Brewer Undergrund Strage Tank Management Practices 1.0 Purpse / Backgrund Implementatin f this Practice is intended t assure cnfrmance t the management and peratins standards prmulgated by the US Envirnmental Prtectin Agency and published in the federal cde f regulatins at 40 CFR Part 280 alng with the Nrth Carlina Administrative Cde 15A NCAC 02N. Duke University and the Duke University Medical Center utilize a number f undergrund strage tanks t stre petrleum prducts r hazardus substances that are subject t these requirements. 2.0 Scpe Undergrund strage tanks (UST) lcated n the main campus, at Duke Nrth Hspital, within the Medical Center cmplex, and at the Duke Suth Building are subject t the requirements utlined in this Practice. 3.0 Installatin 3.1. Ntificatin Requirements- Any wner wh plans t install r replace an undergrund strage tank must first submit an UST-6A Applicatin t Install r Replace Undergrund Strage Tank Systems (Pre-Installatin) frm; prvide design plans prepared by a licensed Nrth Carlina Prfessinal Engineer; and, a scale drawing (n larger than 11 x 17 ) that includes the prpsed lcatin f the UST system and schedule f materials t NC DENR/UST Sectin. After an apprval letter is received frm NC DENR/UST Sectin, the wner may prceed with the installatin f the UST system, but must cntact the designated inspectr at least 48 hurs befre pre-installatin tightness testing f the tanks and the final tightness testing f the piping befre it is back-filled. Cntact infrmatin fr the inspectr is included in the apprval letter received frm the state. After cmpleting the UST system installatin, the wner must submit the fllwing items fr review: UST 6B Applicatin t Install r Replace Undergrund Strage Tank Systems (Pst-Installatin) frm Cmpleted manufacturers installatin checklist fr tanks, piping and ther applicable equipment Pre-installatin and pst-installatin tests f tanks and piping As-built plans n larger than 11 x 17 shwing amng ther things the An fficial hardcpy f this dcument exists in the OESO Office r n the OESO EP website.

Release Detectin General Requirements A methd r cmbinatin f methds f release detectin must be prvided that: (1). Can detect a release frm any prtin f the tank and the cnnected undergrund piping; (2). Is installed, calibrated, perated, and maintained in accrdance with the manufacturer s instructins, including rutine maintenance and service checks fr perability r running cnditin; and (3). Meets the perfrmance requirements utlined in this Practice with any perfrmance claims and their manner f determinatin described in writing by the equipment manufacturer r installer. Methds used must be capable f detecting the leak rate r quantity specified fr that methd with a prbability f detectin f 0.95 and prbability f failure f (4). When a release detectin methd indicates that a release may have ccurred, peratrs must ntify OESO, wh will then ntify the apprpriate agency. (5). Any existing UST system that cannt apply a methd f release detectin must be clsed Requirements fr Petrleum UST Systems (1). Tanks that meet US EPA perfrmance standards may use tank tightness testing cnducted at least every 5 years until 10 years after the tank is installed r upgraded. (b). Systems that d nt meet US EPA perfrmance standards may use mnthly inventry cntrls and annual tank tightness testing. (c). Tanks with a capacity f 550 gallns r less may use weekly tank gauging. (2). Piping Undergrund piping must be mnitred fr releases in ne f the fllwing ways: (a). Pressurized piping must be equipped with an autmatic leak detectr and must have an annual line tightness test cnducted. (b). Suctin piping must either have a line tightness test cnducted at least every 3 years r have mnthly mnitring cnducted. (c). Suctin piping that is designed and cnstructed t meet the fllwing standards needs n release detectin: (i) The belw-grade piping perates at less than atmspheric pressure, (ii) The belw-grade piping is slped s that the cntents f the pipe will drain back int the strage tank if suctin is released, (iii) Only ne check valve is included in each suctin line; and, (iv)the check valve is lcated directly belw and as clse as practical t the suctin pump Requirements fr Hazardus Substance UST Systems UST systems that are used t stre hazardus substances must be equipped with release detectin that meets the fllwing requirements: (1). Cntain regulated substances released frm the tank system until they are detected and remved. (b). Prevent the release f regulated substances t the envirnment at any time during the peratinal life f the system, and (c). Be checked fr evidence f a release at least every 30 days. (2). Duble-walled tanks must be designed, cnstructed, and installed t: (a). Cntain a release frm any prtin f the inner tank within the uter wall, and (b). Detect the failure f the inner wall. (3). External Liners must be designed, cnstructed, and installed t: (a). Cntain 100 percent f the capacity f the largest tank, (b). Prevent the interference f precipitatin f grund-water intrusin with the ability t cntain r detect a release, and (c). Surrund the tank cmpletely. (d). Undergrund piping must be equipped with secndary cntainment and autmatic line leak detectin fr any part f the piping that cnveys substances under pressure Methds f Release Detectin (1). Inventry Cntrl Prduct inventry cntrl must be cnducted mnthly t detect a release f at least 1.0 percent f flw-thrugh plus 130 gallns n a mnthly basis in the fllwing manner: (a). Inventry vlume measurements fr regulated substance inputs, withdrawals, and the amunt still remaining in the tank must be recrded each day. (b). The equipment used is capable f measuring the level f prduct ver the full range f the tank s height t the nearest ne-eighth f an inch. (c). Brewer receipts by measurement f the tank inventry vlume befre and after delivery. (d). Deliveries are made thrugh a drp tube that extends t within ne ft f the bttm f the tank. (e). Prduct dispensing is metered and recrded. (f). The measurement f any water level in the bttm f the tank is made t the nearest ne-eighth f an inch. (2). Manual Tank Gauging Manual tank gauging must meet the fllwing requirements: (a). Tank liquid level measurements must be taken at the beginning and ending f a perid f at least 36 hurs during which n liquid is added t r remved frm the tank. (b). Level measurements must be based n an average f tw cnsecutive stick readings at bth the beginning and ending f the perid. (c). Equipment used must be capable f measuring the level f prduct ver the full range f the tank s height t the nearest ne-eighth f an inch. (d). Only tanks f 550 gallns r less may use this as the sle methd f release detectin. (3). Tank Tightness Testing Tank tightness testing must be capable f detecting a 0.1 galln per hur leak rate frm any prtin f the tank. (4). Autmatic Tank Gauging Equipment used fr autmatic tank gauging must meet the fllwing requirements: (a). The prduct level mnitr must be able t detect a 0.2 galln per hur leak rate frm any prtin f the tank. (b). Inventry cntrl must be cnducted accrding t paragraph 3.3.4(1) f this practice. (5). Vapr Mnitring Testing r mnitring f vaprs within the sil gas f the excavatin zne must meet the fllwing requirements: (a). The regulated substance, r a tracer cmpund placed in the tank, must be sufficiently vlatile t result in a detectable vapr level. (c). Measurement f vaprs cannt be rendered inperative by grundwater, rainfall, r sil misture r ther knwn interferences s that a release culd g undetected fr mre than 30 days. (d). The level f backgrund cntaminatin in the excavatin zne cannt interfere with the methd used t detect releases. (e). Vapr mnitrs must be designed and perated t detect any significant increase cncentratin abve backgrund. (6). Interstitial Mnitring - Interstitial mnitring between the UST system and a secndary barrier must meet the fllwing requirements: (a). Fr duble-walled UST systems, the sampling r testing methds must detect a release thrugh the inner wall in any prtin f the tank. (b). Fr UST systems with a secndary barrier within the excavatin zne, the sampling r testing methd must detect a release between the UST system and the secndary barrier. (c). Fr tanks with an internally fitted liner, an autmated device must detect a release between the wall f the tank and the liner. 4.0 Operating Requirements 4.1. Spill and Overfill Cntrl Operatrs f UST systems must ensure that releases due t spilling r verfilling d nt ccur by: (1). Ensuring that the vlume available in the tank is greater than the vlume f prduct t be transferred; (2). Reprting, investigating, and cleaning up any spills r verfills Operatin and Maintenance f Crrsin Prtectin Operatrs f steel UST systems with crrsin prtectin must cmply with the fllwing: (1). All crrsin prtectin systems must be perated and maintained t cntinuusly prvide crrsin prtectin t the metal cmpnents f that prtin f the tank and piping that rutinely cntain regulated substances and are in cntact with the grund. (2). All UST systems equipped with cathdic (crrsin) prtectin systems must be inspected fr prper peratin by a qualified cathdic prtectin tester in accrdance with the fllwing: (a). All cathdic prtectin systems must be tested within 6 mnths after installatin and at least every 3 years thereafter. (b). The criteria used t determine that cathdic prtectin is adequate must be in accrdance with the Natinal Assciatin f Crrsin Engineers Standard RP (3). Systems with impressed current cathdic prtectin must be inspected every 60 days. (4). Recrds f the peratin f the cathdic prtectin system must be maintained t demnstrate: 4.3. Cmpatibility (a) The results f the last three inspectins and (b) The results f testing frm the last tw inspectins. Operatrs must use an UST system made f r lined with materials that are cmpatible with the substance stred in the UST system Repairs Repairs must meet the fllwing requirements: (1). Repairs must be cnducted in accrdance with a cde f practice develped by a natinally recgnized assciatin r an independent testing labratry. (2). Metal pipe sectins and fittings that have released prduct as a result f crrsin r ther damage must be replaced. Fiberglass pipes and fittings may be repaired in accrdance with the manufacturer s specificatins. (4). Repaired tanks and piping must be tightness tested within 30 days fllwing the date f repair unless: (a). The repaired tank is internally inspected r (b). The repaired prtin f the UST System in mnitred mnthly fr releases, r (c). Anther test methd is used that is n less prtective. (5). Within 6 mnths fllwing the repair f any cathdically prtected UST system the cathdic prtectin system must be tested. (6). Operatrs must maintain recrds f each repair fr the perating life f the UST system that demnstrate cmpliance with the requirements f this paragraph. 5.0 Rles & Respnsibilities Duke University Facilities Management and the Duke University Medical Center Engineering and Operatins Department, as peratrs, will: (a). Ntify OESO Envirnmental Prgrams f its intent t install an Undergrund Strage Tank at least 90 days prir t the planned installatin date. (b). Maintain and perate undergrund strage tanks accrding t the prcedures utlined in Sectin 3.0 f this practice. (c). Ntify OESO Envirnmental Prgrams f any actual r suspected leak frm an undergrund strage tank r assciated piping immediately. (d). Pay fr the initial permit fee and annual permit fee. Ntify the apprpriate implementing Agency f Duke s intent t install an undergrund strage tank. (b). Submit ntificatin and certificatin f undergrund strage tank installatin t the apprpriate implementing Agency n behalf f the University. (c). Ntify the apprpriate implementing Agency prir t the permanent clsure r change-in-service f any undergrund strage tank. (d). Reprt all releases, including suspected releases, spills and verfills, t the apprpriate implementing Agency. (e). Submit release respnse and crrective actin plans t the apprpriate implementing Agency whenever a release has ccurred. (f). Cnduct rutine audits t assure cmpliance with the prvisins f this practice. Mnitr petrleum UST systems at least every 30 days fr releases. Mnitr undergrund piping at least every 30 days fr releases. 8.0 Recrdkeeping and Reprting 8.1. Release Detectin Recrdkeeping All UST system peratrs must maintain the fllwing recrds: (a). All written perfrmance claims pertaining t any release detectin system used, and the manner in which such claims have been justified r tested fr 5 years, r fr anther reasnable perid f time determined by the implementing agency, frm the date f installatin. (b). The results f any sampling, testing, r mnitring fr at least 1 year, r fr anther reasnable perid f time determined by the implementing agency, except that the results f tank tightness testing must be retained until the next test is cnducted. (c). Written dcumentatin f all calibratin, maintenance, and repair f release detectin equipment permanently lcated n site fr at least ne year after the servicing wrk is cmpleted. Any schedules f required calibratin and maintenance must be retained fr 5 years frm the date f installatin Reprting Operatrs must submit and retain cpies f the fllwing infrmatin: (a). Ntificatin f all UST systems which includes certificatin f installatin fr each new UST System. (b). Reprts f all releases including suspected releases, spills, and verfills, and cnfirmed releases. Heating il means petrleum that is N.1. N. 2, N. 4-light, N. 4- heavy, N. 5-light, N. 5-heavy, and N. 6 technical grades f fuel il; ther residual fuel ils and ther fuels when used as substitutes fr ne f these fuels. 6. New tank system means a tank system that will be used t cntain an accumulatin f regulated substances and fr which installatin has cmmenced after December 22, Operatr means any persn in cntrl f, r having respnsibility fr, the daily peratin f the UST system. 8. Petrleum UST system means an undergrund strage tank system that cntains petrleum r a mixture f petrleum with de minimis quantities f ther regulated substances.
