2 We are pleased t annunce the Multi Unit Residential Building Charging Prgram. Funded by the Prvince f British Clumbia, and administered by Fraser Basin Cuncil, this prgram supprts the cst and installatin f electric vehicle supply equipment (EVSE), infrmally knwn as charging statins, in existing multi unit resident buildings (MURBs). The infrmatin prvided in this guide utlines the eligibility and applicatin prcess, and prvides all necessary prgram details. 3 Prgram Descriptin & Eligibility Requirements Due t high interest and uptake, applicatins t the MURB prgram are nw clsed. A prtin f unallcated funds will be directed twards specific prjects r niche lcatins. Cntact rdavis@fraserbasin.bc.ca directly fr mre infrmatin. The Multi Unit Residential Building Charging Prgram is part f the Clean Energy Vehicle (CEV) Charging Infrastructure Prgram funded by the Prvince f British Clumbia. The purpse f this particular prgram is t supprt the purchase and installatin f electric vehicle charging statins in multi unit residential buildings (MURBs) in British Clumbia, and t assist in reducing the barriers fr current and future electric vehicle adptin. Eligible applicants (See Applicatin Eligibility Requirements belw) acrss British Clumbia can apply t receive a rebate f up t $4,500 r 75% f ttal csts per Level 2 charging statin, whichever cmes first, befre taxes, if apprved fr participatin. Applicants can apply fr mre than 1 Level 2 charging statin, but the ttal apprved number may be capped t ensure the prgram funds are adequately distributed. Single prt statins cunt as 1 charging statin, dual prt statins cunt as 2 charging statins, and s n. As such, applicants wh apply fr a dual prt statin wuld receive up t $9,000 r 75% f ttal csts whichever cmes first. Applicants are assessed n a first-cme first-served basis. Applicatins will be accepted until Octber 1, 2016 r until funds are fully allcated. The prgram may re-pen depending n available funds and interest. Applicant Eligibility Requirements The prgram is pen t individuals that reside in an eligible MURB r t parties authrized t make decisins regarding an eligible MURB (See MURB Eligibility Requirements belw). This includes a building wner, manager, resident r ther building representative; It is imprtant that the prper authrity grant permissin fr the charging statin t be installed; If the applicant is nt the wner f the building, written apprval frm the building wner r cuncil must be prvided befre a rebate cheque will be issued; The persn r cmpany that applies fr the funding prgram must be the persn r cmpany wh pays fr the statin and installatin csts; The rebate cheque will be issued t this persn r cmpany. MURB Eligibility Requirements Eligible MURBs are multi unit residential buildings that have 3 r mre self-cntained dwelling units. Are lcated in British Clumbia This includes multiple resident buildings, and mixed-use buildings.! Such buildings may include stratas, cnds, apartments, twn hmes, r husing c-ps. The charging statin is fr residents r future residents f these buildings. If there is a cmmercial cmpnent as part f the building, restrictins shuld be in place that allws nly a resident t utilize the charging statin.

4 Charging Statin Requirements Fr a charging statin t be eligible fr the prgram the statin must: Be a Level 2 statin, featuring a SAE J1772 plug (See Manufacturer & Supplier List); Be purchased, nt leased; Have activated cmmunicatin and data tracking abilities OR be cnnected t a dedicated revenue grade meter fr the charging statin r grup f statins. See Netwrked vs. Nn-Netwrked fr mre infrmatin; Be apprved fr sale and use in Canada (i.e. cul, cetl, CSA certificatin); Be installed by a licensed electrician (wrk t be cmpleted under apprpriate permit and installed t meet Canadian Electrical Cde requirements); Be in peratin at the prject lcatin fr five years. Applicants must install ver-sized cnduit capacity capable f supplying at minimum an additinal 5 Level 2 charging statins at 40A each. (Read the FAQ n why) As a cnditin f receiving funding, applicants are required t have an electrician install an apprpriate sized cnduit (i.e. ver-sized) capable f supplying at minimum an additinal 5 charging statins at 40A each (fr a minimum capacity f 6 charging statins) r the ttal number f parking stalls, whichever cmes first; This cnduit is fr future EV grwth and shuld be run t prvide future service t all parking stalls r 30m int the parking area, whichever cmes first; Only ne ver-sized cnduit is required per panel regardless f the number f EVSE being installed n the same panel. If the parking area has several levels and multiple panels that EVSE is cnnected t then an ver-sized cnduit is required fr each panel; Only the cnduit is required fr future charging statins. In ther wrds, there is n need t run wiring thrugh the cnduit; Althugh n wiring is required fr the future charging statins, the wiring fr the statin(s) being installed at this time must be de-rated t cmply with cde fr when the future statins are installed; Junctin bxes are t be installed at intervals fr future runffs; A label stating FOR USE WITH ELECTRIC VEHICLES ONLY shall be psted in cnspicuus places at the service panel/sub-panel and alng the cnduit raceway. Sme buildings might nt have the electrical capacity fr present r future charging statins. In these cases lad managed statins ffer the ability t install charging statins by managing the electrical cnsumptin f each statin. Charging Statin and Installatin Csts Eligible csts include, but are nt limited t: The cst f the charging statin equipment; Materials required fr installatin f the charging statin; Labur and cnstructin csts fr installatin f the charging statin; Electrical r ther permits; Electrical r parking area design plans; Signage; Csts ccurring AFTER the prgram launch date (March 23, 2016) and BEFORE the prject deadline March 1, Ineligible csts include, but are nt limited t: Painting f parking area;

5 Installatin f nn-evse infrastructure (e.g. 110V utlet fr vacuum cleaner); Cmmunicatin csts between prperty management and residents (e.g. ntices, letters, etc.); Cpy r dcumentatin fees; Mnthly r annual subscriptin fee; Taxes paid n the labur, charging statin, material, and any ther assciated csts; Csts ccurring BEFORE the prgram launch date (March 23, 2016) and AFTER the prject deadline March 1, 2017; Csts fr charging infrastructure that are already required under building cdes r ther prgram r regulatry requirements.

What residential buildings are eligible? Multi unit residential buildings acrss British Clumbia are eligible t apply. Hwever, cnd-resrts r similar buildings where a building is prviding accmmdatins fr nn-residents are nt eligible fr this prgram. The prgram is intended fr residents f British Clumbia. Only buildings that cmpleted cnstructin and were ccupied befre March 23, 2016 will be cnsidered fr the prgram. Can I install mre statins than I was apprved fr? Applicants can install any number f statins, but will nly be eligible t receive reimbursement fr the number f statins they were apprved fr. Fr example, if an applicant applied fr 2 statins and received apprval fr 1, the applicant can still install a 2 nd statin. Hwever, they will need t track the additinal csts (material, labur, etc.) f the 2 nd statin and submit receipts fr the 1 st statin minus the 2 nd statin. See the FAQ n eligible csts fr mre infrmatin. Wh wns the charging statin? The wnership f the charging statin is a matter that shuld be discussed between tenants and prperty wners/cuncils. Fraser Basin Cuncil des nt require a specific party t wn the statin. Hwever, the applicant will be the ne wh is issued the rebate cheque.

8 D I need t have an electric vehicle in rder t apply fr the funding prgram? N, all may apply even if there are n electric vehicle wners in the building. Once I submit the funding applicatin can I purchase the charging statins? D nt purchase the charging statins until after yur applicatin has been apprved. In sme cases the number f charging statins yu applied fr may nt be the number we apprve t fund. Hw lng des it take t install a charging statin in my building? The actual installatin f the charging statin typically takes a day t several days. Hwever, additinal time will likely be spent gathering necessary apprval and permits t install the charging statin(s). We recmmend beginning the wrk with yur cuncil r prperty managers as sn as pssible as it culd take several mnths t gain apprval fr the prject. If my building received a previus incentive fr the installatin f a charging statin can I still apply fr this prgram? Yes, having received a previus incentive des nt disqualify yu fr this prgram. D visitr parking spaces cunt twards the ttal number f parking spaces the applicatin asks fr? Yes, all parking spaces available must be cunted. The ttal number f dedicated residential parking spaces versus the ttal number f visitr parking spaces must be made clear. Hw much des it typically cst t purchase and install a charging statin? The cst and installatin f a Level 2 charging statin varies. Csts can increase if a parking stall is lcated sme distance frm the electrical rm, hw much cring thrugh walls r trenching thrugh pavement cntractrs have t d, and the type f Level 2 charging statin yu chse (See Netwrked vs. Nn-Netwrked statins fr mre infrmatin). Nt all meters are the same. Sme meters are mre accurate in measuring electricity cnsumptin than thers. As a requirement f this prgram, if the charging statin yu install des nt have data tracking capabilities yu must install a revenue grade f Measurement Canada certified meter. This can be handled directly thrugh yur BC Hydr accunt. 1. Lg int yur accunt. 2. Near the tp f the page yu shuld see a menu item "Mving & Electrical Cnnectins", hver yur muse ver this item 3. Select "Cnstructin & Renvatins: Add/Mdify Electrical Cnnectins" 4. Click n "Start Cnnectin Request" If yu have any questins r cncerns yu can call BC Hydr's Express Cnnect Centre at Is there enugh electricity in the B.C. grid t pwer EVs? Yes, the number f EVs n the rad represents less than 1% f all registered vehicles in BC (1,700 vs. 3 millin in 2014). Even if all these vehicles were t becme EVs ver-night the demand n the grid wuld nly increase by 19% ver current base lad. This is well inline with the available capacity. Additinally, BC Hydr, in planning fr future grwth, is accunting fr the electrical demand by EVs. What charging statins are eligible fr the prgram? Fr a charging statin t be eligible fr the prgram the statin must: Be a Level 2 (240 vlt) statin, featuring a SAE J1772 plug Be purchased, nt leased Be apprved fr sale and use in Canada (i.e. cul, cetl, CSA certificatin) Be installed by a licensed electrician (wrk t be cmpleted under apprpriate permit and installed t meet Canadian Electrical Cde requirements); Have activated cmmunicatin and data tracking abilities OR be cnnected t a dedicated revenue grade meter fr the charging statin r grup f statins; Be in peratin at the prject lcatin fr five years. Anther imprtant cmpnent f the charging statin is whether yu purchase a smart statin r a basic statin. The main difference between the tw is that a smart statin will be capable f tracking cnsumptin and usage while a basic statin will nt. If yu prefer t purchase a basic statin yu will be required t install a revenue grade meter fr the statin r grup f statins.

10 Hw many charging statins can I receive funding fr? Yu can apply fr funding n as many charging statins as yu wish. Hwever, yu may nly be apprved fr a certain number f statins. This will be based n hw much present and future demand a building might have fr charging statins. What csts are eligible fr funding under the prgram? An ver-sized cnduit is required t allw access t charging fr future residents. The cnduit must allw fr wiring f a ttal f 6 charging statins at 40 amps each, r the ttal number f parking stalls, whichever cmes first. In sme cases a building might nt have the electrical capacity fr six charging statins, but future demand might require buildings t upgrade electrical capacity. In this case, installing an versized cnduit nw helps t decrease csts in the future. Additinally, sme buildings might explre the ability t manage electrical cnsumptin amngst a grup f statins. Smetimes referred t as lad management, pwer management, r lad sharing, this technlgy ffers the ability t cnnect multiple charging statins. What is lad management? Lad management is a technique where multiple charging statins share the same electrical line. This is useful in cases where there isn t enugh electrical capacity fr all the required charging statins. Fr example, if an electrical panel nly has capacity fr 2 charging statins, but residents want access t fur then lad managed statins can allw the installatin f thse fur charging statins. This is dne by mderating the electricity cnsumed by the charging statins t prevent the statins frm cnsuming t much electricity and blwing a fuse.

11 This helps t avid cstly upgrades t the electrical panel in MURBs and ptimizes charging capacity regardless f the number f residents wanting t charge their EVs. The Manufacturer & Supplier List identifies which manufacturers ffer lad management capable charging statins. Hw d I cnvince my building manager, strata cuncil, and/r fellw residents that a charging statin wuld be a great benefit? The Plug in BC site has lts f great infrmatin n the benefits f charging statins and EVs in general. Additinally, Metr Vancuver is in the prcess f creating a website that ffers steps and tips in hw t g abut installing a charging statin in yur building. What d I need t d t apply fr the incentive? There are tw steps in this prgram. The FIRST step is t apply fr funding by filling ut the Applicatin Frm. This ensures that applicants dn t g ut t purchase charging statins they may nt receive a rebate fr. The SECOND step is t submit a final reprt nce the charging statin is installed AND peratinal. Infrmatin n the final reprt is ed t applicants when they are apprved fr the prgram. Once this is submitted and apprved yu ll receive a rebate cheque in the mail.
