1 AURARIA CAMPUS POLICY Plicy Title: Parking and Traffic Rules and Regulatins Apprval Authrity: Executive Office Categry: Campus-wide plicy Signature: Effective: May 28, 2014 Last Reviewed: September 19, 2017 Last Revised: September 19, PURPOSE The Parking and Traffic Rules and Regulatins plicy establishes parking requirements, regulatins, and enfrcement measures t prmte the safety and welfare f the campus cmmunity. 2. AUDIENCE These rules and regulatins apply t any persn wh wns, perates, r parks a vehicle n the Auraria Campus. 3. POLICY A. Overview The Auraria Campus Parking System is a self-supprting auxiliary enterprise f the Bard f Directrs f the Auraria Higher Educatin Center and receives n state funding. Parking fees are established by the Auraria Bard f Directrs t prvide sufficient annual revenue t supprt the cst f the peratin, maintenance, and develpment f AHEC s parking and transprtatin services. State law prhibits the use f public funds r student bnd fees fr the cnstructin r peratin f the Auraria Campus Parking System. Therefre, the cnstructin, imprvement, maintenance and peratin f all parking facilities n the Auraria Campus are financed slely thrugh user fees. The Auraria Campus Parking System is administered by AHEC s Parking & Transprtatin Services ffice, lcated at the suth end f the Seventh Street Garage. 777 Lawrence Way, Denver, CO B. Authrizatin Clrad Revised Statutes (C.R.S.) Authrity f gverning bards - parking. (1) The gverning bard f any state institutin f higher educatin is authrized t prmulgate rules and regulatins prviding fr the peratin and parking f vehicles upn the grunds, driveways r radways within the prperty under the cntrl f the gverning bard. C.R.S Auraria bard t have certain pwers similar t pwers exercised by the gverning bdies f ther state institutins f higher educatin. (1) The Auraria bard may exercise the fllwing pwers t the same extent and in the

Scpe same manner as may be prvided r extended by law t the gverning bards f state institutins f higher educatin: (a) T prmulgate rules and regulatins fr the safety f students, emplyees, and prperty lcated within the center; (b) T prmulgate rules and regulatins prviding fr the peratin and parking f vehicles upn the grunds, driveways, r radways within the center under the cntrl f the Auraria bard; (c) T cede jurisdictin fr the enfrcement f traffic laws; (d) T institute and carry ut a system f registratin and identificatin f vehicles wned r perated by students, faculty, and staff attending r emplyed by the cnstituent institutins and the Auraria staff lcated at the center; These parking rules and regulatins supplement, but d nt supplant state law. Parking n the Auraria Campus is nt a right; it is a privilege defined by the Auraria Bard f Directrs and is available nly as prvided in these rules and regulatins. Additins and mdificatins may be made t these rules and regulatins at the discretin f and upn apprval f the Auraria Bard. The Auraria Bard delegates t the Chief Executive Officer the authrity t make such additins and mdificatins t these rules and regulatins as may be necessary frm time t time t meet the changing needs f the Auraria Campus, s lng as such additins and mdificatins are cnsistent with the Auraria Campus Master Plan and the adpted budget f the Auraria Higher Educatin Center. The Directr f Parking & Transprtatin Services may temprarily mdify these rules and regulatins t address special circumstances r emergencies. D. Basic Prvisins Liability: The granting r exercise f parking privileges n the Auraria Campus des nt create any bailment. Neither the Auraria Bard, nr its cnstituent institutins, is respnsible fr the lss f, r damage t, any vehicle, r its cntents, parked n the Auraria Campus. Parking Fees: Parking fees apply 24 hurs per day, 365 days per year, Mnday thrugh Sunday. Parking Optins: Daily-Fee Parking: All daily-fee lts have pay statin machines that accept credit/debit cards r cash fr the payment f the required fee. Pay-by-cell (m.pprk.cm r ) is anther payment ptin, which requires the vehicle license plate number and fur-digit zne number, which is lcated n parking lt signage. Select garages may have attendants n duty t cllect fees. Once the daily fee has been paid, the vehicle may leave the lt and return later the same day t the same lt, r anther lt with the same daily fee price r lwer, at n additinal charge. Parking in a daily-fee lt is subject t availability f space. Users are advised t find a space prir t purchasing a receipt frm the pay statin machine in an unattended lt. Parking fees are nn-refundable, including when classes r special events are cancelled withut ntice r due t inclement weather. Prepaid Permit Parking: A windshield decal r placard allws parking privileges in a specific lt upn prepayment f the designated fee at Parking & Transprtatin Services. Payrll deductin fr faculty and staff is als available. Lts psted as 2

3 Parking and Traffic Rules and Regulatins permit-nly areas require prper display f a current permit. Permit hlders have inand-ut privileges in their specific lt. Custmized permits are als available. Identificatin cards (available at the ID Statin in the Tivli) issued t permit hlders are prgrammed t allw access t lts cntrlled by gate systems. Passprt Prgram: The passprt prgram allws fr the prepayment f parking in daily-fee lts, and is custmizable fr full- r part-time use. Passprts are based n space availability nly and d nt guarantee a parking spt in a desired lt r space. Fr questins regarding the passprt prgram, cntact Parking & Transprtatin Services. Guaranteed parking ptins are als available. Parking Meters: Parking spaces with cin and credit/debit card perated meters are reserved fr shrt-term parking. Fees and maximum time allwed are indicated n each meter. Failure t pay fees r parking vertime at a parking meter (with r withut paying fees) is a vilatin that may result in the vehicle receiving a citatin and/r the vehicle being twed at the wner s expense. Imprtant nte: City f Denver wns the parking meters n the main public streets n campus; payment rules fr the city meters are different than the campus meters in that payment is nt required at all times at city meters. Payment instructins are psted n each Auraria Campus meter and n each City f Denver meter. Parking When N Attendant Is On-Duty: Vehicles remaining in an attended garage after the parking attendant ges ff duty will receive an After-Hurs Ntice. Payment f the After-Hurs Ntice parking fee may be made (1) by cash r check in the Parking & Transprtatin Services ffice; (2) by cash r check when placed with the Ntice in the Ntice envelpe and depsited in ne f the drp bxes lcated at the exits frm the garage r utside the Parking & Transprtatin Services ffice; (3) by check thrugh the U.S. Pstal Service; r (4) by credit/debit card payment nline at An After-Hurs Ntice nt paid within five (5) business days becmes a parking citatin. The citatin fine dubles thirty (30) calendar days after issuance f the After-Hurs Ntice. Mtrcycle Parking: Mtrcycles may park in designated areas f selected lts r in any regular vehicle space, upn payment f the daily fee r meter rate. Hwever, nly ne mtrcycle is allwed per parking space. Mtrcycle parking is nt allwed in the 7 th Street Garage. Carpl Parking: Reduced carpl rates are ffered by the parking attendant in the 7 th Street Garage. Only vehicles with a minimum f tw ccupants f driving age are eligible fr the carpl rate. Accessible Parking fr Persns with Disabilities: Accessible Daily-Fee Spaces: Sme spaces are specifically psted fr accessible daily-fee parking fr persns with disabilities. A state-issued placard r license plate fr persns with disabilities must be displayed n the vehicle. The psted daily fee must be paid. Accessible Parking Meters: A vehicle displaying a state-issued placard r license plate fr persns with disabilities may park in metered spaces fr persns with disabilities. The meter fee must be paid fr the time used. Fees are indicated n the meter. Accessible Parking Permits: Sme areas are specifically psted fr accessible permit parking. A valid AHEC prepaid accessible permit fr persns with disabilities must be prperly displayed t park in these areas. A permit may be btained upn payment f a fee and presentatin f a valid state placard (either temprary r permanent) and/r the vehicle registratin fr persns with 3

4 Parking and Traffic Rules and Regulatins disabilities. With an accessible permit, users can park anywhere n campus, with the exceptin f meters r ther prhibited/restricted areas as defined. Payrll deductin is available fr emplyees f the Auraria Higher Educatin Center, Cmmunity Cllege f Denver, r Metrplitan State University f Denver. Permits are purchased in the Parking & Transprtatin Services ffice. Disabled Veteran plates: Disabled Veteran plates that are identified with nly the DV lettering d nt qualify fr accessible parking privileges. (See C.R.S (5).) Lading Znes: Thirty-minute lading and unlading parking spaces have been established near the entrances f classrm and ffice buildings. Use f these spaces is restricted t peple actively engaged in lading r unlading frm a vehicle. Academic Departmental Lading Zne spaces have a 30-minute parking limit unless therwise psted. Displaying Parking Permits: Prepaid permits, passprts, and accessible permits purchased fr the current semester must be placed n the lwer left (driver s side) frnt windshield. The permit must be cmpletely affixed by means f the self-adhesive s that the wrding and numbers are in an upright psitin and visible frm the utside f the vehicle. Secnd Vehicle Permit: A secnd permit is issued fr a fee n request by the wner f tw r mre vehicles wh hlds a current permit. Only ne vehicle is allwed t park at any ne time in the permit lt. Additinal vehicles n campus at the same time must park in daily-fee lts. A secnd-vehicle permit may be btained fr mtrcycles. Mtrcycle permits are in the frm f a decal and must be placed securely n the vehicle in a manner that is easily visible. Secnd-car permits are subject t the same lcatin and affixing regulatins nted abve in the sectin n Displaying Parking Permits. Lst r Stlen Permit: A lst r stlen permit shuld be reprted t Parking & Transprtatin Services as sn as pssible. Fllwing the reprt, a replacement may be btained at Parking & Transprtatin Services fr a replacement fee. Permit Replacement: When a vehicle is sld, traded, r therwise dispsed f, r when a windshield is replaced, the permit hlder must cntact Parking & Transprtatin Services. Parking & Transprtatin Services will re-issue a permit t the riginal wner at n charge. If a permit is lst r damaged, it may be exchanged fr anther at Parking & Transprtatin Services fr a replacement fee. Refund f Permit Fee: T btain a refund fr the unused prtin f a permit, the permit hlder must cntact Parking & Transprtatin Services in persn. The refund is calculated frm the date that the refund request is made. Inperative Vehicles: A parking permit is nt transferable. If a vehicle listed n the permit applicatin is inperative, arrangements can be made at Parking & Transprtatin Services t temprarily register anther vehicle until the riginal vehicle is perative r replaced. Miscellaneus Permit Regulatins: As a cnditin f the issuance f a permit, the applicant agrees t abide by these rules and regulatins. A parking permit shall nt be altered, resld, r transferred. Parking & Transprtatin Services may deny r revke a parking permit fr any unsafe vehicle r fr vilatin f these rules and regulatins. AHEC parking permits are nt valid in metered spaces. 4

5 Parking and Traffic Rules and Regulatins Reprting Inperative Pay Statin Machine r Parking Meter: If a pay statin machine fails t prduce a receipt r change after a card r mney is inserted, r a parking meter des nt functin prperly when cash r credit/debit cards are inserted, this circumstance must be immediately reprted t Parking & Transprtatin Services at Reprt shuld include the name f the parking lt r garage, the time the machine r meter was inperative, and the machine s r the meter s number. Citatins issued fr the vilatin f these rules will be cnsidered valid unless a reprt f the malfunctin is made prmptly. Denial r Revcatin f Privileges: Parking privileges may be denied r revked fr nn-payment f utstanding parking citatins, and at such times, the vehicle may be bted r twed at the wner s expense. Parking privileges may be revked whenever faculty, staff, r student status is cancelled, and at such time the vehicle may be bted r twed at the wner s expense fr nn-payment f utstanding parking citatins. Parking Fees: Parking fees are established by the Auraria Bard and are subject t change withut prir ntificatin. Fr mre infrmatin, cntact Parking & Transprtatin Services. E. General Traffic and Parking Regulatins Prhibited Areas are thse in which n parking is permitted at any time. These areas are nt designated fr parking and may be identified either by signs r yellw r red paint n curbs r asphalt. Parking, including stpping t pick up r drp ff passengers, in prhibited areas may result in the vehicle (autmbile r mtrcycle) receiving a citatin and the vehicle being twed at the wner s expense. Vilatins may include, but are nt limited t: Obstructing access t a hydrant, fire truck, emergency lane, trash dumpster, r building entrance. Blcking r parking in a walkway, radway, sidewalk, r driveway. Obstructing vehicular r pedestrian traffic. Obstructing, hindering, r interfering with the plwing and remval f snw r with dumpster peratin fr garbage r recycling remval. Parking in an area marked, N Parking, r Tw Away Zne. Parking in pedestrian malls, grassy areas, r plazas (unless btaining prir written permissin t d s). Restricted Areas are thse areas where parking is allwed nly with a specific permit r by the nature f the parking area, which are identified by signs. Vilatins f these restrictins may result in a citatin and the vehicle may be twed at the wner s expense. Such vilatins include: Parking in an accessible permit-nly space fr persns with disabilities withut a valid AHEC accessible prepaid permit. These spaces require bth the display f a valid parking designatin fr persns with disabilities, as well as an AHEC prepaid permit. Parking in a prepaid, permit-nly area withut a valid prepaid permit fr that area. Other Vilatins: Parking in a lading/unlading area beynd the psted time limit. Parking vertime at a parking meter (meter expiratin) r hurly lt. Failure t pay as required in a daily-fee lt. 5

Overnight parking arrangements fr fficial functins, r as a result f vehicle malfunctin, may be made thrugh Parking & Transprtatin Services. If the request is made utside f Parking & Transprtatin Services business hurs, authrizatin can be prvided thrugh the Auraria Campus Plice Department. Living in r ccupying a mtr vehicle vernight in a parking area. Parking mre than 12 inches frm the curb. Parking n the wrng side f the street (e.g., left side f vehicle t the curb). Parking the vehicle even partially beynd the bundaries f the marked parking space. Failure t pay an after-hurs ntice in a daily-fee lt within the prescribed time limit. Failure t pay an Auraria Parking Deferred Payment Agreement within the prescribed time limit. Failure t pay by directly evading payment upn entry r exit. Operating Mtr Vehicles: Vehicles vilating regulatins cncerning peratin f mtr vehicles may be issued a citatin r be subject t city r state mtr vehicle cdes. Such vilatins include, but are nt limited t: Driving in excess f five (5) miles per hur n campus prperty (campus speed limit is 5 miles per hur, unless therwise psted). Failing t yield t the right f way t pedestrians at all times. Operating a mtr vehicle in a manner that interferes with the functin f the Auraria Campus r disturbs the peace. Operating a mtr vehicle in a way that culd cause damage t Auraria Campus prperty. Disbeying any parking r traffic signs r signals. Operating a mtr vehicle n sidewalks, lawns, pedestrian malls, r plazas (unless prir written permissin has been btained t d s). Driving the wrng way n a ne-way radway. Failure t heed AHEC glf cart driving plicies. Failure t heed AHEC service vehicle plicies. Disabled Vehicle: In the event f mechanical failure f a vehicle, the wner is respnsible fr its remval as sn as pssible. Parking & Transprtatin Services (r if it s after hurs, the Auraria Campus Plice Department) must be ntified f the vehicle s n-campus lcatin at the time f mechanical failure. N majr repairs n a vehicle are permitted n AHEC prperty. Payment f parking fees is required. Abandned Vehicle: A vehicle may be cnsidered abandned if it is nt mved in 72 hurs, is parked withut a valid license plate, r is in a state f disassembly (C.R.S and 1803). An abandned mtr vehicle may be twed at the wner s expense and impunded in accrdance with the law. Registratin Infrmatin Changes: Parking & Transprtatin Services must be ntified immediately regarding any change in the registratin infrmatin f any vehicle assciated with an AHEC parking permit, including change f address, license plate, r vehicle descriptin. Failure t d s may result in invalidatin f the parking permit. 6

Special Parking and Transprtatin Services Vendr Parking: Vendrs, repair and maintenance services, and thers ding business with the cnstituent institutins r AHEC departments may park at the campus parking meters r in any daily-fee lt at the psted parking rate. Vehicles that are identified as vendrs, as well as vehicles fr campus repairs r maintenance, may park at n charge in Service Vehicle spaces, if available. Cnference and Special Event Parking: Parking fr cnferences, indr special events, and utdr special events must be arranged thrugh Auraria Campus Event Services. Visitr Parking: Visitrs may park in any daily-fee lt, garage, r metered space. Payment f the psted parking fee is required. Visitr Parking Meters: Parking spaces with cin and credit/debit card perated meters are reserved fr shrt-term parking. Fees and maximum time allwed are indicated n each meter. Failure t pay fees r parking vertime at a parking meter (with r withut paying fees) is a vilatin that may result in the vehicle receiving a citatin and/r the vehicle being twed at the wner s expense. Enfrcement Parking Vilatins and Penalties: A vehicle perated r parked in vilatin f any f these rules and regulatins may be issued a citatin and a fine will be assessed. If a fine is nt paid within thirty (30) calendar days f the date the citatin was issued, the amunt f the fine dubles. Any fines that remain unpaid after ninety (90) calendar days frm the date the citatin was issued will be sent t the state cllectins ffice. Interest will accrue at the statutry rate n any fines referred fr cllectin. Twing and Impunding: Any vehicle may be twed and impunded at the wner s expense fr the fllwing vilatins: Frging r altering a parking permit, using an altered permit, transferring a permit t anther persn, r displaying a permit n a vehicle ther than the vehicle fr which the permit was issued. Parking in a restricted area (e.g., using an accessible space fr persns with disabilities withut having a valid state-issued placard r license plate), a permit lt (withut a permit), r a prhibited area (e.g., fire lane, radway/driveway, n parking zne, r pedestrian/mall/plaza area). Parking ver the alltted time in a lading/unlading zne, r parking in such a manner that blcks r bstructs access r traffic. Failure t pay fr parking at any f the daily-fee lts r metered spaces. Failure t respnd with payment fr three (3) r mre parking citatins after ntice has been prvided r attempted. Such failure t respnd will be deemed a waiver f any right t ntice r hearing prir t bting and/r twing and impundment at the wner s expense. Parking vilatin warning stickers (red tags) supersede all ther ntices. 7

8 Parking and Traffic Rules and Regulatins Vehicles may be twed r mved in rder t facilitate access due t emergency r inclement weather at n expense t the wner. Parking n campus withut valid license plates r n visible vehicle identificatin number (VIN). Bting: Vehicles with three (3) r mre utstanding, unpaid parking citatins may be immbilized with a bt. A red warning tag shall be placed n the vehicle advising that all unpaid citatins must be paid in full within ten (10) days f the tag being issued. If the citatins are nt paid in full within ten (10) days f the issuance f the tag, then a bt may be applied t the vehicle. The fllwing steps shall be taken when a vehicle is bted: An Auraria Campus Plice Officer may be present, if available, when the vehicle is bted, in rder t: Keep the peace. Cmplete an impund reprt indicating any existing damage t the vehicle and inventrying the visible cntents f the vehicle. Cnfirm that the vehicle is secured (i.e., the windws are up, the drs and trunk are lcked, etc.). If an Auraria Campus Plice Officer is unavailable, parking persnnel may still bt the vehicle and cmplete the required impund reprt described abve and cnfirm that the vehicle is secured. The impund reprt will then be frwarded t the Auraria Campus Plice Department. A red immbilizatin ntice shwing the date and time the vehicle was bted shall be placed n the driver s side windw f the vehicle. In additin, the immbilizatin ntice shall include a warning abut perating r attempting t perate the vehicle with the bt n, the reasn the vehicle was bted, the requirements fr btaining the remval f the bt, when and where payment may be made t btain the release f the bt, a descriptin f the right t appeal if the vehicle was immbilized in errr (including the right t btain the immediate release f the vehicle upn the psting f a sufficient bnd), and a warning regarding civil and criminal liability fr any destructin, remval, r tampering with the bt. In additin t the payment f all utstanding fines and penalties, a bt release fee must be paid in rder t btain the remval f the bt and the release f the vehicle. Vehicles will nt be released after 6:00 PM n Fridays; they will be available fr release the next business day. If the bted vehicle is nt paid and released within 30 days f the time the vehicle was bted, then the vehicle may be twed frm the campus. Release f Bted r Impunded Vehicle: T recver a bted r impunded vehicle, the driver and/r wner must: Pay all unpaid parking fines and penalties in full at Parking & Transprtatin Services, as well as the bt release fee, if applicable. Payment may be made in cash r by credit/debit card. Checks are nt accepted. After business hurs, payments may be made in cash at the Auraria Campus Plice Department in the Administratin Building, 1201 Fifth Street. Obtain clearance frm Auraria Campus Plice Department, if apprpriate. Obtain clearance frm Parking & Transprtatin Services. 8

Vilatins and Penalties Penalties fr Vilatins: Penalty fee schedules are apprved by the Auraria Bard f Directrs and are subject t change withut prir ntice. The peratr, r, if the peratr cannt be determined, the registered wner f a vehicle n prperty cntrlled by AHEC is respnsible fr cmplying with the parking and traffic regulatins stated herein and is subject t the established penalties fr vilatins. Vehicle wners are respnsible fr the peratin f their registered vehicles at all times and are liable fr payment f any parking vilatin fine (C.R.S ). Parking Penalty Payment: Fees assessed fr vilatins may be paid by submitting a check r mney rder t AHEC Parking & Transprtatin Services, Campus Bx M, P.O. Bx , Denver, CO DO NOT MAIL CASH! Fines may be paid nline at r in persn at the Seventh Street Garage, 777 Lawrence Way. The riginal citatin fine dubles if payment is nt received r pstmarked within thirty (30) calendar days f the date f the citatin. I. Appeals Right t Appeal: Any persn receiving a citatin fr an n-campus parking vilatin has the right t appeal the ticket t the Auraria parking referee. Appeal Requirements: An appeal must be submitted nline within sixty (60) calendar days f the date f the citatin. Failure t meet this requirement may result in frfeiture f the appeal right. Appeals must be submitted nline at Result Ntificatin: The decisin f the Auraria parking referee shall be sent t appellant via . Failure t Pay: As a result f an appeal determinatin, if payment f any fine which the parking referee sets is nt received by Parking & Transprtatin Services within ten (10) business days f the decisin mailing date, the riginal fine and any penalties shall becme due and payable. Determinatin f Appeals: The decisin made by the Auraria parking referee n any appeal is final and cannt be appealed any further. If a clarificatin f an appeal decisin is desired, an appintment must be made with the Directr f Parking & Transprtatin Services within five (5) business days f the decisin f the Auraria parking referee. J. Bicycles and Mtr Scters Persns riding bicycles (including electrical assisted bicycles ) r lw-pwer scters are respnsible fr abiding by all laws f the State f Clrad, rdinances f the City and Cunty f Denver, and regulatins f the Auraria Higher Educatin Center while n the Auraria Campus. Vilatrs are subject t fines and ther penalties, and bicycles r lw-pwer scters fund in vilatin f this plicy may be impunded. Electrical assisted bicycle, as defined in state law at C.R.S (28.5), means a vehicle having tw tandem wheels r tw parallel wheels and ne frward wheel, fully perable pedals, an electric mtr nt exceeding seven hundred fifty watts f pwer, and a tp mtr-pwered speed f twenty miles per hur. Lw-pwer scter, as defined in state law at C.R.S (48.5)(a), means a self-prpelled vehicle designed primarily fr use n the radways with nt mre than 9

10 Parking and Traffic Rules and Regulatins three wheels in cntact with the grund, n manual clutch, and either f the fllwing: (I) A cylinder capacity nt exceeding fifty cubic centimeters if pwered by internal cmbustin; r (II) A wattage nt exceeding fur thusand fur hundred seventy-six if pwered by electricity. Mpeds and bicycles with internal cmbustin engines may be cnsidered lw-pwer scters if they meet the specificatins in the freging definitin. Lw-pwer scter shall nt include a ty vehicle, bicycle, electrical assisted bicycle, wheelchair, r any device designed t assist mbilityimpaired peple wh use pedestrian rights-f-way. ( 103(48.5)(b).) Riding bicycles r lw-pwer scters (cllectively referred t as vehicles ) is prhibited in designated dismunt znes r n campus sidewalks, malls, and ther pedestrian walkways r areas, except in designated bike lanes. Riders shall abide by psted speed limits in designated bike lanes. Neither the Auraria Higher Educatin Center, nr its cnstituent institutins shall be respnsible fr any lss, theft, r damage t vehicles parked at designated campus bike racks. Lcking r securing vehicles t trees, bushes, signs, parking meters, psts, r anything ther than a designated bike rack is prhibited. Additinally, parking them at any campus lcatin ther than a designated bike rack r parking lt is als prhibited. Parking mtrcycles (including scters, mpeds, r gas-pwered bicycles that d nt match the definitin f a lw-pwer scter ) at campus bike racks r in any area nt designated fr mtr vehicle parking is prhibited. Abandned bicycles, lw-pwer scters, r bike/vehicle lcks fund n the Auraria Campus may be impunded and dispsed f by the Auraria Campus Plice Department. Bicycles, lw-pwer scters, r bike/vehicle lcks may be cnsidered abandned if they have been secured t anything ther than a designated bicycle rack, parked at any campus lcatin ther than a designated bike rack r parking lt, r ticketed r tagged by the Auraria Campus Plice Department and nt remved frm the Auraria Campus within ten (10) calendar days f being ticketed r tagged. Bicycles r lw-pwer scters may be tagged and cnsidered abandned, even if parked at r secured t a designated bike rack, when they meet any ne r mre f the fllwing criteria: Lcated at r attached t a bicycle rack and nt mved r remved within ten (10) calendar days. Severely rusted chain. Flat r empty tire(s). Missing majr parts (e.g., wheel, handlebar, pedals, chain, mtr, etc.) r extreme damage (e.g., severely bent rim r frame) that render the vehicle incapable f being perated in its intended fashin. Organic grwth arund r thrugh the vehicle (e.g., vines, grass, weeds, etc.). Build-up f debris r trash arund tires. Significant amunt f dirt accumulated n the vehicle. 10

All bicycle/vehicle lcks r parts, bicycles and lw-pwer scters fund at designated bike racks will be tagged at the cnclusin f each academic semester, regardless f whether they meet the freging criteria. The wner will then have ten (10) calendar days frm the date it is tagged t remve the bicycle/vehicle lck r parts, bicycle, r lw-pwer scter frm the Auraria Campus. At the end f the ten (10) calendar days, the bicycle/vehicle lck r parts, bicycle, r lwpwer scter may be remved, impunded, and dispsed f in accrdance with Auraria Campus Plice Department plicy. Bicycles r lw-pwer scters that are illegally parked r secured t smething ther than a designated bike rack and impede pedestrian r vehicular traffic, impede ingress r egress t r frm any campus building, r create a safety hazard may be immediately remved and impunded withut being tagged. Impunded bicycles and lw-pwer scters will be held fr ninety (90) days fllwing the date f being impunded and then dispsed f. Owners may recver their impunded bicycle r lw-pwer scter befre dispsal by presenting prf f wnership, including the vehicle serial number, t the Auraria Campus Plice Department. An impund fee may be assessed and shall be paid in full as a cnditin f recvering an impunded vehicle. 4.
