The Operatins Level includes training n the same items cvered in the Awareness Level Class, but als cvers the fllwing tpics: CN s Emergency Respnse Cntractr Netwrk Lcmtive and railcar rientatin (markings, cnstructin etc.) Tank cars (basic awareness) Site assessment Train cnsists 3 Technician Level Classrm sessin / Estimated 3-4 hurs. The Technician Level cvers the same items cvered in the Awareness and Operatins Levels with the additin f the fllwing: Tank car nmenclature pressure and nnpressure Tank car cnstructin Cmmn valve and fitting arrangements Cmmn leak pints Hazards assciated with each type f car Damage assessment 1

The CN 911 Training Tank Car can be transprted t a yard r a nearby rail siding. CN Training Trailer Field / Estimated 3-8 hurs. May include training in Awareness, Operatins and Technician levels. The Training Trailer can be transprted t virtually any lcatin. Bth the Training Tank Car and Training Trailers prvide respnders with the pprtunity fr hands-n training with tank car valves and fittings and t familiarize themselves with tank car cmpnents. Fr thse members trained t, r requiring training t the Technician Level, this can serve as practice with the Chlrine C kit, Midland Capping kit r any ther valve repair scenari. These prgrams can be custmized t a department s needs and equipment. 2

3 Railrad Emergency Respnse (R.E.R.) Classrm sessin / Estimated 8 hurs. The CN Railrad Emergency Respnse curse was designed fr Cmmand Level emergency respnse persnnel frm the public sectr (fire departments) and private sectr (railraders) t train tgether n a scenari t prvide each grup with a deeper understanding f each ther s emergency respnse methdlgy. The curse cvers the legal requirements f Emergency Respnse Legislatin frm bth the Canadian and U.S. Regulatins, and addresses tpics such as: Respnders cmpetencies An verview f CN Emergency Respnse Plan and Lgbks CN Respnse Methdlgy General railway incident safety Site assessment Incident Cmmand and Unified Cmmand Tabletp exercise This training may be expanded thrugh mre in-depth cverage f tpics as required and the additin f case studies and ther exercises. 3

4 Dangerus Gds Respnder (D.G.R.) Classrm & Field / 40 hurs. A ne-week training curse designed fr thse with little t n Hazardus Materials / Dangerus Gds emergency respnse training and bring them t a pint where they can tactically handle many minr leak scenaris and site assessment duties. Held at the Justice Institute f British Clumbia (JIBC), students are taught varius facets f HazMat/DG respnse, particularly pertaining t rail incidents. Upn cmpletin, students shuld be able t: Recgnize and understand chemical behavirs Make educated decisins n prper PPE and respiratry prtectin Safely enact repairs n certain types f railways cntainers carrying HazMat/DG 4

5 Tank Car Specialist (T.C.S.) Respnder Week at the Security and Emergency Respnse Training Center (S.E.R.T.C.) in Puebl, CO Classrm & Field / 40 hurs. CN hsts a ne-week Tank Car Specialist curse, teaching HazMat technician skills specifically related t tank car emergency respnse. This curse fcuses n: Railrad tank car design and cnstructin (tank car recgnitin) Valve repair Damage assessment Derailment respnse DOT Hazard Classes and assciated dangers Incident Cmmand System and Unified Cmmand System Cmmn types f leaks encuntered Hw t mitigate leaks in the field Emergency prduct remval techniques are studied, and include transferring prducts frm damaged cars and flaring f flammable gases. The curse cncludes with a field exercise simulating a full-scale derailment respnse. S.E.R.T.C. is a member f the Natinal Dmestic Preparedness Cnsrtium f the Department f Hmeland Security. 5

S.E.R.T.C. is a member f the Natinal Dmestic Preparedness Cnsrtium f the Department f Hmeland Security. 6

7 Emergency Respnse Exercises, Tabletp Scenaris and Mck Incidents CN engages in numerus exercises, tabletp scenaris, mck incidents and simulatins in cperatin with: Railrads Chemical shippers Assciatins Lcal Emergency Planning Cmmittees (LEPC) Fire Department Emergency Medical Services (EMS) Plice Departments Regulatrs CN wrks in cperatin with ther Class 1 Railrads, travelling acrss ur Nrth American netwrk t train first respnders, reaching thusands every year. Other Class 1 Railrads cnduct similar activities, helping t assist cmmunities t prepare fr and respnd t a pssible HazMat / Dangerus Gds transprtatin incident. 7
