3 Intrductin This sectin cntains requirements and guidelines fr cmpleting this Safe Wrk Practice Template / Applicatin fr Apprval. The NS Temprary Wrkplace Traffic Cntrl Manual (Manual) requires that the Department f Transprtatin and Infrastructure Renewal (Department) apprve equipment and prcedures fr laying ut and picking up delineatrs frm a mving vehicle. Cmpanies seeking Department apprvals must d s by adapting this template dcument t meet their needs and sending their requests t the Nva Sctia Temprary Wrkplace Traffic Cntrl Prgram Administratr at tcm@nvasctia.ca. This template may be updated frm time t time as standards change; thse with prir apprvals will be ntified when updates ccur. After a change, cmpanies must resubmit apprval requests using the new template dcument; enclsures may als need t be apprved anew if safety standards change. Cmpanies may nly d mbile delineatr wrk with written apprval frm the Department s Temprary Wrkplace Traffic Cntrl Prgram Administratr using the latest Department apprved template dcument; each enclsure must be supprted by a test certificate valid fr the current perid and issued in cnsideratin f the latest standards. This dcument has been prepared in respnse t requests fr Departmental apprval f prcedures invlving a wrker statined in a wrker enclsure attached t the back f a truck. While the Department, in cperatin with stakehlders, has tried t cnsider all cnditins when preparing this template, it remains the respnsibility f each cmpany t ensure that their safe wrk practice prvides rules and standards that are sufficient t create and maintain safe cnditins. The Department may suspend the use f this template, r change requirements in writing. Imprtant: The design and use f a wrker enclsure requires cmpliance with all applicable NS legislatin. The requirements f this dcument are subrdinate t every requirement f NS legislatin. Unless stated therwise, terms used in this dcument mean the same as when they are used in the NS Temprary Wrkplace Traffic Cntrl Manual (Manual). In this dcument the term mbile delineatr wrk means actively laying ut r picking up delineatrs at a temprary wrkplace frm a mving vehicle. This vehicle must be specially designed fr the task using standards and prcedures apprved by the Department. In this dcument the term wrker enclsure, r in cntext enclsure, means the engineered enclsure used t hld and prtect a wrker while perfrming mbile delineatr wrk, all 1

4 supprting hardware hlding the enclsure in place, and all mdificatins t the truck necessary t accmmdate the enclsure. Rules and prcedures in Sectins 1 thrugh 6 frm a part f this apprval and must be adhered t, unless expressly stated therwise. Where a cmpany wishes t be excused frm a standard, rule, r prcedure, they shuld strike-ut the rule n this dcument but NOT remve the riginal text. Where a cmpany wants t add a rule(s) r prcedure(s) nt included in this dcument then it/they shuld be added t Appendix B. Each applicatin must be accmpanied by dcumentatin stipulated in Sectin 2. A testing certificate and any additinal infrmatin necessary t supprt the design f the wrker enclsure must be in Appendix A. The enclsure designer s, and additinal cmpany specific rules and prcedures (if any) must be in Appendix B; bth appendices becme a part f this safe wrk practice upn apprval. 6 Sectin 2 This sectin cntains requirements fr designing, cnstructing, testing and certificatin f an engineered wrk enclsure. 2.1 Intrductin It is the Department s psitin that the wrker enclsure s design, manufacture, testing, certificatin, inspectin, maintenance and safety are whlly the respnsibility f the cmpany using the enclsure and by assciatin their prfessinal advisrs. The enclsure s cmpliance with all applicable laws is whlly the respnsibility f the user. 2.2 Wrker Enclsure Design The enclsure must be designed by a Prfessinal Engineer licensed in the area in which the engineering design and decisins have been made. (Frm an enclsure end user s perspective there may be an advantage t having all matters related t the design and apprval dcumented and verifiable. This culd result in simpler and less cstly future recertificatin shuld ties t the riginal designer be interrupted. It is suggested that cmpanies keep recrds sufficient t meet their legal bligatins if challenged.) 2.3 Designer s Infrmatin in Supprt f Onging Safety The riginal design and subsequent certificatin(s) require the apprval f a Prfessinal Engineer. The Prfessinal Engineer wh prvides subsequent enclsure certificatins is, by their apprval, taking full respnsibility fr the integrity f the design and the current cnditin f the equipment recertified. In the event that any aspect f earlier wrk is fund unsatisfactry, it is incumbent n the persn prviding the recertificatin t have deficiencies crrected befre apprval. The designer s enclsure standards, recmmendatins, and prcedures necessary fr the safe use r maintenance f the enclsure must be included in Appendix B fr reference by the cmpany and crews using the enclsure. During recertificatin the Prfessinal Engineer signing the certificate must review this infrmatin and update it if needed. The enclsure s designer must prvide all necessary standards and prcedures t supprt nging safe use and maintenance. Fr example, but nt limited t: 4

7 A prcedure fr munting and dismunting the enclsure taking int accunt munting n the right r left side f the truck if s equipped. Include instructins fr mving tail lights t the left r right, etc. A prcedure fr adjusting the height f the enclsure r, if nt adjustable, prvisins t ensure the crrect munting height. A descriptin f every enclsure cmpnent, pint, r weld subject t a daily pre-use inspectin. The list shuld highlight any part f the enclsure that may be subject t high stresses and therefre increased risk f failure. The pre-use inspectin list must be accmpanied by a descriptin f significant deficiencies which, if fund, wuld justify remving the enclsure frm active use. The maximum perating speed fr the vehicle when the enclsure is ccupied (default maximum is 20 km/h). A standard fr the maximum weight f the enclsure s ccupant and minimum clearance t the rad surface, taking int cnsideratin rad cnditins, vehicle perating speed, and dynamic lading. Standards fr lights, reflectrs r surface finishes that are necessary t enhance visibility r are necessary fr safety r regulatry cmpliance. Specify any requirements fr peratin, repair r upkeep as well as the prvisins t cntrl crrsin if required. Prvisins t prevent ccupants f the enclsure frm falling ut r becming wedged. The enclsure s designer shuld specify equipment and use standards that include the use f a harness and lanyard by the enclsure ccupant. A statement requiring that each enclsure be permanently marked with its year f manufacture, the name f the cmpany that fabricated it, and a distinct mark t identify it frm all ther enclsures. (Cmpanies may use the distinct mark in the testing and certificatin prcess as well as t lg any apprvals, repairs and/r failures.) Any peratinal r use limitatins. 2.4 Enclsure Fabricatin and Inspectin / Testing The enclsure must be fabricated and inspected r tested t standards acceptable t the Prfessinal Engineer wh will sign the test certificate. 5

8 2.5 Enclsure Certificatin A certificate must be issued by a Prfessinal Engineer fr enclsures that pass inspectin r testing. It must prvide clear assurances that the enclsure is safe and legal fr use. Each enclsure needs an initial certificate and t be recertified, thereafter, upn expiratin. Enclsures must als be recertified if they are deemed t have a significant deficiency by the certifying Engineer r if the enclsure r any part f the supprting hardware needs t be replaced r requires structural repairs. The expiry date f a certificate is set by the Prfessinal Engineer wh signs the certificate and must appear n the certificate. Place the certificate(s) accmpanying this apprval request int Appendix A. Send a cpy f each replacement certificate t the Department s Temprary Wrkplace Traffic Cntrl Prgram Administratr. The Department must be in receipt f a current certificate fr each enclsure befre the enclsure is used. A legible cpy f the current certificate fr the enclsure in use must be in the truck perfrming mbile delineatr wrk and be made available t the apprpriate Department, and external authrities upn request. The minimum infrmatin required n an enclsure certificate includes: The enclsure wner s cmpany name and business address. The enclsure designer s (cmpany) name and business address. The time perid during which the certificate is valid. The enclsure design name r reference number (as may be shwn n the design drawings), and the enclsure s distinct mark distinguishing it frm ther enclsures. The name and business address f the enclsure s manufacturer. Any limitatins applicable t the enclsure r its use. The certificate must include a declaratin verifying that the enclsure has passed an inspectin and/r testing. It must als validate the current adequacy f the designer s peratin and maintenance standards and prcedures fund in Appendix B. This declaratin cnfirms the enclsure and dcumentatin are safe and crrect. The certificate must be signed and dated by a Prfessinal Engineer licensed t practice in Nva Sctia. The signature must be supprted by the printed name and cntact infrmatin f the signatr 6

9 Sectin 3 This sectin lists the general training requirements fr the cmpany and thse wh will d mbile delineatr wrk. Training requirements shuld include, but nt limited t; It is the respnsibility f everyne ding mbile delineatr wrk t fllw all instructins and prcedures, and t ensure that their training is up-t-date and adequate. Everyne invlved in mbile delineatr wrk must cmplete a training sessin apprved by their cmpany befre being assigned mbile delineatr wrk. Training must be dne annually befre perfrming mbile delineatr wrk. Training must fcus n the tasks that the individual will be assigned. Everyne ding mbile delineatr wrk must be made generally aware f the respnsibilities f all thers wh d mbile delineatr wrk, even thse wh d dissimilar wrk. Refresher training (a tlbx talk) must be given t everyne invlved in mbile delineatr wrk befre every prject. Where a previusly trained emplyee jins a wrk team midway thrugh a prject but is absent fr the refresher training fr that prject, they must participate in refresher training that integrates them safely int the new team befre ding mbile delineatr wrk n that prject. The individual prviding the training must be a cmpetent persn, as defined by the Nva Sctia Occupatinal Health and Safety Act. Each cmpany must maintain training recrds. 7

10 Sectin 4 This sectin lists safety rules applicable at all times while mbile delineatr wrk is being carried ut. Applicant prduced rules r prcedures must be rganized in Appendix B. 4.1 General rules t be applied t mbile delineatr wrk If it is fund that rules, requirements, r prcedures in this dcument d nt prvide safe cnditins: D nt start, r immediately stp mbile delineatr wrk and d nt begin again withut apprval f the cmpany cntact persn and the Department s Temprary Wrkplace Traffic Cntrl Prgram Administratr. Immediately reprt the unsafe cnditin t the cmpany cntact persn named in Sectin 1 f this safe wrk practice. The cmpany cntact persn named in Sectin 1 f this safe wrk practice must immediately reprt the unsafe cnditin t the Department s Temprary Wrkplace Traffic Cntrl Prgram Administratr. Safety standards, rules, and prcedures specified by the applicant in Appendix B must als be fllwed. It is prhibited t use mbile delineatr prcedures t lay ut r pick up delineatrs that will result in traffic n BOTH sides f the wrkers, unless they are prtected frm traffic n at least ne side by an engineered barrier r a nn traversable median. Otherwise, this safe wrk practice applies t all rad types fr which a prcedure has been apprved Rules primarily affecting r applying t the persn in the enclsure A persn must nt ccupy the bx r bed f a truck while it is in mtin. A persn in the enclsure must pay full attentin t their wrk and eliminate all distractins. They must turn ff all entertainment devices, such as the radi, and eliminate nn-essential phne and tw-way radi cmmunicatin. A persn must nt get in r ut f the enclsure while it is in mtin nr can they get in r ut f the enclsure unless the truck has pulled ff t the edge f the rad and is stpped in a psitin f safety as far as practical frm the active travel lane. 8

11 The persn in the enclsure must wear a safety harness and use a lanyard f a standard specified by the persn signing the enclsure s certificate. The lanyard must be secured in the way specified by the certificate signatry. While in use, the lanyard must prevent an enclsure ccupant frm tuching the grund. The persn in the enclsure must wear: CSA Z 96-15, Class 2, Level 2, high visibility apparel made with flurescent backgrund material. CSA, Type II, G r E head prtectin. The wrker in the enclsure shuld use a chin strap t prevent lss f their hard hat while stping. CSA, Grade I prtective ftwear. Only ne persn is permitted in the enclsure at a time. The weight f the persn in the enclsure must nt exceed the enclsure s design values (see the designer s limitatins in Appendix B). It is frbidden fr any persn t cling t the utside f an enclsure while in mtin. A persn must nt ccupy the enclsure unless actively laying ut r picking up delineatrs. Wrkers must be transprted in the cab f the truck r by ther apprved means until ready t actively lay ut r pick up delineatrs. When the wrker in the enclsure cannt cmfrtably reach r rearrange items in the truck, the vehicle must stp in a psitin f safety as far as practical frm the active travel lane befre retrieving r srting the items. The wrker and all items n the truck must remain stable, safe and under cntrl at all times. The wrker in the enclsure must ensure that there are n items in r n the vehicle r n their bdy that culd becme hazardus t them r the public by snagging, shifting, r extending r falling int an pen driving lane. The wrker in the enclsure must ensure that they d nt bscure brake, tail, r turn lights. The wrker in the enclsure must ensure that the surface n which they stand is free frm tripping hazards such as debris, ice and snw. 9

12 The driver f the vehicle with the enclsure and the persn wh ccupies the enclsure must have prearranged signals fr: Stp Mve frward Mve backward Mve slightly t the right Mve slightly t the left Slw dwn Pull ver t a psitin f safety at the edge f the rad, and Take emergency avidance measures. Imprtant: The driver must perfrm these maneuvers nly when directed by the persn in the enclsure, and nly when it is safe t d s. The exceptin is that they may act independently if it is essential fr safety Rules primarily affecting r applying t vehicle driver(s) A legible and current cpy f the mbile delineatr safe wrk practice, including Appendix A and B, must be in the vehicle used fr mbile delineatr wrk and be made available t the apprpriate Department, and external authrities upn request. The dcument must be replaced if it becmes utdated r damaged. When any persn is in the enclsure, the vehicle s speed limit is the lwer f 20 km/h r the speed limit set by the Prfessinal Engineer wh certified the enclsure. If the Engineer has set a lwer speed limit it will be shwn in Appendix B. When any persn is in the enclsure the vehicle must accelerate and decelerate gradually s as nt t destabilize the wrker in the enclsure (unless reacting t an emergency). The vehicle with the enclsure must have a windw(s) pen when ding mbile delineatr wrk s that audible signals between the driver and ccupant f the enclsure are practicable. The driver f the vehicle(s) ding mbile delineatr wrk must pay full attentin t their wrk and eliminate all distractins. They must turn ff all entertainment devices, such as the radi, and eliminate nn-essential phne and tw-way radi cmmunicatin. The wrker in the enclsure and the vehicle s driver must cnstantly mnitr public traffic n all appraches. They must cnstantly evaluate their surrundings and knw at all times hw they will react t a threat. On becming aware f a threat they must act immediately and defensively. 10

13 Only the vehicle driver is allwed in a vehicle actively ding mbile delineatr wrk Rules primarily applicable t a vehicle r the enclsure All vehicles used fr mbile delineatr wrk must be equipped with a Flashing Light Unit (FLU) and a amber flashing light. FLUs must be aimed t prvide the best viewing angle fr appraching drivers. These warning lights must be used fllwing cnventins in the Manual. Where multiple vehicles are used t d mbile delineatr wrk, each ne must remain in radi cntact with all thers. When delineatrs are being laid ut beside a lane pen t traffic: Delineatrs must always be laid ut by driving frward with the flw f traffic (upstream t dwnstream). A secnd vehicle must, at all times, fllw the persn in the enclsure, psitining themselves between the wrker and public traffic. When delineatrs are being picked up beside a lane pen t traffic, delineatrs may be picked up in tw ways: Delineatrs may be picked up by driving tw service vehicles within the delineated area, in reverse, against the flw f traffic (dwnstream t upstream). When this methd is chsen the secnd service vehicle must, at all times, precede the persn in the enclsure, in a psitin between the wrker and public traffic. Prvided measures are taken nt t cnfuse ncming traffic (e.g. headlights at night), delineatrs may be picked up by driving the service vehicle within the delineated area in a frward directin, against the flw f traffic (dwnstream t upstream). When this methd is chsen a secnd service vehicle must nt be used behind the wrker enclsure. (This will prevent the secnd vehicle frm perating utside the delineated area.) On a tw-lane tw-way rad, when driving the service vehicle within the delineated area in a frward directin, against the flw f traffic, public traffic must be restricted t ne directin nly (see fllwing illustratins). Traffic Cntrl Persn must ensure that traffic nly flws in the directin ppsite t the vehicle cntaining the wrker enclsure and must stp traffic when a gap develps at the back f traffic fllwing the pilt vehicle. 11

14 PICKING UP DELINEATORS ON TWO-LANE TWO-WAY ROADS: Driving in Reverse Driving Frward Vehicle(s) must be psitined t prvide the greatest safety practical t the wrker in the enclsure. When tw vehicles are required t wrk tgether, in cnsultatin with the Temprary Wrkplace Signer, the drivers f the enclsure vehicle and the supprt vehicle must establish and maintain a safety space between the vehicles s that the persn in the enclsure is prvided the maximum safety under all perating cnditins. In setting the safety space, cnsideratin must be given t vehicle weights, speeds, stpping distances, hills, and turns, number f lanes, sight distances, and rad surface cnditins. Only currently certified enclsures may be used fr mbile delineatr wrk. Befre wrk begins, the enclsure ccupant and the enclsure vehicle driver must ensure that the enclsure meets, and will maintain under all perating cnditins, the minimum clearance as set by the Prfessinal Engineer wh has signed the enclsure certificate (see Appendix B). Befre wrk begins, the enclsure ccupant and the enclsure vehicle driver must inspect the enclsure and all supprting members fr functin and sundness. The inspectin must include the pre-use inspectin items specified by the Prfessinal Engineer wh has signed the certificate (see Appendix B). Where any deficiency matching a significant deficiency frm the cmpany s pre-use inspectin list, r any cnditin affecting cmpliance with NS legislatin, visibility, r safety is bserved, the enclsure must be immediately remved frm service (see the significant deficiency list in Appendix B). Where any structural part has been mdified, repaired r replaced, the enclsure must be certified anew by a Prfessinal Engineer. 12

15 (Fr clarificatin, structural part means any part having a reasnable expectatin f affecting the strength r integrity f the enclsure.) Enclsures remved frm service fr a significant deficiency must be tagged with a clearly legible and waterprf label that identifies the prblem(s), and prhibits the enclsure s use. The enclsure must nt be used until repaired, and if needed, retested and certified again. The cmpany must lg enclsure deficiencies by the distinct mark and track the failure, repair, testing, and recertificatin, as applicable. 13

16 Sectin 5 This sectin cntains the prcedures fr mbile delineatr wrk n tw-lane tw-way rads. The cmpany s cntact persn must immediately ntify the Department s Temprary Wrkplace Traffic Cntrl Prgram Administratr if safety cncerns arise with the use f this prcedure r with the use f a wrker enclsure in general. 5.1 Prcedure fr laying ut and picking up delineatrs n tw-lane tw-way rads There are tw methds fr laying ut and picking up delineatrs n tw-lane tw-way rads: A) Clse bth lanes, permitting the vehicle with the enclsure freedm t lay ut and pick up delineatrs withut risk frm public traffic. B) Permit traffic past the wrk area while delineatrs are laid ut r picked up, but under cntrl f Traffic Cntrl Persns and a pilt vehicle. The Temprary Wrkplace Signer must chse the best methd, taking int cnsideratin the length f the wrk area and traffic delays. Wrk areas lnger than 1 km r thse that result in delays > 10 min shuld use Traffic Cntrl Persns and a pilt vehicle t maximize traffic flw. 5.A.1. Laying ut delineatrs n a tw-lane tw-way rad, stpping traffic in bth directins (nt using a pilt vehicle) 1. At the start f this prcedure, all signs and Traffic Cntrl Persns have been put in place using apprved prcedures frm the Manual. Cmply with rules in Sectin 4 f this dcument which deal with such things as using a secnd vehicle t prvide wrker prtectin and driving frward r in reverse. As well, cmply with rules and prcedures in Appendix B. 2. Using Traffic Cntrl Persns, stp traffic flw in bth directins and allw the Traffic Cntrl Persn Zne t clear f public traffic. 3. A service vehicle displaying an FLU in bar mde and a amber flashing light takes a psitin in the middle f the lane t be clsed, upstream f the wrk area. It shuld be psitined apprximately half way between the Traffic Cntrl Persn and the place where the transitin taper will start. 14

17 4. When the Traffic Cntrl Persn Zne is clear f public traffic, the vehicle with the enclsure, displaying an FLU in bar mde and a amber flashing light, mves t a psitin f safety clse t the place where delineatrs will be placed first. 5. The wrker enters the enclsure and attaches the safety lanyard. 6. The delineatrs are laid ut using the vehicle with the enclsure attached. 7. The vehicle with the enclsure mves t a psitin f safety at the edge f the rad and stps. The wrker exits the enclsure. 8. Wrkers place a prperly aimed FLU in bar mde at the bundary f the transitin taper and the buffer area, and anther ne at the terminatin taper, if required by the Manual. 9. Remve the service vehicle blcking the lane in advance f the transitin taper. 10. The stpping lcatin is clse t the place where delineatrs will be placed first. The wrker enters the enclsure and attaches the safety lanyard. 5. Starting at the edge f the rad, the vehicle with the enclsure lays ut delineatrs in the transitin taper, and the first delineatr(s) in the buffer area, in that rder. (Lay ut delineatrs frm the upstream t the dwnstream end f the wrkplace.) 6. On rads with speed znes greater than 80 km/h, place a prperly aimed FLU in bar mde at the bundary between the transitin taper and the buffer area. (Nte: This is a third vehicle, r it is an FLU trailer.) 7. At this time, the pilt vehicle, directed by Traffic Cntrl Persns, may lead traffic past the wrk area in the pen lane, reversing traffic flw as needed. 16

As sn as the vehicle with the enclsure attached is far enugh advanced up the buffer area (see Sectin 4), the service vehicle blcking the lane mves int a defensive psitin behind it t prvide wrker prtectin. It mves frward between the delineatr(s) in the transitin taper and nt arund the taper int the pen travel lane. It then fllws the vehicle with the enclsure attached as the rest f the delineatrs are laid ut. 9. The vehicle with the enclsure mves t a psitin f safety at the edge f the rad and stps. The wrker exits the enclsure. 10. Place a prperly aimed FLU in bar mde at the apprach and terminatin taper, if necessary and if required by the Manual. 11.
