Find that this actin,js exempt under the Califrnia Envirnmental Quality Act (CEQA) in accrdance with Sectin (b)(3), the General Rule that CEQA nly applies t prjects'that may'have an effect n the envirnment; 2.. BACKGROUND: The Fire Department is in need f replacing a ladder truck (equipment #1910), currently in service at Fire Statin 31. Per the Natinal Fire Prtectin Assciatin (NFPA) -the life ; cycle f.rfire apparatus is 15 yea rs frnt-line. Prperly maintai.ned and servic$able fire apparatus may be placed in reserve status if they are upgraded accrding t NFPA 1912, ar1d incrpr~te, as many features as pssible f the current standard! Apparatus ver 25 years ld shuld be replaced (accrding t NFPA). The ladder truck prpsed fr replacement is 22 years ld with 139,561 miles. Once the new truck arrives, the ld. truck {#191 0) will be used as a reserve truck and fr training. (see attached vehicle cnditin reprt).

Purchasing Prg.ram. The HGAC assists lcal gvernments in reducing csts thrugh this gvernment-t-gvernment prcurement service which is available fr. States, State A_gencies, Lcal Gvernments, Districts, Authrities, and qualifying Nt-fr-Prfit Crprati'ns. In Califrnia, th.ere are 264 lcal gvernment entities and qualifying nn-prfit crpratins participating in the purchasing prgram, including the.city f Pasadena. HGAC has he en prcuring. services and prducts fr ver 30 years. Items ffered t the City thrugh this prgram have been subject t either the cmpetitive bid r cmpetitive prpsal frmat.. The HGAC fllwed the fllwing prcess in regard t Fire Service Apparatus:. An Invitatin t Bid fr Fire Service Apparatu s (as well as ther prducts and services) was di~tributed n July 9, Bids were due by August 13, 2015 at1 :00 p.m. CT; Public respnse was pened n the same day at 2:0 0 p.m. HGAC evaluated 26 bids frm 88 vendrs. Recmmendatins fr bid awards were made t the lwest respnsive bidder at the HGAC Bard meeting n 0Gtber 20, The base cntract was made:available fr use by HGAC members.(including the City f Pasadena) thrugh- ~vember 30, 2017~ The.HGHC bid specificatins set frth minimum design and cnstructin characteristics fr varius types f fire service apparatus including cmpliance with all applicable" standards. Of t,he 26 bids evaluated by the HGAC, seven met the City's base-line specificatins (1 00' Tractr Drawn, Mid~Munt Telescping Ladder). The price list was e stablished fr base mdel pricing, I subject t etdjustments based n additinal requirements f purchasing agencies.

The Department has an Apparatus Cmmittee which makes recmmendatins t -the Fire Chief. This grup exists t develp speci.ficatidns based n Department needs frm what they experience in the field and thrugh research. The cmmittee is cmprised f fire staff (fficers, engineers, firefighters), fleet
