2 Vehicle Sharing Parking Permit Plicy / 2 Intrductin The San Francisc Municipal Transprtatin Agency (SFMTA) Strategic Plan states as a gal: Make transit, walking, bicycling, taxi, ride sharing, and car sharing the preferred means f travel. T this end, the SFMTA has adpted plices t encurage and facilitate vehicle sharing (cmmnly referred t as car sharing, high-frequency shrt-term self-service rental f cars, trucks, and vans) because it delivers significant scial, envirnmental, and transprtatin benefits t the City, the SFMTA, and the peple it serves, all at very little cst t the SFMTA. Benefits f shared vehicles Reduce autmbile wnership rates and parking demand in residential areas. By having access t a vehicle, husehlds ften give up a secnd r third vehicle. Sme freg vehicle wnership entirely. A cmprehensive study shwed that every shared vehicle replaces as many as 13 private vehicles. 1 Lwer vehicle wnership rates reduce verall parking demand, especially in residential and mixed use areas. Reduce vehicle miles traveled (VMT). Overall, members f vehicle sharing rganizatins (VSOs) drive fewer miles, which helps t reduce lcal cngestin and parking demand. 2 One estimate cncluded that each shared vehicle leads t abut 18,000 fewer VMT every year. 3 Imprve Muni perfrmance. Muni perfrmance is supprted by reduced cngestin and therefre n-time perfrmance. Increase the equity f curb access. On-street spaces that are repurpsed fr vehicle sharing increases the equity f curb use using parking in the public right f way t stre shared vehicles rather than private vehicles means mre peple can benefit, nt just thse wh wn and park private vehicles. Reduce greenhuse gas and ther emissins. Reducing VMT translates t reducing greenhuse gas emissins. On average, by reducing VMT and using fuel efficient vehicles with lw emissins prfiles, it is estimated that each shared vehicle reduces carbn dixide emissins by abut seven tns every year. 4 Shared vehicles tend t be used mre frequently, reducing the number f cld starts, cntributing t lwer verall emissins when cmpared t private autmbiles. Reduce husehld transprtatin budgets and increase ecnmic reinvestment. Bay Area residents spend up t $12,000 annually per husehld vehicle. Gals f SFMTA vehicle sharing plicy The SFMTA seeks t facilitate and encurage vehicle sharing with these primary strategies: Make it easy fr vehicle sharing rganizatins t place vehicles in San Francisc, addressing a key bstacle t their success and increasing the cnvenience and attractiveness f vehicle sharing. 6 Minimize requirements and limitatins n VSO peratins s they can mve nimbly t maximize the scial benefits they deliver. Make the prgram as simple and efficient t administer as pssible. Make vehicle sharing widely available t as many peple as pssible. Eligibility t participate in SFMTA s vehicle sharing prgram SFMTA has tw vehicle sharing prgrams, ne fr ff-street spaces and anther fr using n-street spaces. T participate in the n-street prgram, a vehicle sharing rganizatin must first meet the SFMTA s requirements as specified in Divisin II f the Transprtatin Cde (SFTC Sectin 901) that include: An entity that prvides preapprved members access t at least ten vehicles in San Francisc. Vehicles must be shared 100% f time (i.e., n exclusive r private use f the vehicles). Vehicles are available t members at an unstaffed self-service lcatin and available fr pick-up by members n a twenty-fur hur, seven day per week basis withut assistance r key exchanges r hand-ffs with wner, peratr, lt, statins r garage r any ther paid r cntracted persnnel. 4 Vehicle Sharing Parking Permit Plicy / 4 SFMTA Apprval f On-Street Share Vehicle Parking Spaces SFMTA s rle: The SFMTA will accept requests fr n-street parking space permits n a rlling basis frm certified VSOs that meet the requirements f the n-street prgram. SFMTA will prvide VSOs with a letter describing the n-street shared vehicle permit prgram, and prviding SFMTA cntact Infrmatin, fr distributin during utreach. SFMTA staff will supprt each space based n technical merit and the stated gal f advancing vehicle sharing citywide. If a VSO abandns a parking space, the SFMTA will then ffer that space t ther VSOs (n a first cme, first serve basis). If anther VSO des nt want t place a shared vehicle in that parking space, the SFMTA will cnsider what ther use f the curb wuld prvide the mst benefit (e.g., taxi stand, cmmercial lading zne, bicycle parking, intersectin daylighting, etc.). SFMTA will grant a maximum f 1,000 (ne thusand) n-street shared vehicle parking permits. SFMTA will nt cnsider applicatins fr shared vehicle parking space permits n blck faces where it anticipates a high likelihd f street clsures and/r temprary space clsures fr cnstructin. The intent is t reduce the administrative burden that results fr bth SFMTA staff and VSOs and prtect the reliability f vehicles sharing service t users. SFMTA will nt cnsider applicatins fr shared vehicle parking permits at metered parking spaces in mst cases, given the need fr business-serving metered parking n neighbrhd cmmercial crridrs. SFMTA staff will evaluate the technical, regulatry, and peratinal feasibility f each space request. The SFMTA reserves the right t reject an applicatin fr a prpsed parking space at any time. Once a permit applicatin fr a shared vehicle n-street parking space has received preliminary SFMTA staff apprval, the permit applicatin underges the fllwing apprval steps (which is similar t the prcess fr establishing ther uses f the curb such as mtrcycle spaces and clr curb changes): Review by SFMTA transprtatin engineering staff t avid cnflict with ther prjects and initiatives r ther regulatins (e.g., lcating a space in a tw away zne). Review by the Transprtatin Advisry Staff Cmmittee (TASC) t ntify relevant SFMTA divisins and ther City departments (e.g., Planning Department, DPW, SFPD). An SFMTA Transprtatin Engineering Public Hearing. Apprval f the designated parking space by the SFMTA Bard f Directrs

5 Vehicle Sharing Parking Permit Plicy / 5 Permit Cnditins fr On-Street Share Vehicle Parking Spaces VSOs are respnsible fr spnsring individual parking spaces thrugh the public utreach and implementatin prcess, including: Cnducting all utreach fr the spaces, including cmmunicating with Supervisrs ffices, residents, merchants, and cmmunity grups, as well as attending cmmunity grup meetings t infrm residents/merchants f prpsed spaces. Cntacting the wner and ccupants f any building frnting the prpsed shared vehicle parking space, and the wner and ccupants f any building n either side f the frnting prperty, sharing SFMTA permit prgram and cntact infrmatin prepared and prvided by the SFMTA. Cnducting all required public nticing f the prpsed n-street space requests. Attending SFMTA public hearings as the spnsr fr their request, representing thse spaces at public hearings, and addressing questins/cncerns. VSOs must agree t keep the shared n-street parking space and surrunding area (defined as 25 feet n bth sides) clean and free f debris, trash, glass, garbage, r ther bstacles at a level cnsistent with the surrunding parking spaces t the satisfactin f the SFMTA and DPW. This is necessary s that n-street vehicle share parking spaces can be exempt frm street sweeping regulatins. VSOs must prvide SFMTA with data, per SFMTA specificatins, t mnitr perfrmance f shared vehicles statined in permitted parking spaces and peridically evaluate the public utility f shared vehicle permits. At a minimum, data shall include, fr each n-street vehicle lcatin: The ttal number f member reservatins made each mnth The average vehicle miles travelled (VMT) fr member reservatins in each mnth The ttal hurs which a vehicle was available fr use by members, the ttal hurs a vehicle was in use by members, and the number f unique users in the mnth. VSOs must agree t have n less than 15% f its n-street shared vehicle fleet in Zne 2 and n less than 15% f that fleet in Zne 3 (see Figure 1 abve). SFMTA s Respnsibilities/Gals Under the Prgram The SFMTA will maintain curb painting and signage fr the permitted space. SFMTA uses a three-tiered gegraphic Pricing Zne system (Figure 1) t incentivize equal distributin acrss the city. Permits fr Zne 1 are mst expensive, Zne 2 secnd mst expensive and permits fr Zne 3 are least expensive. The pricing incentivizes VSOs t place their vehicles in uter areas where the ppulatin is less dense and where transit cverage is thinner.

6 Vehicle Sharing Parking Permit Plicy / 6 Figure 1: Shared Vehicle Parking Permit znes fr parking lt and n-street permits On-street permits and enfrcement SFMTA will issue an On-Street Shared Vehicle Parking Permit that restricts the use f a permitted parking space t a member-available vehicle f the permittee VSO. VSO memberavailable vehicles parked at a permitted n-street parking space will be exempt frm street sweeping, RPP, and ther time limit restrictins. On-Street Shared Vehicle Parking Permits may be issued by the SFMTA at any time during the fiscal year but every permit shall expire n June 30 f each calendar year unless therwise renewed r revked. Shared Vehicles are subject t all parking rules and regulatins when parked anywhere ther than a permitted n-street shared vehicle parking space. A vehicle parked illegally in a designated n-street shared vehicle parking space may receive a citatin (Transprtatin Cde Sectin ), fr which the penalty is currently $110, and may be twed (per Transprtatin Cde Sectin 8.1).

7 Vehicle Sharing Parking Permit Plicy / 7 The SFMTA reserves the right t revke a VSO s permit issued fr a particular parking space at any time. The VSO will be prvided with the ptin fr a pre-revcatin hearing within five business days. In the event that the SFMTA revkes a permit, the VSO must prmptly remve the vehicle frm the space within five business days f ntice. In circumstances that pse a serius threat t public health r safety, the SFMTA reserves the right t immediately revke the permit and/r remve the vehicle. On-Street Permit Pricing The mnthly fee fr each space is determined by its lcatin. The mnthly fee fr spaces in Zne 1 shall be $285, $180 in Zne 2, and $50 in Zne 3. The intent f the price differences is t prvide incentive t VSOs t place vehicles in less dense parts f the City that typically have less frequent transit service. SFMTA will bill VSOs fr n-street shared vehicle parking space permits n a mnthly basis, in advance f the nminal billing mnth. Permit invice payments are due in full by the first day f the nminal billing mnth (e.g. June 1 fr June permit fees). Late fees will be applied t permit invices past due. Billing disputes will be heard and addressed, but invices must be paid in full by date due; any adjustments will be applied t the next permit invice. On-street signage and markings The SFMTA may paint the curb a distinctive clr, utline the parking space with a white stripe, and install stencils and signage t clearly identify that the space is t be used fr shared vehicle parking nly. The SFMTA will als pst a sign designed by VSOs t identify the space. The SFMTA will prduce a 12 x 5 red and white N Stpping sign indicating that the parking space is fr permitted shared vehicle use nly, all ther vehicles subject t twing (see Figure 2). VSOs will prduce and prvide the SFMTA with a square sticker shwing the VSO s emblem, which will be attached t the sign by the SFMTA befre installatin. This sign will be installed t face the street. VSOs will prduce and prvide the SFMTA with ne 12 x 5 sign per space, displaying the VSO s emblem and identifying text (see example at Figure 3). This sign will be installed t face the sidewalk.

SFMTA will endeavr t ntify VSOs f these clsures with as much advance ntice as pssible. Hwever, nt all space clsures are cmmunicated t SFMTA. VSO vehicles are subject t the same rules and restrictins as ther vehicles, and are nt exempt frm temprary street clsures. VSOs will be respnsible fr mving their vehicles frm clsed spaces and finding an alternate lcatin, if necessary. The VSOs will be respnsible fr paying any parking citatins received r any tw fees and fines assciated if vehicles are twed. Fr space clsures permitted by the Department f Public Wrks lnger than a week in duratin, DPW permitting will endeavr t establish a temprary shared vehicle parking space near the clsed parking space as a cnditin f the clsure permit. Tw requests called fr clsures which fail t meet this requirement will nt be hnred by the SFMTA. In additin, SFMTA staff will have the authrity t create temprary n-street parking spaces when cnstructin prjects clse existing parking spaces fr a significant perid f time (which is akin t the prcess used t issue the cnstructin permits that cause the issue).

9 Vehicle Sharing Parking Permit Plicy / 9 Perfrmance mnitring The SFMTA seeks t ensure that these vehicles are well-utilized and are cntributing the benefits t the public. The SFMTA will peridically review the usage f all shared n-street pds t reassess its perfrmance standards, evaluate shared spaces, and revke a VSO s permit fr sme spaces if, in the SFMTA s judgment, their usage is t lw. Plicy fr ff-street permits Applicatin and apprval prcess The SFMTA will accept requests frm qualified VSOs fr parking permits in SFMTA-administered parking lts and garages n a rlling basis. In SFMTA parking lts, n mre than 30 percent f the spaces may be allcated fr shared vehicles. In SFMTA parking garages, n mre than 20 percent f the spaces may be allcated fr shared vehicles. N ne VSO may ccupy mre than 66 percent f spaces available fr shared vehicles in any lt r garage. Fr garage permit requests, the SFMTA will allcate reserved mnthly parking spaces depending n space availability and ther cnstraints, at the SFMTA s discretin; nt all requests may be granted, and a waiting list may be maintained. Fr garage permit allcatins granted, the SFMTA will instruct garage peratrs t sell VSOs permits and facilitate VSO markings f permitted spaces (at VSOs expense and in crdinatin with the garage peratr). Shared vehicle parking permit fees shall be determined by the SFMTA and cmmunicated t VSOs as thse rates wuld be cmmunicated t any ther mnthly-parking custmer. Fr parking lt permit requests, the SFMTA will grant permits depending n space availability and ther cnstraints, at the SFMTA s discretin; nt all requests may be granted, and a waiting list may be maintained. Parking space clsures Off-street parking lt spaces can be temprarily clsed fr cnstructin r special events, with signs typically psted 72 hurs in advance. SFMTA will endeavr t ntify VSOs f these clsures with as much advance ntice as pssible. Hwever, nt all space clsures are cmmunicated t SFMTA and there is nt yet a centralized surce fr space clsure infrmatin. VSO vehicles are subject t the same rules and restrictins as ther vehicles, and are nt exempt frm space clsures, regardless f hw little advance ntice was prvided.
