and weather frecast befre 2.30pm each day. In the event f the frecast f ice cnditins the Duty Engineer ntifies the Inspectrs f rutes t be pre-salted and time f cmmencement. The Inspectr then ntifies the drivers and the Machinery Yard Freman, n call fr that week. The drivers prceed t their parking depts at the end f their nrmal wrking day and fit the salt spreaders. The Inspectr ntifies the lader driver, prceeds t the Ballygan salt dept at the end f nrmal wrking time, and prepares the dept fr lading f salt. At the designated time, the drivers will cllect their machines, lad salt and pre-salt their prearranged rutes, n cmpletin the driver will wash dwn the truck and return the spreader t its parking lcatin. The Inspectr will be n standby in the event f breakdwn. Frm the call ut time the Inspectr will mnitr the peratins and in the event f breakdwn will call ut a fitter, r activate the standby salt spreader which ever is apprpriate.

8 5.3 Weekend (Sat - Sun) and Bank Hlidays Prcedure The pre-salting duty rster is as abve The Duty Engineer checks the Vaisala website and weather frecast at r befre 2.30pm each day. In the event f the frecast f ice cnditins he ntifies the Inspectrs f rutes t be pre-salted and time f cmmencement. The Inspectr ntifies the drivers and Machinery Yard Freman, n call fr that week, f the time f callut. The Inspectr ntifies the lader driver, prceeds t the Ballygan salt dept at the time appinted and prepares the dept fr lading f salt. The duty drivers prceed t the dept at the appinted time, lad salt, drive and grit the assigned rutes, and n cmpletin the driver will wash dwn the truck and return the salt spreader t its parking lcatin. 5.4 Rates f Spread fr Precautinary Salting Precautinary gritting frms the majr part f winter peratins. Fr frst and rad surface temperatures at r abve -2ºC salts shall be spread at g/m 2 dependent n lcal cnditins and the immediate frecast. If freezing cnditins are expected after rain r frst and the rad surface temperature is belw -2ºC spread rates will be increased t 15-30g/m 2 accrding t the amunt f misture present and the temperature expected. Unless freezing cnditins cincide with rainfall, salting shall be delayed as lng as pssible t reduce lss f salt by run-ff. If cntinuus snw is frecast, salt shall be spread at 30-40g/m2 accrding t the anticipated severity f the snwfall. Every effrt will be made t ensure enugh salt is applied befre snw starts t stick t the rad t melt the initial snwfall and t prvide a wet surface. The spread rates fr precautinary salt treatments are summarised belw. Each pass f the plugh shall be supplemented by an applicatin f salt at a rate as per the table abve. Special salting may be necessary t deal with melted water frm snw, which may freeze at night, and rads will be mnitred fr such cnditins.

9 5.6 Treatment f Hard-Packed Snw and Ice If the previus prcedures are carried ut successfully then the frmatin f hardpacked snw shuld be prevented. Hwever, in cases where hard-packed snw and ice ccur and prvided that the ice is n mre than 20mm thick and the air temperature is belw -5ºC, then remval shall be carried ut by successive salt applicatins f 20-40g/m2.
