2 1 TRAFFIC IMPACT STATEMENT AND VEHICLE ACCESS GUIDELINE This guideline prvides additinal infrmatin n Traffic Impact Statements and Vehicle Access requirements. This Guideline supplements Cuncil s current Develpment Cntrl Plan (DCP). 1.1 TRAFFIC IMPACT STATEMENT Traffic Impact Statements are required t be prepared fr certain classes f develpment as utlined in Cuncil s DCP. A Traffic Impact Statement r Traffic Study shuld address the fllwing issues: Checklist: Traffic Impact Statement A Traffic Impact Statement shuld address: Specific measures t ensure the prpsal will cntribute twards encuraging walking, cycling and the greater use f public transprt in preference t using private cars. The need t imprve public transprt services and infrastructure because f the develpment. Measures t ensure maximum accessibility t public transprt, including future expanded service. A review f the existing and prpsed: traffic netwrk and traffic perating cnditins, Pedestrian netwrk and infrastructure based n an adequate planning hrizn (with a minimum f ten years frm cmpletin f develpment). The amunt f traffic likely t be generated by the develpment, particularly in relatin t the capacity f the rad system in the lcality and the prbable effect f traffic n the mvement f traffic n the rad system. This includes the impact f generated traffic n: Key nearby intersectins, Lcal rads in the neighburhd f the develpment, The lcal envirnment Existing nearby majr traffic generating develpment, The majr rad netwrk. Accessibility and safety fr pedestrians Existing parking supply and demand near the prpsed develpment. Level f prvisin fr parking in the develpment based n land use and public transprt prvisin Whether the prpsed means f ingress and egress t and frm the site are adequate and suitably lcated accrding t the City s Rad Hierarchy. The suitable lcatin and adequate prvisin f lading, unlading, maneuvring and parking f vehicles within that develpment r n the land. Mvements f freight carrying vehicles assciated with the prpsal and hw (the negative impact f) these mvements are t be minimised eg. Limiting mvements during busier wrking hurs. The effects n public transprt, traffic peratins and parking, f any temprary wrks required during cnstructin. Any cmments received frm the Rads and Maritime Services. They must be cnsulted n develpments adjining r directly accessed frm a State cntrlled rad. The existing and likely future amenity f the surrunding area. 3 The abve list is nt intended t be exhaustive. The attributes and issues relating t the site will determine the extent f infrmatin necessary fr the preparatin f a Traffic Impact Statement. 1.2 VEHICLE ACCESS Develpment access and service areas are required t be designed t accmmdate the largest vehicle likely t access the site. Table 1 Design Vehicle Types describes the type f design vehicle and Table 2 Design Vehicle by Develpment Type lists the develpment types recgnised in the LEP and the crrespnding design vehicles fr which prvisin shuld be made. Prvisins may be varied frm thse specified, particularly fr multiple use/activity develpment, r fr the unique characteristics f purpse-built develpment. Design vehicle types are nminated in the Table fr each develpment type, based n ccasinal r regular access and whether the regular access is n the Majr r Other Rad Netwrk. 1.3 OCCASIONAL ACCESS The vehicles nminated in Clumn 2 - Occasinal Access are used fr access driveway design, and adequate n-site standing areas. Occasinal Access sites ensure that: 1. The vehicle can stand whlly cntained within the site, 2. Reverse maneuvres are limited t ne nly, either t r frm the site, 3. The swept path f the vehicle des nt have a greater verall width than the access driveway. 1.4 REGULAR ACCESS MAJOR ROAD NETWORK ccess t the site is via an Arterial r Sub-Arterial Rad, prvisin is t be made fr servicing by the design vehicle nminated in Clumn 3 t ensure it can: 1. Enter and leave the site in a frward directin, 2. Traverse the site n circulatin rads/aisles t access service areas, and 3. Maneuvre n-site, t allw parking and lading/unlading in a designated service area. 1.5 REGULAR ACCESS OTHER ROADS Where site access is via a Cllectr r Lcal Rad, n-site maneuvring and full lading bay prvisin fr the largest design vehicle is nt essential. Therefre, the design vehicle nminated in Clumn 4 f the Table is t be used fr the design f n-site servicing prvisins as per Regular Access Majr Rads, subject t the fllwing: 1. The Clumn 3 design vehicle can stand whlly cntained within the site withut ccupying any designated queue areas, r blcking access t mre than 50 percent f car parking spaces, 2. Any n-street maneuvring by the Clumn 3 design vehicle is limited t reversing n r ff the site in ne mvement nly, 3.
