1 Twn f Assinibia Plicy Title SNOW REMOVAL & ICE CONTROL POLICY Origin/Authrity Jurisdictin Cuncil Reslutin# 393/12/14 Reviewed By Administratin Adpted By Public Wrks & Utilities Twn f Assinibia Plicy Number: 2515 Effective Date: December 16, 2014 Amended: Mayr: Preamble: The Twn f Assinibia is respnsible fr the Twn's snw remval and ice cntrl prgram, and is cmmitted t helping make the Twn f Assinibia safe fr pedestrian and vehicle passage accrding t the Twn Cuncil apprved plicy and pririty system, relevant Twn Bylaws and the Municipalities Act. The Snw Remval and Ice Cntrl Plicy is necessary t make a clear statement f the intent f the Twn f Assinibia winter maintenance peratins and establish the pririties, standards and service levels f the snw remval and ice cntrl prgram. An effective and efficient snw remval and ice cntrl prgram is necessary t allw the municipality t functin under nrmal winter weather cnditins t reduce snw and ice hazards and t prvide reasnable winter mbility n Twn infrastructure including radways, sidewalks and pathways. The intent f the snw and ice cntrl prgram is t facilitate the peratin f Emergency Services vehicles, minimize the ecnmic lss t the cmmunity and reduce the incnvenience and hazards f winter cnditins fr mtrists and pedestrians. The aim f the Snw Remval and Ice Cntrl Plicy is t prvide reasnable winter driving cnditins fr vehicles that are: Prperly equipped fr winter driving and; Operated in a manner cnsistent with gd winter driving habits. It is expected that there will be Extreme Winter Cnditins where the immediate demand fr snw and ice cntrl services will exceed the available resurces. Public Service Annuncements will be issued at these times t prvide infrmatin and t encurage safe driving practices in these pr cnditins. In the event f Extreme Winter Cnditins additinal funding may be accessed with Twn Cuncil apprval. Page1 Q

2 Purpse 1. The purpse f this plicy is t: a) Ensure safe access fr emergency vehicles prviding Fire, Plice and Emergency Medical Services; b) Maintain reasnable cnditins n radways and sidewalks s as t minimize hazards and ecnmic lss t the cmmunity; c) Prvide guidelines fr management and perating persnnel in the handling f winter maintenance peratins; and d) Outline business peratrs and citizens' respnsibilities regarding sidewalk snw and ice cntrl n private prperty. Definitins: a) Arterial Rads: Majr radways that carry high vlumes f traffic. b) Bare Pavement standard: the cntinuus plughing and salting/sanding f the driving lanes f a rad until bare pavement is achieved. This is the desired standard fr Pririty One and Tw rutes. c) Bus Rutes: Schl Bus rutes d) Central Business District: the area bunded in the nrth by 1 ' 1 Avenue/Highway #13, in the east by 1' 1 Street East, n the suth by Dminin/Empire Intersectin and n the west by 1' 1 Street West. e) Cllectr Rad: this type f radway carries vehicles between arterial and residential radways. f) De-icer. the chemical agent that the Twn f Assinibia may mix with sand t cntrl ice, usually rad salt r calcium chlride. g) Emergency Access Rutes: rads prviding access frm arterial r cllectr radways t a hspital, plice statin, fire statin r emergency medical services centre. h) Extreme Winter Cnditins: where the immediate demand fr snw and ice cntrl services will exceed the available resurces. Nrmally this will trigger Cuncil t declare a snw emergency and prvide the Public Wrks Transprtatin budget with additinal funds t increase the respnse using additinal cntracted services. i) Hard pack snw cnditins: As ppsed t bare pavement cnditins, hard pack snw refers t a standard f winter maintenance whereby snw accumulates and is cmpacted n a rad. This is the desired standard fr nn-pririty One and Tw rads. j) Ice Cntrl: the applicatin f abrasives and/r chemical de-icers t the surface f rads, sidewalks, steps and pathways t imprve tractin and t cntrl r eliminate the frmatin f ice. k) Lanes: als knwn as back alleys, lanes prvide access t the rear f prperties. I) Pathway: a rute used by pedestrians and ther recreatinal users that typically has an asphalt surface. m) Passable rad: a rad with a ttal accumulatin f less than 10 centimeters (4 inches), r

3 that d nt exceed 10 centimeters (4 inches) in depth. n) Residential Street: a radway that prvides direct access and cllects traffic frm abutting residential prperties and distributes this traffic t cllectr and arterial rads. ) Sanding: the applicatin f abrasive materials, which may be mixed with rad salt, t radways by calibrated mechanical spreaders t imprve vehicle tractin and prmte safe traffic flw. p) Sidewalk: that part f the radway intended fr the use f pedestrians which may be alngside the rad r separated by a bulevard. q) Snw drifting: the depsit f windblwn snw n radways r lanes which makes the passage f vehicle traffic extremely difficult t impssible. r) Snw dump site - the area designated fr the strage f snw that has been remved frm the radways. s) Snw emergency: In a general sense it refers t a winter strm that verwhelms the base cmpliment f snw clearing equipment and persnnel. Actins can include banning all traffic except emergency persnnel, restrictins r prhibitins t n-street parking and clsure f public buildings. Nrmally issued befre the strm begins as drivers may nt be able t reach their destinatins after it has begun. t) Snw plughing: pushing accumulated snw frm the radways surface either t the sides f the radway r the centre f the radway t ensure that travel lanes, turn lanes and ramps are passable t traffic. u) Snw remval: the remval f plughed and accumulated snw t a snw dump r nearby green space. v) Street Strage: the n-street strage f plughed snw. w) Truble Spts: Identified areas which may cause traffic cngestin r be a driving hazard if Ice Cntrl ccurs as a lwer pririty r cntinuus Ice Cntrl des nt ccur. x) Walkway: Similar t a pathway, but typically a cnnectr between tw huses jining tw rads, r a rad and a lane. y) Windrw: A cntinuus pile r ridge f snw alng a radway created as a result f snw plughing by a truck r grader. 4 Plicy: 2. Mbilizatin Threshlds - Twn Radways/Airrt: a) When significant snwfall is frecast, the Public Wrks Freman r designate n-call peratr will make a check at 5:00 am f the identified Twn lcatins. If snw accumulatins are sufficient, the Freman will be ntified and equipment will be mbilized befre 5:00 am. b) The airstrip at the Twn f Assinibia Airprt shall be inspected at 7:00 am. When snw accumulatin at any lcatin n the airstrip reaches 5 cm (2 inches), runway 25/08, the taxiway, the aprn, and the area arund the fuel pumps will be cleared. c) When snw accumulatin reaches 10 cm (4 inches) measured at the Twn f Assinibia Public Wrks shp (nn-drifted) and/r Centre /Empire/Dminin Intersectin snw remval prcedures shall be implemented. 3. Mbilizatin Threshlds - Sidewalks: a) T maintain reasnable walking cnditins fr pedestrians, this plicy als determines hw snw and ice shall be cntrlled n sidewalks and pathways. The Parks, Recreatin, Culture and Turism (PRCT) department is respnsible fr snw and ice remval frm sidewalks f Twn wned huses, shps, buildings, lts r parcels f land frnting r abutting n any street and all pathways. b) At 7:00 am, the PRCT department shall inspect and begin t remve any snw r ice accumulatin that may impede emergency persnnel r create a hazard fr pedestrians. 4. Areas f Pririty - Sidewalks: The fllwing list establishes the pririty fr the Twn's respnsibility fr snw remval n sidewalks, a visual representatin is prvided in Schedule B f this plicy: Fire Department Statin sidewalks t man dr Twn Hall, Hailey/Gayden Memrial Park & PRCT building sidewalks Other Twn wned huses, shps, buildings, lts r parcels f land frnting r abutting n any street Central Park Area/Reginal Park Pathways (nly if time/resurces exist) Prcedure: 6. Radways: a) Streets will be mnitred thrughut the winter. b) Street sanding shall ccur n icy intersectins in pririty 1 and 2 areas. c) The frmatin f ruts n radways will be mnitred and addressed n an nging basis t prevent them frm becming unmanageable. d) In the event f a majr snwfall, greater than 15 cm (6 inches), the Twn shall ensure that the streets remain passable by cleaning truble areas and sanding icy intersectins. N cleanup will ccur until such time as cnditins and resurces warrant. e) When snw clearing will be taking place in residential areas, street maintenance signs will be placed in a manner that will serve as a means f advising residents t park in ff-street areas (i.e. driveways). Vehicles that are left n the radways when snw clearing peratins take place may be subject t being blcked in and may be subject t fines and/r twing at the cst f the vehicle wner. The Twn f Assinibia will nt be held respnsible fr any csts r damages t a vehicle. f) While reasnable effrts will be made nt t push snw n sidewalks r blck driveways with the windrws that may frm as a result f grading/plwing the street, the Twn's respnsibility is t clear the public radways and nt private driveways. The hmewner is ultimately respnsible fr clearing their wn driveway. In the event that Twn grading/plwing has created an excessive amunt f snw that is negatively affecting driveway r pedestrian access, the wner r ccupant is t cntact the ffice and the Freman shall review the issue n a case by case basis.

6 g) All radways shall receive "haul ut" service in rder t prvide fr the ecnmic wellbeing f the cmmunity and t prevent traffic & water hazards. Hauling ut the snw assists in the preventin f flding at thaw caused by the vlume f snw accumulatin that may pile up at radside, curbside r bulevard windrws and prevents the pssibility f excessive snw drifting that may cause rad hazards. Hauling ut the snw als reduces the amunt f snw and/r ice within the strm drains which assists in spring maintenance. When preparing fr "haul ut" service, windrws may be created in the centre r at the sides f the rad. These windrws will then be cllected and taken t a snw dump site. In additin t the radways, snw is hauled ut frm the Public parking lt lcated at the intersectin f Centre/Dminin/Empire and the parking lt at Twn Hall. 7. Snw Dump Sites: a) Snw Dump sites shall be designated t prvide adequate snw strage areas, reduce hauling cycles f equipment, and in an effrt t avid draining twards private prperty. Snw Dump sites shall be lcated at the frmer Assinibia Lagn site, suth f the Twn Shp and east f the Mbile Hme Park. 1) The frmer Assinibia lagn site shall be used t stre snw remved frm 3rd Avenue and areas nrth. This site is als fr use by Cntractrs with valid Twn f Assinibia business licenses that are cnducting cntract snw remval fr private prperty wners. 2) The site suth f the Twn Shp shall be used t stre snw remved frm areas suth f 3rd Avenue. 3) The Mbile Hme Park site shall nly be used t stre snw remved frm the mbile hme park and if abslutely required as verflw. In the event that use f this site is required, it is nt t be used befre 7:00 am and after 10:00 pm Mnday t Friday r befre 9:00 am and after 10:00 pm n a Sunday r hliday. b) Snw dump sites and the resulting piles f snw can be unstable. Public warning f the ptential danger shall be psted. 8. Cntractr Supprt: a) At certain times, the amunt f snw accumulatin will exceed ur ability t clear it effectively and efficiently with ur in-huse resurces. At such time as snw accumulatin exceeds 10 cm (4 inches), cntractr supprt may be utilized. b) The Twn may engage the help f cntractrs t clear snw at any time if ther pririties r emergencies arise that require the use and expertise f the Twn's resurces. c) Each year the Twn shall hld a meeting with the Cntractrs t determine the pieces f equipment available and t discuss reasnable rates fr each type f equipment. Cntractrs shall be required t enter int a standard agreement with the Twn which shall include insurance and wrker's cmpensatin requirements. d) Cntractr's equipment and peratrs must meet apprpriate safety regulatins at all times. Graders shall be equipped with a sn rid r acceptable end gate attached t muld bard. End Dump trucks being used in snw blwing peratins shall be equipped with a snw bard f a minimum height f 92 cm (36 inches) t prtect public and prperty.

7 9. Sidewalks: a) Snw and ice n sidewalks can seriusly impair the ability f peple t get arund safely, especially elderly and thse with mbility issues. Often when sidewalks are nt cleared, pedestrian traffic chses the radways t walk n. This creates an increased risk f pedestrian/vehicular accidents. Fr these reasns, sidewalks need t be maintained in a manner that allws safe pedestrian travel. b) The PRCT department shall remve snw and ice frm sidewalks, stairways, pathways & walkways using a cmbinatin f ice melt, snw blwing, sweeping and shveling. This maintenance shall begin first thing in the mrning and cntinue peridically thrughut the day depending n the accumulatin. c) Owners r Occupants f business premises must keep the sidewalks in frnt and flanking their business, clear and free f snw and ice. Accumulatins shall be remved within 24 hurs f snwfall. Dwntwn businesses are permitted t push the snw ut int the street where the grader/plw is able t clear it away. Snw is nt t be piled n the sidewalk at any time. Snw frm parking lts must nt be piled in any lane r street and piles are nt permitted t be placed in an area that creates a safety issue by bstructing site lines at entrances/exits f laneways r radways. d) Owners and Occupants f residential prperties are respnsible fr the remval f snw accumulatins n the public sidewalk in frnt f r adjacent t the prperty they wn r ccupy. The remval is t be undertaken within 24 hurs after the snwfall. The snw is nt t be depsited nt the radways.
